Last July 02, 2014, Wednesday, at around 10:30 oclock in the morning, a public 2
hearing was carried out at the Municipal Town Hall Lobby with the presence of the 3
aforementioned Sangguniang Bayan Members, this municipality. Hon. Bernardita V. 4
Gobenciong read through the contents of the ordinance and elaborated its contents with 5
the aid of Hon. Michelle R. Tiu-Sumayod, the proponent of the ordinance. Hon. 6
Gobenciong apprised the public that instead of a flu vaccine worth one (1) thousand and 7
good only for 1 year, they prioritized instead the aforesaid pneumococcal vaccine. She 8
further informed the public that the proposed vaccine is worth two (2) thousand pesos 9
and is good for 5 years. Moreover, she explained that because of the financial 10
constraints of the municipality, only senior citizens with morbid conditions are to be 11
prioritized and that the Municipal Health Officer, i.e. Dr. Arlene Santo and any licensed 12
physician shall certify and determine that such elderly as high-risk (high blood, diabetic, 13
cancer, chronic kidney disease and cardiovascular diseases) are in dire need of 14
pneumococcal vaccine. 15

Mrs. Marina Dorego, senior citizen posed a question if when will the ordinance be 17
approved. Hon. Gobenciong replied that the ordinance will still undergo series of 18
procedure for its approval. On the other hand, Mrs. Pelagia Tecson, expressed her 19
heartfelt gratitude to Hon. Sumayod and the present SB Members for having such 20
initiative to come about with the said ordinance. 21

Hon. Sumayod elatedly informed the public that in connection with their travel to 23
Manila, senior citizens in Mandaluyong are regarded as baby because the City 24
Government truly care for their elderly, provide them free medical services and access 25
to medical facilities. 26

There being no issues and concerns raised the public hearing for the 28
aforementioned ordinance was adjourned. 29

READING OF THE ORDINANCES WHEREASES AND SECTIONS 4
Last July 02, 2014, Wednesday, at around 11:30 oclock in the morning, another 5
public hearing was carried out at the Municipal Town Hall Lobby with the presence of 6
the aforementioned Sangguniang Bayan Members, this municipality. Mr. Mark Dave 7
Lebria, designated board secretary has read the contents of the ordinance and 8
elaborated its contents with the aid of Hon. Atty. Asterio Mario A. Villero together with 9
Hon. Michelle R. Tiu-Sumayod, the proponent of the ordinance. Hon. Villero apprised 10
the public of the purpose for coming up with this ordinance as a means to increase the 11
income of the municipality and that despite being affected with the havoc of typhoon 12
Yolanda, the Sangguniang Bayan of Tanauan, Leyte are working hand in hand to 13
deliver efficient and effective services for the welfare to the constituents of Tanauan, 14
Leyte. 15

-Hon. Sumayod cited that during fiesta it is so fascinating to see signboards, 17
promotional advertisements because it add-up excitement during fiesta celebration and 18
it is part of the marketing strategy of the various company such as globe, smart and sun 19
cellular, and according to her, as a means of generating income to the municipality, the 20
municipality will have such guidelines to regulate the sizes of the billboards and for their 21
proper disposal for that purpose. 22

Hon. Cumpio expressed his heartfelt thanks to those who were present during 24
the public hearing and suggested that the ordinance will not be confined only during 25
fiesta celebration but as well as on other events in the locality. 26

Hon. Gobenciong posed a question in relation to Sec. 2 of the guidelines as to 28
the amount of fee to be paid for every signs, signboards and promotional 29
advertisements and suggested not to place a limit to the number of signs to only 100 30
pieces because it depicts the purpose of the means to generate income for the 31
municipality. In the same vein, Hon. Sumayod responded that it would be Php 150.00 32
per signs as a reply to Hon. Gobenciongs question. 33

Hon. Kapunan added that in order for the Business Sector to support the said 35
cause, it is just not to limit the number of signage to be mounted in the municipality. 36

Hon. Villero made a manifestation and yearned that in every public hearing the 1
constituents of Tanauan, Leyte will always participate and be involved in all the 2
undertakings geared towards the benefit of Tanauan and its citizenry. 3

Hon. Gobenciong made a manifestation of what she overheard that during their 5
travel to Manila, some people of Tanauan speculated negative thoughts and that she 6
wanted to clear the clouds and elatedly informed the public of new ways and means to 7
be adopted in the municipality. She also cited that in everything that they do, they 8
always took into consideration the welfare of the people of Tanauan. 9

Hon. Villero happily informed the Sisterhood Agreement between the City of 11
Mandaluyong and City of Makati. He expressly stated the advantages and benefits the 12
city has to offer to its constituents such as free medical check-ups extends to the people 13
of Tanauan as well. They only need to secure a recommendation letter and 14
endorsement from Mayor Pel Tecson that you are a resident of Tanauan in order to 15
avail of the said benefits. 16
