Minimum Standards of Architectural Education Regulations,
19!
In exercise of the powers conferred by clauses e!" g!" h! and #! of sub$section 2! of section
%& read with section 21 of the Architects Act" 1972 2' of 1972!" the (ouncil of Architecture"
with the appro)al of the (entral *o)ern+ent" hereby +a,es the following regulations" na+ely-
$
1) Short "itle and #ommencement
a. .hese regulations +ay be called the (ouncil of Architecture /ini+u+
0tandards of Architectural 1ducation! Regulations" 1923.
b. .hey shall co+e into force on the date of their publication in the 4fficial
*a5ette.6
2! $efinitions
In these regulations" unless the context otherwise re7uires
a. 8Act8 +eans the Architects Act" 1972 2' of 1972!;
b. 8(ouncil8 +eans of (ouncil of Architecture constituted under 0ection 3;
c. 81xecuti)e (o++ittee8 +eans the 1xecuti)e (o++ittee constituted under
0ection 3;
d. 89aculty8 +eans the full$ti+e teaching staff +e+bers in the ser)ice of the
institution;
e. 8Institutions8 +eans the colleges:depart+ents:schools of architecture in India
i+parting instructions for recogni5ed 7ualifications;
f. 8Recognised 7ualifications8 +eans any 7ualification in architecture for the
ti+e being included in the 0chedule or notified under section 1& of Act.
2) $uration and Stages of the #ourse
a. .he architecture course shall be of +ini+u+ duration of & acade+ic years or
1' se+esters of approxi+ately 1; wor,ing wee,s each inclusi)e of six
+onths:one se+ester of approxi+ately 1; wor,ing wee,s of practical training
after the first stage in a professional office.
b. .he architecture course +ay be conducted in two stages.
c. .he first 3 acade+ic years : ; se+esters of approxi+ately 1; wor,ing wee,s
each of the course shall be a basic standard course and shall be the first
stage-
Pro)ided that candidates ad+itted to the course shall co+plete the first stage
within & years of ad+ission to the course.
d. .he second stage of the course shall be of 2 acade+ic years : % se+esters
of approxi+ately 1; wor,ing wee,s each.
e. .he co+pletion of first stage shall not 7ualify candidates for registration
under the Architects Act" 1972.
%) Admission to the Architecture #ourse
f. <o candidate" with less than &'= +ar,s in aggregate" shall be ad+itted to the
architecture course unless he:she has passed an exa+ination at the end of the new

1'>2 sche+e of 0enior 0chool (ertificate 1xa+ination or e7ui)alent with
/athe+atics and 1nglish as sub#ects of exa+inations at the1'>2 le)el.
g. ?here 1'>2 sche+e is not introduced" candidates +ust ha)e passed after 11 years
schooling the @igher 0econdary:pre$uni)ersity: pre$engineering or e7ui)alent
exa+inations in the 0cience group of any recogni5ed Ani)ersity or Board with
1nglish" Physics" (he+istry and /athe+atics as co+pulsory sub#ects.
h. .he Institutions +ay sub#ect the candidates" see,ing ad+ission to the architecture
course" to aptitude tests specially designed to assess the candidatesC aptitude;
Pro)ided that no separate aptitude tests +ay be conducted where ad+issions are
+ade through co+petiti)e exa+inations.
i. .he institutions shall not gi)e weightage of +ore than &'= +ar,s for aptitude tests in
the +atter of ad+issions.

&) Inta'e and Migration
a. .he sanctioned inta,e of candidates at the first year le)el shall not exceed a
+axi+u+ of %' in a class. If +ore than %' candidates are ad+itted" separate classes
shall be organised.
b. .he institutions +ay per+it" at their discretion" +igration of students fro+ one
institution to another sub#ect to the +axi+u+ nu+ber of students not exceeding the
per+itted +axi+u+ inta,e in a class.
() #ourses and periods of Studies
a. .he institutions i+parting instructions in architecture re7uired for granting recogni5ed
7ualifications +ay follow the courses and periods of studies as prescribed in
Appendix$A.
b. .he institution shall" as an integral part of architectural education curriculu+ and as a
part of teaching progra++e" arrange for study tours" )isits to places of architectural
interests.
7) )rofessional e*amination, Standards of proficienc+ and conditions of admissions,
,ualification of e*aminers
a. .he Ani)ersity or an independent exa+ining body shall conduct the exa+inations at
the end of each stage.
b. .he sessional wor, shall" as far as possible" be assessed by a #ury of internal and
external exa+iners.
c. .he weightage of +ar,s for sub#ects ha)ing both class wor, +ar,s as well as
exa+ination +ar,s +ay not exceed the ratio of &'-&'.
d. .he pass percentage shall not be less than %&= in each sub#ect and shall not be less
than &'= in the aggregate.
e. (andidates who ha)e passed in the internal assess+ent" shall only be per+itted to
appear in an exa+ination.
f. An exa+iner for any of the sub#ects of exa+ination shall ha)e a +ini+u+ of 3 years
teaching:professional experience in his:her field of study.
) Standards of staff, e,uipment, accommodation, training and other facilities for
technical education
a. .he institutions shall +aintain a teacher:student ratio of 1-2.
b. .he institutions shall ha)e a +ini+u+ nu+ber of 12 faculty +e+bers for a student
strength of 1''.
c. .he institution with the +axi+u+ inta,e of %' in a class +ay ha)e the faculty pattern
as prescribed in Appendix$B.
d. .he institutions shall encourage the faculty +e+bers to in)ol)e in professional
practice including research.
e. .he institutions shall pro)ide facilities as indicated in Appendix$(.
f. .he institutions shall encourage exchange of faculty +e+bers for acade+ic
progra++es.
<otwithstanding anything contained in these regulations" the institutions +ay prescribe
+ini+u+ standards of Architectural 1ducation pro)ided such standards does not " in the

opinion of the (ouncil" fall below the +ini+u+ standards prescribed fro+ ti+e to ti+e by the
(ouncil to +eet the re7uire+ents of the profession and education thereof.
)rofessional )ractice
Institutional #onsultanc+ )ractice

1. .he faculty +e+bers +ay be per+itted to engage in pri)ate consultancy practice
without detri+ent to their nor+al and pri+ary duties to the students" research:training
and other acti)ities of the institution" either indi)idually or in groups or in association
with indi)iduals or with established fir+s on a fee or retainer basis.
2. .he faculty +e+bers shall not be entitled for any concession for engaging
the+sel)es in pri)ate consultancy practice.
3. .he faculty +e+bers shall i+part to the students the ,nowledge and experience
gained in pri)ate consultancy practice and +ay also i+part professional training to
the students.
%. .he faculty +e+bers shall not be entitled to any non$practising allowance whether
engaged in consultancy practice or not.
&. .he faculty +e+bers shall engage in consultancy practice at their own ris, and the
institution shall not be held resposible legally or otherwise arising out of such
consultancy practice.
;. .he faculty +e+bers +ay be re7uired to carry out architectural and other related
wor,s of the institutions as and when assigned" on pay+ent of fees.
7. .he faculty +e+bers shall be re7uired to sub+it at the end of e)ery financial year" a
state+ent indicating therein the inco+e earned fro+ pri)ate consultancy practice that
has been indicated in the inco+e tax return filed and duly certified by a (hartered
Accountant.
.he funds for+ the Research" De)elop+ent and 0taff ?elfare 9und shall be utilised only for
welfare progra++es" research and de)elop+ent acti)ities.

1. .he institutional consultancy practice +ay be underta,en through a (onsultancy (ell
established in the institution.
2. .he Institutional (onsultancy (ell +ay +anage its affairs through a co++ittee of
faculty +e+bers and the authorities of the institution" duly authorised to initiate and
conclude negotiations for #obs and other details li,e nature of #ob" fees"
responsibilities etc.
3. .he (onsultancy (ell (o++ittee" +ay" assign the #ob to faculty +e+bers indi)idually
or in groups.
%. .he (onsultancy (ell +ay +a,e use of institution facilities with supporting
infrastructure of its own.
&. .he faculty +e+bers entrusted with the #obs +ay appoint a group leader for entering
into agree+ent with clients on behalf of the (onsultancy (ell and also to engage
specialist consultants" as and when re7uired" and to negotiate the fees thereof with
the (onsultancy (ell (o++itteeCs appro)al.
;. .he (onsultancy (ell shall contribute a portion of the fees not exceeding 1'=" to the
Research" De)elop+ent and 0taff ?elfare 9und-
Pro)ided further" that another 1'= of the fees shall be placed at the disposal of the
(onsultancy (ell (o++ittee to defray expenditure for its acti)ities.
.he re+aining 2'= of the fees shall be utilised for expenditure and for pay+ent of
honorariu+ to faculty +e+bers.
7. .he faculty +e+bers shall sub+it progress reports to the (onsultancy (ell
periodically for re)iew.

2. .he (onsultancy (ell (o++ittee shall sub+it reports annually to the authorities of
the institution.
9. .he (onsultancy (ell shall +anage all its receipts and pay+ents.
I.$I3I$0A/ #1.S0/"A.#2 )RA#"I#E
1. .he faculty +e+bers shall ,eep the institution infor+ed of each consultancy pro#ect
to be underta,en see,ing prior appro)al within a reasonable period of ti+e- Pro)ided"
if" in the opinion of the institution" the pri+ary teaching duties of the faculty +e+bers
are li,ely to be ad)ersely affected by the 7uantu+ and nature of wor," the reasons
shall be co++unicated to the faculty +e+bers to satisfy the institution before actual
engage+ent.
2. .he faculty +e+bers in indi)idual consultancy practice shall contribute 3'= of the net
inco+e fro+ such consultancy practice as declared in the inco+e tax return each
year" to the Research De)elop+ent and 0taff ?elfare 9und or ;= of the gross
receipts fro+ such consultancy practice in a gi)en year" duly certified by a (hartered
Accountant.
3. .he net inco+e fro+ indi)idual consultancy practice of faculty +e+bers shall not
exceed the gross e+olu+ents recei)ed annually fro+ the institution in a year.
.he faculty +e+bers +ay not use any of the institution facilities pro)ided when institution
facilities are +ade use of by faculty +e+bers" they shall be re7uired to pay the institution on
the nor+s laid down by the institution for the facilities used.

9.<o. (A:1:29.$ In exercise of the powers conferred by sub$section 1! read with clause i! of
sub$section 2! of 0ection %& of the Architects Act" 1972 Act <o. 2' of 1972!" the (ouncil of
Architecture" with the appro)al of the (entral *o)ern+ent" hereby +a,es the following
regulations to pro+ote the standard of professional conduct: self$discipline re7uired of an
Architect" na+ely -$
1. 0hort .itle and (o++ence+ent -
1. .hese regulations +ay be called with Architects Professional (onduct!
Regulations" 1929.
2. .hey shall co+e into force on the date of their publication in the 4fficial
*a5ette.6

1. ?ithout pre#udice to the pro)isions of the (entral (i)il 0er)ices (onduct!
Rules" 19;% or any other si+ilar rules applicable to an Architect" such
Architect shall -$

i. ensure that his professional acti)ities do not conflict with his general
responsibility to contribute to the 7uality of the en)iron+ent and
future welfare of society"
ii. apply his s,ill to the creati)e" responsible and econo+ic de)elop+ent
of his country"
iii. pro)ide professional ser)ices of a high standard" to the best of his
ability"
i). if in pri)ate practice" infor+ his (lient of the conditions of
engage+ent and scale of charges and agree that these conditions
shall be the basis of the appoint+ent"
). not sub$co++ission to another Architect or Architects the wor, for
which he has been co++issioned without prior agree+ent of his
(lient"
)i. not gi)e or ta,e discounts" co++issions" gifts or other induce+ents
for the introduction of (lients or of wor,"
)ii. act with fairness and i+partiality when ad+inistering a building
contract"
)iii. +aintain a high standard of integrity"
ix. pro+ote the ad)ance+ent of Architecture" standards of Architectural
education" research" training and practice"
x. conduct hi+self in a +anner which is not derogatory to his
professional character" nor li,ely to lessen the confidence of the
public in the profession" nor bring Architects into disrespect"
xi. co+pete fairly with other Architects"
xii. obser)e and uphold the (ouncilCs conditions of engage+ent and
scale of charges"
xiii. not supplant or atte+pt to supplant another Architect"
xi). not prepare designs in co+petition with other Architects for a (lient
without pay+ent or for a reduced fee except in a co+petition
conducted in accordance with the Architectural co+petition
guidelines appro)ed by the (ouncil!"
x). not atte+pt to obtain" offer to underta,e or accept a co++ission for
which he ,nows another Architect has been selected or e+ployed
until he has e)idence that the selection" e+ploy+ent or agree+ent
has been ter+inated and he has gi)en the pre)ious Architect written
notice that he is so doing -
pro)ided that in the preli+inary stages of wor,s" the (lient +ay
consult" in order to select the Architect" as +any Architects as he
wants" pro)ided he +a,es pay+ent of charges to each of the
Architects so consulted"
x)i. co+ply with (ouncilCs guidelines for Architectural co+petitions and
infor+ the (ouncil of his appoint+ent as assessor for an
Architectural co+petition "
x)ii. when wor,ing in other countries" obser)e the re7uire+ents of codes
of conduct applicable to the place where he is wor,ing "
x)iii. not ha)e or ta,e as partner in his fir+ any person who is dis7ualified
for registration by reason of the fact that his na+e has been re+o)ed
for+ the Register under 0ection 29 or 3' of the Architects Act" 1972 "
xix. pro)ide their e+ployees with suitable wor,ing en)iron+ent"
co+pensate the+ fairly and facilitate their professional de)elop+ent"
xx. recogni5e and respect the professional contribution of his e+ployees"
xxi. pro)ide their associates with suitable wor,ing en)iron+ent"
co+pensate the+ fairly and facilitate their professional de)elop+ent"
xxii. recogni5e and respect the professional contribution of his associates"
xxiii. recogni5e and respect the professional contribution of the
consultants"
xxi). enter into agree+ent with the+ defining their scope of wor,"
responsibilities" functions" fees and +ode of pay+ent "

xx). shall not ad)ertise his professional ser)ices nor shall he allow his
na+e to be included in ad)ertise+ent or to be used for publicity
purposes sa)e the following exceptions -$
a. a notice of change of address +ay be published on three
occasions and correspondents +ay be infor+ed by post"
b. an Architect +ay exhibit his na+e outside his office and on a
building" either under construction or co+pleted" for which he
is or was an Architect" pro)ided the lettering does not exceed
1' c+. in height "
c. Ad)ertise+ents including the na+e and address of an
Architect +ay be published in connection with calling of
tenders" staff re7uire+ents and si+ilar +atters"
d. +ay allow his na+e to be associated with illustrations and
descriptions of his wor, in the press or other public +edia but
he shall not gi)e or accept any consideration for such
appearances"
e. +ay allow his na+e to appear in ad)ertise+ents inserted in
the press by suppliers or +anufacturers of +aterials used in
a building he has designed" pro)ided his na+e is included in
an unostentatious +anner and he does not accept any
consideration for its use"
f. +ay allow his na+e to appear in brochure prepared by
(lients for the purpose of ad)ertising or pro+oting pro#ects
for which he has been co++issioned"
g. +ay produce or publish brochures" pa+phlets describing his
experience and capabilities for distribution to those potential
(lients who+ he can identify by na+e and position "
h. +ay allow his na+e to appear in the classified colu+ns of
the trade : professional directory and:or telephone directory.
2. If an Architect practises as a partner in a partnership fir+ or is incharge and
is responsible to a co+pany registered under the (o+panies Act" 19&; for
the conduct of business of such co+pany" he shall ensure that such
partnership fir+ or the co+pany" as the case +ay be" co+plies with the
pro)isions of sub$regulation 1!.
3. Eiolation of any of the pro)isions of sub$regulation 1! shall constitute a
professional +isconduct.
