movement is now 30 years old and the market continues to grow at a rate of 30% annually. Organic Uttarakhand is a symbol of
all organic productsbeing produced by farmers from all over the state through a number of products. These promote income
generation for deprived groups with technology transfer.

Organic uttarakhand is the state government initiative for ecological governance and economic sustainability plan.

Organic Food Products are commodities produced without the use of any kind of chemicals/inorganic agriculture inputs.

Organic Farming systems stress on natural bio cycles, crop rotations, use of natural resources for production and pest
management. These systems also apply natural laws like lunar and solar rhythms.

The use of chemicals has on hand delivered excess production of food grains for the growing population but on the other hand
posses a number of economical, ecological and health concerning challenges.

Chemicals in the form of pesticide residue in vegetables, fruit and cereals play havoc in the human body. Chemicals in the form of
fertilizer inhibit natural plant growth and food is devoid of vital nutrients.Chemicals in water, air and soil cause pollution affecting
us indirectly.


Data and research reveals that residues of most chemicals pass through the food chain and settle down in the human body causing cancer, allergies, abnormalities and other fatalistic disorders. Organic products are grown just as nature intended them to. Pure ! Organic
farming means farming methods that are orgainc or natural. No chemical or synthetic enters the production process at any point. Apart from being a health hazard, use of pesticides and herbicides also eliminate natural crop protection agents like friendly insects and
icroorganisms. This increases ned for stronger chemicals and hence ever increased health risks for the farmers and consumers.
With the continuous increase in the number of organic activities and farmers through various projects in Uttarakhand, a great need
was felt to constitute an organization to promote, coordinate, the dispersed organic activities and efforts forOrganic Farming in
the state.

Uttarakhand Organic Commodity Board came in to existence on 19 May 2003. The board was registered under the societies
registration act, 1860 and is acting as the nodal agency of the state to enhance organic activities in agriculture and allied sectors
like Horticulture, Medicinal Aromatic Plants & Herbs and animal husbandry through out the state. On-going programs, many of
which are funded externally presently provide the source for human resource for the technical and marketing activities. One of the
largest programs in the Board is being funded by the Sir Ratan Tata Trust, Mumbai by the name of Centre for Organic Farming
(COF).

The role of the Board in the promotion of Organic Farming in the state is assisted by articles of association which describes the
UOCB as a promoting and facilitating organization.


In the last three years the Board has primarily focused in the following areas:
Capacity Building of all stake holders of Organic Farming in the state. The UOCB has trained farmers, extension workers from government line departments, NGO's, special projects in the state for the production, certification as well as marketing.
UOCB has organized exposure visits for farmers, middle and senior level officers for seminars, exhibitions and other gatherings in Organic sector.

Prime facilitator for back ward as well as Forward Linkage in the state. UOCB develops production plans as per market response and delegates the plan to the different production agencies, they be bio- villages run
by the agriculture department or the different partner NGO's. The organic farmers are then assisted to become into Organic Producer groups and then linked with markets. UOCB facilitates the entire exercise. This has become one of the most
important tasks where the UOCB has provided the vital 'fill in the blank' service. As UOCB is the prime mandator for the Internal Control System UOCB compiles all data generated by the extension workers as well as the internal inspectors. The
compiled data is then used as commodity production projections of the coming season which then facilitates the forward linkage processes. The availability of updated data at a single window helps the marketing cell to plan for the supply chain.

UOCB functions as the resource center for the Technical inputs for the organic production which is constantly being updated. Inputs which can be used as per standards, new products, technologies for the production as compiled by the board and then
the information are passed on to the different stake holders in the state.

Resource generation in the form of finances, human resources and building patronage for the Organic development for the state is also an important activity of the state.

Development and Incubation of ideas, products as well as future strategies are also an important activity of the Board which is being carried out in some sectors.

Notable Achievements of UOCB
UOCB has been able to popularize the concept not only within the state but also outside specially to the other mountain states. There is a constant visit list of farmers, officers and NGO for learning the Uttarakhand experience. Within the state a
number of voluntary organizations have included the organic farming in their programs.

Models where in the production to markets (complete supply chain) under the organic systems have been established at several places. The commodities where substantial progress has taken place is in Basmati,
Mandua (finger millets), chillies, other spice, wheat, pulses, traditional rice, perishables like vegetables etc. These models now need to be multiplied and up scaled.

Product Development of mandua ( finger millet) as an ingredient in the India Mix, a product for the mid day meal under the ICDS program was done where the use of mandua has been standardized with the World Food Program (WFP) thus creating a
market of 1000 metric tons of mandua in the market. Similarly organic products from tribal.

Organic Dehraduni Basmati from Dehradun which has dwindled in the past was promoted as an export organic product, together with the basmati regions in US Nager a market potential of 2000 hectares has been created, with a potential for further
extension.
UOCB's Mandate
Uttaranchal Organic Commodity Board shall function as the State Nodal Agency for Organic Farming and non-farming activities, and it would:

Advise and assist the State Government in the overall strengthening and implementation of the institutional set-up engaged and
dealing in the production, processing, marketing and the promotion of organic farming in the State.

The Board will endeavor to promote Organic Farming in all fields of land use viz. Agriculture, Horticulture, Herbs, and
Medicinal Plant, Tea, Fisheries, Forests and all related fields for the promotion and developing of organic farming in the State and
network and liaison with various department of the State.

Promote, organize, and nurture institutions outside and inside the government for the facilitation of all necessary inputs required
for all backward and forward linkages related to organic products so as to facilitate services within easy reach of the farmers on
progressively economically viable basis.


Modernize and upgrade existing training facilities to enhance skills and professional competence at all levels on a regular and
continuing basis.
Establish the Organic Uttaranchal brand in the market and secure the interest and identity of the Uttaranchal organic farmer. Collaborate and network with institutions of repute within the country as well as overseas to
obtain new technologies and upgrade skills on organic farming and related activities.

Interact and collaborate with bi-lateral and international bodies to facilitate and promote setting up of joint venture and projects in the area of organic farming, processing and production of various inputs, semi and
finished.

Establish linkages with national and international R & D setups and orchestrate a research support program to ensure improved efficiency and cost reduction.

through advance information technology for the growing globalization of Indian industry.

Provide consultancy services to various individuals, institutions etc in all aspects of organic farming; within as well as outside the state.

Render advice to State Government and local bodies on policies related to organic farming.

Assist the national effort on conservation of bio-diversity, genetic resources, and development and sustainable exploitation of crops of economical/commercial importance.

Accept grants and donations designated for the development and promotion of organic farming in the state.

Assist in provision of various services pertaining to Organic production including installation and maintenance of plants, Organic Production Collection, Grading and Packing Centers, procurement of raw materials,
processing and marketing of organic raw and processed product.

Adopt and undertake any other measures or perform any other activities as may be required by the Govt. of India or by the State Govt. including other sponsor's/promoters.

Take all such decisions, which the Board deems fit for the achievements of its objectives.

Encourage, promote and carry out sustainable activities to improve the production of various organic products and help facilitate their marketing, brand building and other related activities so as to increase the incomes of
the organic farmers; especially the small and the marginal farmers of the state of Uttaranchal.

enter of Organic Farming - COF

The Center of Organic Farming (COF) is anchored within the Uttarakhand Organic Board (UOCB) umbrella.
Conceptually the center is an independent entity but as the UOCB was also established around the same time,
the administrative functions of the COF are operated from the UOCB administrative unit itself.

COF in relevance with the UOCB
COF was initially conceived and sanctioned by the Sir Ratan Tata Trust ( SRTT) in May 2003, and came into
existence in July 2003. (COF is a deemed center of excellence in the making and is meant to provide technical
assistance to those critical areas in the on-going organic initiative of the State of Uttarakhand, which are being
presently provided through State departments.) These areas of support are primarily in the form of technical
expertise and human resource.

Organic agriculture in the State is an organized and innovative approach to
rejuvenate hill agriculture. Several state programs have been dedicated
towards organic farmingthrough technology demonstrations and models creations. As the organic regime is
entirely an alternative system, all support systems like production protocols, delivery mechanisms, guarantee
systems, product development, market initiatives and consumer reach all needed alternative software in many
areas along with alternative hardware.

The UOCB as discussed earlier was established to provide the above mentioned alternative systems along with
coordinating the different on-going organic programs in the state.

Packaging

The existing organic standard has specifications regarding packaging and labeling of organic produce to safe
guard the interests of both the consumer and the producer. Organic Uttaranchal produts have been
prepared to compete in the open market in terms of quality. Organic producer groups have been trained
exclusively for packaging of produts. Extension Staff and Master Trainers have also been engaged to train and
pack products. COF marketing and technical team has played a leadling role to develop special packaging and
lebeling as per the national and international standards. Now this technical know-how and complete process of
packaging and labeling has been disseminated to the producer group. The following achievements are
noteworthy in this regard:

So far packaging for 25 products has been developed.

Farmers and producer groups have been trained on packaging specificities.

Special packaging kit has been developed and handed over to the producer group on a contribution basis.

COF facilitated 06 tons of organic basmati rice export.

Long term marketing relations with large international buyers like Rapunzel has been built up.

Suitable private agencies for export have been identified and tripartite agreement has been singed.

Barnyard millet husk baby pillow is in the pipe line for export.

Samples of products like kidney beans, buck, wheat, mountain millet, sesame have been sent to many
potential international buyers for future export.

Export of Organic Kutki (a medicinal herbs) is being facilitated for M/S Vanderstelt Producten, Holland.
Organic Basmati Export Program
Basmati rice (oryza sativa)
Indias delicious and luxurious Basmati rice is well known all over the world. Most of this is exported to West Asia, Europe, and
other countries. (Indian Express) Haryana accounts for 50 % of area under basmati rice in India. Followed by Uttaranchal & Uttar
Pradesh that together counts for 25 %, Punjab for 18% and Rajasthan for another 3%. The rest is accounted for by Himachal

Dehradooni Basmati
Dehradooni Basmati is a speciality of Doon Valley. Although several aromatic varieties rice are grown and consumed by the
farmers of Doon valley but no other varieties of basmati has able to attain the status ofDehradooni Basmati. It is highly priced and
delicious, in spite of its small grain size. It takes 125-135 days to mature and average yield is about 2500-2600 kg/ha. The
important varieties grown are: Kasturi, Hansraj, Pusa 1, Sharbati, Pakistani Basmati, Dehradooni Basmati (Type-3).

Origin of the Program
Indiscriminate use of chemical fertilizers and pestiides during last few decades had reduced the aroma and deteriorated the health of

the soil. A concept was evolved to bring back the fragrance of basmati through organic farming. Therefore, Organic Dehradooni
Basmati Project was started in May 2002 by Diversified Agricultural Support Project (DASP). It was a serious attempt to increase
the production of Dehradooni Basmati by motivating the farmers to cultivate it and in turn, helping them in realizing premium price
for the produce.

Taking Over Program
After completion of the DASP in March 2004 the Organic Basmati Production Program was adopted by Uttaranchal Organic
Commodity Board and was renamed Organic Basmati Export Program (O.B.E.P.).

Since from the inception of organic basmati production program there has been a significant increase in the number of farmers and increase in area under
organic cultivation. The details are depicted in the table here under :

Seed Program
To provide the pure traditional Dehradooni Basmati paddy seed village Tilwadi, Sahaspur (Swarna Valley) has
been identified which is traditionally involved in conservation of traditional variety. 14 ha land has been taken
up for production of traditional Basmati seed. This program has been initially supported by the COF -1
program. The Taraori basmati seed program has been developed on a 2.4 ha land area in the Kashipur block of
Udham Singh Nagar.

Production
Total 3600 tons Organic Basmati paddy is produced in both the areas in Kharif-2008.

Certification
The basmati program has been developed for the export market since the inception. Internationally accredited
agencies for the certification have been collaborated for the same. Presently USSOCA is a label accepted all
over Europe and USA has been contracted.
Cost calculation of the cost of the certification for the export markets figured at Rs 425 per farmer in year
2004, as the ICS of the UOCB has matured, the percentage of the number of inspections has reduced from the
60 -40%, costs have further been brought down to Rs 240 per farmer per year.

Crop Cutting and Documentation of Basmati
The now established R&D cell of COF initiated a crop cutting and documentation exercise for the basmati
program in the two districts namely Udham Singh Nagar and Dehradun. Data were generated by close
observation of the paddy during the harvest in terms of production, weight of the grain, straw index, soil
change in organic fields in the last three years etc. The detailed report will be made available in separate
publication and in the Internet. The average yield of Trawari Basmati (Udham Singh Nagar) and Dehraduni
Basmati (Dehradun) were recorded 23.5 qtl per ha. and 24 qtl. per ha. respectively in year 2008.

Projection for Kharif 2009-10
In coming Kharif season 2009-10 it is proposed to increase area atleast double of present area. In this,
continuously new area registration program is being carried out by field officers and service providers of
respective blocks. As per responsibility received by extension officers from farmer it is assumed that area
under organic basmati export program would be increased upto 2000 ha in karif 2009-10.

From this Kharif year, it is also proposed that Nainital be taken under organic Basmati Export program. Under
O.B.E.P. Future Expansion program one major point of standardization of quality has to be taken under
consideration so that produce of each individual should be listed. Therefore to standardize the quality POP and
quality specification of Basmati as per buyer has been developed and distributed to the farmer in the first
phase of field level training for quality organic basmati production.
Reports

Cost Benefit Analysis of Organically Produced Crops Grown in in Dehradun and Udhamsingh Nagar
by Ghayur Alam and Deepti Verma Centre For Sustainable Development Dehradun

Organic farming is highly relevant for Uttarakhand. Farmers in two of its districts (Dehradun and Udhamsingh
Nagar) largely practise chemical intensive farming, characterized by high use of fertilizers and pesticides. This
has caused serious damage to the soil, ground water and health. Organic farming provides a sustainable
option, which can reduce the farmers' dependence on chemical inputs without affecting their income.

The rest of Uttarakhand is characterized by hilly and mountainous terrain. Much of this area is either unsuitable
for farming or is covered by forest. A very small proportion of the hilly area is available for farming. For
example in the Uttarakashi and Chamoli districts of the state it is only 4% and 5% respectively. The scarcity of
cultivable land has resulted in small sized average landholdings in the state. , The per capita cultivable area is
about 0.06 ha. This area has very limited irrigation facilities. For example, only about 5% of the cultivated area
in the Pauri district is under irrigation. Most farmers in these areas practise traditional farming methods; the
adoption of High Yield Varieties (HYVs) and use of chemical fertilizers is small.
Research and Development
Mr. Jafar Sultan SRF (Plant Pathology) has left the organization and Dr. Dhiraj Kumar SRF (Agronomy) was
unfortunately expired in the road accident. The vacant seats are to be filled by calling fresh interviews. The file
has been moved to Government for approval. It is expected that the new appointments shall take place in the
month of April 2006.

R&D studies relating to organic farming (in-vitro) have been initiated. The layout of the Research Trials were
made with Dr. J. Kumar, Professor and Head Plant Pathology, GBPUAT, Hill Campus, Ranichauri, Tehri and
VPKAS, Almora. The proposals are in the final stage and MoU has been signed.

R&D cell has been established at Majhkali and staff shifted. It has been decided that R&D work shall be
conducted now at Majhkali Center itself.

The SRFs also took a field survey of the villages undertaken under the organic intervention in horticulture
programme with CHEA organization. The SRFs in coordination with the technical wing of C.O.F. I regularly
monitoring the progress of work.

A package of practice has been prepared for the demonstration trial of cereals, pulses and vegetables being
undertaken for demonstration by the UOCB. The same POP has been printed with the financial assistance from
fund received under NPOF, Govt. of India and have been distributed to the farmers during the training
program
Certification

ORGANIC CERTIFICATION
After declaration of Uttarakhand as Organic State during the year 2001, the conversion of farms from no organic to organic mode
have been increasing rapidly and also the demand for certified organic products for domestic as well as export markets has also
increased. In this scenario the "Organic Certification" has become an essential tool for organic farming in the state.

"Certification is a verification process of determining that the products said to be organic are incompliance with a defined criteria
for organic production." In order to building trust of consumer in organics and organic markets certification has greatly helped.

ROLE OF UOCB IN ORGANIC CERTIFICATION
UOCB is not directly involve in organic certification as certification is carried out by independent agencies that are accredited by
APEDA, government of India (for certification as per Indian Organic Standard - NPOP only) and similar authority of other
countries (e.g. for certification as per American Standard - NOP ,the agency must be accredited by U.S. government). These
agencies are known as external certification agencies. Presently there are 11 organic certification agencies working in India.

CHALLENGES FOR CERTIFICATION IN UTTARAKHAND
A majority of agriculture practitioners in Uttarakhand are smallholders.
They are having fragmented land holding.
They are often located in remote areas with long travel times from one place to another.
The over all revenue from their agricultural production is usually far too small to cover the cost of farm inspection by external
inspection body for each farmer


INTERNAL CONTROL SYSTEM (ICS)
For above reasons Uttarakhand Organic Commodity Board on the guidelines of IFOAM developed a technique that is called " Internal Control System (ICS)"for
certification of farms, processing and handling units of marginal and small farmers (Who can not bear the high certification cost individually) of the state in the form
of Group Certification on low cost.

"An Internal Control System (ICS) is a documented quality assurance system that allows the external certification body to delegate the annual inspection of individual
group members to an identified body/unit with the certified operator." The objective of group certification is to reduce the cost of certification without compromising
the quality.

The organic certification agency than mainly evaluates weather the Internal Control System (ICS) is working well and efficiently. The evaluation is done by
checking the ICS documentation system and staff qualifications and sample inspection some farmers.

QUALITY CELL
UOCB is implementing Internal Control System (ICS) through it's Quality Control Cell.

QUALITY CELL- STRUCTURE
Quality Control Cell has been established at UOCB for facilitating marginal and small farmers of the state in certification of their farms, processing and handling units
in the form of group certification by establishing Internal Control System. Cell insures the quality of the organic produce as per organic standards of various countries.
Cell also facilitate to buyers in issuance of 'Transaction Certificate" for the commodities procured by them from registered farmers with UOCB.

Presently following personals are working in the cell:
1- Quality Manager
2- Internal Inspectors
3- Organic Approval Committee

Besides the above Extension Workers (Master trainers engaged under of agriculture department scheme and field officer working under Basmati Programme) are also
indirectly assisting to the cell activities at field level by maintaining certification documents (Farm file) and providing training to farmers on ICS/Certification.

1. Quality Manager: Quality Manager is a crucial position in the board. The Quality Manager is in charge of insuring that the ICS is implemented. He organizes the
extension service and internal inspection (who inspects where inspects and when inspects), ensures that the staff have all resources available to do the
inspection/extension (e.g. means of transport, etc), make sure that all farmers really are inspected and all new farmers registered properly. He organize the staff
trainings, coordinates all relevant aspects with the organic certification agency, etc. he is also responsible for maintaining all records and statistical data of all
farmers on production certification and marketing.

2. Internal Inspectors: The inspectors are the ICS operator's ears, and eyes. They perform the following duties:
1- To insure 100% physical inspection of all registered farms and farmer's record at least twice in a year
2-Complete inspection check list prepared actual farmers lists (AFLs)
3-Handling Non compliances issues
4- To provide training on ICS to Master trainers and farmers on felt need basis.

3. Organic Approval Committee: This is a five members committee. The members of committee are representative of agriculture department, farmer's
federations and respected persons of the society who are familiar with principal of organic farming. The OAP performed the following activities.

1-Approves the findings of Internal Inspection.
2- Decided sanctions if any for the defaulters


QUALITY CELL - FUNCTION
The cell insures 100% physical inspection of farms, processing & handling units, documents etc of all registered farmers during each crop cycle in every year. The
internal inspection is being carried out by internal inspectors in over all supervision of Quality Manager. During internal inspection internal inspectors check the risk
and critical control point and complete the checklists. After completion of inspection inspector make actual farmers lists (AFLs). After internal inspection Quality
Manager evaluates the check lists and AFLs and prepares a summary of all inspected farmers along with observations recorded during internal inspection and invites
"Organic Approval Committee" for approval of certification findings. OAP approves the findings of internal inspection and decide penalty if any for defaulters.

After decision of approval committee Quality Manager prepare the list of approved and sanctioned farmers and informed the decision to sanctioned farmers and give
them sufficient time for appeal. If no appeal is received from farmers with in specified time period it is understand that farmers are agree with the decision of OPA.
After this Quality Manager invites External Certification Agency. During the external inspection by the certification agency, the effectiveness of the internal control
system is evaluated. The external inspector re-inspected a certain number of farmers. The percentage of external control will be determined by the certification
agency on the basis of risk assessment. The external inspector compares his/her observations with the documents of the internal inspection and evaluates weather
the internal inspections fulfill the external regulations and if they are o.k. than provide the certificate for whole group.

Since certification is a continuous process hence internal inspection as well as external inspection would be continue every year even after attaining full organic status
by the land.

For External Certification UOCB is working with Uttaranchal State Organic Certification Agency, Dehradun.
Intervention
The areas of intervention of the Uttaranchal Organic Commodity Board include interventions in the areas of:

Establishment of Regulatory Mechanism
Helping the state government in creating and implementing regulatory mechanisms, all aimed towards making Uttarakhand a organic state.

Support for Production Unit
Providing support to farmers, entrepreneurs and exporters for better use of organic techniques.

Training Programmes
Running training and educational programmes in organic production as well as organic agricultural management.

Rural Tourism
Promotion and propagation of the new trend of tourism called Rural Tourism, initiated by UOCB, by leveraging and synergising the Bio-village concept of
Organic Uttaranchal.

State Training Center For Organic Farming
The State Training Center for Organic Farming, Majkhali (Ranikhet), Almora, formerly known as Govt. Soil Conservation &
Training Center, was rejuvenated by UOCB with the financial support of Sir Ratan Tata Trust, Mumbai. The training center is
situated 97 km away from the tail end of nearest railway station at Kathgodam and 13 km away from Ranikhet, a famous tourist
destination.

State of the Art Facility
The center has a covered area of 15.6 hectare with infrastructure consisting of a Class room having
a capacity for 50 participants, an established library, having updated information on organic farming, a trainee's hostel to
accommodate 40 participants, and a mess, well equipped with modern facilities.

The Centre also has field demonstration Units of Pathology, Agronomy and Entomology of Research and Development wing of
UOCB within the Training Centre Campus.

The Center Offers
The State Organic Training Centre offers trainings on Organic Farming for Farmers, Extension
Officers, Field Workers, Scientists, Agronomists, Horticulturists, Researchers, Service Providers, Inspectors, Marketing Personnel
and Students on various aspects of organic farming. STCOF offers need-based training programs for organization and individuals
and also offers R&D facilities for Scientists, Researchers and Students in the field.

The trainings are supported by most recent findings of research & development and different demonstration units of composting
andorganic agriculture technologies available at the Center's premises.




The Board has a team of experienced professionals on the subject of Organic Farming, including the professionals from various Universities,
Institutions, Govt. Departments, Pvt. Agencies and consultants in the field and are available all the time as and when required basis.

Registration and Service Charge
UOCB is actively involved in the marketing of the organic products from its registered farmers group directly for registered buyers for export as well as
domestic market. As per the production projections the annual farm gate sale this year is forecasted to touch 30-40 crore pa. UOCB has always stood by
her buyers undaunted support and service to the supply chain. UOCB has limited manpower and budgets to handle multiple buyers and their demand. To
enable better service for the supply chain it is now proposed that UOCB will now register the buyers and obtain a service charge on the sale of the organic
commodities facilitated by him.
Annual registration fees of Rs 1000 will be charged from the trade partners. UOCB will obtain service charge for the different services provided on the basis
of the total invoices generated by the farmers group to the buyers in a financial year. The slabs for the charges are as follows:-

Against the registration and the service charge obtained by UOCB the buyer/ traders gets the package of benefits which it can avail time and again, the

apacity Building

one of the major objectives in attaining the vision of organic uttaranchal is to develop skilled manpower ranging from extension officers to farmers.
The training programs of UOCB focus on the development of various aspects of all sectors like agriculture, horticulture, medicinal aromatic plants, animal
husbandry and other allied sectors. For the last two years, the major areas of training include introduction to organic farming priniciples, organic
certification, internal control systems and organic technologies. The major sectors of trainings were agriculture, horticulture, dairy and medicinal &
aromatic plants. Apart from the technical training, UOCB has conducted number of training for skill up gradation and capacity building of farmers, rural
institution and master trainers.
