1. The Department of Edrrcation (DepEd) Region IV-A CALABARZON, through the Curriculum and Learning Management Division (CLI\,D), announces the conduct of the Regional Schools Press Con'ference (RSPC) for SY 2013-2014 with the theme " Camtrns Journalism and Trmtsformational Leadership" on January 26-29,2014 back to back with the Regional Festival of Talents @FT) consisting of skills exhibition in the different learning area on January 30 - February 1,2014 to be hosted by the Schools Division of Dasmarinas City.

The conduct of the RSPC is pursuant to Republic Act @A) No. 7079, otherwise known'as the Campus Journalism Act of 1991, and in support to DepEd Order No. 47, s. 2010, entitled Guidelines on Financial Subsidy for the Conduct of the National Schools Press Conference INSPC) its implementing'rules and regulations (IRR) specifically Rule IX of Section 1.

The Conference aims to: a. demonstrate understanding of the importance of journalism by expressing it through different journalistic endeavors and approaches; b. sustain advocacy on social consciousness; c. provide a venue for an enriching learning experience for students interested in pursuing joumalism as a career; d. promote responsible joumalism and fair and ethical use of social media; and e. enhance joumalistic competence through healthy and friendly competitions. The Conference activities shall include the following: a. IndividualContests; b. Scriptwriting and Radio Broadcasting Contests; Collaborative Publishing Contest; d. Awarding of the Winners (Individual and Group Contests) and Outstanding School Paper Advisers (SPAs) and Campus Journalists (CJs)

The mechanics and management of the contests for storytelling competition, creative dance competition, sabayang pagbigkas and interpretative dance are indicated in Enclosares No. 9 orul 10.
Each delegation is expected to be at the venue by 1:00 pm of January 29 (Wednesday) and to leave right after the awarding of winners on February I (Saturday).

All delegation heads with their respective SPAs and contestants must be responsible not only for the food, accommodation and transportation of their Campus Journalists (CJs)/pupils/students but also for their safety and security all throughout the RSPC and RFT. Thus, the parents' permit and medical certificates together with the schools division's official list of the participants duly signed by the Schools Division Superintendent must be submitted to the registration committee of the host schools division. A copy of which must also be given to the principal ofthe billeting school upon arrival.

19. There shall be NO REGISTRATION FEE. Participants shall take care of their own trarsportation, food, accommodation and other related expenses which may be charged to MOOE, provincial local funds or the city's Special Education Fund, subject to
usual accounting and auditing rules and procedures.

Honoraria, board and lodging and transpo(ation of judges, supplies and other related expenses shall be charged against the downloaded Campus Journalism Funds and to the Regional Funds, subject to usual accounting and auditing rules and procedures.

21.. The host Schools Division shall take charge olthe trophies/medals and certificates of the RSPC and RFT winners which may be charged to MOOE, provincial local funds or the city's Special Education Fund, subject to usual accounting and auditing rules and

procedures. Likewise, they are also requested to organize the working committees on registration, documentatio4 venue and accommodation, ICT, medical and security.

GENERAL GUIDELINES FOR THE SELECTION OF WINNERS IN T}IE DIFT'ERENT INDIVIDUAL WRITING CONTESTS
The competition in the Individual Writing Contest is dcsigned to showcase the competencies of campus journalists, demonstrate their holistic joumalistic skills and proficiency through media exposure, immersion and press conferencs, and promote fiee responsible joumalism.

Only leamers from schools with publications, both in English and Filipino, and,ior maintain a lgitimat publication staff website for the school year and who won the top seven spots in each category are allowed to compete in the various individual contests ofthe RSPC.

General: l. To facilitate proper identification, the participants are required to wear their school uaiform with their valid school ID/RSPC IDs especially during the contest proper. 2. Should there be queqtions and assistance nceded, the participants can only raise their concems to the assigned proctor. The proctor shall refer them to the Rcgional TWG for appropriate response to their queries or concerns. 3. Contestanls should not put any identifing mark on the contest entrv or answer sheet. 4. The top seven wimers per medium shall be recognized and the points they will gamer will be included in the computation ofthe overall scores. 5. Any violation of the stipulated guidelines will be grounds for disqualification of the participant. 6. The decision of the members ofthe Board of Judges in all aspects of the contest shall be deemed final and irrevocable.

Sports Wnrrng: a. The RTWG shall orient and provide final instructions to the campus joumalists before thc contest proper. b. A pre-game conference shall be conducted for the introduction ofthe players, coaches, and toumament officials. Consequently, a post conference shall be held for further interview and data gathenng. c. Contestants shall be made to watch an actual game where they can gather appropriate data and/or interview officials and athletes before and after the
game.

The contstants shall use the standa"rd copyreading symbols and follow
directions givcn in the contest piccc. The contestants will also provide two headlines for the article that they have edited and include the appropriate printer's dircctions.

Editorial Carlooning: a. Only pencils with erasers provided by the Organizers shall be used. b. The cartoon must reflect the elements of editorial cartooning. c. The cartoon should bs, at all times, compliant with the professional and ethical standards of media.

Photojournalism a. Preparation: Padicipants should be at the contest venue thirty (30) minutes before the orientation. 2) The photojoumalists are allowed to use any Digital Camera (point and shoot only) with a maximum of 16 megapixels. Contestants who shall be bring any DSLR and other high-end cameras will not be permitted to ioin the photo shoot.

Photo Shoot After announcing the contest theme/topic, the first shot (cgntrol shot) by all contestants should be focused on one subject as determined by the examiner/proctor. 2) Every contestant is given one (1) hour to take pictures, which does not include the loading and unloading of the storage card in front of the examiners/proctors. 3) During the actual photo shooting, the advisers, trainers, and parents of th contestants are NOT allowed in the venue. 4) The contestants are allowed to take ten (10) photos, but only six (6) shots (including the control shot) will be submitted as official entries. 5) Five (5) best photos and the control shot will be uploaded by the cbntestant to the RTWG assigned laptop/deskiop for judging.

GUIDELINES FOR TTIE COLLABORATIVE PUBLISHING CONTEST The competition in collaborative publishing is designed to encourage teamwork among campus joumalists and simulate the workplace of an editorial departnent in a publishing

The team will be given trvo (2) hours for data gathering and writing and another two (2) hours for lay-outing and editing. Each teem will bc re{uired to bring a maximum of (4) laptops installed with either PAGEMAKER or IN DESIGN and Photoshop (for the secondary level) and Microsoft Publishcr (for the elementary) for the lay-out the group's final output. The laptops will be checked by the RTWG for any other official applications and pre-written documents or
refercnccs therein. The host drvision rvill provide six (6) scanners for the editorial cartoon (three for elementary and three for sccondary (English/Filipino). Mobile phones and othr electronic gadgets shall not be allowed except for digital camera and laptops with disabled rntemct connection. Each group will be required to convert their output into pdf format. pnnt and submit it to the contest committee. The collaborative publishing team shall submit both hard and soft copics oftheir entries. They should ensure that no identifying marks about their school, division or region can be found on their output. The output ofthe contest is an A4-size fqulpagelubliqarfan. Scriptwriting 1. The students will be given I l/2 hours to prepare a script for a S-minute radio broadcast, tlnt rncludes an infomercial, which may depict health, environment, politics and social issues, and four (4) news articles, which may be based on press releases, raw data, or any other option given by the RTWG. The infomercial shall have a marirnum length of(l) minute and shall use the language that the group is competing in. Another 30 minutes will be allotted for the printing of the output. . 2. Each team may use up to three laptops and an inkjet printer in preparing and printing of the script. The team should ensure that the laptops they will use for the
contest slrould not contain any document that they may use as reference or model during the conduct of the contest. All laptops should be submitted to the contest committee for inspection. Each team is required to bring its own ertension wires and other equipment, such as CD player for rehearsal. Once the script *riting has commenced the contestants will no longer be allowed to leave the contest rooms. Except for the volume meter, contestantsltechnical director shall not be allowed to change, adjust and manipulate the main control board during their presentation. Mobile phones and reference books shall not be allowed in tlte contest area. In case ofpower failure, the affected team shall be allowed to perform again.

Each Division both public and private schools shall conduct their own competitions to select the besl contesla.nts in all the categories.

Participants to this competition are currently enrolled Preschool pupils in public and private
schools.

A contestant is allowed to participate in only one category.


Only the division champions in public and pnvate schools per category are qualified to join the
contest.

On the day of the cgntest, coach in each category is required to submit a) ID pictures (2 x 2), (b) certification fiom the principal that the child is currently enrolled in Kindergarten and (c) parents pernit.

The number of the contestarts in the registration form shall be his/her official number during
the contest. There
