APPENDIX B IN-PLANT INSPECTION GUIDE B-1. SCOPE

B-1.1 This Appendix outlines the requirements for in-line and final inspection and testing of hose commonly used in offshore mooring installations at the manufacturing facility. The Appendix shall be used in conjunction with the OCIMF "Purchaser's Inspection Guide SPM Hose," as well as EGE 05-B-1 and the documents referenced therein. B-1.2 The procedures outlined shall be followed by the Mobil-assigned inspector. Any deviations from these procedures shall be approved by Mobil Technology Company (MTC), Princeton, New Jersey, prior to acceptance of the equipment. B-1.3 This document is not intended to replace a manufacturer's quality control and inspection procedures. The fact that Mobil provides inspection shall in no way relieve the manufacturer from his responsibilities in regard to quality control and inspection requirements. B-2. DEFINITIONS

Manufacturer The agent who provides the hose. Mobils Agent The agency responsible for the inspection of the hose. Mobil's agent shall in no way inhibit production and testing of hoses, and these operations should not be delayed pending the attendance of the agent. Aspects of manufacture not considered satisfactory by the agent should be brought to the attention of the manufacturer's quality control personnel by formal note. In-line Inspection Covers the continuous inspection of hose manufacture throughout all stages of fabrication. Mobil's agent shall be provided with or have access to certificates, radiographs, and other pertinent information relating to fittings, materials, and/or components. On request, access to manufacturing processes shall be provided to enable the agent to check work in progress. Final Inspection Consists of all tests that are carried out on a hose upon completion (after removal of the fabrication mandrel). The manufacturer determines when a hose is completely finished and available for final inspection by Mobil's agent. However, no repairs to the hose carcass shall be made after the cure cycle unless agreed to by Mobil's agent. Random Inspection Consists of incremental inspection of some of the phases of manufacture, as desired by Mobil. This may include examination of documentation relating to fittings, adhesion testing, quality control records for the hose(s) in question, and the final tests.

B-3.

GENERAL

B-3.1 At the time of negotiation of the order, Mobil's Purchasing Department shall inform the manufacturer of all inspection requirements and shall name the Engineering-approved inspection agency, if any, that will act as Mobil's agent. In addition, Mobil shall notify the manufacturer of the office space required by the agent at the manufacturing plant. B-3.2 Unless otherwise stated in the purchase order, the inspection of the hoses shall be carried out on a 100 percent in-line manufacturing basis.

MOBIL ENGINEERING GUIDE

NOVEMBER 1990 PAGE 9 OF 12

EGE 05-B-1 1990

B-3.3 A team of inspectors under a supervisor shall be assigned to cover a particular order. A minimum of one inspector shall be present at the manufacturers plant at all times during the production and testing of the hoses being supplied. B-3.4 The inspectors shall monitor the manufacturers housekeeping and quality control activities during the actual hose fabrication, witness in-line quality control and final acceptance tests, and maintain individual hose manufacturing inspection and test records. B-3.5 The Mobil agent responsible for the inspection of the hoses shall not pass to any third party any information relating to methods of manufacture, repair, quality control procedures, plant capacity, personnel, development projects, testing facilities, and so on. The manufacturer may require Mobils agent, and each individual acting on the Companys behalf, to sign a confidentiality statement agreeing to the above. Agreement on these confidentiality requirements shall be made prior to placement of the order. B-4. MODIFICATIONS TO OCIMF PURCHASER'S INSPECTION GUIDE The following items are amendments to the OCIMF Appendix "B": Purchasers Inspection Guide. The section and paragraph numbers are those used in that Appendix.

This certificate shall include all relevant details of the hose in regard to its compliance with the OCIMF Hose Standard (see REFERENCES) and as modified by EGE 05-B-1. References shall be given to all documents related to the hose, such as the fittings, certification, radiographs, and laboratory reports. The manufacturer shall be responsible for filing and maintaining all records and reports for future reference and inspection by Mobil or the Mobil-designated representative. Copies of these documents shall be provided to Mobil on request.

Paragraph 9.1 (Substitution)

Upon satisfactory completion of all tests and repairs (if required) and proper entry on the Inspection and Test Certificate, the certificate shall be duly signed by the authorized manufacturer and Mobil representative.
