PREAMBLE
This document is a general specification and Scope of Work for the painting of building and boundary wall. The contactor will provide all labourers (skilled and unskilled), any necessary construction material and equipment. The workers will be equipped with Personal Protective Equipment (PPE) during the work. The works will be supervised by the contractors Civil Engineer on site that must be fluent English speaking. This document must be read with reference to the Bill of Quantities, The WFP Construction Specification Book and the drawings.

2.1
GENERAL
PAINTING OF BUILDING (INSIDE & OUTSIDE) AND BOUNDARY WALL All the surfaces of main building walls and (inside & outside) and ceilings as well as boundary walls in the country office must be painted properly. Boundary walls are facing the street must painted from inside and outside.

3.1
SCOPE OF WORKS
PRELIMINARIES (See also the WFP Construction Specification Book Preliminaries for construction specifications) A final set of preliminary to the works pictures will be taken during the site visit to be conducted during the tender phase. A Pre-construction meeting will be held (as mentioned above) during the tender phase. A first detailed construction meeting will be held the first week after the award of the contract. The areas to be occupied by the contractor will be defined during the preconstruction meeting (site visit). Access limitations will be defined during the pre-construction meeting. A detailed record of the adjoining properties conditions will be done during the first detailed construction meeting in the presence of both the contractor and the WFP Engineer. During the mobilisation phase all the dimensions necessary to start the works (excavation) will be controlled by the contractor. Any discrepancy must be reported to the WFP Engineer in order to rectify/correct, if necessary the documents. A detailed working schedule must be presented and agreed with the WFP Engineer during the first detailed construction meeting. The agreed working schedule will be the basis for any discussion during the weekly engineering meetings.

During the first detailed construction meeting the payment schedule would be defined. Progress reports must be submitted, including detailed payment requests on a monthly basis. Work progress will be agreed between the WFP engineer and the contractor prior to the progress report submittal. WFP Engineer to approve the progress report and attached payment request within 10 working days. Invoice to be submitted to WFP attached to the WFP Engineer works approval (duly signed by both contractor and WFP Engineer). 3.1.1 Pre-Construction An advance payment may be requested by the construction company, equivalent to 10% of the full contract amount. Such advance payment will be released by WFP upon issuance of a bank bond. The advance payment will be recovered proportionally on any progress payment. During the construction, progress reports will be issued on a monthly basis. Monthly payments will be calculated based on these progresss reports. 3.1.2 Post-Construction A 10% guarantee amount will be retained on each monthly Progress Report, proportionally to the amount calculated. This guarantee will be released one month after the last progress report issue, only if no repair or completion/finishing work will be necessary. Any necessary work requested to complete the Scope of Works will postponed the guarantee release. 3.2 GENERAL REQUIREMENTS (See the WFP Construction Specification Book General Requirements for construction specifications) 3.3 PAINTINGS (See also the WFP Construction Specification Book Paintings for construction specifications) Substrate Preparation Clean from dust all the surfaces to be painted, were necessary fill the cracks or the open joints between bricks walls or columns internally and externally, all around the windows frames and doors frames must be checked if there was any cracks fist must be filled (with filling material) than must be painted properly. 3.3.1 Water Resistant Painting on inside areas Painting for all surfaces must be water proof (100% plastic) paint. Contractor shall paint all walls and ceilings with two coats of weather shield paint. The primer coat shall be BERGER ROBBIALAC WEATHERCOAT FILLER PRIMER and the paint shall be BERGER ROBBIALAC WEATHER COAT type or Equivalent. The colour must be agreed with the WFP Engineer prior to proceed.

3.3.2 Acrylic Painting for Outside areas Painting for all surfaces must be Acrylic Exterior finish Paint. Contractor shall paint all walls with two coats of weather shield paint. The primer coat shall be BERGER ROBBIALAC WEATHERCOAT FILLER PRIMER and the paint shall be BERGER ROBBIALAC WEATHER COAT type or Equivalent. The colour must be agreed with the WFP Engineer prior to proceed. The contractor must use Scaffolding for painting of outside walls and he has to consider all the safety standards during the painting.

4.1
SPECIALCONDITION:
WARRANTY: The contractor shall provide a written guarantee against all defects in workmanship and material for a period of one year after approved completion of this contract. If any defects appear during the guarantee period and the contractor receives a written notification of said defect, the contractor shall make all necessary repairs without cost to WFP. The Contractor shall be required to respond to any notification of problems within six hours of notification during the warranty period. If the Contractor fails to respond within said time limit, WFP may seek other Assistance. Any and all costs necessary to repair the problem regardless of responsibility shall be at the Contractors expense during the warranty period. 10% from the contracted amount shall be retained by WFP for a period of one year to ensure that the warranty is honoured. All the above works shall include all labour and materials related to the installation of materials, but not limited to, the following: 1. Labour / or equipment necessary to complete this project 2. Pass inspections 3. Scaffolding 4. Clean-up 5. Warranty service work
Note: Read this document in conjunction with the drawing. In case of any discrepancy, the drawing will supersede this specification. Contractor must verify the dimensions on drawings before any prefabrication or work and refer to WFP supervision for any discrepancy.

Application This work section is applicable to the in situ application of coating films.

General Inspection
Notice
Give sufficient notice so that inspection may be made of the substrate immediately before application of paint finishes.

Products Paints
Combinations
Do not combine paints from different manufacturers in a paint system. Clear timber finish systems: Provide only the combinations of putty, stain and sealer recommended by the manufacturer of the top coats.
Delivery
Deliver paints to the site in the manufacturers labelled and unopened containers.
Tinting
Provide only products which are colour tinted by the manufacturer or supplier.
Putty
Non-timber substrates: Oil-based or polymeric based. Timber finishes: Lacquer or water based only.
3 3.1
Execution Preparation
Order of work
Other trades: Before painting, complete the work of other trades as far as practicable within the area to be painted, except for installation of fittings and laying flooring materials. Clear finishes: Complete clear timber finishes before commencing opaque paint finishes in the same area.
Protection
Fixtures: Remove door furniture, switch plates, light fittings and other fixtures before starting to paint, and refix in position undamaged on completion of the installation. Adjacent surfaces: Protect adjacent finished surfaces liable to damage from painting operations. Under no circumstances is the painter allowed to get paint on any surface which is not to be painted. The painter is required to protect all surfaces other than the one which is to be painted immediately, with coverings. These include, but are not limited to: drop cloths, masking tape, plastic sheeting, and paper. No paint may be allowed on glass, stone, floors, stone walls, suspended ceilings, windows or any other surface which is not mean to be painted.
Substrate preparation
Prepare substrates to receive the painting systems. Cleaning: Clean down the substrate surface. Do not cause undue damage to the substrate or damage to, or contamination of, the surroundings. Filling: Fill cracks and holes with fillers, sealants, putties or grouting cements as appropriate for the finishing system and substrate, and sand smooth. Clear finish: Provide filler tinted to match the substrate.
3.2
Painting
Provide coating systems to substrates as follows: Consistent in colour, gloss level, texture and thickness. Free of runs, sags, blisters, or other discontinuities. Fully adhered. Resistant to expected impacts in use. Resistant to environmental degradation within the manufacturers stated life span.
Number of coats
Unless specified as one coat or two coat systems, each paint system consists of at least 3 coats comprising priming coat and 2 top coats.
Drying
Ensure that the moisture content of the substrate is at or below the recommended maximum level for the type of paint and the substrate material.
Paint application
Apply the first coat immediately after substrate preparation and before contamination of the substrate can occur. Apply subsequent coats after the manufacturers recommended drying period has elapsed.
Spraying
If the paint application is by spraying, use conventional or airless equipment which does the following: Satisfactorily atomises the paint being applied. Does not require the paint to be thinned beyond the maximum amount recommended by the manufacturer. Does not introduce oil, water or other contaminants into the applied paint.
Sanding
Clear finishes: Sand the sealer using the finest possible abrasive and avoid cutting through the colour. Take special care with round surfaces and edges.
Repair of galvanizing
For galvanized surfaces which have been subsequently welded, prime the affected area.
