The meeting was called to order at 11:03 a.m. CJ announced that Childrens Fairyland is hosting the Jack OLantern Jamboree on October 26 and 27. Andrew announced the Latham Square music series and FanFest 2013, a Warriors promotional event hosted by Chris Pastena.

Laurie moved and CJ seconded the motion to approve the minutes of September 26, 2013. Lucinda abstained. The motion was approved. Andrea moved and CJ seconded the motion to approve the allocation not to exceed $2,400 for the design of banners. The motion was approved unanimously.

Discussion of Ruth Miller Proposal for Auto Row Banner design

Staff outlined the proposal from Ruth Miller for the design of street pole banners to replace the current auto row banners on Broadway from the YMCA to 27th Street. The city has offered to pay for the printing and installation of the banners. The banners currently at this location are old and tattered and they sit at the northern entrance to the district. Tori explained that this is project is specific to the

LMUDA budget and would cause a variance in the banner line item. The variance would be within the whole committee budget. Andrea asked staff to send out a map showing where the banners would be installed. Sara asked about other gateway signage opportunities and Andrew discussed the possibilities working with the City of Oakland. Staff Updates: - Retail Shopping Guide - DTO Arts Proposal - Latham/Franklin Square Fiona noted that the retail guide is in the final stages of review and printing should be complete in early November. She also gave a brief overview of the activities being planned for Plaid Friday including a bar crawl with popup vendors in the bars. Steve talked about how Latham Square will be activated on Plaid Friday. Andrew reviewed the programming at Latham Square. He noted that we are still waiting to hear back from the city about the revocation of the current minor encroachment permit for Franklin Square. Gallen.Neilly & Associates Public Relations Update Warriors Fan Fest sponsorship presentation Nancy reviewed the highlights of the Gallen.Neilly & Associates report. Andrew outlined the event hosted by Chris Pastena and noted that it is free to the public and will include an appearance by the Warriors dunk team and childrens activities. The committee noted that the event was planned last minute and lacked sufficient promotion. There was also discussion of the sources of funding. The committee decided that the districts would fund Ambassador services to patrol outside of the festival footprint and ensure that all visitors have a good experience traveling to and from the festival. It was determined that the cost should not exceed $1,500.00. Tori noted that this funding is specific to the DOA budget. November 21, 2013 The meeting was adjourned at 12:09 p.m. Sara moved and Jesse seconded the motion to provide Ambassador services in Downtown not to exceed $1,500 in cost. The motion was approved unanimously

Please return brief answers to the following questions with your proposal. Please clearly describe, in detail, the mission/purpose of the event. Please also provide a brief history, if applicable. Occupations: Art Takes Up Space is a free, public video installation curated by Anuradha Vikram and includes six established new media artists projecting work in 11 windows in Old Oakland. This interactive series of window installations will illuminate both sides of 9th Street, between Broadway and Washington Street each Friday and Saturday night between the hours of 5:30 PM and 8:30 PM from December 6, 3013 until January 4, 2014. With this exhibition, Anuradha will record an audio tour of the artwork. Viewers may listen to the tour through a smartphone or wireless device, as they walk from video to video. The audio tour will discuss the theme of the exhibition, the artists intent in creating the work and their backgrounds. This informative tour will also be available online. Live streaming for videos with sound will also be available.

Participating artists are Allan de Souza, Desiree Holman, Freddy Chandra, Ranu Mukherjee Jerome Reyes and Jose Carlos Teixeira. Occupations: Art Takes Up Space invites a group of established mid-career artists, based mostly in the Bay Area, to consider the ways in which we relate philosophically to physical, psychological, and social spaces. Through projections of video and photography in the public space of Old Oakland storefronts, the exhibition brings the intellectual curiosity and visual engagement of contemporary gallery art to the wider and more diverse public of the streets. These artists propose views of the human condition that surpass the simplified categories that customarily define us our jobs, our politics, our families, our ethnicities. Instead, their works seek to activate viewers imaginations by selectively obscuring and revealing visual information and leaving us to fill in the gaps. By engaging the inner space of the mind in this creative way, these artists prompt the external conditions of our existence to fall away and reveal personal freedoms that no one can diminish. ABOUT Anuradha Vikram is a curator, critic and educator based in the Bay Area. She holds an M.A. in Curatorial Practice from California College of the Arts, San Francisco and a B.S. in Studio Art from New York University. She currently holds a position as Lecturer in art practice, history, and theory at San Jos State University, College of Marin, and UC Berkeley. Vikram has curated exhibitions for Craft and Folk Art Museum in Los Angeles, Mills College Art Museum in Oakland, and DeYoung Museum Artist Studio in San Francisco; and served as a past board chair for Kearny Street Workshop and for the Northern CA chapter of ArtTable. Vikrams writing has appeared in X-TRA Contemporary Art Quarterly, Hyperallergic, Leonardo, SF Camerawork Journal, Afterimage, and Open Space, the blog of the San Francisco Museum of Modern Art. Forthcoming publications include contributions to Critical Riot and Art Practical. She is a regular contributor to Artillery magazine and Editor of the #Hashtags column for DAILY SERVING. BLOCK Gallery, an LLC owned and directed by Lacey Haslam, is a site-specific exhibition program focusing in Oakland, working to forge collaborations between art and our everyday spaces. By connecting curators and artists to alternative venues, our exhibitions aim to engage with the context of our locations, expand the paradigms of exhibition making and activate the art experience. Please describe how your project will directly benefit the merchants and property owners in the district. This video art installation will be the first of its kind in Old Oakland, an invaluable neighborhood home to local shops, businesses and restaurants. This district understands the value of promoting Oakland art and participates in various community building events. 1. Increased traffic to the area: Art enthusiasts and the general public will have an additional reason to visit the neighborhood and shop locally for their holiday gifts. Property owners and tenants will benefit from this increased traffic and community event through ongoing promotions and subsequent photographs that reflect a thriving, active neighborhood.

2. Information on local merchants and sponsors: The exhibition will provide sponsors logo and information on a vinyl window covering on the north side of the street. Additional promotions will be included on BLOCK Gallerys website and on email and social media. With this exposure, viewers will be encouraged to visit shops and restaurants in the area and sponsors will be encouraged to share more information about their services at the at the information table.

Please outline how your project will improve the image of the Downtown Oakland Association and/or the Lake Merritt-Uptown District in a demonstrable way. With sponsorship from the Downtown Oakland Association we will not only be promoting and discussing the value of the CBDs services but also reiterating that the CBD stands in support of creative and engaging events. Additionally, this event not only speaks to the art and tech communities, it reflects the diversity of the citizens of Oakland by exhibiting multi-cultural artists. This video walk creates a space where highbrow art is accessible to everyone regardless of economic status or education. Public art is an important element in Placemaking and reiterating community character, specifically in areas such as Old Oakland. Only through the understanding and reinforcement of its character can a community flourish civically and economically. This art event strives to add to the culture of this neighborhood as the sunsets. All upkeep of the video equipment and window modifications will be monitored by BLOCK Gallery. Please describe what marketing strategies you will employ to advertise your project and how your project plans to advance the CBD brand. Online: Throughout the five-week project we will roll out a three-phase media plan. Phase one will generate buzz for the opening event, phase two will highlight Old Oakland as a destination for alternative for holiday light seekers and phase three will include editorial reviews and celebrate the closing. Information on the exhibition, the opening, Downtown Oakland CBD and local businesses will be featured on BLOCK Gallerys website, social media page posts and local arts listings throughout the Bay Area. Press: Sarah Burke with the East Bay Express and Oakland Art Enthusiast are already on board to cover the event. In addition we will be approaching Art Practical, the Bold Italic, Oakland North, Oakland Local, 7x7 Magazine and many others to spread the word. A press release will be distributed to generate buzz and we will continue to be in contact with the media throughout the five-week duration as mentioned above. Printed materials: A large vinyl window covering will be installed on 9th street containing information about the event, include a description about the artists and sponsors. Each business in the immediate area will also receive written materials so they are able to inform their customers about the project.

We would like permission to use information on the Downtown Oakland CBD (including description, website url and logo) to include in all of our advertising strategies. Please provide a description of your target audience. Our target audience is local residents and the Bay Area art and tech communities. With its interactive elements, this installation will encourage visitors to engage both as a community and as an individual. Please attach an outline of how you intend to use your sponsorship dollars if approved, as well as a detailed budget projection. Please see attached budget. The breakdown of upfront cost for the project is $900 per window. Our goal is to satisfy 11 windows along 9th street. We are seeking sponsorship from the CBD for two window or more windows. Your presentation should expand upon the answers you have provided here. Please come prepared with any materials you wish to distribute.
