The combined building will serve as one of GMs three global vehicle engineering headquarters.

PB in association with The LPA Group Incorporated serves as program manager to the South Carolina Department of Transportation (SCDOT) on this $750 million program to complete more than 40 highway improvement projects in seven years. At the projects inception, the PB/LPA team worked alongside SCDOT staff to learn every aspect of the agencys processes and procedures. PB was program manager to the Utah Department of Transportation on this $1.59 billion design/build project that transformed a 27-kilometer (17-mile) stretch of congested, deteriorating six-lane roadway into a modern, efficient 10-lane superhighway. The use of processes such as best-value selection, stipends, performance specifications, ISO 9001, contractor QA/QC and award fees helped to open the reconstructed highway to traffic five months ahead of the contract completion date.

PB was owners representative for the fast-track construction of the American Airlines Arena, a multi-purpose facility that is home to the Miami Heat. PB provided a range of design and construction services that helped keep the project on budget and on schedule despite numerous design changes and two hurricanes.

PB is providing program management support to the Port of Portland for a $500 million capital improvement program. The major element of the programan expanded terminalis being executed under a construction manager/ general contractor guaranteed maximum price (CM/GC GMP) construction contract. PB developed an incentive program for the CM/GC GMP contract that focuses on cost and schedule control and helps ensure that the airport continues normal operations. The capital program also includes a widened Airport Way and an 8.9-kilometer (5.5-mile) extension of Portlands MAX light rail that will link the airport to downtown Portland.

More than $1.8 billion of improvements have been completed while the airports remained in continuous use by more than 50,000 passengers daily.

ANCHORAGE INTERNATIONAL AIRPORT TERMINAL D REDEVELOPMENT Anchorage, Alaska


PB serves as construction manager to the Alaska Department of Transportation and Public Facilities for $230 million of airside and landside improvements being undertaken while the airportwhich handles more cargo than any other airport in the worldcontinues normal operations. To meet a tight schedule dictated by the short Alaskan construction season, PB proposed splitting work on a new domestic terminal into two phases, with construction beginning while design was still under way.

As one of the first U.S. projects required to undergo an environmental study mandated by the National Environmental Policy Act (NEPA), PB developed alignments and construction methodologies to protect environmentally sensitive and historically important areas along the 26-kilometer (16-mile) route.

archaeological sites. And most projects are also affected by environmental constraints and community concerns. Difficult building sites present challenges, but with the right construction manager, these challenges need not become insurmountable obstacles.

Boston has added a modern masterpiece to its 150-year-old Fan Pier: the 10-story, 71,000-square-meter (765,000-square-foot) courthouse building includes 27 courtrooms, 42 judges chambers, jury rooms and a law library. PB was quality construction manager for the $220 million project.

AUSTIN-BERGSTROM INTERNATIONAL AIRPORT Austin, Texas


PBs program management expertise helped the City of Austin, Texas, accomplish the conversion of a U.S. Air Force Base to an international airport. Environmental remediation was a key component of the $650 million conversion.

GREAT AMERICAN BALL PARK Cincinnati, Ohio

PB is providing project management services to the Hamilton County Board of County Commissioners for the design and construction of the Great American Ball Park, the new home of the Cincinnati Reds and a key part of the citys redeveloped waterfront. The 42,000-seat stadium and adjacent plaza and parking garage are being built on the site of the existing Cinergy Field, which will be demolished after the new ballpark opens in April 2003. As owners representative, PB is coordinating and overseeing all aspects of the project to ensure that it is delivered on time and within budget.

PB provided planning, design and construction management services and coordinated the efforts of 10 client agencies involved in the $330 million reconstruction of this major roadway through downtown Cincinnati. The design and construction, which under normal circumstances would have taken six to eight years, was completed in only 34 months with the use of PB-developed schedules and continuous constructibility review.

Value-Added Services
VALUE ENGINEERING
PB is committed to the principles and practice of value engineering (VE). We believe that VE is a powerful problem-solving tool that can help clients achieve their functional objectives at the lowest life-cycle cost, without compromising reliability, quality or safety. Our VE services include value engineering studies, constructibility reviews, risk & reliability studies, and partnering facilitation, and can be specifically designed for project and product studies at various stages of development, or for process improvement studies. We also offer training in VE methodology.

we invest in our clients. We do this by providing a number of services that act almost as a third eye to evaluate the functionality and buildability of structures before construction proceeds.

TRAINING

PB uses a variety of techniquesincluding manuals, classroom instruction, and interactive CD-ROMto train a clients personnel in construction-related procedures and skills. For the Federal Emergency Management Agencys (FEMA) Disaster Housing Inspection Program, PB assembled and trained teams of managers, inspectors, and computer operations personnel for deployment within 24 hours of a mobilization notice. Under a separate contract, the firm developed an interactive CD-ROM that FEMA used to train its inspectors in standardized assessment methods.

As program manager in joint venture for the design and construction of 48 kilometers (30 miles) of wastewater tunnels, PB is using its Web-based management tool, ProjectSolve, to track the activities of designers, contractors, and manufacturers from eight countries.

SAFETY MONITORING
Employee safety is the responsibility of every employer on a construction project. Unsafe practices can have significant cost implications. Once a project is under way, PB staff use progress meetings to ensure that the contractor is implementing safety planning into the work. The focus is on planning for safety, rather than reacting to incidents.
