THE WOES brought by Yolanda continue to compound. Aside from the slow restoration of power and communication facilities, city authorities are now grappling with a dengue epidemic and a rise in severe malnutrition in children. This was learned during the full council meeting of the City Disaster and Risk Reduction Management Council (RDRRMC) on Friday, February 7. Present were the various department heads of the LGU, representatives from the police, the Philippine Red Cross, and mostly government agencies. There was no private sector representation, except for a few NGOs. Mayor Edward Codilla was also present, alongside vice mayor Leo Carmelo Toto Locsin. Councilors present were Vincent Rama, Godiardo Ebcas and Atty. Mariano Corro. Discussed during the meeting was the latest Damage and Needs Assessment (DANA) report and the investment plan for 2014 of the local disaster risk reduction and management fund, crafted from the said DANA. It was noted, however, that it was geared at repairing government structures and infrastructure, even as it mentioned that the social services sector was the most affected. The city, according to the latest DANA report, incurred P 2-billion in damage to property, equipment, agriculture, and livelihood. Engr. Raoul Cam, city planning officer, said that

ONE DAY before the third month-sary of the day Typhoon Yolanda slammed into Ormoc City, the City Disaster and Risk Reduction Management Council (CDRRMC) headed by Mayor Edward Codilla passed on mass motion last February 7, 2014, a resolution requesting utility owners to clear posts of lines and wires as it poses danger to residents. These would be telecommunications companies like Globe and Ortelco, the Visayan Cable TV and Leyeco V. No representatives of the utilities were present, however, in the full council CDRRMC meeting. What was also taken up during the meeting were mostly the damages and needs assessment (DANA) of the local government unit. The motion was passed by Liga president Atty. Mariano Corro, who expressed his exasperation and indignation that the wires were not only unruly and dirty to look at but also posed hazards to passersby. He also made an appeal to the General Services Office to help hasten the restoration of streetlights in the city, saying that they already had an incidence of snatching in their barangay district. During the meeting, it was agreed to inform the utilities of the CDRRMC resolution and give them 30 days after receipt of the resolution to clear up the posts. Otherwise, it was decided that the GSO takes over.

Man commits suicide because of family problems
THE BODY of a 29-year old man was found hanging on a rope inside a mausoleum at the Ormoc City Cemetery here in the morning of February 8, Saturday. The victim was identified as one Kit Lemuel Fiel y Sarno who was reportedly estranged from his common-law wife. His Facebook account shows he also has two kids, one girl and one boy. A passerby saw the body and informed barangay officials about it. Ely Alas, chief tanod of Brgy. Canadieng, was the one who informed the police. SPO1 Anastacio Fallore, PO2 Dindo Tuando and PO2 Michael Nierros responded to the scene of the crime. They reported that the victim used a rope to hang himself. He hung himself at the mausoleum owned by the Con-ui family. The police also recovered a 13-inch knife, a disposable lighter, and a suicide note from the scene. The suicide note read, Salamat sa tanan2x Joyce love ta gyud ka kaayo, salamat Boye (the victims older brother), Mommy ug inyong pamilya. Nabuhat ko ni kay napuno na ko. Sa akoa inahan nga datu ug naa pay Gimoy (another brother). The suicide note ended with harsh words condemning his brother Gimoy. Family members investigated by the police said they last saw the victim on the evening of Friday. He was drinking with friends and even played tongits, a card game. After that, he did not come home. Kiwanis of Geo-Ormoc continues livelihood programs for fishers, farmers next target
THE KIWANIS Club of Geo-Ormoc led by past Lieutenant Governor Danny Orbe and Ormoc Club President Cathy Juntilla turned over four motor engines to Albuera Fishermens Association on February 8. The turnover held at Tabgas, Albuera is the third after they have given 10 motor engines in Isabel, five in Linao and Naungan. Aside from the engines, recipients also received 5,000 cash for other fishing gears. Daku kayo ug katabang sa amo labi na kay na damage amo sakayan [fishing boat] atong bagyo, said Edelberto Rebojo of Talisayan Albuera, one of the recipients. His fellow fishermen, who also received the engine and 5,ooo cash, were Roberto Elegio, also from Talisayan Albuera, and Renato Degorio and Elpedio Anduade, both residents of Lawis, Balugo, Albuera. Other Kiwanians who facilitated the turnover were Anita Orbe, Benj Tabucanon, Ana Liza dela Victoria, Roberto Campos, and Mr. and Mrs. Rex Buduan. Pusher nabbed
A KNOWN petty thief who changed career after Yolanda was caught by the police selling shabu in a buybust operation last February 4 at around 7:00 PM. The suspect was identified as one Abraham Vincent Laguitan, a resident of District 17. Confiscated from his possession was one small sachet of shabu and two pieces of P 500bill which were the marked money used in the buy bust. The suspect is a record holder at the police precinct here for theft. He reportedly shifted career to selling drugs after the typhoon. One of Batang Pinoy MVP is a Leyte Sports Academy scholar


TACLOBAN CITY - One of the five Most Valuable Players (MVP) in the recently concluded Batang Pinoy 2014 is Karen T. Jonario, 14, a scholar of the Leyte Sports Academy. Jonario won five gold medals for the 100 and 200-meter dash, 100-meter high hurdles, 4 by 100 and 4 by 400 relays in the National Finals held in Bacolod City on January 28 to February 1, 2014. The group of Jonario, the Athletics Girls, was also the overall champion for athletics, it was learned. Mr. Ruben Tamayo, Executive Director of Leyte Sports Academy said that 21 athletes from the academy joined the Batang Pinoy. 10

competed in athletics where Jonario is a member, five for swimming, five for boxing and one for wrestling. The LSA team got five gold medals, two silver medals, and three bronze medals from athletics alone. Jonario said that her winning streak in Batang Pinoy was due to training hard and trusting and believing in her coaches. Jonario who happens to live in one of the hardest hit towns by Yolanda, said that she really prayed hard to be spared so she can play well at the fest. She comes from Barangay Libertad, Palo. The young athlete, it was learned, also won four medals in last years Batang

Pinoy Visayas Leg. Mr. Tamayo said that Jonario will receive P2,000 per medal or a total sum of P 10,000 from the provincial government of Leyte. Batang Pinoy is an annual national competition program for children aged 15 years old and below. It is an avenue to harness positive values and characteristics of children: disciplined, socially-integrated, value-laden and conscious of a healthy lifestyle. Engr. Domardoni Cayanong, general services officer, said that even if they wanted to clear the posts now, they were reluctant to because they might be accused of stealing them for its copper. The slow pace of cleaning up the city has been the butt of complaints from Ormoc residents. So is the energization of the city which was observed to be erratic. Cayanong, however, defended the contractors who were cashing in on the problem, saying that LEYECO V was short on manpower and these contractors were helping

In Tacloban City In contrast, the LGU in Tacloban City as early as the second week of January already Oplan Spaghetti which aimed to remove all unused lines hanging from electrical posts. City Administrator Tecson John Lim met with representatives of Leyeco II, telecommunication companies and cable TV companies to discuss the issue of cleaning the streets of unused and damaged cables. The utilities were informed that the City Government is back on track with its preYolanda thrust to clean and beautify the city. It was also part of the Citys move to give residents a semblance of normalcy. Heeding to the call of the City, the utilities immediately cooperated and cleaned up the posts, making the work easier for the restoration of power in Tacloban. To recall, Tacloban City was badly hit by Yolanda when storm surges as high as 10 feet swamped coastal communities, going inland to the downtown area. During the meeting, LEYECO II reported to the city administrator that they have already reconnected 1,898 households or 5.27% in Tacloban City. There is already power in 49 out of 138 barangays of the city, ready to be tapped to households. Aside from Oplan Spaghetti, the City Government also reactivated the price stabilization council to monitor prices of prime commodities. Despite the mess left by Yolanda, the city is now enforcing its anti-littering ordinance in a bid to minimize garbage on the streets. THE CITY council, this week, passed four resolutions citing Ormocanons whove earned laurels in various fields. Cited were two beauty queens and achievers in the field of sports. Cited were Ms Cheriemel Diane Muego, Bb. Ormoc 2012, who was crowned Ms Cebu 2013 last January and Ms Christine Paulo Love Bernasor who was named 1st runner up in the 3rd Ms Scuba International pageant held at Kota Kinabalu, Malaysia last December 2013. Also given honors were Jason Redondo, a lad from Brgy. Boroc, who won the featherweight belt for boxing in the recently held Philippine Boxing Federation match on January at Borbon, Cebu. Redondos career has long been supported by Vice-Mayor Leo Carmelo J. Locsin Jr and family. The Ormoc Powerlifting Team were also given recognition for hauling

in several gold and silver medals during the recently held Asian Powerlifting Championships held at the Great Eastern Hotel in Quezon City. The measures were proposed by councilor Vincent Rama, chairman of the committee on tourism. In explaining the measures, he said that after the sadness and uncertainty of Yolanda, the residents need a form of joy, happiness and inspiration. It is humbling and encouraging to see some Ormocanons, who despite being a victim of this disaster, have persevered and did not give up on their dreams. Vice-Mayor Toto Locsin Jr. said that the recognitions were the least they could do for these achievers. He wants to start a tradition of honoring exemplary Ormocanons so that their feats would be immortalized in the records of the city council which is a rich treasure trove of Ormocs history. right after Yolanda, the rapid DANA pegged the amount at P 4-billion but a more in-depth assessment reduced it to P 2.1-billion. Also discussed was another calamity besetting the city the dengue incidence which is now of epidemic proportion - said Dr. Nelita Navales, city health officer. Navales also warned that unless proper intervention is done, they are now documenting severe malnutrition in children. One has already died, she said. She added they are also keeping an eye on typhoid, which could rise. Thankfully, she said, the city has only one recorded case of typhoid but added the next town of Kananga already has numerous cases. Incomplete DANA While there was mention of plans to help rehabilitate the agricultural sector, it was admitted that the DANA report on agriculture neglected the sugar industry. A DANA on the sugar industry submitted by Atty. Roy Bernard Fiel, chairman of the Ormoc-Kananga sugar mill district, has yet to be incorporated. Engr. Raoul Cam, city planning officer, said they would include the sugar industry into consideration and that by the next time the body meets, it would be already incorporated. However, he said that it would be the plight of the sugar workers that would be given attention as the city cannot give aid to sugar planters as they are private. He did not expound why coconut farmers and rice farmers can be given assistance while sugar planters cannot. Emil Justimbaste, an NGO representative, on the other hand, noted that the DANA on agriculture and livelihood did not provide concrete steps to be taken to rehabilitate them. He also noted that it was incomplete and suggested that all sectoral inputs be taken into consideration. He said this was important for foreign humanitarian organizations that were still coming in, as they need these data before releasing aid. He said that while these organizations conduct their own assessment, the data from the city could provide baseline data. This was well accepted by Cam who said the DANA was a live document and was open to revisions when there is new data to consider. The state of the citys calamity funds City Accountant Sabrina Duero, who is also the mayors executive assistant, said that the city has had P 95.8 million in continuing appropriation from 2012 to 2013. The estimated calamity fund for 2014 is 41.4 million. The city is also in possession of P 6.6-million in cash donations and they are expecting more to come, she said. Next week, she said, they are expecting the donations from San Juan City, Sto. Tomas and Sibugay, Zamboanga del Sur. The mayor earlier told the EV Mail that he would use the cash donations to buy a property which the national government would develop as resettlement area for Yolandaaffected informal settlers. Priority to be resettled, it was learned, are the squatters in front of the City Hall and the coastal areas. Meanwhile, it was learned that on top of the priority areas for restoration and rehabilitation of the citys damaged infrastructures is the public market. The mayor said that the repair is actually already ongoing. He had to start repairing it, not waiting the promised assistance from the national government because the delay might cause the steel trusses to rust and would increase repair costs. In addition, he said, the market is where people converge and both buyers and vendors need to be comfortable. If the funds come, he said, then it would be treated as a reimbursement to the advance repairs that the city did. Engr. Raoul Cam, city planning officer, added that second in their list of priorities is the repair of the slaughterhouse. Dengue Epidemic Dr. Nelita Navales informed the body that the city is now on epidemic level as to the number of dengue incidents recorded for the month of January. She said there were 164 cases reported, the highest in their 5-year monthly monitoring. They already have activated the barangay dengue brigades, for the locals to help in the cleanup drive and search and destroy operations of breeding places of mosquitoes. She said that per their evaluation, the Cogon District is the most affected with Brgy. Bagong Buhay posting the highest number of cases. Aside from the debris left by Yolanda, the city health also noted that the plastic sheets or trapal that some homes are using to temporarily shelter them from the rain and heat was contributing to the increased mosquito population. She said mosquito breeds even in the smallest pool of clean water and the trapals easily develop small pools in its folds. She also asked the council to appropriate the necessary logistics from the citys calamity funds, especially to buy larvicide. To get it at a cheaper rate, the city would be purchasing it through the help of the Rotary Clubs in the city which can access it at only P 515.00/kilo. The city will buy 200 kilos. In ending, Dr. Navales also informed members that some of the citys children were already suffering from severe malnutrition. In fact, one had already died from it, she said. Diesel, gasoline expense eating up calamity funds Engr. Godie Ebcas, the mayors point man in Yolandas post-disaster efforts, also appealed for the fast restoration of electricity to the citys water pumps. He said the city was spending at least P 50,000 a day to gas up the generators in the six water pumps and was depleting the calamity funds. Nobody, however, could offer a solution to his problem. There was no Leyeco representative in the council present. At the end of the meeting, the council adopted in mass motion the DANA presented and its recommendations. Mayor Edward Codilla, in his parting words, said he hoped he would see more action on what was recommended on the DANA and lauded the local police for arresting the men behind the thefts of wires and lines in the city.

Mass lay-off at the City Hall


ITS NICE to see the City Hall with few people crowding one table, some trying to look busy while others so smug they dont even make an effort to look like they are working. In the budget passed by Mayor Edward Codilla for the Sangguniang Panlungsod to approve, he proposed to only retain 120 casual plantilla for his office and 37 for the vice-mayors office. This is a far cry from the previous administration which had 601 casual plantilla including couples, cousins and sycophants. The better they licked ass, the higher their pay scale. With the new mayor cutting off the business as usual norm of yesteryears, I think he is trying to see if the City Hall can run on the workforce of regular employees and the lean number of casual employees. After all, he can hire an estimated 1,600 a month of job orders. The official version on why the Mayor cut down on the number of casual workers is that the city does not have enough funds to hire the lot of them. They can be expensive, you see, because just like regular employees, they are all entitled to the perks of being one except security of tenure. And all in all, bonuses, uniform allowance and even mandatory contributions run up to about 20-million for 601 casuals. By slashing the number to a fourth, then only around P 5-million will be spent on them throughout the year aside from their salaries. Thats a lot of taxpayers money being saved, instead of being wasted on people who are often seen loitering at shopping malls and as political coordinators. In the past administration, they were even deployed to all towns of the district to help in the campaign of their boss. The citys state of finances is further stretched with the reality of Yolanda. Right now, we need people who are willing to get their hands dirtied in menial work rather than well-manicured hands who just want to be in front of the computer doing Facebook. Thats the official version. The unofficial version that I heard from the grapevine is that the Mayor also wants to accommodate his Type O people. When he sat in power last July 1, he found out that he could not even put in his own people because they were already occupied by his younger brothers people. What better way to rid of them than to lay them off all at once? Those who are willing to work for lesser pay can sign up as job orders. I was told that some supporters have already signed up to become job orders. One friend, however, who is known for his bloated ego, reportedly went to city administrator Atty. Francis Pepito to argue why he should be retained as a plantilla casual. He was reportedly told to prove his worth and just sign up as job order. After all, his wife was among those who were made regular employees during Beboys time and a daughter is now also employed. Now, if dynasties exist in the political landscape, it does too in the echelons of the City Hall. Well, whatever, I salute the mayor for his show of political will. The City Hall must never be the citys biggest employer. The City should encourage the growth of the private sector

Counting your blessings, be led to God


OH, THE famous line of Christ: A prophet is not without honor except in his native place and among his own kin and in his own house. He said this in one of those occasions that he was disappointed with the reaction of the peoplethis time his own town mates to what he said and did. In spite of being initially astonished by what he said and the manner with which he spoke, his own people took offense at him instead. They found him too much for them, he who was supposed to be just like them. Is he not the carpenter, the son of Mary, and the brother of James and Joseph and Judas and Simon? And are not his sisters here with us? they asked in disturbing disbelief. Its a sad phenomenon that continues to happen up to now. We can take God for granted God who comes to us, who makes himself like us, who even assumes our own faults, but who also comes to help us, purify and redeem us. He actually intervenes in our life all the time. He is inside us and around us. He is in everyone and in everything, both big and small. He is in the ordinary and extraordinary things, the regular and special events in our life. We have to be more aware of this predicament and start to do something about it. In fact, given the way we are at the moment, we need to do something about it in a more serious and systematic way. Away with a casual attitude toward this issue! We should not be surprised that we have the great tendency to take God for granted. Thats because we have our own limitations and imperfections that are aggravated by our sins that, in turn, if not corrected can harden into vicesblinding, desensitizing vices. With that predicament, it is not surprising that we can be so full of ourselves, so smug that we cannot anymore relate ourselves to others whom we can see, and much less to God whom we do not see. Yes, we can still relate ourselves to others, but this time treating them not anymore as persons but more as objects and instruments to be used according to our own self-serving game plans. Yes, we can also still relate ourselves to God, but this time treating him more as some ornament or prop to support a certain image that we can still find useful in some self-serving way at the moment. We need to nourish our faith such that we can recognize God in everything, even in the most ordinary and insignificant events of the day. We should see to it that it is God with whom we should be most excited to be with, and not any other motive. For this, we have to remind ourselves of the many reasons why we ought to be always in awe at God. We should not take them for granted, which is what we usually do. We have to learn to count our many blessings and make them our immediate paths to bring us to God. They are effective and tremenSEE

How will such reforms affect the Philippines? Here, new voices within a conservative hierarchy, increasingly resound. One is that of Cardinal Luis Antonio Tagle, 56. There is the new Catholic Bishops Conference president Socrates Villegas, 54. Add cardinal-elect Cotabato Archbishop Orlando Quevedo, 75. Along with 18 other prelates, Quevedo will be elevated to the College of Cardinals 21 February, Quevedo expressed preference to continue working in Mindanao, sapped by decades of armed clashes. The conflict killed tens of thousands and helped nurture Islamic extremism in Southeast Asia, recalled New York Times. Quevedo is respected as a voice for social justice, Muslim leaders say. None of the new cardinals come from Italy or the US. Thats a reminder to traditional Western powerhouses...where they stand in the Catholic footprint early 21st century, wrote John Allen, former Vatican correspondent for National Catholic Reporter. By happenstance, new hopes for turning swords into ploughshares came Saturday when government and Moro Islamic Liberation Front completed a peace accord. The agreement provides an unprecedented opportunity to end one of the worlds longest-running intrastate conflicts, wrote Ateneo Universitys Richard Javad Heydarian. Halfway around the world, Cardinal Maradiaga told Germanys Kolner Stadt Anzeiger: We are at the dawn of a new era. (Continued from last week) THE ELECTRIC companies, after learning that Tesla can transmit free electric power, saw this as a threat to their industry. They made sure that this would not happen. They got together and put him out of business. After his death, the custodian of alien property impounded his papers, laboratory notes, letters and honors. Each of the above events can be proven to contain evidence for the apparent involvement of highly advanced exotic Electromagnetic (EM) weapons. The development of apparently magical EM weapons capable of initiating earthquakes or nuclear-force level explosions over or within targets located at a great intercontinental distance by trans-mission of scalar or Tesla EM ray-waves from two or three transmitter sites from an orbiting satellite, spacecraft or aircraft or ground-based EM beam-pulse weapons capable of taking out orbital or airborne targets, has for the first time in our planetary history, allowed the use of deniable massive-force weapons in terrorist acts directed against the general population. These EM weapons effects are deniable in that they can be blamed upon natural earthquakes, meteor airburst explosions or bolide ground impacts or can be set up as terrorist bomb, ground-to-air missile or even alien UFO scenarios. The ability to cause apparently magical-force events implies an enormous advantage to certain individual power groups who appear to have stolen these weapons tom use solely for their own advantage.. Such weapons, in the hands of secret power groups who are willing to to use them without mercy against the innocent citizens of planet Earth represents a horrifying future prospect in the power struggles of this planet. Defense against such weapons and the curs who control them must now be our primary objective. The nuclear terror has been replaced by something far worse: a usable high energy weapon. The possibilities of transmitting electricity are mind-boggling. It will make paupers of the OPEC countries and place them back to what they were in the beginning. Pollution caused by gas emissions coming from out of the mufflers of cars and trucks will no longer hound us. It will cleanse the air and make us breathe clean air. All they can do is place satellites in strategic places so that we can travel anywhere without running out of electricity. All the vehicles will just carry antennas in their vehicles in order to be beamed to the satellites. Even ships can avail of this set-up. This will defuse the OPEC who operate as a cartel and make demands on the pricing of their barrels of oil. They can make demands or else. For sure they will offer bounty to hired assassins to thwart this development. As of 2002, the OPEC is composed of the following 11 countries: 1) Algeria; 2) Indonesia; 3) Iran; 4) Iraq; 5) Kuwait; 6) Libya; 7) Nigeria; 8) Qatar; 9) Saudi Arabia; 10) United Arab Emirates; 11) Venezuela. The OPEC was organized in 14 Sep 1960. It attempts to set world oil prices by controlling oil production. The man with a turban on his head is now the mark of distinction. This corner remembers Rita Hayworth, who was then the most glamorous star of Hollywood, when she married Ali Khan who belonged to the wealthy Arab oilman. There will be no more need to line up in gas stations. No more bulk plants like the one in Pandacan in Manila which occupies a big enough real estate in the heart of downtown Manila. There will be no more over-speeding of vehicles because of the element of low speed. Maybe they will make further studies on how to increase speed. We can safely say that the invention of Nikola Tesla can be put to good use if it is in the hands of the right people. In all aspects of human endeavour, there is always the good side vis a vis the bad one. This is the story from the beginning of time; the story without an end as explained in the Bible. Let us just hope and pray that those who are planning to create chaos by unleashing the power to make storms and typhoons will be given a jolt from up above to have conscience and lay off.

Dengue Fever
DENGUE FEVER is one of the fastest growing mosquito-borne diseases. The World Health Organization (WHO) estimates there are 50-100 million new infections each year, occurring primarily in tropical and subtropical regions. In the Philippines, especially in Cebu and even in Leyte, dengue is prevalent and has even reached epidemic proportions in some communities. Residents in our barangay were in an uproar when one of the kids was diagnosed with dengue. Fortunately, nobody else was infected sending a collective sigh of relief to everyone. People know that whenever you find Aedes aegypti, it is just a matter of time before you get the virus. Fogging is practiced (and also application of insecticides) but since mosquitoes are prolific breeders, killing them is a neverending task. Spraying with pesticides is largely ineffective since the mosquitoes simply build up immunity to the chemicals. Spraying with potentially toxic compounds is also problematic since mosquitoes live and breed where people do. Brazil is following an approach that uses genetically modified mosquitoes to combat the spread of the disease. Lab-bred male mosquitoes are endowed with a gene that when they mate with a female in the wild, either prevents the females from having offspring, or is passed on to the next generation of mosquitoes, which then lives a shorter than average life thereby reducing its ability to bite and infect anyone with dengue. Researchers are looking at how releasing the altered mosquitoes during the dry season can curb the number of infected mosquitoes when the rainy season comes. Mosquitoes breed and lay their eggs in stagnant water, so rain and the puddles it creates are a fertile time for the insects. If the mosquitoes can be controlled in the dry season, then you dont have an egg bank of mosquitoes when the rainy season starts. In the U.S., where mosquitoes are common but dengue is not, its a little harder to convince health officials to give the modified bugs a try. There is the persistent mistrust of genetic modification, and the fear that changing DNA, even in an insect, can result in a superbug that can spawn unanticipated environmental and health problems. The experiments with the modified mosquitoes in Malaysia and the Cayman Islands have not produced any untoward events. If the process is indeed relatively safe, then more communities facing infectious disease outbreaks like dengue or malaria that are spread by mosquitoes may soon have to decide whether they are comfortable enough with the idea of a man-made mosquito in their midst, or mosquitoes infected with disease-causing virus. The Associated Press also reports that scientists are now releasing dengue-resistant mosquitos into Vietnam in the hopes of curbing the spread of the disease. The key is engineering the mosquitoes to carry Wolbachia, a bacterium that prevents dengue from being transmitted. Wolbachia infects the cells of up to 70 percent of the worlds insects. Research has shown that it also prevents the replication of diseases like yellow fever, West Nile, and dengue. However, mosquitos like Aedes aegypti do not naturally carry the bacteria. Researchers have found a way to implant the bacteria into mosquitos to induce the infection and pass it onto offspring. The result was a breed of mosquito that cannot carry dengue and spread it to healthy people.

University. So, how did such a well-regarded bureaucracy reproduce the murkiest aspects of Italian politics? The Curia suffered financial scandals and blunders in the past, but received less media attention. Before Vatican II, the Curia had real powers. John XXIII changed the game when he brought the worlds bishops to Rome, then backed them against the Curias agenda. To a large extent, John Paul II left the Curia to its own devices while he focused on world issues. And so the Curia did as it pleased during his long decline from Parkinsons disease. Before election as Benedict XVI, Joseph Ratzinger served in the Curia for a quarter of a century. But, he was never of it. For Benedict, the church is the search for beauty and truth. He focused on his books and picked Cardinal Tarcisio Bertone as secretary of state. Bertone had been promoted beyond his competence, yet he threw his weight around. Benedict tried to grapple with reforms. For example, he instituted external controls on the Institute for the Works of Religion - the so-called Vatican Bank. But his reforms failed to go far enough. And his successor Francis inherited the mess. We chafe at what the next 10 months could bring. And if Francis visits Yolanda victims this year, as some speculate, how would it affect the church here with emerging leaders who, in their own way, reflect Francis?

On Valentines Day, an arrow wielding cherub named Cupid always come to fore. He is said to shoot the hearts of single men and women, and the first person they see becomes the love of their life. So, who is Cupid really? In ancient Greek mythology, he is the son of Venus, the goddess of love and beauty. His love story with the beautiful Psyche is one of those found in a 2 AD Latin book called Metamorphoses written by Apuleius. Here is their story ...

CERTAIN king and queen had three daughters. The charms of the two elder were more than common, but the beauty of the youngest was so wonderful that the poverty of language is unable to express its due praise. The fame of her beauty was so great that strangers from neighboring countries came in crowds to enjoy the sight, and looked on her with amazement, paying her that homage which is due only to Venus herself. In fact Venus found her altars deserted, while men turned their devotion to this young virgin. As she passed along, the people sang her praises, and strewed her way with chaplets and flowers.

dous means to keep us in touch with God and lead us to think of God and to participate actively in his providence over us. That we are still alive, that we are relatively healthy, that there is still air to breathe, food to eat, water to drink, that our planet still works in spite of some calamitiesthese are some blessings that we often take for granted but which are actually strong reasons why we have to be excited and most thankful to God. If we just give a pause to consider them slowly once again, savoring their deeper significance, they can open our eyes and heart to the wonderful world of our faith, of encountering the living Christ in the midst of the ordinary events and circumstances of our life. We obviously need to be humble to be able to do this. Our tendency is to allow ourselves to be ruled only by our feelings, worldly estimation of things, the prudence of the world that often cannot penetrate the spiritual and supernatural realities breathing in our midst. Our tendency is to deaden our spirit or to let it be dominated by the flesh. With humility, we activate our faith, releasing our mind and heart from the grip of passing mundane realities, and leading us to count our blessings, since these bring us to the essential, the ultimate, the eternalthat is, to God. Cupid prepared to obey the commands of his mother. There are two fountains in Venuss garden, one of sweet waters, the other of bitter. Cupid filled two amber vases, one from each fountain, and suspending them from the top of his quiver, hastened to the chamber of Psyche, whom he found asleep. He shed a few drops from the bitter fountain over her lips, though the sight of her almost moved him to pity; then touched her side with the point of his arrow. At the touch she awoke, and opened eyes upon Cupid (himself invisible), which so startled him that in his confusion he wounded himself with his own arrow. Heedless of his wound, his whole thought now was to repair the mischief he had done, and he poured the balmy drops of joy over all her silken ringlets. Psyche, henceforth frowned upon by Venus, derived no benefit from all her charms. True, all eyes were cast eagerly upon her, and every mouth spoke her praises; but neither king, royal youth, nor plebeian presented himself to demand her in marriage. Her two elder sisters of moderate charms had now long been married to two royal princes; but Psyche, in her lonely apartment, deplored her solitude, sick of that beauty which, while it procured abundance of flattery, had failed to awaken love. Her parents, afraid that they had unwittingly incurred the anger of the gods, consulted the oracle of Apollo, and received this answer, The virgin is destined for the bride of no mortal lover. Her future husband awaits her on the top of the mountain. He is a monster whom neither gods nor men can resist. This dreadful decree of the oracle filled all the people with dismay, and her parents abandoned themselves to grief. But Psyche said, Why, my dear parents, do you now lament me? You should rather have grieved when the people showered upon me undeserved honors, and with one voice called me a Venus. I now perceive that

I am a victim to that name. I submit. Lead me to that rock to which my unhappy fate has destined me. Accordingly, all things being prepared, the royal maid took her place in the procession, which more resembled a funeral than a nuptial pomp, and with her parents, amid the lamentations of the people, ascended the mountain, on the summit of which they left her alone, and with sorrowful hearts returned home. While Psyche stood on the ridge of the mountain, panting with fear and with eyes full of tears, the gentle Zephyr raised her from the earth and bore her with an easy motion into a flowery dale. By degrees her mind became composed, and she laid herself down on the grassy bank to sleep. When she awoke refreshed with sleep, she looked round and beheld near a pleasant grove of tall and stately trees. She entered it, and in the midst discovered a fountain, sending forth clear and crystal waters, and fast by, a magnificent palace whose august front impressed the spectator that it was not the work of mortal hands, but the happy retreat of some god. Drawn by admiration and wonder, she approached the building and ventured to enter. Every object she met filled her with pleasure and amazement. Golden pillars supported the vaulted roof, and the walls were enriched with carvings and paintings representing beasts of the chase and rural scenes, adapted to delight the eye of the beholder. Proceeding onward, she perceived that besides the apartments of state there were others filled with all manner of treasures, and beautiful and precious productions of nature and art. Psyche gave ear to the admonitions of her vocal attendants, and after repose and the refreshment of the bath, seated herself in the alcove, where a table immediately presented itself, without any visible aid from waiters or servants, and covered with the greatest delicacies of food and the most nectareous wines. Her ears too were feasted with music from invisible performers; of whom one sang, another played on the lute, and all closed in the wonderful harmony of a full chorus.

I know you have probably heard of the joke about a mayor of a coastal area being asked by media about the state of peace and order in town. He answered, aw, kun naa mga fish, naay order. We cant blame him, he reportedly owned the biggest fishing fleet in town. But have you heard of this? Human trafficking being a concern right now with the discovery of child cyber-porn dens in Cebu, a mayor was asked what his plans were to combat it, granting it also existed in his LGU? He answered that the traffic was no problem. All that had to be done was put up traffic signs and traffic lights. Ohhhh, let me improve on that joke. Let me be the mayor answering the same question. I would probably say: Aw, kanang human, wa nay problema kay naa man na silay tiil. Kun traffic kaayo, magbaktas gud. Di lang na sila magpa-tunga sa kalsada, di gyod na sila maligsan. So way problema. When he had fallen into his first sleep, she silently rose and uncovering her lamp beheld not a hideous monster, but the most beautiful and charming of the gods, with his golden ringlets wandering over his snowy neck and crimson cheek, with two dewy wings on his shoulders, whiter than snow, and with shining feathers like the tender blossoms of spring. As she leaned the lamp over to have a better view of his face, a drop of burning oil fell on the shoulder of the god. Startled, he opened his eyes and fixed them upon her. Then, without saying a word, he spread his white wings and flew out of the window. Psyche, in vain endeavoring to follow him, fell from the window to the ground. Cupid, beholding her as she lay in the dust, stopped his flight for an instant and said, Oh foolish Psyche, is it thus you repay my love? After I disobeyed my mothers commands and made you my wife, will you think me a monster and cut off my head? But go; return to your sisters, whose advice you seem to think preferable to mine. I inflict no other punishment on you than to leave you for ever. Love cannot dwell with suspicion. So saying, he fled away, leaving poor Psyche prostrate on the ground, filling the place with mournful lamentations. When she had recovered some degree of composure she looked around her, but the palace and gardens had vanished, and she found herself in the open field not far from the city where her sisters dwelt. She repaired thither and told them the whole story of her misfortunes, at which, pretending to grieve, those spiteful creatures inwardly rejoiced. For now, said they, he will perhaps choose one of us. With this idea, without saying a word of her intentions, each of them rose early the next morning and ascended the mountain, and having reached the top, called upon Zephyr to receive her and bear her to his lord; then leaping up, and not being sustained by Zephyr, fell down the precipice and was dashed to pieces. Psyche meanwhile wandered day and night, without food or repose, in search of her husband. Casting her eyes on a lofty mountain having on its brow a magnificent temple, she sighed and said to herself, Perhaps my love, my lord, inhabits there, and directed her steps thither. She had no sooner entered than she saw heaps of corn, some in loose ears and some in sheaves, with mingled ears of barley. Scattered about, lay sickles and rakes, and all the instruments of harvest, without order, as if thrown carelessly out of the weary reapers hands in the sultry hours of the day. This unseemly confusion the pious Psyche put an end to, by separating and sorting everything to its proper place and kind, believing that she ought to neglect none of the gods, but endeavor by her piety to engage them all in her behalf. The holy Ceres, whose temple it was, finding her so religiously employed, thus spoke to her, Oh Psyche, truly worthy of our pity, though I cannot shield you from the frowns of Venus, yet I can teach you how best to allay her displeasure. Go, then, and voluntarily surrender yourself to your lady and sovereign, and try by modesty and submission to win her forgiveness, and perhaps her favor will restore you the husband you have lost. Psyche obeyed the commands of Ceres and took her way to the temple of Venus, endeavoring to fortify her mind and ruminating on what she should say and how best propitiate the angry goddess, feeling that the issue was doubtful and perhaps fatal. Venus received her with angry countenance. Most undutiful and faithless of servants, said she, do you at last remember that you really have a mistress? Or have you rather come to see your sick husband, yet laid up of the wound given him by his loving wife? You are so ill favored and disagreeable that the only way you can merit your lover must be by dint of industry and diligence. I will make trial of your housewifery. Then she ordered Psyche to be led to the storehouse of her temple, where was laid up a great quantity of wheat, barley, millet, vetches, beans, and lentils prepared for food for her pigeons, and said, Take and separate all these grains, putting all of the same kind in a parcel by themselves, and see that you get it done before evening. Then Venus departed and left her to her task. But Psyche, in a perfect consternation at the enormous work, sat stupid and silent, without moving a finger to the inextricable heap. She had not yet seen her destined husband. He came only in the hours of darkness and fled before the dawn of morning, but his accents were full of love, and inspired a like passion in her. She often begged him to stay and let her behold him, but he would not consent. On the contrary he charged her to make no attempt to see him, for it was his pleasure, for the best of reasons, to keep concealed. Why should you wish to behold me? he said. Have you any doubt of my love? Have you any wish ungratified? If you saw me, perhaps you would fear me, perhaps adore me, but all I ask of you is to love me. I would rather you would love me as an equal than adore me as a god. This reasoning somewhat quieted Psyche for a time, and while the novelty lasted she felt quite happy. But at length the thought of her parents, left in ignorance of her fate, and of her sisters, precluded from sharing with her the delights of her situation, preyed on her mind and made her begin to feel her palace as but a splendid prison. When her husband came one night, she told him her distress, and at last drew from him an unwilling consent that her sisters should be brought to see her. So, calling Zephyr, she acquainted him with her husbands commands, and he, promptly obedient, soon brought them across the mountain down to their sisters valley. They embraced her and she returned their caresses. Come, said Psyche, enter with me my house and refresh yourselves with whatever your sister has to offer. Then taking their hands she led them into her golden palace, and committed them to the care of her numerous train of attendant voices, to refresh them in her baths and at her table, and to show them all her treasures. The view of these celestial delights caused envy to enter their bosoms, at seeing their young sister possessed of such state and splendor, so much exceeding their own. They asked her numberless questions, among others what sort of a person her husband was. Psyche replied that he was a beautiful youth, who generally spent the daytime in hunting upon the mountains. The sisters, not satisfied with this reply, soon made

approached the heap, and with the utmost diligence taking grain by grain, they separated the pile, sorting each kind to its parcel; and when it was all done, they vanished out of sight in a moment. Venus at the approach of twilight returned from the banquet of the gods, breathing odors and crowned with roses. Seeing the task done, she exclaimed, This is no work of yours, wicked one, but his, whom to your own and his misfortune you have enticed. So saying, she threw her a piece of black bread for her supper and went away. Next morning Venus ordered Psyche to be called and said to her, Behold yonder grove which stretches along the margin of the water. There you will find sheep feeding without a shepherd, with golden-shining fleeces on their backs. Go, fetch me a sample of that precious wool gathered from every one of their fleeces. Psyche obediently went to the riverside, prepared to do her best to execute the command. But the river god inspired the reeds with harmonious murmurs, which seemed to say, Oh maiden, severely tried, tempt not the dangerous flood, nor venture among the formidable rams on the other side, for as long as they are under the influence of the rising sun, they burn with a cruel rage to destroy mortals with their sharp horns or rude teeth. But when the noontide sun has driven the cattle to the shade, and the serene spirit of the flood has lulled them to rest, you may then cross in safety, and you will find the woolly gold sticking to the bushes and the trunks of the trees. Thus the compassionate river god gave Psyche instructions how to accomplish her task, and by observing his directions she soon returned to Venus with her arms full of the golden fleece; but she received not the approbation of her implacable mistress, who said, I know very well it is by none of your own doings that you have succeeded in this task, and I am not satisfied yet that you have any capacity to make yourself useful. But I have another task for you. Here, take this box and go your way to the infernal shades, and give this box to Proserpine and say, My mistress Venus desires you to send her a little of your beauty, for in tending her sick son she has lost some of her own. Be not too long on your errand, for I must paint myself with it to appear at the circle of the gods and goddesses this evening. Psyche was now satisfied that her destruction was at hand, being obliged to go with her own feet directly down to Erebus. Wherefore, to make no delay of what was not to be avoided, she goes to the top of a high tower to precipitate herself headlong, thus to descend the shortest way to the shades below. But a voice from the tower said to her, Why, poor unlucky girl, do you design to put an end to your days in so dreadful a manner? And what cowardice makes you sink under this last danger who have been so miraculously supported in all your former? Then the voice told her how by a certain cave she might reach the realms of Pluto, and how to avoid all the dangers of the road, to pass by Cerberus, the three-headed dog, and prevail on Charon, the ferryman, to take her across the black river and bring her back again. But the voice added, When Proserpine has given you the box filled with her beauty, of all things this is chiefly to be observed by you, that you never once open or look into the box nor allow your curiosity to pry into the treasure of the beauty of the goddesses. Psyche, encouraged by this advice, obeyed it in all things, and taking heed to her ways traveled safely to the kingdom of Pluto. She was admitted to the palace of Proserpine, and without accepting the delicate seat or delicious banquet that was offered her, but contented with coarse bread for her food, she delivered her message from Venus. Presently the box was returned to her, shut and filled with the precious commodity. Then she returned the way she came, and glad was she to come out once more into the light of day. But having got so far successfully through her dangerous task a longing desire seized her to examine the contents of the box. What, said she, shall I, the carrier of this divine beauty, not take the least bit to put on my cheeks to appear to more advantage in the eyes of my beloved husband! So she carefully opened the box, but found nothing there of any beauty at all, but an infernal and truly Stygian sleep, which being thus set free from its prison, took possession of her, and she fell down in the midst of the road, a sleepy corpse without sense or motion. But Cupid, being now recovered from his wound, and not able longer to bear the absence of his beloved Psyche, slipping through the smallest crack of the window of his chamber which happened to be left open, flew to the spot where Psyche lay, and gathering up the sleep from her body closed it again in the box, and waked Psyche with a light touch of one of his arrows. Again, said he, have you almost perished by the same curiosity. But now perform exactly the task imposed on you by my mother, and I will take care of the rest. Then Cupid, as swift as lightning penetrating the heights of heaven, presented himself before Jupiter with his supplication. Jupiter lent a favoring ear, and pleaded the cause of the lovers so earnestly with Venus that he won her consent. On this he sent Mercury to bring Psyche up to the heavenly assembly, and when she arrived, handing her a cup of ambrosia, he said, Drink this, Psyche, and be immortal; nor shall Cupid ever break away from the knot in which he is tied, but these nuptials shall be perpetual. Thus Psyche became at last united to Cupid, and in due time they had a daughter born to them whose name was Pleasure.

Every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare. Within their respective territorial jurisdictions, local government units shall ensure and X X X, promote X X X, safety, X X X, and preserve the comfort and convenience of their inhabitants. WHEREAS, Sec. 17 of our Local Government Code provides: SEC. 17. Basic Services and Facilities (a) X X X Local government units shall likewise exercise such other powers and discharge such other functions and responsibilities as are necessary, appropriate, or incidental to efficient and effective provision of the basic services and facilities enumerated herein. (b) Such basic services and facilities include but are not limited to, the following: (2) For a Municipality: (vii) Municipal buildings, cultural centers, public parks including freedom parks, playgrounds, and sports facilities and equipment, and other similar facilities; (viii) Infrastructure facilities intended primarily to service the needs of the residents of the municipality and which are funded out of municipal funds including, but not limited to, municipal roads and bridges X X X and other similar projects X X X and similar facilities X X X; WHEREAS, under Sec. 447 of our Local Government Code, it further provides, thus: SEC. 447. Powers, Duties, Functions and Compensation - (a) The sangguniang bayan, as the legislative body of the municipality, shall enact ordinances, approve resolution and appropriate funds for the general welfare of the municipality and its inhabitants pursuant to section 16 of this Code X X X, and shall: (1) Approve ordinances x x x necessary for an efficient and effective municipal government, and in this connection shall: (iv) Provide a mechanism x x x to ensure the safety and protection of all municipal government property; XXX (4) Regulate activities relative to the use of land, buildings and structures within the municipality in order to promote the general welfare and for said purpose shall: (i) Declare, prevent or abate any nuisance;

(5) Approve ordinances which shall ensure the efficient and effective delivery of the basic services and facilities, as provided for under Section 17 of this Code, and in addition to said services and facilities, shall: (v) Regulate the use of streets, avenues, alleys, sidewalks, bridges, parks and other places and approve the construction, improvement, repair and maintenance of the same; (vi) Regulate traffic on all streets and bridges, prohibit the putting up of encroachments or obstacles thereon, and when necessary in the interest of public welfare, authorize the removal of the encroachments and illegal constructions in public places; (vii) Regulate the drilling and excavation of the ground for the laying of water, gas, sewer, and other pipes and the construction, repair and maintenance of public drains, sewer, cesspools, tunnels and similar structures, regulate the placing of poles and the use of crosswalks, curbs and gutter; adopt measures to ensure public safety against open canals, manholes, live wires and other similar hazards to life and property; and regulate construction and use of private water closets, privies and other similar structures in buildings and homes; (ix) Regulate the placing, stringing, attaching, installing, repair and construction of all gas mains, electric, telegraph and telephone wires, conduits, meters and other apparatus; and provide for the correction, condemnation or removal of the same when found to be dangerous, defective or otherwise hazardous to the welfare of the inhabitants; WHEREAS, there is a prevalent unrestrained, unregulated and/or unsupervised drilling, excavation and/or patching up of the municipal roads and other municipal infrastructure facilities intended primarily to service the needs of the residents of this municipality, undermining the integrity of the same and interposing a structural, road and /or safety hazard; WHEREAS, there is a need to regulate the drilling, excavation and /or patching up of the municipal roads, bridges and other similar municipal infrastructure facilities for any purpose, including, but not limited to, installing a water, electric, gas or any other public utility services connection from the source or pipe or distribution lines to a home, building or any other establishment in order to maintain the aforementioned municipal infrastructure facilities, preserve their integrity for safety and sustain their durability for the comfort and convenience of the using public. NOW THEREFORE, the Sangguniang Bayan of Maydolong, Eastern Samar do ordain the following: SECTION 1. Title and Scope of the Ordinance. This Ordinance shall be known as AN ORDINANCE REGULATING THE DRILLING, EXCAVATION AND/ OR PATCHING UP OF THE MUNICIPAL ROADS AND BRIDGES AND OTHER SIMILAR MUNIPAL INFRASTRUCTURE FACILITIES. SECTION 2. Statement of Policy. It is the policy of the municipality to maintain the municipal infrastructure facilities intended primarily to service the needs of the residents of the municipality, preserve their integrity for safety and sustain their durability for the comfort and convenience of the using public. SECTION 3.Definition of Terms. As used in this ordinance, the term: a) Municipal Roads include all municipal roads, avenues or streets in the poblacion or town proper as well as in the upstreams and car-line or along the national highway barangays, wether asphalted and paved or unpaved; b) Municipal Bridges include all municipal bridges of the municipality; c) Other Similar Municipal Infrastructure Facilities include alleys, sidewalks, parks, terminals, seawalls, harbor, wharves, dikes, drainage and sewerage, flood control, canals, gutters, tunnels, aqueducts, reservoir, conduits, street lights, bus and vehicle, stops, traffic signals and road signs holding base/pedestal and other similar and facilities; d) Drill means to bore a hole in, make a hole in, cut a hole in, bore, pierce, puncture,penetrate, perforate or sink; e) Excavation means to scoop out, burrow out, hollow out, chisel out, dig out, bore, channel, sink, scrape out or gouge; f) Patch up means to repair, mend, fix, fill, pad or cover; SECTION 4. Regulated Acts. No private individual or person shall drill, excavate and / or patch up any of the municipal roads, bridges and other similar municipal infrastructure facilities of this municipality for any purpose, including, but not limited to, installing water, electric, gas or any other public utility services connection from the source or pipe or distribution lines to their homes, building or any other establishment. Any person who shall make the necessary or appropriate patching up of the above-mentioned municipal infrastructure facilities for safety

purposes shall be exempted from the application of this particular section. SECTION 5. Persons allowed drilling, excavating and / or patching up municipal roads, bridges and other similar municipal infrastructure facilities. Only the duly authorized personnel of the Municipal Engineering Office of the Municipality of Maydolong, Eastern Samar shall drill, excavate and / or patch up any of the Municipality roads, bridges and other similar municipal infrastructure facilities of this municipality for any purpose, including, but not limited to, installing water, electric, gas or any other public utility services connection of any person from the source or pipe or distribution lines to his/ her home, building or any other establishment. SECTION 6. (a) Requirements and/or Procedure. In order for any person to avail the services of the duly authorized personnel of the Municipal Engineering Office of the Municipality of Maydolong, Eastern Samar in drilling, excavating and / or patching up any of the municipal roads, bridges and other similar municipal infrastructure facilities of this municipality for any purpose, including, but not limited to, installing his/her water, electric, gas or any other public utility services connection from the source or pipe or distribution lines to his/her home, building or any other establishment, the latter must furnish first the necessary materials and/ or the actual amount needed for the patching up or repair of the municipal roads, bridges and other similar municipal infrastructure facilities and then secure the necessary Mayors Permit. (b) If the first requirement of furnishing beforehand the necessary materials and/or the actual amount needed for the patching up or repair of the municipal roads, bridges and other similar municipal infrastructure facilities is not complied with, no Mayors Permit shall be issued. (c) Any excess of the materials and /or the actual amount needed for the patching up or repair of the municipal roads, bridges and other similar municipal infrastructure facilities accounted for as duly evidenced by official receipts shall be returned or delivered back to the person who had availed the services under this section. SEC. 7. Penalty. Violation of any provision of this ordinance shall be punished by imprisonment of not less than one (1) month but not more than six (6) months with a fine of not less than two thousand pesos (P2,000.00) but not more than two thousand five hundred pesos (P2,500.00) at the discretion of the court. SEC. 8. All Ordinances or rules and regulation or parts thereof whose provisions are inconsistent with the provision of this Ordinance is hereby repealed, amended or modified accordingly. SEC. 9. Effectivity. This Ordinance shall take effect fifteen (15) days after its publication within the province and immediately after the posting of the same in at least three (3) prominent places in the municipal hall for a period of three (3) consecutive weeks. Aparis I, (Deceased), City Councilor, Minority Floor Leader PREFATORY STATEMENT WHEREAS, this august Body, through the Office of the City Vice-Mayor, is in receipt of an Endorsement from the Office of the City Mayor dated January 14, 2014, calling for appropriate action to Board Resolution No. 01 Series of 2014 of the Ormoc City Chamber of Commerce and Industry, Inc., (OCCCI) entitled, REQUESTING THE LOCAL GOVERNMENT OF ORMOC CITY FOR EXTENSION OF THE DEADLINE ON GRANTING OF A DISCOUNT IN THE AMOUNT OF REAL PROPERTY TAXES; WHEREAS, the OCCCI board resolution laid down as basis for the granting of its request is the City Governments need to render assistance to this citys numerous real property taxpayers as Super typhoon Yolanda had caused extensive disruption of means of livelihoods, roads and normal way of life of people and property including houses, offices, telecommunication facilities, business establishments, infrastructure, powerlines, etc.prompting, among others, both the City Government and the national government to immediately declare a state of calamity; WHEREAS, indeed, on that fateful morning of November 8, 2013, Supertyphoon Yolanda (international name, Haiyan), regarded to be the strongest typhoon on record to hit landfall worldwide, hit Ormoc City, causing considerable loss of lives and massive damage to property, prompting the national government and the local government of this city to declare a state of calamity in order to pave the way for the swift and efficient mobilization of forces and resources to render adequate relief and rehabilitation for the Yolanda-ravaged city; WHEREAS, this Sangguniang passed Tax Ordinance No. 93-03, otherwise known as Real Property Taxation in Ormoc City, as amended, in the exercise of its local taxation power to generate funds as a local government unit as provided for under Republic Act 7160, otherwise known as The Local Government Code of 1991; WHEREAS, in Section 53 entitled Tax Discount for Advance and Prompt Payment of said tax ordinance, as amended, there is real property taxation discount program that provides for a discount of twenty percent (20%) for advance payments to real property taxpayers which has been applied to advance payments made in full of the annual real property tax due before the start of the subject tax year; WHEREAS, the City Treasurer, City Assessor and City Business Licensing and Permits Officer fully agree that the requested extension of the twenty percent discount (20%) to taxpayers who will pay their real property taxes in full for tax year 2014 on or before March 31, 2014 is most deserving of favorable consideration under the circumstances afore-cited; WHEREAS, upon its own thorough evaluation and perusal of the OCCCI request, this Sanggunian was also very convinced of the requests considerable merit and, therefore, regards the same as most deserving of its favorable action as it will substantially aid real property taxpayers to quickly bring back normalcy and stability to their devastated lives, families, houses, business, and livelihoods and furthermore, as it is also a means of showing in an appreciable way the City Governments responsiveness and seriousness to assist the Yolanda-ravaged city as the subject extension will surely redound to the citys and her constituents immense benefits; NOW THEREFORE, on MASS MOTION of the Body; be it RESOLVED, to enact; ORDINANCE NO. 005 AN ORDINANCE EXTENDING TO MARCH 31, 2014 THE AVAILMENT OF THE TWENTY PERCENT (20%) DISCOUNT ON THE ADVANCE PAYMENT OF REAL PROPERTY TAXES DUE FOR THE SECOND, THIRD AND FOURTH QUARTERS OF TAX YEAR 2014 AS PROVIDED UNDER SECTION 53 OF TAX ORDINANCE NO. 93-03, AS AMENDED BE IT ENACTED, by the Thirteenth Sangguniang Panlungsod ng Ormoc, That: SECTION 1. DA, CSC have new regl directors
THE DEPARTMENT of Agriculture has a new regional director. She is Bernadette F. San Juan, the first woman to assume as DA-8 chief. Meanwhile, another woman also took the helm of the Civil Service Commission. She is Regional Director Victoria Esber, a native of the region. At the DA, in a simple turnover ceremony which coincided with the First Regional Management Council (RMC) Meeting held this week at the Main RIARC at Babatngon, Leyte, Dir. San Juan introduced herself as a former NGO worker; a foreign affairs director from 2000 to 2006; an OFW, having previously worked as Director of Regent College in Cambodia; and an educator as she was then affiliated with the academe particularly with the University of Asia and the Pacific, Perpetual College of Las Pias and the Miriam College. She also has an impressive educational background and was a consistent recipient of various scholarship grants and awards. She finished her Bachelor of Science in Geography at UP-Diliman and earned her Masters in Education was a Partial Tuition Scholar at the Center for Research and Communication (now University of Asia and the Pacific). She was an Aurelio Calderon Scholar for her Doctor of Philosophy in Development Studies at the De La Salle University, Manila. She joined the Department of Agriculture as Assistant Regional Technical Director/Special Assistant for Technical Concerns at the Office of the Secretary (OSec) from September 2010 to October 2012. Her assignment in Region 8 is her second regional posting. She was Regional Technical Director for Operations and Extension in Region 11 last year. Upon her assumption, the lady director immediately buckled down to work and presided over a consultative meeting with the Regional Management Council where the reins of the DA were turned over to her RMC by RED Antonio Gerundio. She told colleagues that her assignment to the region is managements decision to infuse a new blood. Somebody who is somehow detached and unaffected in order to get things going for the region. TACLOBAN CITY Trade Secretary Gregory L. Domingo led the release of P22.20-million approved loans to small businessmen in Leyte as he launched the Enterprises Rehabilitation Financing for Yolanda-Affected SMES of Eastern Visayas held at the DTI Leyte Office recently. DTI Leyte Director Desiderio Belas, Jr. the releases were in line with the Typhoon Yolanda Economic Recovery Financing Program of the Small Business Corporation, the financing arm of the Department of Trade and Industry. SBC aims to help SMEs that need to repair damaged buildings, machineries, equipment and operating capital to immediately resume their business operations and recover losses from Typhoon Yolanda. Together with DTI regional director Cynthia Nierras, Belas and the president of Small Business Corporation-Visayas Area president Ma. Luna A. Cacanando, DTI Secretary Domingo released checks to the first 17 borrowers. Of the borrowers, six are existing clients. These include Ponferrada Polymedic Hospital with an approved rehabilitation loan of P2.5 million and P1.5 million which was released; Universal Surplus and Hardware which was released P 500,000 for their approved P1 million rehabilitation loan; Irish Trading which got P 300,000 for their approved loan of P500 thousand; Ladera Artspot and Advertising with approved loan of P1.5 million, P1 million of which was released; Sky 88 Enterprise with approved loan of P1 million, P500 thousand of which was released; and My Partners International with approved loan of P1 million, P500 thousand of which was released.
