FLASH-CS

FLASH-CS is RCCs latest software addition to the ComSite (CS) suite of design management programs. FLASH (Frequency & License Advanced Search Helper) for ComSite allows search capability into the FCCs ULS database. FLASH-CS has the ability to search RF channels allotted in the FCC Rules Part 90 to the Land Mobile services. Unlike most other search tools, FLASH does not search spectrum by distance to existing cochannel licenses. FLASH uses the propagated interference contour of the proposed site or sites to determine if a frequency will fit into the licensing scheme. FLASH uses a local copy of the FCCs ULS database that is updated weekly. A sample input screen for FLASH will show the general circle search used by other search engines and the specific interference area searched by FLASH. The interference contour is developed using ComSite Design (CSD) to plot the accepted interference contour, in this case of VHF the 19 dB F(50,10) contour. Then using the ESRI export function, shp files are created and loaded into FLASH. FLASH also has the capability of searching by a point radius and by radio horizon.

In this example, a frequency licensed in Danbury, CT would be excluded by other search engines, but suggested by FLASH-CS. FLASH-CS then produces an input file into ComSite Design to perform a detailed Desired/Undesired analysis.

A second feature of FLASH-CS is to search for all licenses within a defined boundary on a specific frequency or range of frequencies. In this example, FLASH-CS will return an Access database file of all licensed operations between 460.1250 MHz and 460.2500 MHz that are located within the red radio horizon contour. A CSD rom file will also be created that can be limited to only active licenses.

Although FLASH-CS is still a work in progress, the frequency availability list has more channels that are presently licensable and the treatment of adjacent channels is still an open issue. At this time the results are overly optimistic and must be verified through the use of C/I (carrier to interference) analysis in ComSite Design, CSD. Even with these limitations, FLASH-CS provides the best method for frequency search and verification in the industry today.
