P R E FA C E
I am pleased to present the first edition of the Directory of the Circle of Support for
People with Disability in Orissa. This Directory is one of our attempts to identify the
existing circle of support networks for people with disability in Orissa. In this directory,
we have made effort to record all the NGOs, CBOs, Funding Agencies, Government
Departments, Schools, Vocational Training Centres and professionals who are directly
or indirectly involved in activities towards development and welfare of disability in Orissa.
Unlike the existing directories, we have categorized the information with specific target
audience in our mind.
The directory is expected to help, especially People with Disability (PWD), Professionals
working for PWDs, Parents of PWDs, NGOs, CBOs, Funding Agencies, and Government.
Parent of a Disabled Child can get information about special schools and inclusive
education schools available for education of their child. A PWD person with interest in
game and sports can contact the game and sports associations given in the directory.
An NGO / CBO interested to have professional service for its disability action can find
out professionals from the list given in this directory. A service provider can get information
to develop his/her skill from the training cantres. A PWD can choose a vocational training
cantre on the basis of his/her interest and need. People interested to have aids and
appliance can get information about the manufacturer from this directory. Similarly, the
list of medical service providers for the PWDs is also very helpful for both PWDs and
Professionals.
This directory is first of its kind in Orissa. Though several directories are available on
NGOs in the state, a specialized Directory on disability was not available earlier. In
addition, hardly any of the directories gives such systematized information for specific
needs and people. The compilation of this directory would have been beyond our reach,
without the support from the European Commission and guidance of the Eve Marie,
Dortmund University and Phillip Potter, Klaus Novy Institute, Germany and Dr. K. C.
Panda, Former Principal, Regional Institute of Education.
I would like to thank Mr. Ajay Kumar Samal, a well-known rehabilitation professional in
disability and Dhirendra Mahanty, Dr. Bharati Mishra, Sanjay Sahoo, Pradeep Ku. Bhupati
Deo, and Aditya Swain of NYSASDRI for compiling such vast and useful information. I
hope their effort would be useful in making your work easier.
I would also like to remind you that no directory is complete at its first attempt. We have
tried to gather as much information as possible with authenticity. However, we might
have made some mistakes in compiling the contact information, work etc. We might
have missed some of the organizations / institutions / professionals who are working for
PWDs. I request to bring such lapses in the directory to our notice. Suggestions for
improvement are always welcome. We would take care of these things in our future
editions.

Organisations Working on Disability
Disability has come into focus in the field of rehabilitation in recent years. The
issue of disability is being highlighted by organisations, policy makers and individuals at different level. Voluntary organisations have contributed significantly
for service and rehabilitation of People with Disability (PWDs). The concept of
Community Based Rehabilitation (CBR) was also initiated by NGOs. Several
NGOs are working for helping the disabled with innovative programmes. Some
NGOs are also involved in providing direct support services to disabled of different categories in Orissa.
An attempt has been made here to enlist all Voluntary Organisations / NGOs
working for the cause of disability, district-wise. Government organisations dealing
with disability are also enlisted. This information would be helpful for service
providers, researchers, professionals, NGOs and the Disabled for any support
and/or service.

Special Schools for Children with Disability

In our society, people with disability are highly neglected by their parents. They
are treated with unnecessary sympathy, which makes them mentally weak.
However, these people can be educated like other normal people. They can
lead their own life with digninty and self-esteem. Like normal children, education
is their rights.
Moreover, history shows that disability was never a barrier for achievement.
Great achievements were made by many disabled people also corroborates
that given training commensurate with their needs and abilities the PWDs can
make valuable contribution to the society as any other people. The special schools
are a step in this direction.
The following list gives information about the Schools Imparting education to
children with Hearing Impaired, Visually Impaired, Mentally Retarded, and

Voluntary Organisations Providing
Integrated Education for Children with
Disability
(Supported by Ministry of Human Resource Development,
Government of India, New Delhi)
It is a customary tendency that children with disability are treated differently
and are not educated with the normal children. However, in inclusive education
a child with special need is never taken out of the regular classroom. She/he is
provided all support services within the regular classroom.
The Ministry of Human Resource Development (MHRD) government of India
has been supporting NGOs to implement Integrated Education (IED) Programme
for Disabled in schools. The purpose of the programme is to provide educational
opportunities for disabled children in common schools, to facilitate their retention
in school system, and also to place them in common schools after they acquire
the communication and daily living skills at the functional levels in special schools.

Integrated education means educating children with disability in less restricted
environment adopting the resources and itinerant teacher model. Government
of Orissa is also implementing Inclusive Education Programme with existing

Vocational Training Centre for People with Disability
Vocational Training is pivotal to the rehabilitation of People with Disability (PWDS).
Like other normal people, PWDs also need vocational training to pursue jobs or
self-employment for economic independence. There are several instances where
disabled are engaged in up Professional Works. Only thing required to enable
them to earn their livelihood is some training and confidence building that commensurate with their individual interest, intelligence, aptitude, potentialities, clinical
diagnosis, family background etc.
Several institutions / organization are helping PWDs in adopting income

RCI Registered Professionals in Orissa
Rehabilitation in the definition of World Health Organisation is all measure aimed
at reducing the impact of disabling and handicapping conditions and enabling
the disabled and handicapped to achieve social integration.
Successful Rehabilitation of PWDs requires trained human resource in health,
education, vocational and social fields. The Rehabilitation Council of India (RCI)
is a statutory body that takes care of manpower development of different categories of professionals for comprehensive rehabilitation of persons with disability to meet the needs of their entire life cycle, i.e. physical, medical, educational, vocational and social rehabilitation.

Disability Games and Sports Associations in
Orissa
Like every normal person people with disabilities have also interested to play or
participate in games and sports. At national and international level their interest
has been honored with arrangement of special events like Abilympics. In Orissa,
some organizations are also involved in facilitating the environment for disability
games and sports. Disabled people with an interest in games and sports can
approach these organizations for taking part in sports events.

The model of a circle of support (COS) was developed

in Canada and spread fairly quickly to North America
and the United Kingdom in the 1980s. It was introduced
into Germany at the end of the 1990s. A circle of
support is a group of people who meet together
regularly to help an individual (the focus person)
accomplish his or her personal goals in life. The circle
acts as a community around that person who, for one
reason or another, is unable to achieve his or her
aspirations independently. The members of the circle
of support, who may include family, friends and other
community members, are usually not paid for their
involvement. They participate because they care
enough about the focus person to give their time and
energy to helping that person to overcome obstacles
and enhance his or her options in life. A circle properly
facilitated is empowering to all of the individuals
involved (not just the focus person) and, unlike many
human service systems, does not reinforce
dependence.
