About the Agency
In 2010, the National Park Service (NPS) and the Fish and Wildlife Service (FWS) entered into a
collaborative agreement under which the agencies inventory and monitor animals, plants and abiotic
foundation of ecosystems. This cooperation enhances the role of science to strengthen plans, improve
management decision and address local issues affecting lands under both agencies purview and large
scale conservation needs beyond borders. The Southwest Network Collaborative (SWNC) is a
collaboration between five Inventory and Monitoring programs with the NPS and FWS. The SWNC
collects monitoring data is six states, 17 refuges and 29 parks.

The incumbent will perform the duties of the position within the Sonoran Desert Network (SODN) of
the Inventory and Monitoring Division of the Natural Resource Stewardship and Science (NRSS)
Directorate of the National Park Service with duty location of Tucson, Arizona. The NRSS provides
scientific and technical support to National Parks for the management of natural resources. The
SODN consists of 10 units in central and southern Arizona and 1 unit in southwestern New Mexico.
This is a Term; time limited appointment not-to-exceed 13 months. This position may be extended up
to a total of four years. Number of Vacancies: We expect to fill one (1) vacancy at this time; however, this
announcement may be used to fill additional similar vacancies.

Physical Demands:
Work is often sedentary. Field work may occur occasionally require some physical exertion such as long
periods of standing and walking over uneven terrain.
Work Environment:
Work is performed in an office setting with adequate light, heat and ventilation. Occasional field visits
may create exposure to a variety physical settings including extreme climatic conditions and rugged
terrain.

You will be responsible for working directly with the SODN data manager on a variety of
GIS geodatabase projects. You will coordinate with network staff to design, implement and manage
spatial database systems and front-end application for the long-term maintenance, analysis and
dissemination of natural resource data sets produced by past and forthcoming inventory and
monitoring efforts. You will use database software to design and program databases for storing
results of biological inventory and monitoring projects. You will work closely with park and refuge
resource managers, scientists, GIS specialists and cooperating personnel to evaluate legacy data,
assure that relevant and useful data are acquired and integrated in the databases and that such data
complement existing park data systems, if practical. You will assure that metadata for these data sets
are complete, current and in compliance with FGCD standards.

To qualify at the GS-06 level of federal service:
You must demonstrate in your resume that you have one year of specialized experience that equipped
you with the following competencies (knowledge, skills, abilities and other characteristics). To be
creditable, specialized experience must have been equivalent in difficulty and responsibility to the next
lower grade level (GS-05) in Federal service. Qualifying experience include: experience in cartography
or in a related field such as photogrammetry or geodesy, where the work is required similar
knowledge and skills. You must have experience in preparing basic manual and digital maps and
graphics in final form or for inclusion in digital cartographic database; and plot control points; and
preparation of base maps, illustrations and graphic displays for reports and other publications in
different media.


To qualify at the GS-07 level of federal service:
You must demonstrate in your resume that you have one year of specialized experience that equipped
you with the following competencies (knowledge, skills, abilities and other characteristics). To be
creditable, specialized experience must have been equivalent in difficulty and responsibility to the next
lower grade level (GS-06) in Federal service. Qualifying experience include: experience in cartography
or in a related field such as photogrammetry or geodesy, where the work is required similar
knowledge and skills. You must have experience in the methods, procedures and technology of
cartographic production, GPS or GIS; and knowledge of the operation and maintenance of peripheral
GIS, GPS, and field equipment (altimeters, total station or field study) such as scanners, plotters and
digitizers; and knowledge of database management and drawing file management and CAD/GIS
hardware and software; and knowledge of map preparation for digitizing and scanning.

OR

Education. Successful completion of one full year of graduate level education directly related to the
work of this position. Examples of acceptable graduate level courses include cartography, astronomy,
geodesy, photogrammetry, oceanography, computer science, land surveying, geophysics, remote
sensing, algebra, trigonometry and calculus. You must upload your transcripts during the application
process in order for this work to be considered. One full year of graduate level education is
considered to be the number of credit hours that the school attended has determined to represent one
year of full-time study. (If that information cannot be obtained, 18 semester hours will be considered
as satisfying the one full year of full-time study).

OR

Combination of education and experience which total at least one year for example, six months of
specialized experience and 9 semester hours of graduate level education directly related to the work of
the position as described above.


Selective Placement Factor

EDUCATION:
There is no substitution of education for experience at the GS-06 level of this position.
