THE QUESTION OF STRENGTHENING BORDER SECURITY AS WELL AS SECURITY IN THE REFUGEE CAMPS IN LEBANON The General Assembly, Deeply concerned about the violent incursions and raids into Lebanese border towns and villages by Syrian security forces that have resulted in death and injury, Fully alarmed that several people have been killed and abducted in the clashes on Lebanons eastern border since the beginning of October, Stressing that these incursions and the ongoing crisis in Syria carry the potential of igniting further tensions inside Lebanon, Noting further that the border between Syria and Lebanon is not clearly demarcated and thus makes it possible for Syrian troops to cross over into Lebanon easily, Grieved that these incursions into Lebanon are carried out to capture and kill the fleeing Syrians who oppose the Syrian regime, Aware that more than 3800 displaced Syrian refugees have registered with the UNHCR in north Lebanon but many are still not yet registered, Realizing that the unregistered refugees coming into Lebanon illegally could pose a security threat to Lebanon, Emphasizing that strengthening security on borders and in refugee camps is imperative for the protection of the Lebanese people and the Syrian refugees and also for maintaining peace in Lebanon,

1. Demands the government of the Syrian Arab Republic to immediately cease all such incursions and to respect Lebanons sovereignty and territorial integrity; 2. Appeals to the UN to form a committee called the United Nations Lebanon Border Committee (UNLBC)which will help in the demarcation of the border between Lebanon and Syria in collaboration with the government of Lebanon;

3. Calls upon the United Nations Interim Force In Lebanon (UNIFIL) to station part of its forces on the eastern frontier of Lebanon so as to secure the border and prevent Syrian troops from crossing over;

4. Urges the UN to donate a total sum of $33 million which will be used accordingly: a. $12 million to fully equip the Lebanese Armed Forces (LAF) and station them in: each of the border towns and villages and in the refugee camps; b. $15 million to fund the demarcation of the border between Lebanon and Syria; c. $6 million to register the Syrian refugees coming into Lebanon;

5. Declares that the UNIFIL will monitor these funds; 6. Welcomes any further suggestions to strengthen this resolution.
