Constitution of the Regionalization Students Organization

Preamble

We, the members of the Regionalization Students Organization of the University of the Philippines College of Medicine, recognizing a need for an organization that shall unite us, establish and protect our rights, minister to our needs and foster a spirit of community orientedness, social consciousness and responsibility, social consciousness and responsibility directed to!ards the development and empo!erment of the regions and the upliftment of the underserved in the Philippines, do ordain and promulgate this constitution"

Article I. General Provisions Section 1. #his constitution shall be called the constitution of the $Regionalization Students Organization"% Section 2. #his constitution shall govern the Regionalization Students Organization of the University of the Philippines College of Medcine" Section 3. &s regards to this constitution, unless contradicted by conte't( a" Regionalization Students Organization member !ould refer to i" #he students !ho !ere accepted in the University of the Philippines College of Medicine through the Regionalization Program) ii" #hose !ho !ere accepted through the non Regionalization slots but signified their intention to *oin the Regionalization Program during their application as verified by the &dmissions committee) or

iii" Other students of the University of the Philippines College of Medicine not stated as above but has accepted to embrace the ideals of the organization" b" & $permanent vacancy% shall occur if an officer resigns, is deemed mentally unfit, is e'pelled from the college, or becomes ill to the e'tent that he+she cannot fulfill his+her duties" c" & temporary vacancy shall occur if an officer of the council is temporarily sic, or unable to perform his+her duties for any similar reason provided that there is the possibility that the officer can return to fulfill his+her duties before his+her term is over"

Article II. Declaration of Principles Section 1. #he Regionalization Students Organization believes that everyone has the right to education" Section 2. #he Regionalization Students Organization believes that everyone has the right and responsibility to health" Section 3. #he Regionalization Students Organization believes that health is a state of physical, social, emotional !ell being and not merely the absence of disease or infirmity" Section 4. #he Regionalization Students Organization believes education should cultivate

critical thought and develop the s,ills needed to efficiently respond to the country-s needs" Section 5. #he Regionalization Students Organization has the duty to respond to the needs of the .ilipino people, especially those belonging to the underserved regions, and to !or, !ith them to!ards achieving their aspirations"

Article III. Ob ectives Section 1. #he Regionalization Students Organization aims to mold and support students from their entrance to the UP College of Medicine, to post graduate studies, and until actual employment to be physicians sensitive, oriented and directed to the upliftment of their regions, and the .ilipino people as a !hole" Section 2. #he Regionalization Students Organization aims to unite its members to!ards the goals of leadership and e'cellence and community orientation directed to the underserved" Section 3. #he Regionalization Students Organization aims to protect, preserve, and promote students- rights as !ell as minister to their needs" Section 4. #he Regionalization Students Organization aims to raise and broaden the

consciousness of the students to!ards one !hich reflects and responds to the needs and aspiration of the .ilipinos in their respective region, and the .ilipino people as a !hole" Section 5. #he Regionalization Students Organization aims to ingrain the ideals of the

Regionalization Program and of the University into the political, intellectual, social and cultural life of each student+member"

Article I!. General Assembl" Section 1. #he /eneral &ssembly shall be the highest policy ma,ing body of the

Regionalization Students Organization" Section 2. 0t shall be composed of all bonafide members of the Regionalization Students

Organization"

Section 3. 0t shall meet at least once a semester to be presided by incumbent chair of the Regionalization Students Organization, preferably on the third Wednesday of the first month of every semester" Section 4. #he agenda of each semestral meeting shall be prepared by the officers of the Regionalization Students Organization and shall be circulated at least a !ee, prior to the meeting" Section 5. 1ach student member of the /eneral &ssembly shall be entitled to one vote"

Article !. #$ecutive Council Section 1. #he e'ecutive council shall be the second highest policy ma,ing body of the Regionalization Students Organization" Section 2. 0t shall have the follo!ing functions( a" .ormulate the policies and set priorities supplementary to and consistent !ith this constitution" b" 2etermine the organizational staffing and budgetary structure of the Regionalization Students Organization" c" &ct on proposals and matters submitted by the year levels, committees and other entities" d" Perform such other functions designed to enhance and promote interests of the Regionalization Students Organization" Section 3. #he follo!ing are the 3ualifications of the e'ecutive council members( a" Must be a .ilipino citizen" b" Must be a bona fide student of the UP College of Medicine" c" Must be a member of the Regionalization Students Organization"

Section 4.

0t shall be composed of the Chair, 4ice Chair 1'ternals, 4ice Chair 0nternals,

Secretary, #reasury, &uditory, the 5ear 6evel Representatives, and the Regional Coordinators" Section 5. #he respective functions po!ers, duties and responsibilities of the officers and members of the e'ecutive council are as follo!s( a" #he Chair( Shall be the chief e'ecutive officer of the Regionalization Students Organization and shall be the presiding officer of the general assembly" 7e+She shall perform all the functions of management as !ell as implement all policies+regulations" 7e+She shall create offices, committees, tas, forces deemed necessary and promulgate such guidelines and issue such orders necessary for the implementation of the programs and activities of the Regionalization Students Organization" b" #he 4ice Chair 80nternals9( the latter" shall have the primary responsibility of assuming the functions and responsibilities of the Chair in case of absence, incapacity or resignation of 7e+She shall be the chief representative and spo,esperson of the Regionalization Students Organization inside the college and shall perform other functions and responsibilities as may be assigned from time to time by the president" c" #he 4ice Chair 81'ternals9( shall be the primary lin, of the Regionalization Students Organization to the alumni or the UPCM graduates !ho too, up the medical course under the Regioanlization Program of UPCM, and to other entities outside the UP College of Medicine" d" #he Secretary( shall ,eep all records of the Regionalization Students Organization" 7e+She shall be in charge of information dissemination and documentation of meeting and activities" e" #he #reasurer( shall manage all finances and resources of the Regionalization Students Organization and shall be in charge of fund raising" f" #he &uditor( shall chec, the veracity of the financial statement prepared by the treasurer" g" #he 5ear 6evel Representatives( shall be the liaison bet!een the different year levels and the officers and shall coordinate activities specific for their year level" h" #he Regional Coordinators( shall be the liaison bet!een the different regional groupings and the officers and shall coordinate activities specific for their regional grouping"

Article !I. Advisers Section 1. #he Regionalization Students Organization shall have faculty advisers" #he faculty advisers !ill preferably be from the Regionalization Program Committee of the UPCM" Section 2. 1ach year level shall have at least one faculty adviser !ho is preferably from the Regionalization Program Committee of the UPCM"

Article !II. %eetings& 'uorum and Resolutions Section 1. Regular meetings a" #he general assembly shall meet as stated in &rticle 04 Section :" b" #he officers of the organization shall meet at least once a month" Section 2. ;uorum a" & simple ma*ority 8<=> ? @9 shall constitute the 3uorum of the officers" b" & simple ma*ority shall constitute the 3uorum of the general assembly" Section 3. Resolution a" & resolution shall be considered effective upon concurrence of a simple ma*ority of members in attendance"

Article !III. #lection Section 1. #he election shall be held during the last month of the second semester of the school year and shall be presided by the 5ear 6evel A Representative"

Section 2. #he 5ear 6evel A Representative is the presiding officer because it is assumed that he+she is non partisan and is unable to run for the ne't fiscal year by virtue of his+her graduating status"

Article I(. Resignation and Recall of #lected Officers Section 1. &n elected officer can be sub*ected to recall by the student members through a no confidence vote" Section 2. & no confidence proceeding may be instituted against an incumbent officer through a !ritten petition signed by at least @=> of his+her respective constituency 8i"e", @=> of the general assembly, class membership for the year level representatives9" Section 3. #he venue for a no confidence motion shall be the respective constituency of each incumbent during !hich complaints of similar causes for action are presented, refuted, and deliberated upon" #he constituency shall create an independent body to hear, study to ma,e recommendations for action on a no confidence motion" & no confidence motion include( gross violation of the constitution, neglect of duty, gross misconduct, or any similar acts that may be deemed un*ust and improper by the general assembly" Section 4. &ny elected officer desirous or resigning from his+her position must give a formal letter of resignation" #his resignation shall be formally received by a committee created for such a purpose"

Article (. )unds Section 1. #he general funds shall come from sources such as donations, grants or income from fund raising activities"

Section 2. &t the end of each fiscal year, the outgoing president, through the treasurer, shall facilitate the orderly turn over of funds and financial documents to the incoming officers" Section 3. &ny debts incurred during a past term shall be the responsibility of the past e'ecutive council as validated by the treasurer and auditor"

Article (I. Amendments Section 1. #he Constitution and By 6a!s of the Regionalization Students Organization of the UPCM may be amended, altered, replaced or modified in !hole or in part by a ma*ority resolution of C of the officers sub*ect to the final ratification by a simple ma*ority of <=> ? @ of all regions represented" Section 2. 1ffectivity" #hese amendments to the By 6a!s shall ta,e effect immediately upon ratification and shall be in effect for at least three years before any amendments shall be entertained" #his is to ensure that the constitution shall be given ample time to mature"

Article (II. %iscellaneous Provisions Section 1. Seal and 0nsignia" #he Regionalization Students Organization shall adopt its o!n seal and insignia as approved by the general assembly" Section 2. Office" #he principal office of the Regionalization Students Organization shall be located at the &dmissions Office, UPCM &dministration Building" Section 3. #he fiscal year shall start on the first day of Dune and end on the last day of May"
