Foreword by Mark Bulmer


In 1997 it was decided to undertake a review of the Universitys management
systems. It had become apparent that it was very difficult to obtain timely and
accurate information. Systems (some computer based, some not) were not
communicating with each other and this was resulting in unnecessary duplication
of data and work.
When I joined the University in January 1999, I asked what the objectives of the
new system were. The main benefit, in addition to management information, was
seen as improved processes in terms of quality and efficiency. I was told that we
need to reduce the administrative burden on our staff to enable them to
concentrate on the main activities of the University being students and research.
Consequently, MAIS (Management and Administrative Information Systems)
was formed to develop and implement the SAP (Systems, Applications and
Products) R/3 system and the new Student system. SAP is the world market
leader of fully integrated enterprise wide systems with over 13,000 customers and
12 million users worldwide.
However, the strengths of SAP are also it weaknesses in terms of scale and
complexity. You will see a number of articles in the IT press covering
difficulties companies face in terms of implementation. We have faced a number
of challenges, which we have overcome by working with the users and building
on the skills of the implementation team. I have spoken to a large number of
other SAP customers from the Public sector regarding their implementations. On
the whole we have delivered more, in shorter time-scales, with smaller budgets
than most and it is a tremendous achievement. Early users in particular have,
unfortunately, experienced some pain through implementation, but in learning
together we are improving the system and implementation processes all the time.
We will continue to deliver new functionality to users in phases to keep us
focused. To date we have implemented approximately 15 percent of the SAP
system. This leaves tremendous scope to deliver further benefit to our users.
Several potential projects have already been identified which include:

Process improvements through use of Workflow and the Intranet


Research systems developments and a gradual move to more SAP usage
New functionality in Human Resources
New functionality in Finance and
Management Information/Executive Information Systems

The implementation process will not be without problems the magnitude of


change, particularly in respect of the purchasing process and financial restructuring, will be considerable. This is a major development for the University
and will enable further significant development in the future. This presents an

exciting challenge for everyone involved. Having superusers in a large


organisation such as the University of Leeds allows us all to better manage the
large amount of change this product will bring to the way things are done. Also,
it will allow us to quickly identify and rectify issues by involving superusers in
the future development of SAP at the University. In working together we believe
we can deliver significant benefits to the University over the coming years.

Introduction
What is SAP?
Based in Waldorf, Germany, SAP AG (Systems Applications and Products) is the
leading provider of fully integrated business systems.

Why change?
The Universitys strategic move to improve processes recognised the need:
- to take account of other initiatives (e.g. commercial best practice)
- for visible focus and compliance requirements on public funded bodies, from
the public, external organisations and regulatory authorities (audit
requirements)
- to attract general efficiency gains
- to address year 2000 issues.

Past, present & future


Phase 1 of the SAP implementation was completed when we replaced the central
Finance system (April 1999) and the central Personnel and Payroll system in July
1999. We also gave finance view only and reporting access to a large number of
departmental users.
Phase 2 rolls out the new Purchasing and Sales processes and improved Financial
management to departments. Importantly, it also builds relationships and
provides a far better understanding of each Resource/Service Centres business
and, therefore, each Centres individual requirements. The implementation of
Phase 2 of SAP to all Resource/Service Centres and Services is underway and
expected to take at least 12 months. Several reviews are nearing completion:
Fixed Assets, Stock and Internal Market. Presentations were given to the SAP
Steering Group at the beginning of March 2000, recommending a way forward in
these areas.
A pilot for the rollout of the Human Resource system commenced in March
2000. Once this pilot is completed and lessons learnt it will be rolled out to all
other areas of the University needing access after the upgrade.
There is a great deal of additional functionality available in the SAP package that
we are not currently using and through your feedback, we will be able to assess
how best to use these functions. Already, feedback received through the Help
Desk has instigated research into improvements such as a user-friendly reporting

menu, the setting up of on-line User Groups and the development of an intranet
Purchase requisition solution.
SAP is continuously developing their system in response to customer's demands.
This provides the opportunity for the University to benefit from developments
and upgrade our system accordingly, thus ensuring that we are using appropriate
technology to deliver the most effective and efficient system. The next upgrade of
our system will Go Live on 6 November 2000.
Added to that, the four-year MAIS strategy agreed to at Steering Group level
includes the following projects:

Human resources
Finance
Research
Management Information System
Executive Information System
Intranet/workflow solutions

available.

Benefit Statement
The primary aim of introducing the concept of Superusers for SAP at the
University of Leeds is to allow users to be directly involved in the implementation
and development of SAP.

The SAP Project sees the most important benefits to Resource/Service Centres
and Central Administration as follows:
Formalise, recognise and support arrangements that may already exist
informally
Enable all users to know the system better and therefore gain further benefit
Allow users to influence the development of the system, and its
implementation by inclusion in acceptance testing for version 4.6 upgrade
Helping Resource/Service Centres and Central Administration move towards
self-sufficiency, as the SAP Project completes its development lifespan.
Create a 'one-stop shop' to make implementation/support more manageable
for both SAP users and other staff
Allow the Resource/Service Centre and Central Administration to develop a
closer working relationship with SAP Project team members
Reduce time waiting for formal SAP courses to become available; move
towards a more flexible just in time approach to user training and support
Allow users, in time, to create their own reports, allowing more flexibility in
their use of SAP

Roles & Responsibilities


Superuser Job Description
Job Purpose:

To gain a detailed understanding of the SAP system in order to maximise the benefits to
the Resource/Service Centres
To provide first line support and on-the-job coaching/mentoring for all users within their
department for the identified SAP role(s).
Liases with:

Users within department


SAP Project team members
Other superusers
Main responsibilities:

Provides first line support for all users within their department for their
identified role(s) e.g. purchasing and finance. This includes SAP and the
associated business processes.
Provides informal, one-to-one coaching for other users for their identified
role(s)
Attends additional training (or uses computer based training) provided by the
SAP Project team
Provides feedback and input on user documentation to SAP project team
Involved directly in user acceptance testing of the system (using QAS)
May identify other users to assist in acceptance testing
Attends and takes an active part in user groups
Liases closely with SAP Project team contacts
Actively involved with SAP upgrade(s)

SAP User Reports


Existing users thoughts on what being a superuser means for their areas:
Katherine Hutt, School of Dentristy
The concept of superusers has been very beneficial my department. I have found
myself to be an in house 'help desk' and in the first week or so after going live,
spent more time helping others than doing my own work! Being an Invoice
Parker, I have found it very useful to understand the concepts of requisitioning
etc that precede invoice parking. It has made me understand the problems which
can arise but also be able to find solutions easier. If you know how the problem
was caused it's easier to put right! The thing to remember though is that there is
such a lot of training. If you are considering becoming a super user - be warned.
The training is very intense but I feel I can do my job better and can assist my
colleagues to a higher degree because of it.

As a superuser, it is relatively easy to isolate problems that occur with procedures
which, once isolated, can be rectified simply and hopefully avoided for the future.

Issues identified and clarified
Can't always find addresses for invoices
Have to arrange for new address codes to be set up

Not given full training for HR
Different reference numbers for IT notes, does not show the number to look up in
finance, for a copy you have to look up another number in SAP.
NB: These issues highlight how superusers can assist the SAP team and
appropriate action fed back to improve use of the system. The HR system will be
rolled out with further training after the upgrade is completed.

The Role of the Business Owner &


Deputy
The business owner is responsible for the part of the SAP system that relates to
their own area of work. The system is owned by the business, for example,
Finance, Purchasing or Human Resources etc, who have to take responsibility for
specific areas as follows:
Any changes to the system need to be authorised by the business owner.
These changes may be correctional or developmental, but because they have
an impact on operations the business must have a clear understanding of the
implications and take responsibility for ensuring the integrity of processes. A
form will be available which will act as the documented control mechanism
Access to use of the system is governed by security profiles. The business
owner is in the best position to appreciate the controls that need to be in place
and must authorise changes in profiles or contents of profiles. An
authorisation form is available for documenting this process
There will be occasions where improvements to the system are identified.
These changes may be instigated by the users or the SAP team, or as the
result of external influences, like government legislation. The business owner
is the person who must champion this change
Any issues that arise or changes that need to be considered, like an upgrade,
should be discussed with the business owner and they should be involved in
the development of policy and the approach to resolving matters
To avoid bottlenecks a deputy will be identified, whose role is in support of
the business owner and will have knowledge of a similar type
Any changes must be signed off by the business owner, following completion
of testing by the superuser to their satisfaction
The business owner acts as the link person to other areas on which the system
impacts, either centrally, in Resource/Service Centres or externally
Recognition of the impact of change on other business areas needs to be taken
into account and close liaison maintained to ensure there is no adverse effect
The business will work closely with senior managers on all aspects of change
and involve them in any decision making of significance.
