Versar 2006 VIAP 2006 This is a proprietary VIAP document. Any unauthorized use, distribution or copying of this document is prohibited.
The document is based on the AFCEE Statement of Requirements (SOR) section provided with AFCEE Task Orders. The Statements of Requirements are at times silent as to the specific requirements regarding codes and standards, and for this reason, the document contains all applicable industry standards and references for the specific requirement, as well as the International Building Code and Iraqi specifications for the requirement. The information contained in this document is provided in a format consistent with each SOR Section. For ease of reference, this document is also organized with the SOR specifications arranged by Construction Specification Institute (CSI) Master Format numbering sequence. Deviations from the International Buidling Code or other applicable referenced standard, specification or code must be submitted in writing to the Contracting Officers Representative (COR) at least 14 days in advance of planned implementation. The request for deviation must include a precise explanation for each requirement as to why the IBC or other specifications is not applicable, practical, or not achievable. This document and the specifications contained in it will be used by AFCEE Iraq Contracting Officer's Representatives and AFCEE Iraq Title II Quality Assurance to ensure contractual compliance and to evaluate construction methods, materials and workmanship for compliance with contractual requirments.

Statement of Requirements Definition Completely remove all debris, rubble, and trash in each building. Completely remove all damaged floor tiles, ceiling tiles, window casements, doorframes, mechanical ductwork, straps, hangers, inserts, electrical boxes, and devices. Repair all walls, ceilings, overheads, and floors. Eliminate ceiling tile except where absolutely necessary Eliminate dropped ceilings except where absolutely necessary for chase development of enveloping equipment (Exception: Those areas where mandated by HVAC loads such as a DFAC). Repair all damage to exterior and interior walls. Seal all open cracks on interior and exterior walls. Repair all concrete awnings. Remove all loose materials and patch to match existing building surface. Repair any supporting structure as required. Clean and repair all tarred joints in the roofing slabs. Reseal all joints and make watertight. Test water tightness of roofing and wall openings. Where possible, eliminate parapets from building vertices. Consider steel trussed roofs vs. poured roofs where procurement and cost of steel permits. Enclose or fill in all existing openings in the walls, floors and ceilings with structurally stable material. All openings in the roof structure and exterior wall shall be made watertight. Remove and replace all damaged interior doors. Remove and replace all damaged exterior doors with insulated steel doors and frames. All necessary hardware, including locks, will be included for all doors. Ensure all doorframes are flush with the wall and seams are sealed. Paint all interior doors and frames. Install wooden doors and door frames at all interior door locations. Ensure all doorframes are flush with the wall and seams are sealed. Paint all interior doors and frames. Statement of Requirements Definition The contractor shall conduct a complete site investigation and field check in order to fully research and document the existing electrical street and motor pool lighting system. The contractor shall map out all existing conditions. With this information, the contractor shall provide a complete plan illustrating all existing and proposed new work for the complete renovation of the installations street and motor pool lighting system. Construction shall not be started until the plan is approved. The CONTRACTOR will ensure that the following criteria are met when planning and installing the new, and renovating the existing underground water supply and distribution system: CONTRACTOR shall provide bedding material to level out any irregularities. Water supply mains sizes shall be calculated according to maximum daily future flows. Compaction shall attain 95 percent maximum density for cohesionless soils, and 90 percent maximum density for cohesive soils. This is based on a Standard Proctor, ASTM D698. Maximum size of aggregate should be not more than 8 millimeters per 100 millimeters (1 inch per foot) of pipe diameter, or 75 millimeters (3 inches) maximum. Selected aggregate shall consist of well-graded sand, gravel, crushed gravel, crushed stone. The Contractor shall ensure that the water supply and distribution system conform to International Plumbing Code. The Contractor shall provide a new water supply and distribution system as needed. The Contractor shall inspect all existing underground water piping for defects. The Contractor shall repair all damaged and defective underground water piping as necessary. After completion of a section of water supply pipe the Contractor shall provide a static pressure test of the system. Any leaks shall be repaired and the section shall be retested prior to backfilling the trench covering the pipe. The Contractor will plan the overall water supply and distribution system for the base population which will vary with each facility. The CONTRACTOR shall inspect all existing underground water piping and manholes for damage and defects. The CONTRACTOR shall repair all damaged and defective underground water piping as necessary. Domestic water shall be distributed by means of standard weight (schedule 40) galvanized steel pipe that is installed underground with a minimum of 80cm coverage of compacted soil. Waste Water Disposal: The Contractor shall plan and construct a gravity waste water collection and treatment system. All sewerage lift stations are to be fenced and accessible only to Contractor tasked with maintenance of the WWCS The Contractor shall ensure that the sanitary sewer system conforms to International Plumbing Code. The Contractor shall plan for a gravity sanitary sewer system. Where gravity flow is not practical, the system shall consist of a series of holding tanks. The holding tanks will not be placed at or in front of any entrance. The Contractor shall plan for a non-mechanical waste water treatment plant where practical, if gravity sewer to the Municipal facilities is not available. After completion of a section of sewer the Contractor shall provide a static pressure test of the system. Any leaks shall be repaired and the section shall be retested prior to backfilling of the trench. The Contractor will plan the overall sanitary sewer collection system for the base population with a requirement rate of 300 liters per person per day and the wastewater treatment plant at 200 liters per person per day. The Contractor shall complete all work in order to provide a complete and comprehensive sanitary sewer collection system. The Contractor is responsible for all planning and construction aspects for a complete sanitary sewer collection system. Pipe shall be installed from the holding tanks to the facility exterior to allow removal of product without entering the compound. Cleanouts will be provided at each building. Site Storm Water Management System The CONTRACTOR shall conduct a complete site investigation and field check in order to fully research and document the existing site storm water management and drainage system. The CONTRACTOR shall map out all existing conditions. With this information, CONTRACTOR shall plan an overall comprehensive site storm water management and drainage plan. The CONTRACTOR shall incorporate the existing storm water management system, if applicable, into the new plan in order to ensure that the entire installation is provided with the most efficient drainage system available and that redundant work is not performed. Grade all areas to provide a uniform sloping surface. Provide fill material as needed to raise grade elevations in built up areas. Fill low areas, unused ditches, and holes.

Statement of Requirements Definition Fire Prevention: A minimum of one (1), 8 kg or greater, fire extinguisher per 100 square meters shall be provided. All fire extinguishers shall be mounted to the wall or placed in existing cabinets. Fire extinguishers shall be of the ABC type. Install commercial grade, hard wired electric and battery powered smoke alarms in all rooms and hallways. Install emergency exit signs, in Arabic with international symbols, over primary fire exit routes. Install commercial grade, hard wired electric and battery powered smoke alarms in all rooms and hallways. Non-load bearing shall be reinforced with 15 cm x 15 cm 12 gauge wire mesh or larger. A broom type finish is expected unless otherwise requested. Expansion or control joints shall be placed in the concrete for a maximum slab size of approximately 3 m x 3 m. All block and brick walls, both solid and hollow core shall be placed with mortar on all surfaces in contact with adjacent block or brick. Placing the mortar after the block is positioned in place is unacceptable. Finished Flooring: All finished flooring shall be of terrazzo tile except for food preparation areas and bathroom floors. Explore opportunities to make manhole covers inaccessible to vehicle traffic or protect with bollards. The Contractor shall provide catalog cuts, supplier data, test reports and other information required by the COR during construction. Submittals shall clearly show that the materials or equipments supplied meet or exceed the specifications and project requirements. Concrete Requirements: CONSTRUCTION DRAWINGS: Provide shop drawings or a detailed Scope of Work for approval before construction proceeds. As-built drawings must reflect full details of items built. All buildings will be planned, designed, renovated, or constructed according to requirements and specifications. Iraqi standards or any other acceptable standards shall be implemented. All materials and equipment shall be standard product of a manufacturer regularly engaged in the manufacture of the product and shall duplicate items that have been in satisfactory use for at least two (2) years prior to bid opening. The plumbing systems shall be executed by a plumbing specialist sub-contractor experienced in the plan and construction of these types of systems. After completion of a section of water supply pipe the Contractor shall provide a static pressure test of the system.
