among the most crucial decisions an owner must make. PB facilitates the decision-making process by delivering services in the mode that best suits a clients needsfrom traditional design-bid-build to any variation of design/build. Our flexibility is not limited just to delivery systems; PB is
PB is general design consultant to New Jersey Transit for this 33-kilometer (20.5-mile) light rail line, the largest DBOM (design-build-operate-maintain) light rail project in the U.S. The initial 12-kilometer (7.5-mile) segment, from Bayonne to Jersey City, opened in April of 2000.
also adept in different construction management roles. We are as comfortable functioning as an agencys construction manager as we are in the role of construction-manager-at-risk. No matter what delivery system we use or what role we serve, our goals are always the same: reduce total delivery time, minimize conflicts and costly delays, and bring projects into revenue service at the earliest practical date.

provide services at any phase of project development. Some clients want us involved as early as the design phase, when we can conduct value engineering and constructibility reviews. Other clients bring us in when construction starts so that we can provide continuous field supervision and monitoring. Many of our clients want us to remain on site to provide post-construction commissioning, testing, and start-up. Flexibility is the hallmark of PBs approach. Whenever you need us, wherever you need us, and whatever you need us to do, you can rely on PB to deliver the right service at the right time for the right price.
PBs recommendation to use contractor incentives and innovative construction methods for the reconstruction of the I-15/U.S. 95 interchange resulted in project completion six months ahead of schedule. PB provided both design and construction support services for the $95 million project.

PB was program manager to the Utah Department of Transportation on this $1.59 billion design/build project that transformed a 27-kilometer (17-mile) stretch of congested, deteriorating six-lane roadway into a modern, efficient 10-lane superhighway. The use of processes such as best-value selection, stipends, performance specifications, ISO 9001, contractor QA/QC and award fees helped to open the reconstructed highway to traffic five months ahead of the contract completion date.
PB was owners representative for the fast-track construction of the American Airlines Arena, a multi-purpose facility that is home to the Miami Heat. PB provided a range of design and construction services that helped keep the project on budget and on schedule despite numerous design changes and two hurricanes.
PB supervised the replacement of 122 meters (400 feet) of elevated rail every weekend over the six-year construction period, never failing to reopen for Monday morning service.
to accommodate construction. Instead, we accommodate our clients by maintaining operations during construction using a variety of techniques: work-arounds, off-peak-hour construction, comprehensive staging, decking over excavations, and contractor incentives.
As one of the first U.S. projects required to undergo an environmental study mandated by the National Environmental Policy Act (NEPA), PB developed alignments and construction methodologies to protect environmentally sensitive and historically important areas along the 26-kilometer (16-mile) route.
archaeological sites. And most projects are also affected by environmental constraints and community concerns. Difficult building sites present challenges, but with the right construction manager, these challenges need not become insurmountable obstacles.
Boston has added a modern masterpiece to its 150-year-old Fan Pier: the 10-story, 71,000-square-meter (765,000-square-foot) courthouse building includes 27 courtrooms, 42 judges chambers, jury rooms and a law library. PB was quality construction manager for the $220 million project.
PB is providing project management services to the Hamilton County Board of County Commissioners for the design and construction of the Great American Ball Park, the new home of the Cincinnati Reds and a key part of the citys redeveloped waterfront. The 42,000-seat stadium and adjacent plaza and parking garage are being built on the site of the existing Cinergy Field, which will be demolished after the new ballpark opens in April 2003. As owners representative, PB is coordinating and overseeing all aspects of the project to ensure that it is delivered on time and within budget.
U.S. FOOD AND DRUG A ADMINISTRATION CENTER FOR FOOD SAFETY AND APPLIED NUTRITION College Park, Maryland
Construction moved ahead of schedule in part because of PBs open-door policy during biweekly meetings when client, consultant, and contractor tackled challenges ranging from a high water table to determining how to construct a distinctive stucco-finish curtain wall.

accepts and encourages mutual respect, trust, participation, teamwork, and effective relationships.
PB provided planning, design and construction management services and coordinated the efforts of 10 client agencies involved in the $330 million reconstruction of this major roadway through downtown Cincinnati. The design and construction, which under normal circumstances would have taken six to eight years, was completed in only 34 months with the use of PB-developed schedules and continuous constructibility review.

Under a partnering approach with the Florida Department of Transportation, PBs personnel worked closely with the contractor to resolve issues in the field. On-site resolution was reached 95 percent of the time.
Value-Added Services
VALUE ENGINEERING
PB is committed to the principles and practice of value engineering (VE). We believe that VE is a powerful problem-solving tool that can help clients achieve their functional objectives at the lowest life-cycle cost, without compromising reliability, quality or safety. Our VE services include value engineering studies, constructibility reviews, risk & reliability studies, and partnering facilitation, and can be specifically designed for project and product studies at various stages of development, or for process improvement studies. We also offer training in VE methodology.
TRAINING
PB uses a variety of techniquesincluding manuals, classroom instruction, and interactive CD-ROMto train a clients personnel in construction-related procedures and skills. For the Federal Emergency Management Agencys (FEMA) Disaster Housing Inspection Program, PB assembled and trained teams of managers, inspectors, and computer operations personnel for deployment within 24 hours of a mobilization notice. Under a separate contract, the firm developed an interactive CD-ROM that FEMA used to train its inspectors in standardized assessment methods.
SAFETY MONITORING
Employee safety is the responsibility of every employer on a construction project. Unsafe practices can have significant cost implications. Once a project is under way, PB staff use progress meetings to ensure that the contractor is implementing safety planning into the work. The focus is on planning for safety, rather than reacting to incidents.
