INTERNATIONAL CIVIL AVIATION ORGANIZATION ASIA AND PACIFIC (APAC) REGION OFFICE ABOUT APAC REGION OFFICE The

Asia and Pacific Office was established at Melbourne, Australia, 4 years after ICAO was created in 1944. In the beginning, the Office was accredited to 12 states in the Far East and the Pacific. Shortly after several years, the Regional Office was shifted to Bangkok, Thailand, taking into account the advantage of its geographical location. It started functioning from 3 January 1955. Currently, there are 36 countries listed in the area of responsibility to this Office. Next, they had The Asia Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG) established by the ICAO Council in 1991. The purpose is to ensure continuous development of the Asia and Pacific Regional Air Navigation Plan besides facilitating air navigation systems and observe the primacy of air safety, regularity and efficiency. The Regional Office is very grateful to the Royal Government of Thailand for the continuous support to its activities and for generously providing excellent working facilities. The current Secretriat Building was provided at no cost in 1989. The land area is 1.5 acres consisting three-storey air-conditioned buildings. Each consisting office space for officers, staff, shor term consultants. library and ICAO document sales unit. In 15 January 2004, the Government of Thailand kindly provided a new conference facilities for the Regional Office. The new conference facilities which was named The Kotaite Wing of the Asia and Pacific Office by the Royal Thai Government in recognition of the contribution to the development of international civil aviation by Dr. Assad Kotaite, the President of ICAO coucil, back then. Today, the Regional Director for APAC Office is Mokhtar Ahmed Awan LAST MEETING

Regional Aviation Safety Group - Asia Pacific held their last meeting at the ICAO APAC Office from 27 July to 28 July 2013. The meeting was attended by 100 participants from 22 States and 8 International Organizations. The highlight of the meeting was to developed APAC Annual Safety Report and developed model Advisory Circulars on Crew Resource Management (CRM), Controlled Flight Into Terrain (CFIT) and Loss of Control (LOC) for circulation. Besides that, there's another major meeting that APAC Region Office attended, that is the The Twelfth Working Group Meeting of Aeronautical Telecommunication Network (ATN) Implementation Co-ordination Group of APANPIRG ON 5-8 August 2013. The meeting was held at Washington, USA. Mr. Li Peng from Regional Officer CNS, ICAO Asia and Pacific Regional Office acted as the secretary for the meeting.

DEVELOPMENT IN THE RECENT YEARS Progressively after the establishment of Asia Pacific Region Office, the ICAO Asia-Pacific Flight Procedure Programme (FPP) was established in October 2009. Firstly, ICAO AsiaPacific PBN Task Force recommended ICAO APANPIRG to establish the FPP. In September 2009, APANPIRG during its twentieth meeting endorsed the concept. With supports from the Civil Aviation Administration of China (CAAC), the FPP office was established and located in Beijing, China hosted by the China Academy of Civil Aviation Science and Technology (CAST). The purpose is to uphold the need for a regional center of excellence in the field of flight procedure design and to support ICAO Assembly Resolution on Performance Based Navigation (PBN) implementation. Their last meeting in Bangkok, Thailand conveyed about the importance of enhancing the global civil aviation safety. Secondly was on the Environmental Protection and Sustainable Development of Air Transport, mainly to foster harmonized and economically viable development of international civil aviation that does not unduly harm the environment.
