Referring to your letter dated December 5, 2013, we would like to underscore the fact that while there is no doubt that the offering of a curricular program is within the power of the Academic Council of the College, the offered curricular program has to conform with existing CHED policies and guidelines. As it is, CHED CMO No. 32, Series of 2010 bars the issuance of new permit to operate Teacher Education degrees. Per the CMO, the moratorium seeks to address the proliferation of schools offering degrees, including that of Bachelor of Elementary Education, which if unabated would result to the deterioration of the quality of education. Explicit in the CMO is its directive that the moratorium covers all Public and Private Higher Educational Institutions, including those which were granted autonomous status by the Commission. Going through our records, it shows that the CSPC Buhi Campus was able to previously offer the BS Elementary Education by virtue of the permit granted to the then Bicol College of Arts and Trade (BCAT) which was then part of the Camarines Sur Polytechnic College (CSPC). However, since last year, the former BCAT-- now known as Bicol State College of Applied Sciences and Technology (BSCAT)--has been granted a separate charter from that of CSPC. Thus, technically, the offering of the BS Elementary Education at Buhi Campus should be considered as a new degree program for CSPC, as it never had any previous permit to offer the said degree save that which was granted to then BCAT (now BSCAT). By implication, the separation of BSCAT from CSPC meant that the latter can no longer continue its extension program of BS Elementary Education in its Buhi Campus unless a new permit is granted. Nonetheless, much as we understand the situation and want to grant your request, the office has no other recourse but to observe CHED CMO No. 32 Series of 2010 for the moratorium of issuance of new permit, thereby the denial of your application to operate CSPCs (Buhi Campus) Bachelor of Elementary Education for the SY 2014-2015. Kindly find attached CMO No. 32, Series 2010 for your guidance. Thank you very much.
