- Priorities ahead for Government
A
ccording to a Press Release - Impetus Techknows, a fast

arendraModi, aged 62 years was sworn
in as Indias 15th Prime Minister on 26
th
May 2014 at the grand ceremony on the lawns
of RashtrapathiBhavan which was scintillating and was
attended by 5000 important people from various walks
of life and was also graced by neighbouring leaders from
8 SAARC countries like Pakistan, Bangladesh and Sri
Lanka etc are the first of its kind in the Parliament history
of India. He assumed office along with 44 ministers from
NDA which is considerably lower than the outgoing UPA government which
had 71 ministers. SAARC leaders were invited for the first time to the
swearing in ceremony by the government which culminates a robust new
thrust for furthering the bond of friendship and goodwill between neighbouring
countries is a welcome step which was appreciated by all world leaders that
India being in centrality in the region. Modi takes charge for meeting the new
challenges like economic policy to guide foreign policy and policy of reducing
ministries to the barestminimum. Women may account only for 11% of all
LokSabha M.Ps but but they make up 25% of cabinet is a happy augury. In
the context of governance, fundamental changes emerge in structure, strength
and strategy between 2009 UPA and 2014 NDA. It is pertinent to quote that
BJP is forming only small collection of ministries while Congress backed
scatter of ministries. BJP is set itself for a strong PMO. Congress leaned
heavily on ministerial groups for big decisions. UPA II emphasised individual
ministries and independence while NDA emphasised on consolidation and
Modi oversight. Modis pitch is minimum government and maximum
governance is appreciable. He has consolidated some ministries for better
coordination and among related ministries. When UPA entrusted to senior
ministers.Modi has given it to the middle layer like Minister of State with
independent responsibilities who are his loyalists. He has made a strong
PMO, putting faith in bureaucracy saddled with responsibility without fear
or favour and PM is in charge of all policy issues. The responsibility of the
minister is frequent report to Prime Minister when in UPA it rests with the
concerned minister to report to Prime Minister.
Super structure in UPA there were two kinds of ministers like Group
of Ministers (GoM), whose recommendations are not bindng and empowered
Group of Ministerswhose recommendations were binding. Under Modi,
PMO is the epicenter of power, an engine of governance with decisions.
Parliament: the absence of majority members to back UPA government
seem to cripple the LokSabha that made UPA giving poor parliament record,
whereas NDA as large majority in the LokSabha will be looking to pass
registration pending under new. Though it lacks majority in RajyaSabha, it
can work deft floor management and incremental gains.
Sorry state of affairs: UPA. In the LokSabha, 36% of the bills were
passed, which were debated less than 30 minutes, of these 20 were passed in
20 minutes. In the RajyaSabha, 7 bills were debated for less than 5 minutes.
In the last LokSaha, several financial proposals were passed without scrutiny
and debate. Interim budget in 2014, 2011 and 2012, 81% and 92% of total
demands were voted altogether without any discussion.
Questioning: LokSabha lost 61% man hours for question hour,
RajyaSabha by 59%. Only 10% 6749 questions asked for oral questions
were answered. Only 12% of 6512 in RajyaSabha were answered. Bills
pending in Lok Sabha were 68 bills and in RajyaSabha were 60 bills. The
Modi government hassince taken up bills for scrutiny and discussion for
early passing with any amendments if any. The BJP government has key
polarizing agenda like abrogation of Article 370, Ram Mandir, decision on
Ram Sethu Project, Uniform Civil Code which protects the rights of all
women in the country irrespective of religion.
Productivity:LokSabha worked 61% of its scheduled time and
RajyaSabha worked for 66%.
Bills Passed: 328 bills were presented out of which 179 bills were
passed in the last 5 years term.
Modi governments first decision in constituting Special Investigation
Team (SIT)as per the directives of the Supreme Court to unearth black
money stashed abroad seems business like and it has entrusted with
preparation for a comprehensive action to go into details and act and also
setting up institutional structure, is laudable. The immediate action plan of
the Finance Minister, ArunJaitleys key meeting with RBI governor,
RaghuramRajan, on macro-economic objectives like combating inflation to
keep prices low and achieving overall growth is appreciable. The government
must ensure that the projected ones are completed on schedule without any
cost overrun leaving space for cost escalation. The Finance Minsters agenda
for moreinvestments, inflation control, goods and services tax, 100% FDI
liberilisation in some sectors, building consensus among departments are
worth noting. Health Minister, Harsh Vardhans call for giving top priority
to health insurance for all citizens are praise worthy. The state must
concentrate on own care facilities, effective regular expanding healthcare
manpower, clean drinking water and sanitation, etc.
The government should fulfill all the agendas notified with more rigour
and on a sustained mission for attaining speedy growth and development in
all spheres of activity which are peoples expectations. Modis 10 point 100
day agenda is a welcome feature for fulfilling growth and stability in the
country and let us hope he walks the talk.

It is always a treat to watch the budding cricketers unleash their
talents for their respective teams.
Here are the young heroes who have done their Coach, Parents
and the team members proud by performing greet deeds in the 11
th
Dicky Super Trophy 2014 for the Under-14 and Under- 16 category
representing Tiruvallur District Cricket Association.
Dicky Memorial Tournament which is a prestigious and sought
after tournament of its kind.
Under 14 - R. Ram Arvindh of AVM Cricket Academy, the young
Hurricane scored bulk of runs for TDCA with scores of 148 n.o, 95, 58
n.o and 31 ensured TDCA reaching the final. He was well supported
by Deep Narayanan Rout of Budding Stars Cricket Academy,
Valasaravakkam with consistent scores of 65,46 and 22. They both
contributed immensely for their team. For the consistent batting Ram
Arvindh was adjudged the Best Batsman Of The Tournament
which fetched him a Bi-cycle. A really proud moment for the youngster.
Apart from these youngsters Srihari Srinivas also from Budding
Stars Cricket Academy captained the team creditably and was a proud
captain to receive the Runners Up Trophy in the prestigious
tournament. He contributed in all the matches by picking up crucial
wickets which was instrumental in the team entering the Finals.
Under 16 - The Best Batsman Of The Tournament award was
taken by V.Akshay Kumar of Budding Stars Cricket Academy for
scoring 44,27,28,52 and 24 . He also was awarded with a Bi-cycle . He
scored consistently and was instrumental in giving a solid start along
with Aditya Venkatesh in most of the matches. In the Finals played
between TDCA team and CSSF team Aditya Venkatesh scored a
match winning century and remained unbeaten on 119 thus single
handedly won the cup for his team. He was awarded the Player Of
The Final. In the bowling department, V. Hemanth Ram, a left arm

Match' in 3 Matches and awarded Bi-cyle
for Best Batsman of The Tournament. He
was also presented 3 T-Shirts ( 3 Man of the
Match), Certificates and Medals..
Young Champions - Thiruvallur DCA registered a five- wicket win over
CSSF 'A' to win the under-16 title in the Dicky Super Trophy
spinner who captained the TDCA team picked 3 crucial
wickets for 32 runs in the final match and was well
supported by N.Venkataekrishnaprasath the medium pacer
who also chipped in with 3 wickets for 37 Runs . Both
these players are getting trained in Budding Stars Cricket
Academy.
With so much talent available around us it is good
time for the game of cricket says the proud and
enthusiastic coach Sai Subramanian who is training these
young talents since their age of 8 and feels all these boys
possess immense talent to play for the State in the near
future.
Mr. Sai Subramanian , on this proud moment thanked
Mr. Prakash Bangara the senior most coach in the state
for his guidance and providing invaluable inputs to all
these boys which went a long way in moulding these

INFERTILITY
I
nfertility is usually defined as the
inability to get pregnant after a year of
unprotected sex. Infertility affects
women and men equally. 1/3rd of infertility
cases are due to female factor infertility. 1/
3rd are due to male factor and the remaining
due to problems from both sides or
unexplained reasons.
Infertility in women causes: A womans
age is probably the most significant factor
related to her ability to conceive. In addition to age, there are a number
of conditions that can interfere with a womans fertility including
endometriosis, polysystic ovarian syndrome, pituitary tumors and
pelvic inflammatory disease.
Ovulation disorder : 1. Mainly ovulation disorder is one of the
commonest infertility casue that bothers couples today. 2.Polycystic
ovarian syndromne (PCOS) 3. Blocked fallopian tunes (PID) 4.Physical
problems with the uterus. 5.Uterine fibroids 6.Sexually transmitted
diseases. 7.Body weight - 12% of all infertility cases are resulted in a
women either being under weight or over weight. 8.Premature
menopause 9.Ovarian cancer 10.Antisperm antibodies 11.Hormonal
problems.
Causes for male : A man may be infertile because he does not have
enough sperm, because the sperms are not active enough because the
passage or vas deferens is blocked, of problems with ejaculation.
1. Mumps occuring after puberty. 2.Varicose veins in scrotum.
3.Use of certain drugs such as those of depression or high blood
pressure 4.Explosure of the testes to high temperature, such as those
that result from the wearing of tight , unventilated clothes (Jeans)
excessive use of hot tubs, or conditions in the work place. 5.Use of
tobacco or alcohol. 6.Hormonal problems. 7.Injury to the testes
8.Sexually transmitted diseases, such as gonorrhea.
According to Ayurvedha, conception takes place due to healthy
sperm, healthy ovum and a healthy uterus. For men and women
reproductive health depends on the health of the Shukra Dhatu. In
women the shukra tissue produces the ovum as part of the monthly
cycle, and in men the semen is formed due to sexual stimulation.
Dhadupushti tablet morning twice a day with milk. Gynotone syrup
10ml. twice a day. Kumaryasavam 30ml twice a day. Garbhadharat vati
twice a day with palsarypis. Those who taken these medicines for 3
