1.0 Introduction

September 2013

Arc Environmental Limited has been instructed by Fitz Architects Ltd., on Behalf of BBL NE Ltd, to undertake a Phase 1: Desk Top Study Report for the redevelopment of an area of land situated adjacent to Marine Walk, Roker, Sunderland. At this stage it is understood that the redevelopment will be a mixed use development comprising 5 no. commercial units, 6 no. residential and office units with associated car parking and bin store. The primary objectives of the report are to assess the geological and contaminated land conditions on and beneath the surface, and a preliminary Conceptual Site Model (CSM) has been developed to define the scope and extent of any further investigation works deemed necessary, prior to commencing with any future development. A site reconnaissance (walkover) survey was undertaken as part of this report which involved an inspection of the site and its vicinity. Site photographs were taken during the survey and these can be seen attached in Appendix I, with all relevant observations noted in Section 2.1 below.

2.0 Physical Setting

Land adjacent to Marine Walk, Roker, Sunderland, SR6 0PL. 440800,558800 Representative for the central part of the site. The site is a small area of land located adjacent to Marine Walk, Roker, to the north-east of Sunderland City Centre. N = Grassed embankment/Marine Walk, E = Marine Walk with Roker beach beyond, S = Grassed embankment/Marine Walk with commercial building (Adventure Sunderland) beyond, W = Grassed embankment with Roker Terrace beyond. Generally rectangular shaped site, c.0.15 Ha in size. The proposal is for a mixed use development comprising retail, residential and office use. The site is located towards the base of a steep embankment with the majority of site area being generally level. Mixed concrete and grassed surfacing. A retaining wall is present on site with this likely to form part of a building which has previously been recorded on site. Relic foundations may be present associated with the building previously recorded on site. In addition, services (i.e. drains, water, etc.) may also be present below the site area. The earliest available archive plans (c.1862) indicate the site forms part of Roker Beach. From c.1897 the site forms part of a rail network for Roker Pier and by c.1919 the site is recorded as undeveloped although the southern portion appears to be lower. From around c.1972 a building (former caf) is recorded on site and the building remains up until at least c.1993. From the site walkover the building floor slab is still present with the walls to the north, west & south forming a retaining wall feature.

3.0 Environmental Setting


3.1 Site Geology:The geological assessment for this site has been based on records produced by the British Geological Survey (BGS). 3.1 Site Geology (Contd):3.1.1 Made Ground:According to published BGS data, the site lies on an area of made ground. This is confirmed by previous ground investigation works completed on site during November 2002 where made ground comprising disturbed natural strata with anthropogenic debris (i.e. brick, ash, concrete, etc.) was recorded to depths of between c. 1.20m to c.3.20m below ground level. 3.1.2 Drift Deposits:Geological records do not indicate the presence of drift deposits below the site. However, from the boreholes previously completed on site, loose brown sand with fine to medium gravel was recorded to a depth of c.4.30m below ground level. In addition, BGS boreholes NZ45NW744 completed c.60m to the south of the site, record brown sand to a depth of c.3.50m below ground level. 3.1.3 Solid Geology:The solid geology underlying the site is shown to comprise the Upper Magnesian Limestone: Roker Dolostone (limestone) formation. 3.2 Coal Mining Assessment:As highlighted within Section 3.1.3 and in accordance with the BGS data the site is underlain by Magnesian Limestone deposits and there are no productive coal seams at shallow depth below the site. Therefore, it is felt that the site is at not at risk from potential future instability issues from shallow coal mining activities and as a result, no further assessment or intrusive investigation works are deemed necessary for this development. 3.3 Site Hydrogeology:Table 3.1 STRATA
Made Ground: Aquifer / Soil Leachability EA Classification Soils of High Leaching Potential (U). Comments Soil information for restored mineral workings and urban areas based on fewer observations than elsewhere. A worst case vulnerability classification (H) assumed, until proven otherwise. Likely to be of medium permeability when considering the presence of sand deposits below the site. These are layers of rock or drift deposits that have high intergranular and/or fracture permeability - meaning they usually provide a high level of water storage. They may support water supply and/or river base flow on a strategic scale

Drift Geology: Solid Geology:

Not Classified. Principal Aquifer.

The site does not fall within a source protection zone. There are no water abstractions (surface or groundwater) present within c.1km of the site. A shallow continuous groundwater surface (water table) is likely to be present below the site within the sand deposits. When considering the location of the site (i.e. adjacent to Roker Beach and the North Sea) any groundwater surface below the site is likely to be in hydraulic continuity with the North Sea and is likely to be influenced by tidal movements.

When considering the site is located immediately adjacent to Roker Beach and the North Sea, consultation with the LA and EA should be made with regards to potential additional information relating to this site with respect to periodic flooding, standing water or poor drainage problems. 3.5 Site Ecology:According to the Landmark Envirocheck Report obtained for this site, there are no sensitive land uses recorded within c.500m of the site. 3.6 Radon Assessment:The site lies in an area where less than 1% of homes are above the radon action level, in accordance with the British Geological Survey (BGS), National Geoscience Information Service and their assessment suggests that the site does not require radon protection measures. This corresponds with the BRE Digest, BR211 (2007) Radon: Guidance on protective measures for new buildings which records the site to be situated within a clear grid square (1km), also inferring that no radon protective measures are required for the site. 3.7 Estimated Soil Chemistry:Data provided by the BGS in relation to estimated soil chemistry for a number of key metals and metalloid elements are summarised in Table 3.3 below.

4.1 Recent Site History:Copies of old survey plans covering this site area and adjacent land are included in Appendix II, and a summary of the site history based on these plans is given in Table 4.1 on the following page.

The residential properties to the east are recorded as Roker Pier Cottages. Marine Walk is recorded to the immediate east of the site. A footpath is recorded to the immediate southwest of the site. By c.1993 a car park and buildings (commercial) are recorded to the south of the site. In addition, the Saw Mill to the south is no longer recorded, residential housing is recorded in its place by c.1998. Generally as c.1972 c.1996.

The site is recorded as undeveloped although the southern portion of the site appears lower than the remaining portion with a slight slope recorded. 4.2 Landfill & Waste:The following information relating to landfill and waste has been obtained from the Landmark Envirocheck Report and from the walkover survey completed; There is one Historical Landfill site recorded c.83m to the south of the site, the licence holder, last input date and specified waste is unknown. There is one Local Authority Recorded Landfill site c.149m to the south of the site associated with Sunderland City Metropolitan Borough Council. The status is closed and the types of waste are unknown.

When considering the above, it is felt that the proposed development may be at risk from hazardous ground gas migration / production. Subsequently, it is recommended that a program of ground gas monitoring be completed for this site in accordance with current guidance (CIRIA C665, 2007).

5.0 Conceptual Site Model (CSM)


The Conceptual Site Model (CSM) is one of the primary planning tools that can be used to support the decision making process of managing contaminated land and groundwater on any given site, and allows a better understanding of what needs to be done to achieve risk management, and from this appropriate remediation techniques, if required for those risk management goals can be chosen.

This can be done by undertaking a source-pathway-receptor analysis of the site. The anticipated sources, pathways and receptors for this site are summarised in Table 5.1 below. A graphical representation of the CSM has been produced for this site and can be seen attached in Appendix IV which sets out the critical pollutant linkages of concern for this particular site, with regard to contamination as highlighted in Table 5.1.

5.1 Geotechnical Considerations:The following potential geotechnical issues and hazards have been identified for this site, and these issues should be considered before future development of the site is to take place. Actual depth, origin, variability and condition of made ground present on site Stability of excavations if localised significant thickness of made ground are present below the site Control of surface drainage Geotechnical parameters of the natural drift deposits below the proposed development area. Sub-surface structures (i.e. foundations associated with the building previously recorded on site).

In order to determine the geotechnical considerations above with more certainty, it is recommended that windowless sampling boreholes and associated testing are carried out on this site prior to commencing with any developments in the future. The information reviewed indicates that the site can be considered as being located within a LOW geotechnical risk setting. 5.2 Sources of Contamination and Probable Contaminants:The historical Ordnance Survey maps, the Landmark Envirocheck Report and other environmental information revealed that from around c.1862 until c.1895, the site formed part of Roker Beach. From c.1897 up until c.1919, the site formed part of a rail network for Roker Pier. By c.1972 a building (former caf) was recorded on site, the building remained up until at least c.1993. In addition, a historical landfill and local authority recorded landfill were recorded between c.83m to c.149m to the south of the site.

5.2 Sources of Contamination and Probable Contaminants (Contd):Taking into account the above, the main on site contamination issues are highlighted and listed below; Made ground present below the site as identified on geological plans and from previous investigation works carried out. Hazardous ground gases associated with off-site sources (historic landfills) to the south of the site.

It is therefore concluded that ground contamination testing and a programme of gas monitoring will need to be incorporated into the design of any intrusive investigation works. Laboratory testing should also be undertaken on representative samples taken from site for naturally occurring contaminants which could have a detrimental effect on building materials. In consideration of the above and when taking into account the guidance contained in the DEFRA and EA Contaminated Land Reports and the appropriate DoE industry profiles, it would be prudent to test samples of soil from this site for a range of contaminants, as below; Soils Human Health; In consideration of the above and when taking into account the guidance contained in Contaminated Land Report 8 and the appropriate DEFRA industry profiles, it would be prudent to test samples of soil from this site for a range of contaminants, as below; Typically comprising; Arsenic, Cadmium, Chromium (total, III & VI), Copper, Lead, Mercury, Nickel, Selenium, Zinc, Cyanide and Total Organic Carbon (TOC), Speciated Polycyclic Aromatic Hydrocarbons( PAHs) & Asbestos fibres. Additional contamination testing for, Total Petroleum Hydrocarbons (TPHs) should also be undertaken if there is any visual or olfactory evidence of fuels / oils present in the ground. The information reviewed indicates that the site can be considered as being located within a LOW ground contamination risk setting for Human Health. Groundwater / Leachate Controlled Waters; The following issues have been taken into consideration when assessing the risks towards groundwater / controlled waters; The North Sea is recorded c.95m to the east of the site. Groundwater below the site has been classified as a Principal Aquifer within the solid geology. There are no water abstraction points recorded within c.1km of the site.

There is felt to be a low risk of ground contamination on this site. However, if elevated levels of any of the aforementioned contaminants are identified within the soils, then targeted leachate and / or groundwater testing (if samples can be obtained) should be carried out and the risk to controlled waters and adjacent sites should be assessed. This assessment should be revisited following the completion of site investigation fieldworks. However, at this stage the following has been determined; The information reviewed indicates that the site can be considered as being located within a LOW ground contamination risk setting for Controlled Waters.

5.3 Preliminary Risk Assessment Summary & Recommendations:Human Health At this stage there is felt to be a low risk to human health, due to the limited anticipated sources of heavy or gross contamination on site, although there is a potential risk of hazardous ground gas from off-site sources. Controlled Waters At this stage, it is considered that both groundwater beneath the site (which is likely to be tidally influenced) and the North Sea to the east is at low risk when considering the environmental setting. However, this will need to be reassessed if elevated levels of contamination are encountered during the intrusive works. Therefore it is recommended that a detailed Phase 2: Ground Investigation (intrusive investigation) is completed for this site to determine if any contamination is present on site which may pose a risk towards the proposed end users or the environment. Investigation works should be completed prior to commencing with any future developments and should include for the following or similar; A series of boreholes including insitu geotechnical testing (Shear Vane / SPT testing) and sampling to help aid with future foundation design for the proposed development and to collect samples for subsequent laboratory testing. Installation of combined gas / groundwater monitoring wells accompanied by frequent monitoring visits primarily to determine the gas regime and groundwater levels below the site, in accordance with CIRA 665. Laboratory geotechnical testing (i.e. particle size distribution, pH & soluble sulphate testing, etc.) Soil contamination screening on selected samples recovered from the boreholes typical contaminants detailed in Section 5.2. Leachate / ground water contamination screening on selected samples recovered from the boreholes if elevated levels in the soil are recorded. Site supervision and production of an interpretive Phase 2: Ground Investigation Report, including a Level 1 Ground Contamination Risk Assessment

The samples of soil collected should be forwarded to UKAS and MCERTS accredited laboratory to undertake the recommended testing. End of Report
