HUD announced $199 Million more in funding for Colorado flood relief! Mennonite Disaster Service (MDS) announced that they will come to Jamestown to rebuild houses for qualified residents (more below). The Town Board awarded Colt & Steel the bid to work on the Emergency Watershed Protection (EWP) Project. Work has begun! Mayor Tara presented at the State Capitol in order to help move through a bill that would authorize the governor to increase the cost share in federal programs. See Mayor Tara's initial letter to the governor here. Christian Aid Ministries continues to help residents with various restoration projects. More donated cisterns arrived for residents and returning residents (Thanks to Salvation Army, Red Cross, Boulder Flatirons Rotary Club!) More donated Mobile Minis were trucked to Jamestownto provide a place for residents to house items during the rebuild process. Jamestown Elementary (East) and Community Montessori students presented Mayor Tara with a check for $823 for Jamestown (More below). The Town Board awarded Glacier Construction Company the bid to begin work on the Water Treatment Plant (see sidebar).

Next Rebuild Jamestown Community Meeting

The next Rebuild Jamestown Community Meeting will be held in two different locations: Mon, March 24, 5:00 The Merc - Jamestown Tues., March 25, 5:30-7:30 Boulder County Courthouse Training Room, 1st Floor

Why are we doing this? Because we want EVERYONE to have the opportunity to be a part of Jamestown's Recovery. A lot is happening right now, and there are plenty of things to "plug in" to. Come find out what is going on and how you can be a part. Questions are welcomed! Let's bring our community home.

Preparing for Spring Runoff


It's not a question of whether Spring Runoff is going to be a problem this year, it's a question of where. That was the message from Boulder County at Wednesday night's Spring Runoff and Community Preparedness meeting. "We know it's coming," said Garry Sanfacon, Boulder County Flood Recovery Manager. "We are preparing, and we need to partner with you to create our next steps." Whereas in past years residents along the stream have had a general sense of where the problem areas might be, this level of predictability simply does not exist this year as stream banks are different than they were before. Mike Chard, State Office of Emergency Management (OEM) Regional Director, outlined the threats for the community: Flooding, Hazardous Debris, and Landslides. These could be caused by bank erosion and buildup of debris and sediment, movement of debris (causing damming and sudden release of flow), and thunderstorms. He reassured the community that Spring Runoff would NOT cause the scale of flooding we saw back in September, but emphasized that we all need to be prepared and to have a plan. Boulder County has been hard at work trying to determine where spring Mark Gosbee has volunteered to lead the Flowers for Jamestown project with Joe. Stream Corridor Debris

Clean-up:
runoff will be most problematic. A countywide assessment of over 90 miles of stream corridor has been completed and mitigation work has begun. This includes the exigent areas above and below Jamestown. Boulder County expects to be done with emergency mitigation efforts by May 1st. Jamestown's emergency mitigation efforts for spring runoff have also begun and are being administered by Colt & Steel. This emergency work is also expected to be complete in time for Spring Runoff. Please watch for more information. Spring Runoff is expected to begin May 1st, with a few potentially high days in April. Snow pack is 169-248% of normal this year, which-regardless of the town and the county's best efforts-will no doubt cause some problems. Residents who spot problem areas that appear to threaten bridges, roads and/or lives should call 911. Please click here to view the entire BoCo presentation, including tips on how to prepare.

March 22, 9:00am

Now is the time to come together Jamestown folks near and far! Let's walk up and down the creek together to remove any debris that we can NOW so that it doesn't get buried during the project only to resurface later. Please come on out, EVERYONE to spend a few hours next SATURDAY, March 22nd at 9 am (inclement weather day SUNDAY) to walk along the stream corridor to remove trash. Snacks and drinks will be provided. Please bring work gloves, and dress for the weather. Then head to the Merc for a bevvie and enjoy the band Spirits of the Red City and Clouds & Mountains. We encourage you to stroll the creek bed whenever you have a chance, not just next Saturday. Trash bags are in town hall. Trash bins will be removed this week and we are lining up an empty bin for this project for next week but as you collect trash in bags, during the week, please set them where the dumpster currently is. Thank you Colt & Steel for suggesting this project and for thinking about our town! (They will be at the project next week coordinating so please introduce yourself.) Thank you!

Case Managers Are On the Way!


The Case Managers for unmet needs are being assigned, said Sue Anderson, Boulder County Long-Term Flood Recovery Group (LTFRG) Manager at the March 4th Jamestown Community Meeting. The role of the LTFRG is to provide case management services to people with unmet needs from the September 2013 flood. On March 3rd, the State signed off on the funds needed for the LTFRG to hire case managers. "It will be a few more weeks to get everyone hired and trained up," she said, "but help is on the way." Boulder County residents with unmet needs who have submitted their information through the Flood Recovery hotline (303-895-3429)or the World Renew Walk-in Centers (via "the Green Shirts") last month will be assigned a case manager. This case manager will work one-onone with each resident to build a recovery plan, and will help connect residents to both monetary and in-kind housing and repair resources. At this point, the LTFRG has access to approximately $3 million and Sue Anderson, Manager of the LTFRG, addressing Jimtowners on March 4th.

The election will be held April 1 and hopefully in the town hall (TBD). Mennonite Disaster Services (MDS) Coming to Jamestown!


We are VERY excited to announce that Mennonite Disaster Services volunteer group has adopted our community to assist us in rebuilding and repairing our town. They are a very talented group who builds beautiful, wellcrafted homes. We are working on a tentative schedule with the group arriving in early May and beginning work mid-May. They intend to build at least 6 homes and repair 6 homes from May - December. Their selection criteria will be based on need and all labor is volunteer. Residents will be responsible for materials, although our staff is working on identifying donations for materials as well as using the funds in the Greater Jamestown Community Fund (more information coming). They have an established set of house plans which they have been building for years, but are also willing to work with the homeowner and architects to rebuild with other plans besides their own. At this point the group will be staying at Jamestown Elementary School from May through August and will then be moving their camp to a different location in the area. They are Christians who are committed to living peacefully and nonviolently and include groups such as the Amish and Brethren in Christ. We are currently collecting information from residents who are potential candidates for rebuilds and repairs. MDS and their architect will then review this information and make decisions on which homes they can rebuild. A meeting for those residents identified in this process is scheduled for March 31st to meet MDS and talk about the process and the results. If you have questions please contact Nina.

Most of the heavy hauling operation in Lefthand Canyon has concluded, but construction can be expected for several more weeks in an effort to complete a winter road in James Canyon and Balarat. James Canyon remains restricted to local access only until construction is complete. Cyclists are urged to be aware of construction traffic and other maintenance activities in the area. Permits for access may be acquired at Town Hall and at the Boulder County Sheriff's HQ at 5600 Flatirons.

Rebuilding or Restoring?
A lot is happening and many residents are digging in with their plans to restore and rebuild. Post Office Update

Call for Work Orders!


Our staff will be contacting each resident to discuss potential work on their properties, so please start thinking about what type of help you could use and make a list. We have a variety of volunteer groups who have approached us and even more through the county but we need to identify the work first. You can also reach out to Nina and let her know what your list is. Need Volunteers? Volunteer Day: April 5 We are looking for specific work orders from residents for our volunteers on April 5th. Jamestown was approved for Private Property Debris Removal (PPDR) through FEMA. More information is forthcoming.

Grant Updates
Building Materials Grant Greater Jamestown Community Fund The Advisory Committee will be meeting this week to discuss the potential of distributing the remaining portion of the Greater Jamestown Community Fund for residents to use for building materials. The criteria will be established and the information released in the coming weeks. Jamestown Community Fund Grant The deadline for this grant has passed. $200,000 in grants were awarded to 60 Greater Jamestown Residents. Want to Set Up a Rebuilding Account?


We would like to encourage people who need reconstruction and rebuilding to set up accounts at Home Depot and Boulder Lumber (20% discount on in-store purchases at Boulder Lumber through these accounts). People who are looking to help you with your project can then make a deposit to these accounts in your name and you can use the account to purchase building materials. This is a great opportunity to do a little fundraising for yourself. You set up the account, and then let your friends and family know about it. Questions? JT Library - Thank you to Christy Howe for her dedication to re-establishing a library for residents to find some reading materials. At this point, please come and select books, but our shelves are full so hold onto them until we have more room.

Fundraisers
Thanks to the participation of many individuals and groups, Jamestown is making measurable steps toward recovery through private fundraising efforts. Our Rebuild Fund currently has $296,905+ in it to pay for rebuilding our town infrastructure and the Community Fund has $85,000+. We're going to need a lot more...Let's keep it coming!

Jamestown Elementary (East) with Community Montessori - A special thanks to this industrious group of students and teachers who made and sold chocolate roses to family and friends. On March 3rd, they presented Mayor Tara with a check for $823.50 for Jamestown. Read the story from the Daily Camera here. Way to go, kids!

On Sunday April 6th, Twig is hosting a cut-a-thon. For $300 a donor can either buy an appointment for themselves or donate it to a Jamestown resident (residents will be chosen through a raffle process). The appointment includes a hair cut and blow dry as well as two mini spa

services and a gift bag. Food and drinks are being provided by Frasca and the Laughing Goat.
