It would MANDATE the TOPIC be taught [in 1-8 and 9-12, per existing structure] by ANY qualified teacher, invoking whatever curriculum/volunteers/training may be available locally. Second, note that this would easily be viewed as having been achieved within customary organizational resources rather than foisting an additional cost-center upon the School Board. And, certainly, the NEED to ensure these phenomena have been conveyed to our youth cannot be denied by any sentient individual, particularly noting this mandate exists in NY/NJ. Third, as a Plan-B, the ability to employ a back-door approach by appending Holocuast to anything else that may exist [in PDEs Core] would necessitate, perhaps, a more extensive re-write.
