Lt Col Kacey Haney, our POC, tracked me down yesterday on cell and we went
over a few things.

She estimates that over 80% of the folks we need to talk to are still there.
She has cancelled her leave to be available, she was also there on 9/11.

Major Nasypany's name is pronounced NAH sip a KNEE, with major emphasis on the
last sylable. He is still there, as is Lt Col Deskins. Only major player that
appears to be missing is the DO.

She confirmed they have the tapes, but are concerned about fragility--they are
reel-reel. I told her to hold on making copies and we would make that
judgment on site in consultation with their technical folks.

I'll talk to her again on Friday.

Kacey, going in the game plan is serial, not parallel ops. Good point tho. By
way of background—John Azzarello and I are the interview team; John Farmer is
our team leader and is along to learn as much as he can before we go to NORAD.
For a thumbnail sketch on all of us--and I'm sure you have done this already-- go to the
commission's web site. Dana Hyde is our other partner, but she will
not be along on this trip. Geoff Brown is our assistant and he will be taking
notes on his laptop as we conduct interviews. We have found that to be the
most efficient way to proceed.

Will we be better off coming up Sunday afternoon to allow enuf time?

FYI, we have a Commission requirement to tape our interviews.

Any idea of who big DoD has seconded to represent DoD OGC?

I'm leaving early in the morning to go to Langley to visit 119th, RCC, and
Giant Killer. Any insight NEADS has that we need to be aware of let us know.
We will be in periodic e-mail contact and when possible I'll have my cell phone
active. I return to DC Tuesday evening. John Farmer and Kevin Shaeffer will be
with me at Langley.

Janet, Kacey, we have poured concrete around the 20-24 Oct week (Mon-Fri) for NEADS visit.
Regret this might fall during Lt Col Blaney=92s scheduled leave. We have no objections to
arrival Sunday evening and departure Saturday, if necessary.

Lisa Sullivan will coordinate all the details in getting us there and back. Traveling
party TBD, but count on Miles Kara, John Azzarello, John Farmer, and Geoff Brown. Work to
be done primarily at but not limited to SECRET RELCAN level, except for Intel Officer, DO
and CO, which will be SCI.

Kacey, we requested interviews primarily by position held on 9/11 and need to know soon
who is still available and how we contact those who are not. We understand that a good i
percentage of people involved are still there. Our learning curve is to plan on 1 =^au, '"vpy
hours per interview**?longer for the CO, DO, MCC and ID Tech. In fact, CO and MCC should
be open ended. We need to make sure we understand the concurrent play of exercise
Vigilant = Guardian and the suite of interviews should allow for that understanding.

We envision talking to the real world 9/11 watchstanders first, concluding with MCC;
exercise MCC (and others TBD) second; battle cab (less CO) third; the day shop supervisors
fourth; adjunct personnel fifth=^O*iifcel, comms,other TBD;--and CO last. We understand
that exact scheduling will depend on availability. We have no problem with early or late
scheduling to meet needs of current watchstanders. We are also open to any suggestions
Colonel Marr may have to ensure that we have fully and completely examined or contacted
all responsive sources of information available during this = visit.

Janet, Kacey, please have tapes of the transcripts available on site and then provided to
us for retention through the document process.

Janet, we need to lock in the Langley trip. Where do we stand, who are we going to see, and
in what order?

Langley is the priority. SAR and Giant Killer are important, but should not be time consuming
visits. If available documents are sufficient we may not need to do much more than simply visit
SAR.

Langley purpose: The Langley scramble and the operations concerning how all of that is
managed
SAR purpose: USAF reaction to FAA request re AA77
Giant Killer: Involvement in the actual control of both Otis and Langley scrambles, and some
feel for history on how such scrambles are managed by GK.

Pat, good morning, thanks for candid report on this issue.

Also, thanks for excellent support in getting us in contact with Commander Perez. That
went well, short visit, but necessary to flesh out that piece of the FAA/DoD relationship.

I alerted the Major from Hanscomb who represented DoD to the intricacies of the yet to be
scheduled trip to Otis, which involves both FAA and DoD equities. The primary purpose of
that visit is to go to the wing. Therefore, it will be a DoD visit, with a side visit to
Cape TRACON, the FAA entity of interest.

Most of us will be on the road again next week to complete the major FAA field visits.
It's good we deferred NEADS since we need the upcoming week for FAA.

We are still shooting for NEADS in the 21 Oct timeframe and also the Langley piece in
early October. Concerning Langley, our visit with Commander Perez provided additional
awareness of an entity known as GIANT KILLER. Simply put, GK is the controller for
military activities in the offshore warning areas along the eastern coast and may have
been involved in controlling the Otis scramble on 9/11. GK, by location, is also referred
to as VACAPES (Virginia Capes) and is headquartered in the Langley area, probably at
Oceana.

Therefore, the Langley visit now has three nodes—VACAPES/GIANT KILLER, SAR/RCC, and
Langley operations re the scramble. At the first two nodes the requirement lies somewhere
between an interview and a briefing. We need to obtain sufficient information and
documents to fully describe the participation of both nodes in the events of 9/11. We
look to DoD to best determine how that requirement can be met, to include JCS-level
orientation, if appropriate.

No, we didn't have time in New England to dine on lobsters.

We have been reviewing the five audio tapes of the 9/11 NMCC conference call to develop at
least a rough time chronology/phasing for the transcript. In doing so, we have discovered
that the transcriber missed one side of the fourth audio tape (Tape #4/Side 2).

Specifically, the transcript identifies Tape 4/Side 2 as beginning on page 136 with the

addition of the words "SIDE 1 IS BLANK." In actuality, the
transcript reflects Tape 4/Side 1. Tape 4/Side 2 should begin on page 153
of the transcript -- it does not -- instead the transcript skips directly to Tape 5. It
appears that the transcriber misinterpreted the pauses, gaps, and hollow sounds at the
beginning of Tape 4/Side 2 as indicating a blank side.

We are working with all due speed to complete the transcription. Will keep you apprised

Janet, there is a SAR (Search and Rescue) issue with AA77 and FAA notification records
indicate that such notification goes to "Search and Rescue: Langley AFB (LFI)."

While at Langley we should talk to a knowledgeable official(s) about FAA SAR notification on
AA77, or other aircraft, on the morning of 9/1 1/01 .

Please confirm that the appropriate AF SAR activity to visit is at Langley. If so, please add to
the schedule a discussion with the operations officer or other knowledgeable person about AF
support to any SAR effort concerning AA77. If not, please direct us accordingly.

Pat, do we need to add a line item to a supplemental document request to cover AA77-related
SAR documents held by DoD?

Either way, the briefing loses in translation if it is not viewed as a slide show. Only way to do that is
electronically. So let me restate the requirement. We need that presentation(and any other briefings/power point
items) in slide show as well as static form.

Good example is the Cheri Gott briefing, that was provided to us on CD and we can view it dynamically.

I chatted with Pat Downs at DoD today. As you know we have to work all requirements thru

Richard, thanks. As I recall from my BTTR days Bill Cogley and I had scant time to take
in the local culture at SEADS/1AF back in '97.

As you probably know, DoD/JCS is working a trip for us to NEADS week of 29 Sep.

Dates for Tyndall have not been set, but we are looking at a three week window late Oct,
early Nov. My son is getting married on the llth of Oct so I've been told to stay local
first half of October. Seems my presence is required at the ceremonies and aftermath.

PA get the information; and why was RADES cited.

NEADS during week of 29 Sep.

It is important that we understand thoroughly how NEADS was set up and operated on that day, to include all the
SOPs, checklists, comms paths/bridges/open lines etc. The role of the Battle Cab needs to be laid out as well as
the overprint of the exercise SAOC with the real world team. We will use the NEADS transcript as a baseline to
work through events with most people we talk to. Some interviews will be short. Others such as the MCC, the ID
Tech, the CO, and the DO should be open ended as to time.

The traveling team, at the moment, is Miles Kara and John Azzarello. You have clearance data on us both, I
believe. Lisa Sullivan will handle the logistics, scheduling and such. She is copied on this e-mail. John comes
from our New York office and will likely meet up with me at Rome.

NEADS should assume that we know little about their operations. I spent time at SEADS and CONR several
years ago on the BTTR project, but my knowledge is dated. We have ACC pub ACCI 13-SAOC, Vol 3, Air
Defense Command and Control Operations, 30 May 1997, as our guide. If that is out-of-date or insufficient we
need the relevant document(s) provided to us ASAP, preferably by FEDEX.

We will need sufficient space to spread out a bit and to conduct interviews. We would also use that space to work
on into the evening each day and to store materials. Access to a couple of accredited computers will help,
especially if we determine that our notes/interviews are classified. We will keep going until we are done and are
scheduling through Friday, if necessary.

Janet, at this point we believe it more efficient and effective for all parties if we skip echelon and pick up the
coordination directly with the NEADS POC — via e-mail with cc to interesting parties in between.

Scope established above is a start point. We will follow additional leads, trails or avenues as they become
apparent.

custody of the NMCC. There was no clock-date stamp during the recording because these were

Janet, as I alluded to in an earlier conversation, we need NORAD to expeditiously supply the


actual dates of documents beginning with your DoD Bates number 24095 and continuing
through the Amalgam Virgo 02 material. Specifically, we must know with certainty which
documents in that spectrum were actually in existence prior to 9/11. However, it is important
that each distinct document carry the date of its creation. While we can infer some of those
dates we prefer that the provider make the definitive call.

It would be helpful if the answer came back as an e-mail response. If NORAD prefers to tie
the dates to its own tabbing system, that's fine; we just ask that you help us in making the final
equation to specific DoD Bates numbers.

That aside, we asked for Amalgam Virgo 01 and 02. Yet, we received voluminous material
concerning Amalgam Virgo 03. We are curious as to why? We were provided very little,
apparently, about Amalgam Virgo 01. Intuitively, there must be more, to include lessons
learned that would help us understand both 01 and 02.

Pat, Janet, we are seeing some very responsive material, especially the debriefs of the Langley pilots.
Raises the question if such debriefs will be forthcoming for Otis and Andrews pilots, as well.

Janet, those debriefs show that we will need to go to Langley, but perhaps won't need to go to North
Dakota.

I note some duplication in the NORAD material with documents previously delivered. For example, we
got a second copy of the NEADS transcripts as well as second copies of some of the Cheyenne Mt
material, logs specifically. Earlier, we also got multiple deliveries of the CONR chat log. I speculate that
the initial deliveries were direct from CONR and NEADS and that NORAD is now submitting the same
information. Is it the rolling production that is causing this and do you have any suggestions on how we
might save time and your end and ours in handling duplicate deliveries?

On a different note, the debriefs of the Langley pilots clearly show that both FAA and NEADS were
involved in the actual ground control of pilots that day. So far, we have no transcripts, tapes or other data
from either DoT or DoD that account for taskings, directions, instructions and other information relayed to
and from the Otis, Langley and Andrews fighter pilots. FAA is separately pursuing its end of this issue.
Please make sure that NEADS/NORAD accounts for ground control of the pilots while airborne in their
search for documents related to the hijacked aircraft.

Roger that, North Dakota as I recall. The issue then becomes who manages them
while at Langley-1st or 119th. For example, when the MCC at NEADS scrambles or
orders his assets to battle stations, how is that event recorded, who has the records
and how did the local operations folks at Langley fit in? We need to sort through all
that and Langley seems the logical place to start and then proceed from there.
Certainly the pilots are likely not there. We are open to any suggestions on how we
might proceed more efficiently and effectively, understanding that Langley was one
of the 7 designated NORAD AD sites, even though they might borrow manpower to
execute the mission.

Janet, per our phone conversation here is a summary for planning


purposes. Week of 22 Sep is tentatively an FAA week. Week of 29
Sep is preferred NEADS week, but we might be able to do week of
15 Sep. Period 1-15 Oct is projected for non-travel. That projects
CONR and NORAD for last two weeks in October or early Nov,
CONR first.

As we discussed, we have other Commission staff interested in


going to NORTHCOM on other issues.

Back to NEADS, we need to pin down who is still there or locally


available, who occupied the positions stated in the request. Present
location of folks not currently there will be required. Our scope is
the morning/day of 9/11. We need to separately interview persons
involved on that day; understand how they were configured and

to include capabilities of display systems; and establish who
participants were able to talk to (both internally and externally) and

also need to understand how Exercise Vigilant Guardian was
configured and managed.

First let me express our appreciation for the detail you provide in your update. The
color coding is a nice touch.

Second, re line item 4-18 on page 8, the DoD aircraft IVO NYC and Wash DC, let me add the
following perspective. It is important that we establish the universe of military
aircraft that might have been available on that day, to wit, Gofer 6. We understand this
is a non-trivial task, but ask that the Department work the issue to a logical conclusion.
To that end, it seems to me that there are at least two data points that might help. One
is the ability of the 84th RADES to do a Mode 2 search, as you mention. They have
partially done that in response to request #5, which is complete. A second data point
might be Air Tasking Orders (ATO) for 9/11. To further assist, two examples of aircraft
of interest come to mind. First, is the pair of aircraft, Bobcat 14 and Bobcat 17 that
appear to have originated from Dover AFB prior to 0900 on 9/11. A second example is the
B742 Heavy (WORD 1 or SWORD 1) that departed Andrews prior to 0930 on 9/11.

Pilot names, please, and current locations. Are these guys telling me that they don't
maintain personal log books to account for flight hours? Count me as skeptical.

Here is what I know from my work on BTTR. We obtained very specific information from
pilot personal logs that was no where else available. If this becomes too hard to do I
suggest Col Burris from CONR call me directly and he and I can sort out what I believe to
be true and what the pilots are telling you.

FYI, we learned at Andrews Tower that flight strips are held for 15 days unless there is
need to hold them further for investigation. If someone is telling us that they were
shredded, then we need a piece of paper explaining why flight strips for 9/11 were not
held and why they were routinely destroyed even though the SOP allows that.

Faith, I've been in DoD for decades. That and my DoD IG experience tell me that we are
getting convenient answers. I surely hope that is not true.

I've been in direct contact with the pilots at NEADS -they are still not sure what
specific data/piece of information you are looking for in DR 4-8 - e.g. flight hours, take
off and landing times? They tell me that AF records show flight times and that "form 781"
(maintenance record) will show info for all AIRCRAFT. Regardless, NEADs does not have this
info - and recommended we would have to contact each squadron directly.

He (one of the pilots there) also tells me that the "line up card" is shredded daily, so
they would not hold those. / .-, - -,,*.

Are you looking for pilot names, or do you already have that? . -

I'm sorry that I didn't get back to you sooner on these discrepancies in the initial NORAD
package.

First, I can confirm that there are NO actual(intended) redactions in the NORAD materials.
NORAD said that there were problems with the quality of the document scanning service
which accounted for the gaps on certain pages. I received from NORAD a corrected package
but some of the discrepancies remained such as on the Combined Command Center log pages
where part of the
timeline appeared to be obscured (example: page 46-47). NORAD is checking
again on the remaining discrepancies. It may be the case that, for example, on page 46-
47, the image is correct -- that the log details a number of items/lines for the "0832"
timeline and that the line and arrow drawn at the left margin indicate so. For some of the
other discrepancies, I have the clean pages with full text showing (as in pp. 46-55 and
46-56). I wanted to wait until I had the full picture from NORAD rather than send you in
bits and pieces. We should be able to clear this matter up by early next week. Pat
