When the two 11BMACBs, 11BRV10GS200 & 19BMA00GS105 mentioned above (feeding from BRV and from 19BMA)

are open and the 11BMA voltage is <0,7Un for longer than 1s, the tieCB (11BMA00GS100, BJA-BMA) is automatically closed by GT Controller (Egatrol). Then the operator can stop the SDG.
7.2. SDG Test Mode

By switching SDG Selector Switch to Local, SDG Engine starts and goes into Idle Mode.
7.3.

After local command Close SDG GCB, the SDG will be automatically synchronized to the already energized BMA Bus and the SDG GCB will be closed, SDG is then loaded manually to approx. 25% of the nominal load during approx. 3 Minutes. Then the load is increased to 50 % of the nominal load, at this load, the SDG is monitored for approximately one hour according to SDG Operation Manual, After the test, the SDG has to be unloaded again manually, a local command Open SDG GCB opens the GCB and disconnects the SDG from BMA board, The idle speed and the nominal voltage must be adjusted after the test to their rated voltage and frequency, Now the SDG selector switch must be set back to Remote Position, After pre-defined cooling time, SDG is shut down automatically, from SDG Control Panel, the SDG day tank has to be refilled.
SDG Island Mode

During a long period of Standstill of the whole power plant, SDG can be used to energize the battery chargers and charge the DC System or to feed other loads: By switching SDG Selector Switch to Local, the SDG Engine starts and goes into Idle Mode, the SDG is manually connected to the dead BMA Bus (tieCBs are Open), The chargers are energized, After the charging of the batteries is completed, the SDG is disconnected manually, Now the SDG selector switch must be set back to REMOTE Position, After a pre-defined cooling time, the SDG is shut down automatically from SDG Control Panel.

7.4.2.

SDG Selector Switch is in LOCAL Position

This section describes how the selector switch is in LOCAL position and switches over to REMOTE position e.g. during SDG testing. SDG is connected to 11BMA Bus. In case of power plant shutdown, the SDG disconnects itself automatically through the SDG control panel from 11BMA Bus and goes into SDG Idle Mode via frequency deviation detection. The selector switch will be now set back to REMOTE position directly by the SDG itself. The GT DCS automatically sends a starting signal to the SDG again, initiated by the undervoltage relay (with Remote Override). SDG is re-connected to 11BMA Bus automatically from the SDG Control Panel. GT Black Safe Coast Down sequencer reconnects the essential drives in a predefined order. The alarm Grid Failure displayed on SDG Local Panel must also be reset.

8.

UNDERVOLTAGE SWITCHING

The following chapter deals with the effect of power supply failures to the MV and LV distribution system.
8.1. Normal State of CBs

The purpose of the Under-voltage switching actions is to switch over to another infeed for the concerned bus bar in case that the normal power supply fails or to isolate a busbar if no infeed is available at all. The normal state of the CBs/SFUs is as follows: Normally closed CBs/SFUs (NC):

6.6kV Busbars 19BBA and 19BBB

If the regular power supply from the UAT (11BBT20) fails for longer than 1s, a slow transfer to the SAT (18BBT20) will be initiated automatically by the DCS: Open Order to the incomerCB 11BBT20GT200 Close Order to the MV Bus CouplerCB 19BBB00GS100

If the slow transfer was not successful (U<0.7Un for longer than 10sec.), the following switching actions will be initiated automatically by the DCS: Open Order to the incomerCB 11BBT20GT200 Open Order to the outgoingCBs of all MV-loads (auxiliary transformers and motors)

BBA board under suspect is now isolated. Normal Configuration

If an undervoltage on 11BJA busbar occurs (U<0.7 Un) a similar undervoltage will occur on 11BMA too. The following actions will be initiated automatically by the DCS: Open to incomerCB 11BJA10GS100 Open tieCB 11BMA00GS100 to BJA Start SDG 11BRV SDG is connected to 11BMA busbar automatically from SDG Control Panel

The return to the normal configuration is described in section 7.


8.4.2. Emergency Situation

If an Undervoltage occurs on coupled 19BMA board without busbar fault (e.g. line fault between 11BRV10GS100 und GS200), the GT DCS will send an automatic opening order to the tieCB 11BMA00GS101 (powering 19BMA).
8.5. 415V 19BFA Busbar

The CB configuration is as follows: The MV feeders to the OFFSITE Switchgear Transformers 19BFT10 and 19BFT20 are normally closed (NC) and the OFFSITE Switchgear Transformers are normally energized. If an Undervoltage on 19BFA occurs, the following actions will be initiated automatically by DCS in order to backup the 19BFA power supply: Open Order to the incoming CB 19BFT10GT200, Close Order to LV tieCB 19BFB00GS100 if 19BFB has normal voltage and 19BFA bus has no short circuit fault.

If the slow transfer was not successful, the following switching actions will be initiated automatically by DCS in order to isolate the BFA board: Open Order to the incoming CB 19BFT10GT200, Open Order to the LV tieCB 19BFB00GS100

19BFA board is isolated.


8.6. 415V 19BFB Busbar

If an undervoltage on 19BFB occurs, the following actions will be initiated automatically by DCS in order to backup of 19BFB power supply: Open Order to the incoming CB 19BFT20GT200, Close Order to LV tieCB 19BFB00GS100 if 19BFA has normal voltage and 19BFB bus has no short circuit fault.

If the slow transfer was not successful, the following switching actions will be initiated automatically by DCS in order to isolate the 19BFB board: Open Order to the incoming CB 19BFT20GT200, Open Order to the LV tieCB 19BFB00GS100

19BFB board is isolated.


8.7. 415V 19BFC Busbar

The CB configuration is as follows: The MV feeders to the Cooling Tower Switchgear Aux. Transformers are all normally closed (NC) and the Cooling Tower Switchgear Transformers, 19BFT30 and 19BFT40 are normally energized. 9.

EXTERNAL POWER SUPPLY DURING PLANT STANDSTILL

During power plant standstill, it is possible to supply the auxiliary systems of the units and the common system as well via the 6.6kV Tie Feeder from Phase-I Plant of GSECL. The Tie in-feed 19BBA10GS001 / 19BBB10GS001 has to be energized manually and connected to the MV busbars 19BBA and 19BBB. An interlock is provided to ensure single source powering of the MV boards BBA/BBB. It is also possible to connect the Station 6.6kV Bus to the 6.6kV external switchboard of Phase-I through Tie Feeders, which shall be used only in case of emergencies in Phase-I Plant of GSECL. These Tie Feeders are not meant for continuous export of power to the Phase-I, 6.6kV Network of GSECL except in case of emergencies only. The external power supply may only be used strictly during standstill of the power plant.
9.1. Procedure after a Normal Shutdown of the Power Plant

Preconditions: Plant is at standstill and in rotor barring mode after normal shutdown (see section 5.6) Auxiliary network is supplied by HV grid via GSU and UAT/SAT transformers The pre-defined GT cooling process is completed. Activate MV SWGR Manual Mode Open MV board incomerCB 18BBT20GT200 Open incomerCB 11BBT20GT200 and tie CB 19BBB00GS100 The MV boards have no more power supply and the DCS will open all outgoing CB (MV feeders) after 10s Ensure that the MV boards are now completely isolated Coordinate with Phase-I Plant to cllose the Phase-I side CB of the 6.6kV Tie Feeder Close 19BBA10GS001 (to energize 19BBA Bus) and Bus Coupler CB 19BBB00GS100 (to energize 19BBB Bus)

Enabling external power supply:

The MV boards are now supplied by the external 6.6kV power supply provided by Phase-I plant of GSECL. Now the MV/LV auxiliary transformers may be individually re-energized to feed selected LV boards.
9.2. Procedure after Shutdown in House Load Operation

Preconditions: HV grid is not available any more (e.g. due to HV grid failure) Plant in House Load Operation has been shut down using the SDGs (see section 5.4.2) SDGs are still running, feeding essential boards 11BMA DCS has opened all MV CBs due to undervoltage on MV boards (see section 8.3)

10.

OPERATION OF HARDWIRED ELECTRICAL BACK-UP PANEL

Refer System Description for Hardwired Electrical Back-Up Panel (Ref. 9) for details. Electrical Back-up Panel provided for ST Generators, their sub-systems and the MV/LV auxiliary power supply system for the Combined Cycle Plant along with required mimic diagrams is located in CCR. Breaker control from EBCP shall be provided for MV Switchgear (Incomers & Bus-coupler) & LV Switchgear (Incomers & Bus-couplers), which shall be operative in case of failure of DCS. Upon failure of DCS, a signal shall be taken from DCS to the EBCP, multiplied & used in the close permissive for the closing circuits of the respective breakers for the various Switchgear/MCCs. All interlocks for close / Open permissive as explained in preceding sections for MV and LV switchgear shall be built in locally in the respective Switchgear/MCCs.
