The 4th Millennium Convention MDGs AND BEYOND: POSITIONING THE ROLE OF NURSES IN GLOBAL HEALTH
INTRODUCTION From the discovery of vaccines that eradicated small pox virus to the threats of bioterrorism and changing climate, the world is currently going through a transformation where health becomes less vertical and becoming interconnected with other developmental agendas such as economic development, security issues and humanitarian emergencies, governance and human rights. We are at the era where health occupies a central place in global agenda, which offers an optimistic view but also poses greater tests. The interplay of the rising number of non-communicable diseases, the existing burden of infectious diseases and the emerging health impact of changing environment imposes gargantuan challenges to the world particularly among the low to middle income countries. The complexity is added with the advent of migration. Infectious diseases have the potential to travel quickly and spread across the nations. Health professionals are recruited in the developed countries, while the origin country is left with the lack of workers to care for the health of its people. Finally, the UN MDGs is about to end and the agenda for post-2015 is underway. Because of growing need for global health discussions, AYNLAs 4th installment of its Millennium Convention series aims to position the role of the nurses in global health. Being the largest health professional in the country, nurses should be aware of the contemporary global health issues, its challenges and opportunities. We believe that nurses are major players in globalizing world. As a backgrounder to the previous Millennium Conventions, the 1st Millennium Convention in 2010 opened the series by introducing the Millennium Development Goals (MDGs) to nurses and how nurses as active catalysts of progressive change can help in achieving its goals. Speakers from different United Nation agencies such as those from the UN Millennium Campaign, UN Development Programme, UN Population Fund, UN AIDS and key national government agencies such as the Department of Health and the National Youth Commission attended the event. National legislators were also present to grace the event. Senator Francis Chiz Escudero, Senate Chairperson on Human Rights became the conventions first Key note Speaker. The 2nd Millennium Convention in 2011 opened the first set of MDGs to be discussed, Goals 4 & 5, on Maternal & Child health. The convention was joined by a distinguished roster of top-caliber women leaders such as former DOH Secretary Esperanza Cabral, Akbayan Spokesperson & former Representative Risa HontiverosBaraquel. AYNLA also spearheaded the 1st National Nurses Consultation (NNC) which was attended by the DOH Nursing Consultant & former PRC Commissioner Ruth Padilla, Member of the Board of Nursing Perla Po and the Chairperson of the Professional Regulations Commission Atty. Teresita Manzala. The 3rd installment in 2012 tackled the six building blocks of the health system and the Universal Healthcare Framework of the present administration the Kalusugang Pangkalahatan. It was held in Iloilo. On the 4th year, AYNLA will go beyond the MDGs. We will discuss the pressing issues of global health, which are not usually tackled by nurses but plays a huge role in the directions of population health policies & programming and the future of nursing profession. It will also lay down up-to-date nursing programs such as the Nursing Certification Program, Nursing Law Amendments and the RN Heals. AYNLA will bring the 4th convention in Cabanatuan City which is a first class, urban city located at the heart of the province of Nueva Ecija, Philippines. It is considered the commerce, industrial and educational hub of the province and the commercial center for the eastern portion of Luzon's central plain, which is heavily farmed in rice.

OBJECTIVES The following are the objectives of the conference: 1. Update nurses and other healthcare professionals on the contemporary global health issues 2. Relate global health issues to the current nursing practice. 3. Provide updates on the MDGs and the post 2015 health agenda 4. To discuss the current policies and programs relevant in the nursing profession KEY TOPICS 1. Health and Globalization: Dramatic progress has been made in the area of health over the past 40 years, allowing world life expectancy to increase from and other important health outcomes to improve. Let us know how globalization, which has been fueled by important changes in technology generation, adoption, and diffusion, including major advances in communications and transportation, foreign policies and trade affect the health sector and health outcomes. 2. Health within the Borderless World: It is estimated that 214 million people are living outside their countries of origin. They have left for several reasons such as conflict, natural disasters or environmental degradation, political persecution, poverty, discrimination and lack of access to basic services and the search for better opportunities, particularly in terms of work or education. This topic will discuss the issues global migration and its impact on population health. 3. Changing Climate and Human Health: People are now starting to acknowledge that the earth becomes warmer and the global climate is varying. In this topic, we will learn the effects of climate change phenomenon to human health such as by altering the proliferation the geographic range and seasonality of certain tropical diseases, disturbing food-producing ecosystems & nutrition, and increasing humanitarian emergencies due to the frequency of extreme weather events. 4. Updates on the MDGs and Prospects after 2015: The health sector has led the development success of the MDG era and created an unprecedented opportunity to achieve even more after 2015. We will give to you the updates on the current standing of the MDGs and the possible health agenda post-2015. 5. Panel consultation: Nursing Updates a. Amendments to the Nursing Law: The gaps and uncertainties of the current nursing law led to consensus among the nursing groups to push for amendments. Learn more about the current moves to amend the nursing legal backbone. b. DOH Nursing Certification Program- The Department of Health, this year, designed a certification program to standardize the training programs for nurses through competency-based development. In this panel consultation, nurses may ask questions, probe topics and air concerns directly to the DOH and panel experts.
