So far it is only nancial downturns that have had an effect on the emission of greenhouse gases. The whole of environmental policy hasnt yet had any such dramatic effect.

A glimmer of hope for CO2 emissions

The total CO2 potential of the earths proven reserves comes to 2795 GtCO2. 65% of this is from coal, with oil providing 22 % and gas 13%. This means that governments are currently indicating their countries contain reserves equivalent to nearly 5 times the carbon budget for the next 40 years. Consequently only one-fth of the reserves could be burnt unabated by 2050 if we are to reduce the likelihood of exceeding 2C warming to 20%.
