SECTION I - INTRODUCTION
DESCRIPTION
1.01 GENERAL This Scope of WORK and Technical Specification (PTS-14ED416 ) describe the specific scope of WORK that the CONTRACTOR is required to carry out on Lump Sum Turnkey (LSTK) basis until the successful commissioning, completion and final acceptance of the required WORK by Saudi Electricity Company - Eastern Region Branch (SEC-ERB).

1.02 PROJECT DESCRIPTION COMPANY requires removing the old existing HVAC Equipment, Design and installing new Air Conditioning Units with sufficient capacities capable of handling the cooling/heating load requirement for the whole Bldg. For the Eighteen (18) Substation in the Eastern Operating Area.

1.03 PROJECT SUMMARY The CONTRACTOR shall perform on LSTK basis, the Engineering Design, Material Procurement, Quality Management, Factory Inspection/Testing, Transport and Delivery to Site, Construction, Survey and Site inspection, Testing and Commissioning, and all associated WORK (as applicable) and services until final handing over of the system in a satisfactorily working and operating condition to the COMPANY as specified in this Scope of WORK and Technical Specifications. The PROJECT shall comprise of Eastern Operating Area Substation as follows:

4. Provide and Install Digital Direct Control (DDC) Panel for the HVAC System and interfaced to SCADA and FACP. A dedicated alarm for HVAC system fail "HVAC SYSTEM FAIL" shall be provided . This alarm shall be wired/terminated to the existing spare point of SCADA RTU. The contractor shall commission and test the alarm system with company representative. 5. Provide and install new Main Distribution Panels, Main Circuit Breaker, Disconnect switch, Control Panel, Wirings/Cables and all accessories for the new HVAC Units 6. Removal of existing HVAC Equipment Concrete Foundation and design and Construction of new Foundation. Foundation shall be painted as per Company Standard.

Design, Fabricate and install new Air Supply and Return Air Duct , diffusers, grilles, dampers, duct heater, duct detectors and all accessories for Air Distribution System for proper cooling and Air Balancing . 4. Design, Supply and Installation of two (2) New Sets of Packaged Type A/C Units and Two (2) Split Type A/C Units wich with 100% capacity each capable of handling the Total Cooling and Heating Load of the whole Building including Room extension and Capacitor Bank Room. Each Units shall be design to cover the total load of each designated area. The Contractor shall provide design calculation for the new A/C units as per requirement. 3. Removal of existing all Air Supply Duct, Return Air Duct , Grilles, Diffusers, Fresh Air Make Up Grilles, dampers, duct heater and all accessories in the whole building. 4. Engineering and design work shall be carried out by an Engineering and Design Consultancy Firm who has valid registration in the Kingdom of Saudi Arabia to carry out the similar job. A Kick-Off Meeting will be held in COMPANY Headquarters shortly after award of the CONTRACT. The base design phase of the PROJECT is a 10-12 week period of preliminary engineering following the kick-off meeting. Quality Management CONTRACTOR shall implement an effective quality management which addresses all direct and indirect activities related to the PROJECT to ensure that all contractual conditions are met. Quality planning, quality control, quality assurance and quality improvement shall be part of CONTRACTOR's quality management. To effectively manage the PROJECT quality, CONTRACTOR shall develop a clearly defined PROJECT Quality Plan/Quality Program. Scope of WORK and Technical Specifications. The CONTRACTORs Chief QA/QC engineer shall interface directly with the COMPANY REPRESENTATIVE. CONTRACTOR shall use QA/QC personnel other than those performing or directly supervising the WORK. The QA/QC personnel shall not report directly to immediate supervisors responsible for producing the WORK being inspected. CONTRACTOR shall develop and maintain a system for preparation, maintenance, protection and preservation of quality records. Documents such as inspection reports, field inspection checklist, factory test reports, laboratory test reports, witnessed test reports, inspection logbooks, equipment calibration records/certificates, construction drawings and specifications, approved submittals and non-conformance reports are part of these records. The CONTRACTOR shall affix Plant Tag to each and every individual equipment including independent components to be installed under this CONTRACT which have a material value of Five Thousand Saudi Riyals (SR 5,000), or more. The CONTRACTOR shall install Plant Tags adjacent to the Manufacturer's Data Plate or at any other place approved by the COMPANY REPRESENTATIVE. The CONTRACTOR shall affix Plant Tags by bolts and nuts, or rivets or welds, or adhesives, as instructed in writing by the COMPANY REPRESENTATIVE, depending on the type of equipment to be tagged. The CONTRACTOR shall complete Plant Tagging before Mechanical Completion. B. At least sixty (60) days before completion of the installation of all equipment covered under this CONTRACT, CONTRACTOR shall submit to COMPANY a list of all equipment and independent components to be tagged, using the format of COMPANY Form No. 16511 (2/10) Exhibit I to the Job Specifications. Based on this list, COMPANY shall assign Plant Tag Number to each item and CONTRACTOR shall install the Plant Tags in accordance with this list. COMPANY will, within one (1) month from the date of receipt of the list, issue to CONTRACTOR the Plant Tags together with the list showing assigned Plant Tag Numbers. C. The CONTRACTOR shall, if required, assist the COMPANY REPRESENTATIVE in locating all equipment identified by Plant Tag Numbers in accordance with the list provided by the CONTRACTOR. 2.12 LOSS PREVENTION REQUIREMENTS The CONTRACTOR and/or CONTRACTORs SUBCONTRACTOR(s) shall strictly comply with the following Loss Prevention requirements, in addition to the stipulations in Schedule A - General Terms and Conditions of CONTRACT: A. 4.01 GENERAL This Section outlines broadly the technical specifications of the major equipment/ materials required for the complete installation of the PROJECT. The specifications outlined herein shall be read in conjunction with the COMPANY Material Standard Specifications and the associated International Standards and Codes. The ratings and specific requirements of the various equipment shall be as indicated in Data Schedule of COMPANY Material Standard Specifications, and the CONTRACTOR shall ensure full conformity with the same.
DESCRIPTION
A. General 1. Heating, Ventilating and Air Conditioning System shall be provided to maintain the desired indoor temperature and environmental condition for efficient equipment operation. HVAC System shall conform to the applicable requirements of SECERB Std. TES-P-119.19 Rev. 2. All units shall be mounted on the reinforced concrete pads with the necessary vibration isolators. Air distribution (supply and return) system shall be through externally insulated rectangular ductwork. Airflow direction shall be marked-up on outdoor ducts for easy identification. Exposed duct insulation shall be protected from all weather conditions and provided with aluminum cladding that is resistant to ultraviolet radiation. In case of disconnection of any existing duct detectors or any part of the fire alarm system, ISD/FF&LPD should be notified. Also, after the installation of the new duct detectors or any part of the fire alarm system, a test should be conducted and attended by ISD/FF&LPD representative. Contractor shall provide all materials required for the relocation of fire alarm system devices if required. All fresh air make-up shall be through sand trap louver with air filtration, volume control damper and removable 13mm wire mesh screen. Design Calculation and Equipment Selection shall be performed by the CONTRACTOR. Ambient and Indoor conditions to be considered in design/calculation of HVAC cooling load and selection of the equipment shall be per TES-K-100, latest revision.

The Direct Digital Control (DDC) system shall be compact module type 24V DC shall contain digital and analogue for input and output points as specified below: a. All alarms and indications (such as pre-filter, bag filter, exhaust fans, etc.) shall be consider as input points in DDC system. Compact module DDC shall be at least 16 points input and 16 points output. DDC shall be ready to communicate with computer system to building B.M.S. in the future. Rev. 4. Compressor motor shall be semi hermitically sealed machine in accordance with ARI 520. Condencer Coils shall be copper tube with copper fins sprayed with anti-corrosion or protective coating. All evaporator section shall be of double walled type with fiberglass or any approved insluation materalias of the required thickness applied between the outer and inner panels.

Testing, Adjusting and Balancing 1. Submit name of Testing, Adjusting and Balancing (TAB) agency for approval within thirty (30) days after award of CONTRACT. Such agency shall be company specializing in Testing, Adjusting and Balancing of systems with minimum three(3) years-documented experience. Perform WORK under supervision of NEBB or any other Certified TAB Supervisor acceptable to the COMPANY. Total system balance shall be performed in accordance with SCS-K-100. Contractor shall submit Testing Procedure for review and approval of the Company prior to Testing, Adjusting, Commissioning and Balancing of the System. Prior to commencing WORK, submit draft reports on NEBB form indicating adjusting, balancing and equipment data required. Submit draft copies of report for review prior to final acceptance of PROJECT. Provide final copies to COMPANY REPRESENTATIVE and for inclusion in operating and maintenance manuals. Provide reports in soft cover, letter size, 3-ring binder manuals, complete with index page and indexing tabs, with cover identification at front and side. The WORK shall also include the following tests: Duct Leakage, Sound test, Vibration Tests and commissioning for fire alarm system. Include detailed procedures, agenda, sample report forms prior to commencing any test. Upon completion of installation and before the system is energized or accepted, tests shall be carried out by the CONTRACTOR to demonstrate that each installation is functioning in accordance with the specifications. The CONTRACTOR shall test each circuit for grounds and shorts by means of a megger insulation testing instrument which shall impress a voltage of not less than 500 Volts upon the circuit under test. Any circuit showing an insulation resistance less than the minimum values given in the NEC shall be investigated and weak points corrected. All circuits under megger insulation test shall be connected to respective final terminals with switches or breakers in the OFF position. The CONTRACTOR shall correct or replace any current carrying circuit which is defective or grounded. The CONTRACTOR shall correct deficiencies encountered during the testing. Following established procedure, equipment will be energized upon certification that installation is satisfactory. Final operational tests shall determine that wiring connections are correct.

General Manufacturer's recommendations shall be strictly followed in all aspects of surface preparation, priming, coating application (first and succeeding coats and intervals therein, etc.), and curing time and safety practices. The coating on the exterior concrete surfaces shall be carried out after a minimum of fourteen (14) days following the curing period. The coating shall form and maintain a continuous film over the concrete. The coating material shall penetrate into the concrete and adhere to it effectively. This is to afford protection to the concrete against the entry of oxygen, moisture and aggressive ions. Surface Preparation The surface to be coated shall be prepared prior to the application of the coating material. If any, surface cracks; shallow spalls and holes on the concrete surface shall be filled with a concrete surface. These regions shall be repaired in a manner prescribed below: a. b. Where cracks are present, cut V grooves using chisel or a similar tool. Presoak with specified potable water the region for at least the last eight- (8) hours before filling the cracks. Fill the cracks with the specified concrete surface. Cure with specified potable waters the repaired region continuously for time period as recommended by manufacturer, but in any case not less than seven (7) days. Dirt and other loose material, laitance, oil, grease, wax, black-white carbonate deposits and yellow-white sulfate deposits shall be removed from the surface to reach solid gray concrete underneath. The concrete surface shall be scrubbed by steel bristled brushes, followed by blowing of compressed air (free of oil). Alternatively, a brush-off blast procedure may be adopted (the sandblasting gun is held at a distance from the surface and the surface is swept with the blast stream). The compressed air shall be free of oil and water as visually indicated by a collector (absorbent or non-absorbent), following the standard test procedure ASTM D4285. Further, ASTM standard practices for surface cleaning and abrading of concrete surface prior to coating application clean the newly exposed roughened concrete surface by water blasting, using potable water. If the corrosion products are observed on the metallic structure and/or associated hardware immediately above the concrete, sandblast and clean 300mm length above the concrete. This shall be done by abrasive blasting, employing 60-80 meshes sand or mineral grit to a white metal blast finish as described in Section 4.2.7 of SES-H-001. Care shall be taken to ensure avoidance of any damage of the thread of the bolts. At the time of application of coating material, the surface shall be clean, dry and shall have adequate roughness for effective bonding of the costing material to the prepared substrate. Manufacturers recommendation shall be strictly followed in all aspects of surface preparation, priming as applicable to concrete and steel substrates, coating application (first and succeeding coats and intervals therein, etc.), curing time and safety practices. Coating 1. General a. Coating material application shall be carried out according to the manufacturer's recommendations. In case of any conflict between this specification and the manufacturer's recommendations, the conflict shall be resolved by a meeting of the COMPANY REPRESENTATIVE and the manufacturer's REPRESENTATIVE prior to any application. Coating material, which has gelled or otherwise deteriorated during storage, shall not be used. However, thixotropic materials, which may be stirred to obtain normal consistency, shall be acceptable. Coating materials containing heavy or metallic pigments that have a tendency to settle must be kept in suspension in the pressure pot by a mechanical stirrer. c. Only thinners as specified by the manufacturer shall be used. Mixing and thinning directions as furnished by the manufacturer shall be followed. If a coating material requires the addition of a catalyst, the pot life under application conditions shall be clearly stated on the label. The pot life must not be exceeded. When the pot life limit is reached, the spray pot must be emptied, the material discarded, the equipment cleaned and new material catalyzed. Each coat shall be allowed to dry thoroughly and at least for the specified time (as recommended by the manufacturer) prior to the application of a succeeding (follow-on) coat. No coating application shall be done during a sandstorm and on windy and rainy days. In case of an unanticipated occurrence of any of the above conditions, the wet coat shall be protected (covered) properly. The completed (cured) coating shall be free from defects such as runs, sags, pinholes, voids, bubbles or other "Holidays."

The prepared, dried concrete surfaces shall be primed with a highly penetrating priming coat. The primer shall be applied by brush and shall be applied rather heavily for penetration. However, any excess shall be removed from the surface so that no heavy areas or puddles are formed. Regions of metallic members and hardware cleaned of any corrosion products, as mentioned in surface preparation above shall be coated with sacrificial specified zinc primer. Spray Application Lines and pots shall be thoroughly cleaned before the addition of new materials. The spray gun shall always be held at right angles to the surface and shall be held no closer than 450mm nor more than 600mm from the surface for the airless spray gun method, or no closer than 150mm nor more than 250mm from the surface for air spray equipment. Even, parallel passes shall be made with the spray gun. In application of material, each spray shall overlap the previous pass by 50%. Large surfaces shall always receive passes in two directions at right angles to each other. Spray width adjustment on the gun shall be made and the readjustment of atomizing pressure at the regulators shall be made until the desired spray pattern is obtained. Each coat is to be applied uniformly and completely over the entire surface. All runs and sags shall be brushed out immediately or the paint shall be removed and the surface re-sprayed. Before spraying each coat, all areas such as corners, edges and interstices shall be precoated by brush to ensure that these areas have at least the minimum specified film thickness. Spray application from a single position will not be permitted. A supply of tips with varying spray angles and washers, as recommended by the supplier for each specific configuration to be coated, shall be available at site.

Brush Application The coating material shall be brushed on to all areas, which cannot be properly spray coated for any reason. Surfaces not accessible to brushes shall be coated by other suitable means to ensure a uniform film of adequate thickness. Brushes used in coating application shall be of a style and quality that will permit proper application. Round or oval brushes generally are considered most suitable for rivets, bolts, and irregular surfaces. Wide flat brushes are suitable for large flat areas, but they shall not have a width of over 120mm. No extending handles shall be allowed on brushes. The brushing shall be done such that a smooth coat, as nearly uniform in thickness as possible, is obtained. There shall be no deep or detrimental brush marks. The coating material shall be worked into all crevices and corners. Runs or sags shall be brushed out. In brush application of any of the solvent-type coatings, care must be taken so that no lifting of former coats occurs. During application of each coat, all areas such as corners, edges and interstices shall receive additional coating material to ensure that these areas have at least the minimum specified film thickness and to ensure continuity of the coating.

In case of concrete surfaces, coupons of the dried film shall be cutout from the coated surfaces at locations where lesser film thickness is suspected. Repair of Defects a. General Before application of any further coat of material, all damages to previous coats shall be repaired. b. Inadequate Coating Thickness Areas with inadequate coating thickness shall be thoroughly cleaned and, if necessary, abraded, and additional compatible coats applied until they meet this specification. These additional coats shall blend in with the final coating on adjoining areas. c. Coating Damage not exposing the Substrate Surfaces to be over coated, which become contaminated or damaged, shall be cleaned by lightly brush-blasting (sweep-blasting) the surface free of all contamination prior to applying the following coats. After brush blasting, any residual contaminants shall be removed by dry compressed air or wiped by hand with clean, dry rags. The coating around the damaged area shall be chamfered, using an approved method, to ensure continuity of the patch coati. The full coating system shall then be reapplied strictly in accordance with this specification. d. Coating Damage Exposing the Substrate The damaged area shall be re-cleaned as originally specified for that item and the full coating system reapplied in accordance with the manufacturer's recommendations. The re-cleaning shall carry over on to the secure surrounding coating (properly adhering to the substrate) for not less than 25mm all around and the edges shall be duly chamfered.

The CONTRACTOR shall submit at least two (2) sets of manuals for review and approval by the COMPANY at least two (2) months prior to the mechanical completion date of the PROJECT. After COMPANYS approval, the CONTRACTOR shall submit three (3) sets of final approved manuals two (2) weeks before mechanical completion date of the PROJECT. Substation Equipment The Technical Data Manuals for the substation equipment, as applicable, shall include the following information as a minimum, pertaining to the major substation equipment installed under the PROJECT. Equipment for which SMSS/TMSS Data Schedules are available A copy of manufacturers nameplate of the equipment. Name of the manufacturer and equipment serial number shall be specified in the attached Form No. PTD-EQP DS1. Updated Data Schedules attached to the COMPANYs Material Standard Specification (SMSS) after manufacturer of the equipment, and stamped by the manufacturer. A.
REQUIREMENTS 1. Contractor shall provide Operational Start Up Spare Parts information in Excel sheet as per Schedule C. The list shall include manufacturer name and part number in particular and other relevant information as well. The Excel sheet submittal shall be in hard copy and soft copy to Concerned Proponent Department in the Company. Contractor shall provide Filled in Cataloging Data Modules to Concerned Departments in the Company for their review and comments. The Cataloging Data Formats and Modules are available with either Concerned Departments in the Company. Concerned Departments in the Company shall provide necessary clarifications to contractor for filling up Cataloging Data Modules.
