SpeeduptheRecoveryfromIreneFlooding! BetheStateModelofSustainabilityandEnergyEfficiency! EncourageEconomicGrowthStatewide! ProtectandPreserveourHeritage! Ourprocessisdesignedtomaximizeeffectivenessinaveryshorttimeframe.Wewilldothisby minimizingredundancies,facilitatinganactivedecisionmakingprocess,enablingfluidcommunications andinformationexchange,andmanagingmultipledesignteamssimultaneously. 1.ExecutiveSummary
Introduction TropicalStormIrenehaspresentedtheStateofVermontagreatopportunitywithrespecttothe WaterburyStateOfficeComplex(WSOC)andthehousingofdisplacedStateemployees.AstheState considershowtoaccommodatetheagenciesanddisplacedemployees,itshouldnotethishistoric occasiontorethinkhowitconductsbusiness.Ourteambelievesthatthisisacriticaltimetodosome masterplanningthatwill: 1. SaveMoney!Letsredefineandreorganizespacetocreatemoreeffective,efficient,productive, andhealthyworkplacesandabetterexperienceforconsumersoftheStatesservices.Carefulbuilding evaluationswillhelppreservetheexistinginvestmentinWaterbury.Creativedevelopmentsolutionswill savetimeandmoney,andleveragehistoricassets. 2. SpeedtheRecovery!Ifspeedisapriority,oldprotocolswillnotwork.Newsystemsmustbe developedtofacilitateaspeedyandwellinformeddecisionmakingprocess.Timesavedgettingtothe rightsolutionquicklywillultimatelysavemoney. 3. BetheStateModelofSustainabilityandEnergyEfficiency!Thisistheperfectplaceto implementprogressiveenergystandardsandbuildingcodes.Vermontisnationallyamodelof sustainabilityandenergyefficiency.TheWSOCcouldbeourlargestgreenprojectyet.Implementing energyefficiencystrategieswillnotonlysavemoneybutreduceourdependenceonfossilfuelandlimit ourexposuretoenergysecurityissues.Thisprojectwillalsolikelypresentsomesignificant infrastructureupgradeopportunities. 4. EncourageEconomicGrowthStatewide!Wehavegreatmindsandresourcesthroughoutthis state,andthisprojectisbigenoughtospreadaround.LetsencourageVermontarchitects,engineers, developers,contractors,craftspeople,andbusinesspeopletocollaborateonthisproject.Ourcollective wisdomandtalentwillnodoubtcreatethemosteffectivesolution,whilekeepingdollarsinourlocal economiesandsupportinghealthybusinessgrowth. 5. ProtectandPreserveourHeritage!Therearesomeverybeautifulandhistoricallysignificant buildingslocatedattheWSOC.Letsdeterminetheirhighestandbestuse,whilepreservingthosewith significantculturalandarchitecturalvalue.LetsplantocreateanewheritageofStatebuildingsfor futuregenerations. Althoughcircumstanceisdrivingthisfeasibilityprocessataveryfastpace,wemuststilltakethetimeto settherightvisionfortheentireefforttorealizetheseloftygoals.Ourteamwillbringvaluetothe feasibilityprocessthrougheffectivemasterplanning,topnotchprocessplanningandmanagement,and theeliminationofredundantefforts.Havingworkedextensivelywithbusinessesandnonprofit organizationsstatewide,ourteamknowsalltoowellthatthereisaheavycostpaidfortacklingprojects withoutproperplanning.Webelievethatbystructuringandexecutingthisprojecteffectively,with activeStateguidance,theresultslistedabovecanberealized.

Whoweare VermontIntegratedArchitecture,PC.(VIA)hasassembledanexperiencedteamofprofessionalsto gatherinformationandfacilitateanopenandefficientdesignprocesstodeterminethemostfeasible solutionforhousingtheStateofficeworkersdisplacedfromtheWSOCbyHurricaneIrene.OurCore TeamisledbyVIA,afullservicearchitectureandplanningfirmfromMiddlebury,Vermont. Webelieveinanintegratedprocesswhereallprojectstakeholdersandrepresentativesfrommultiple disciplinessitatthetabletogether,earlyon,todefineprojectgoalsandidentifystrategiestoachieve thosegoals.WehaveassembledateamofVermontexpertswithwhomwehavecollaboratedinthis wayonvariousprojectsinthepasttoworkwithkeypersonnelfromtheState. VIAdidsubmitaresponsetotheearlierRFI.Othermembersofourteamalsosubmittedresponses,or wereincludedonteamsofotherrespondents. Allfirmsincludedonourteamhavesufficientresourcestoperformtheproposedscopeofservices withinthescheduleputforthintheproposedworkplan.

ProjectApproach TheVIATeamproposesoverallprojectmanagementservicestofacilitateanefficientandeffective processforthisproject.Aspartofthisprocess,theVIATeamwouldorganizeandassistthreeDesign TeamsindevelopingthethreeoptionsdescribedaspartofthisFeasibilityStudy(Return&FullReuse, Multiuse,andNewOffSiteBuilding). Hereshowitwouldhappen: OverallProjectManagementActivities OurCoreTeamproposesoverallprojectmanagementservices,whichinclude: Facilitatingcommunicationsofexpectations,ideas,discoveries,anddecisionsbetweenthe State,designteams,andotherprojectstakeholders. Managingtheaggressivescheduleforthisproject. Doingtheupfront,backgroundworknecessarytoensurethreesmooth,effectivedesign processes. Beingthesinglebudgetmanagementandcostestimatingpresenceforallthreeprojectoptions throughouttheprocess,ensuringuniformityinestimatingmethodology. Collecting,processing,andpresentingafinalreportattheendoftheproject;includingourcore teamsprofessionalrecommendationsastohowtoproceed. Inadditiontooverallprojectmanagement,theapproachisenvisionedinthreephases: Phase1VISIONING&PROJECTDEFINITION First,ourCoreTeamwilldothebackgroundworkandcreatewhatwearecallingaplaybookforthe designeffort.Thisthreeweekeffortincludes: Establishingaprojectvision. Developingperformancegoals. Creatingarealisticprogram(orrefiningittobetterinformthevariousdesignoptions). Participatinginsiteselectionandanalysis,whereapplicable. CollectingandreviewingexistingWSOCdocumentationandstudies. Developingreviewandevaluationcriteriaforthevariousdesignoptions. Phase2DESIGNMANAGEMENT Second,weimagineotherDesignTeamsdoingthedesignfeasibilitywork,usingourplaybookfor guidance.OurCoreTeamwouldsupportthedesigneffortsbyfreeingtheseDesignTeamsofvarious administrativeandcommunicationsburdens,allowingthemtofocuswholeheartedlyonthedesign effortsathand.Inthiscapacity,wewould: Helpcommunicateideasbetweenteams. FacilitateasmoothandefficientdecisionmakingprocessattheStatelevel. Bethechampionsoftheprojectgoalsandvision. Makesurethematerialproducedisaccurate,useful,andeasytoevaluateandcomparefrom optiontooption. Note:WeanticipatethattheStatewillselectthethreeDesignTeamsfromthepoolof proposalsreceivedinresponsetothisRFP.Ifourstrategyandproposalareaccepted,thescopes 3

KeyPoints Belowaresomeofthekeypointsthatweaddressinourproposedprocess: Schedule Wehavecreatedadetailedschedule(includedwiththeScopeofServices)ofhowweseetherequired tasksbeingcompletedoverthetwomonthperiodgiven.Oneofthefirstactivitiesweproposewouldbe workingwiththeStateTeamtodevelopconsensusofhowtheprojectneedstounfoldandthenfine tuningthescheduletoreflectthoseneeds.Thisrevisedschedulewouldthenbeusedasamanagement toolfortheentireprocess. Weproposethatoneindividualwillhavethesoletaskofmanagingtheschedulefortheentireduration oftheproject,ensuringthattheprojectmanagementworkisnotsubvertedbyothertasks.Wepropose anindividualwithathoroughunderstandingofallaspectsofdeliveringdesignandconstructionservices. Theearlieraselectioncanbemadeinthisprocess,themorevaluetheserviceproviderscanbringtothe process,especiallyintheplanningandpreparationrequiredforhittingthegroundrunningonJanuary 2nd,2012. DecisionMaking IftheStateTeamtaskedwithoverseeingthisworkisnotgoingtomaketheultimatedecisionsonhow tosolvetheproblemsathand,itwillbecriticaltohaveaccesstothesedecisionmakersaspartofthe feasibilitywork.Recognizingthattheseareverybusypeople,keypointsofcontactwouldbeoutlinedat thebeginningoftheprocess. Communications Projectcommunicationsarealwayscritical,butmoresointhiscasewithmultipleteamsandan extremelyshortprojectduration.Wewillintegrateacommunicationsplanintoourschedulethatplans forthelistening,feedbackcycles,andinformationdistributionrequiredforasuccessfulproject.Wewill usenewtoolssuchasdigitalcommunications,SharePointwebsites,webaccesstoallcritical information,andanonlineplaybook;andwewillalsouseoldtoolswheremoreappropriate,suchas facetofacemeetingsrequiredtobuildconsensusinlargegroupsquickly. DesignManagement Planninganddesignproblemsareopenendedbynature,whichprobablyiswhyarchitectsoften struggletomeetdeadlines.Investingtimeupfronttodothesolidfoundationwork:collecting information,settingclearprojectgoals,andbuildingaschedulethateveryonecanagreetowillbekey tomanagingthedesignteams.Ourexperienceasarchitectsworkingoncomplexprojectsgivesusa uniquestrengthinmanagingdesignersandtheirprocesses. EstimatingFeedback Often,afasttrackprocessshortcutstheabilitytogetsolidpricingfeedbacktodesigners.Weare proposingamilestonehalfwaythroughthedesignprocesswherethedesignteamspasstheirinitial designconceptstotheestimators.Thedesignerswouldkeepworking,whilereceivingfeedbackallowing themtomakeanynecessarymodificationsbeforethedesignsarecomplete.Pricingwouldthenoccur onthefinalschematicdesigns. 5

ConsultantCrossPollination OurteamincludessomeofthemostexperiencedandsmartestconsultingfirmsintheState, representingdisciplinesthatarecriticaltosolvingtheproblemssetforth.Severaloftheseconsulting firmsmayalsobeparticipatingintheprocessonDesignTeams,simplybecausetheirservicesareso highlyvalued.Ifoverlapdoesoccur,thestructureoftheworkplanwehaveproposedfreesthemup aftertheplaybookiscomplete,allowingthemtimetoworkonthedesigneffort. ContingencyPlanning Aspartofouroverallprojectmanagementservices,wewillencourageallentitiesinvolvedinthe process(CoreTeam,StateTeam,andDesignTeams)todosomecontingencyplanningattheoutset.An earlycollectivedialoguearoundwhatifswillgiveeveryoneaheadstartif(when)theunexpected occurs.

2.ProjectScopeandSchedule

ScopeofServices
BelowpleasefindadetaileddescriptionofourScopeofServicesforthemasterplanningofthisproject. PleasereviewourProjectWorkPlanfollowingtoseehowthesescopeitemsarescheduledand coordinatedintotheoverallprojectplan. Note:WeusethetermCoreTeamtorefertotheVIAteam,thetermStateTeamtorefertothethree personteamofarchitect,mechanicalengineerandfacilitymanagerindicatedinthequestionresponses, andthetermDesignTeamtorefertothefirmorfirmsselectedtoperformtherequireddesignwork.All activitieslistedinthisscopeofservicesareassumedtobeperformedunderthedirectionofandin concertwiththeStateTeam.

Artistsandwritersfromallovertheworldreceivefellowshipstocome tothestudiocenterforonemonthresidencies.TheStudioCenter includesover25buildings,manyofwhicharehistoric.AndreaworkedwiththeStudioCenterformore thanoneyeartodevelopaSustainableFacilitiesMasterPlan.Thisplanaddressedenergyuse,campus circulation,lifesafetyandaccessibilityupgrades,andhistoricpreservationprojects.Andreaworkedwith theStudioCentermanagementteamandboardofdirectorstodevelopthisplanintoadynamictool thatisbeingusedtofacilitateandprioritizecapitalprojectsformanyyearstocome.
ThisprojectwascompletedwhileAndreawasemployedatBreadLoafArchitectsPlannersBuilders.

WilliamsCollegePareskyCenter WilliamsCollege,Williamstown,MA01267 WilliamsCollege ToddNebraska(Contractor),802.989.9509 ThePareskyCenteristheheartofcampuslifeatWilliamsCollege.It providesgenerousopenspacesthatsupportstudentinteractionand socialactivities.The90,000s.f.buildingwasconstructedtomeethigh energyefficiencygoals,anincrediblytightconstructionschedule,and a$34millionbudget.Asharactedasadesignrepresentativeforthecontractor,BreadLoafCorporation, facilitatingcommunicationbetweenthearchitectsandtheconstructors.Hisroleprovedcriticalin developingconstructivesolutionstobringthedesignersintenttorealityontimeandwithinbudget.
