On behalf of the chairman, Uttar Pradesh Jal Nigam (UPJN), the General Manager, Ganga Pollution
Control Unit, (GPCU), UPJN, Kanpur, invites applications for pre-qualification in sealed envelope from
experienced contractors under National Competitive Bidding (NCB) with sound technical and financial
capabilities for the works mentioned in the following table as per details given below under JNNURM
Programme. The Pre-Qualification bid shall be opened in the office of General Manager, Ganga Pollution
Control Unit, U.P.Jal Nigam, Kanpur in presence of the intending bidders or authorised representative on the
date mentioned.
1- Pre-bid documents can be obtained by the eligible Contractors/ bidders from the following offices of
U.P. Jal Nigam, during the period for sale
a. The General Manager, Ganga Pollution Control Unit, U.P. Jal Nigam, Benajhabar Road, Kanpur
b. The Executive Engineer, IInd. Construction Division, U.P. Jal Nigam, Mati, Kanpur (Dehat).
c. The Executive Engineer, Construction Division, U.P. Jal Nigam, Etawah.
on all working days between 10.30 hours to 16.30 hours against the payment of Rs. 20000/- (Rs Twenty
Thousand Only) through Crossed Demand Draft of any Nationalised Bank payable at Kanpur and
issued in favour of Project Manager, Ganga Pollution Control Unit, U.P. Jal Nigam Kanpur.
1. The bid document will only be issued to the Contractors/bidders who are registered in U.P. Jal Nigam as
class ‘A’ contractor in following category.
I Sewerage Works for Construction of STP
OR
II. Turn-Key Project-Sewerage
The contractor who is not registered in U.P. Jal Nigam but has sufficient experience in this field may
also obtain the bid document provided that he get himself registered in U.P. Jal Nigam in respective
category before the opening of the financial bid.
2. Minimum Technical & Financial Eligibility Criteria for qualification:
(a) Experience: Experience of having successfully completed works during the last 10 years ending last
day of the month previous to the one in which applications are invited. The bidding firm/ company
should meet the following eligibility criteria.
(i) Three similar completed works of 40% capacity of the required capacity OR 20 mld,
whichever is less.
OR
(ii) Two similar completed works of 50% capacity of the required capacity OR 30 mld, whichever
is less.OR
OR
(iii) One similar completed works of 80% capacity of the required capacity OR 40 mld, whichever
is less.
(b) Turnover : The average annual turnover should be at least Rs 20.00 crores during the last 3 years

ending 31 March of the previous financial year.
(c) Profit / Loss: The firm should not have incurred any loss in more than two years during the last 5
years. The firm should have a positive Net Worth.
(d) Solvency Certificate: The contractor should have solvency of the amount equal to Rs 20.00 crores.
(e) Performance Reports : The performance report of the contractor to be obtained by him from EE/
Client in sealed cover is enclosed with pre-qualification document, should be on prescribed Performa.
Before taking the final decision on the matter the authority competent for pre-qualification shall
inspect the works of those applicants who otherwise pre qualify or confidentially obtain reports from
their client / EE.
(f) The pre-qualification bidders who qualify in the bid shall be required to participate in the tendering
process. In case the bidder, who qualifies in the technical bid, does not participate in tendering
process, then their earnest money deposited with P/Q bid shall be forfeited.
4. The contractors should submit their request for issue of the tender documents along with the registration
certificate and experience certificate.
5. The tender documents can be obtained by post on bidder's risk for which Rs. 500/- shall be payable extra
as postal charges.
6. The Earnest Money Deposit (EMD) amounting Rs. 25,00,000/- (Rupees Twenty Five Lakh) must be
enclosed with the tender in the shape of FDR/NSC/CDR of a Nationalized Bank/ Post office duly pledged
in the name of Project Manager, Ganga Pollution Control Unit, U.P. Jal Nigam, Kanpur. Bid not
accompanied with full EMD shall be rejected.
7. The bidders may submit the duly completed documents on or before specified date up to 15.00 hrs in any
one of the offices mentioned above in Sl. No. – 1
8. Contractors are advised to visit the site and can also contact the Engineer In charge on any working day
for any clarification before quoting the rates.
9. The General Manager, Ganga Pollution Control Unit, U.P. Jal Nigam Kanpur reserves the right to reject
any/all the tenders without assigning any reason whatsoever and his decision shall be final and binding.
No Prime contractor / bidder shall have any claim arising out of such action.
