Presentacin
El libro de Indicadores de ciencia y tecnologa que ha sido publicado anualmente por el Observatorio Colombiano de Ciencia y Tecnologa (OCyT) es un referente de consulta para los actores del Sistema Nacional de Ciencia, Tecnologa e Innovacin (SNCTI), dado que es la nica publicacin, de carcter nacional de amplia difusin, que rene indicadores de diferentes temticas relativas al desarrollo de la Ciencia, la Tecnologa y la Innovacin (CTI). Esta edicin se compone de captulos sobre: inversin en actividades de ciencia, tecnologa e innovacin; formacin cientfica y tecnolgica; capacidades nacionales en ciencia y tecnologa; produccin bibliogrfica; ttulos de propiedad industrial; innovacin en la industria manufacturera; tecnologas de la informacin y las comunicaciones; y el Departamento Administrativo de Ciencia, Tecnologa e Innovacin Colciencias. Es de resaltar que a lo largo de estos siete aos de produccin ininterrumpida, desde el 2007, se ha avanzado mucho en la produccin de nuevos indicadores, la inclusin de sectores institucionales, y la incorporacin de fuentes de informacin adicionales; todo lo cual contribuye a la consolidacin e institucionalizacin del proceso de generacin y difusin de los indicadores de CTI en cabeza del OCyT. Este proceso no hubiese sido posible sin el decidido apoyo financiero de Colciencias, los dems socios del OCyT, y el Banco Interamericano de Desarrollo (BID), quien en aos recientes ha apoyado esta labor a travs del programa de crdito otorgado a Colciencias. De igual manera, el suministro oportuno de informacin por parte de las diferentes entidades del SNCTI hace posible la elaboracin regular del libro. Las fuentes de informacin y bases de datos que utilizamos para la construccin de los indicadores no son estables en el tiempo, lo cual hace necesaria una cercana con los proveedores de dicha informacin para conocer de antemano cundo se producen cambios en las mismas. Sin embargo, el trabajo sistemtico de recoleccin, integracin, depuracin y validacin de informacin, nos ha permitido construir series de tiempo slidas y consistentes. Hoy en da tenemos series a partir del ao 2000 para la mayora de indicadores. Adicionalmente, seguimos avanzando en la documentacin de los procedimientos para el tratamiento de la informacin, con el fin ltimo de construir una bodega de datos, que esperamos poner al servicio de todos los actores del SNCTI y no solo del OCyT. Hay dos temticas que no han sido constantes en la produccin de los libros anteriores: innovacin y TIC. Por un lado, el captulo de Innovacin en la industria manufacturera, solamente se ha publicado cuando la informacin de las encuestas de innovacin y desarrollo tecnolgico (EDIT), desarrolladas por el DANE, ha estado disponible. Esta informacin se obtiene cada vez ms de manera oportuna y regular,
de tal manera que en esta edicin podemos presentar datos 2003-2010, correspondientes a cuatro encuestas. De otro lado, est el captulo sobre las Tecnologas de la informacin y las comunicaciones, para el cual se ha hecho una revisin general de fuentes de informacin y se publican slo unos pocos indicadores, donde se tiene informacin para varios aos. En esta temtica, hay todava mucho por hacer en el pas, para tener indicadores ms robustos y relevantes. Los indicadores publicados son recolectados y procesados de acuerdo con los manuales internacionales elaborados por la Organizacin para la Cooperacin y Desarrollo Econmico (OCDE), la Unesco y la Red de Indicadores de Ciencia y tecnologa (Ricyt), lo cual facilita las comparaciones a nivel internacional, y adems posiciona al OCyT como una fuente de informacin confiable ante organismos multilaterales. En este sentido, en el proceso de admisin de Colombia al Comit de Poltica Cientfica y Tecnolgica de la OCDE, el OCyT ha suministrado los datos, cumpliendo con el 75% de la informacin solicitada, y teniendo posibilidad de subir a un 87% en el corto plazo. Esperamos que los indicadores ac presentados sean de gran utilidad en el desarrollo de polticas de investigacin e innovacin, y que favorezcan la gestin y evaluacin de las actividades de CTI, y que a partir de las fortalezas y debilidades identificadas las entidades del SNCTI puedan orientar sus acciones para mejorar cada vez ms las capacidades en CTI del pas. Foreword
The publication of science and technology indicators produced annually by the OCyT has become an obligatory point of reference for the actors of the National System of Science, Technology and Innovation (SNCTI by its name in Spanish). The book is the only publication, of national character and wide dissemination, which includes indicators in different topics related to Science, Technology and Innovation (STI). This edition consists of chapters on: investment in science, technology and innovation; scientific and technological training; national capacities in science and technology; bibliographic production; industrial property titles; innovation in manufacturing; information and communication technologies; and the Administrative Department of Science, Technology and Innovation Colciencias. It is important to emphasize that over these seven years of uninterrupted production, since 2007, there has been much progress in the production of new indicators, and the inclusion of institutional sectors and sources of information; all of which contribute to the consolidation and institutionalization of the process of generation and dissemination of the STI indicators at the head of the OCyT. This process would not had been possible without the strong financial support of Colciencias, the other partners of the OCyT, and the Interamerican Development Bank, which in recent years has supported this work through the program of credit granted to Colciencias. Similarly, the timely provision of information by the various entities of the SNCTI makes possible the regular production of the book. The sources of information and databases that we use for the construction of the indicators are not stable over time, which requires close proximity with the providers of such information, to know in advance when changes occur. However, the systematic work of data collection, integration, cleaning and validation has enabled us to construct solid and consistent time series. Today we have data series from 2000 for most indicators. In addition, we continue to move forward in the documentation of procedures for information treatment, with the ultimate goal of building a data warehouse, which we hope it will be of service for all the actors of the SNCTI and not exclusively for the OCyT. There are two topics that have not been regular in the previous books: innovation and information and communication technologies (ICT). On the one hand, the chapter on Innovation in the manufacturing industry, has been published only when the information from the innovation and technological development surveys (EDIT), developed by the national statistical agency (DANE by its name in Spanish), has been available. Currently, this information is more promptly and regular allowing us to include in this edition data for 2003-2010, corresponding to four surveys.
On the other hand, for the chapter on ICT after a general review of sources of information we are able to publish few indicators where information is available for several years; there is still much to be done to have more robust and relevant indicators in this matter. The indicators published are collected and processed in accordance with international manuals prepared by Organization for Economic Cooperation and Development (OECD), Unesco, and Ricyt (Iberoamerican network of science and technology indicators), which facilitates the comparisons at the international level, and also positions the OCyT as a reliable source of information before multilateral agencies. In this sense, in the process of admission of Colombia to the Committee on Science and Technology Policy of the OECD, the OCyT has supplied data, complying with the 75% of the requested information, and with the possibility of rising up to 87% in the short term. We hope that the indicators presented here are useful in the research and innovation policy-making, as well as to facilitate the management and evaluation of the STI activities, and that based on the strengths and weaknesses identified the organizations of the SNCTI will guide their actions to improve the national STI capabilities.

Un grupo de investigacin puede tener ms de un aval institucional, en el caso en que las instituciones se encuentren en la misma entidad territorial, el grupo de investigacin se contabiliza una sola vez, en caso contrario se cuenta tantas veces como instituciones avaladoras en distintas entidades territoriales tenga el grupo. Dado que para la Universidad Nacional de Colombia todos los avales aparecen en Bogot, D.C., realizamos una desagregacin por sedes. The geographical location of a group is given by the institution that provides the endorsement, and the information is taken from InstituLAC. A group can have more than one institution endorsing it, it can count more than once if the endorsing institutions are in different regions. All the groups endorsed by the Universidad Nacional de Colombia appear located in Bogota, for this reason we related the groups to the regional venues of the university.

Fuente: Colciencias 1 Hasta 2010, cualquier persona que realice inversiones en proyectos calificados por el Consejo Nacional de Ciencia y Tecnologa como de carcter cientfico, tecnolgico o de innovacin tecnolgica, tendr derecho a deducir el 125% del valor invertido en el periodo gravable en que se realiz la inversin sin exceder del 20% de la renta lquida, determinada antes de restar el valor de la inversin. El mismo beneficio aplica a personas que realicen donaciones a centros o grupos de investigacin destinadas al desarrollo de proyectos de carcter de investigacin cientfica, tecnolgico o de innovacin tecnolgica previamente calificados. A partir de 2011, de acuerdo con el artculo 36 de la Ley 1450 de 2011, quien invierta en proyectos calificados por el Consejo Nacional de Beneficios Tributarios como de investigacin y desarrollo tecnolgico podr deducir el 175% del valor invertido en el perodo gravable en que se realiz la inversin, sin exceder el 40% de la renta lquida. Until 2010, any person who makes investments in projects approved by the National Council of Science and Technology as having a scientific, technological or innovation character, shall be entitled to deduct 125% of the value invested in the taxable period in which the investment was made without exceeding 20% of net income, determined before subtracting the value of the investment. The same benefit applies to people who make donations aimed at developing projects previously approved as having a scientific research, technological innovation character to research groups or centers.
