working with the poor and marginalized community to reduce
poverty and inequality through an innovative approach and rights
based perspective. The organization is registered with the

rightsbased approach to programming promoting active
participation o! communities in decision"making and in the

III. rief de(cri'tion of t4e 'roject:

9iolence against women (9A:0 is the most widespread form of abuse worldwide, affecting one
third of all women in their life time7 Addressing violence against women is a central
development goal in its own right, and ;ey to achieving other development outcomes for
individual women, their families, communities and nations7 Practitioners and advocates of efforts
to tac;le violence against women have generated considerable insight into <what wor;s= through
decades of e>perience in the field piloting, refining and studying particular programmes7 On 1
"ecember 2/5+ ? Afghan authorities registered an increased number of reported acts of violence
against women and girls in the past year, but prosecutions and convictions under a landmar; law
remained low with most cases settled by mediation, according to an annual @nited !ations report
released today7 :hile registration of reported incidents such as forced marriage, domestic
violence and rape increased by 21 per cent in 53 provinces since the previous year, the use of the
law on the 4limination of 9iolence against :omen (49A:0 as a basis for indictment increased
by only two per cent, according to AA :ay to $oA co*authored by the @! Assistance Bission in
Afghanistan (@!ABA0 and the @! Cigh Commissioner for Cuman Dights (OCCCD07 EPolice,
prosecutors and courts, in our view, need increased resources and technical and political support
and direction from the highest levels of $overnment to deal adeFuately with the increase in
reporting and registration of cases of violence against women7
Gac; of understanding on the e>isting laws, especially the 4limination of 9iolence against
:omen Gaw (49A:0 among law enforcement organizations such as police, judiciary and
prosecutors, local shuras, ;hatibs, clergies and women leaders7 %here is also no proper system of
coordination&communication amongst the different sta;eholders on dealing with cases of
violence against women, family7 :omen have been systemically disadvantaged by the justice
system, especially the police to whom they turn at their more vulnerable hour7 Police academy
curriculum focuses on policing techniFues not on social behaviour, human rights and womenAs
rights7 %he purpose of this project will be to fill this gap with targeting training for police,
judiciary, prosecutors and other involve bodies on the e>isting laws to protect women from
violence such as 49A: and other relevant laws7 %hese trainings will also provide an opportunity
for the community to build relationships and for the police to strengthen their credibility and
capacity to protect women7 @nfortunately, Afghan societies still run on tribal and feudal system
and the majority of the population lives under rural and feudal control7 Hn feudal system, there is
no educationI no freedom and women are treated li;e slaves or prisoners in the households
ma;ing violence against women in these societies very common7 Some tribal societies consider
women as the source of all evils and men are not mentioned in any evil doing7 %here is a famous
proverb, used and believed so universally, in such societies, JKan, Kar, KameenJ (:oman,
Boney, Gand0 being the source of everything evil7 %his is a sound wisdom in these cultures7 %his
is used, not as a source of learning but as a tool to put blame on the women and not on the men in
case of any undesirable behaviour on part of the men7 Hn such societies, womenAs personality is
determined by the manAs wishes7 Hf she is non*compliant, and rebellious, she punished through
beatings, isolation, virtual imprisonment and sometimes murdered7however since 2//5
Afghanistan conte>t has been changing rapidly and visible changes occurred in women lives 7 the
2LM of set in national assembly and provincial councils ,employment opportunity in different
government and non government institutions , education and many other opportunities but still
there are many obstacles to be addressed 7 this projectJ strengthening access to justice for
womenJ will help the public to ma;e them aware of the women rights in Hslam , 49A: law ,
capacity building related government institutions specially justice, police ,prosecutors, "O:As
N attorney offices7 it also pave the way for the school teachers N university students to pass the

massage which they learned to their pupils N families in the region which will definitely
decrease the violence against women7

%he direct target beneficiaries of this grant and its activities are provincial "O:As, courts,
prosecutors, attorneys, and non*state institutions including religious leaders and community
leaders** male and female both in rural and urban areas of the aforementioned provinces7
Bostly secure districts shall be selected as targeted areas and the indirect
eneficiaries will be the people of Afghanistan

- %he e>pected outcome of the project are as follow
- Public Awareness on women rights in Hslam will be increased
- %he government authorities capacity will be built specially in judiciary, prosecutor, police
and "O:A7
- %here will be close coordination between public figures and the community


2III. I*'le*entation 0et4odolo"7:
4>istence of modern mechanisms and leadership practices for building public and community
capacity is considered very important and lac; of modern and practical e>perience for the
government employee is considered as hindrance7
"eveloping of a one year training and capacity building for judiciaries, community and )hateebs
in the local areas will be designed in such a way that could be used as a major instrument
towards achieving the reFuired s;ills to influence decision*ma;ing and leadership in government
by these employees7
Subject matter e>perts will teach all the listed subjects to the beneficiaries7 Our approach for the
training is based on the need assessment result we will be conducting initially with the
participants based on which, we will prepare the curriculum and training program outline7 efore
start of the training we would be having a pre*training session with the trainees to understand not
only their level of understanding, but also to obtain more information on their e>pectations from
the training sessions, so that we could adopt them into the curriculum7 C!"O will also
conduct a %rain the %rainers (%o%0 session to e>plain the methodology used in the programs
Program= before the actual training sessions starts7 C!"O will conduct all the sessions
including participatory and interactive method, group discussions, assignments, case studies and
based on the instructions of the donor focal point for the project7 C!"O commits that while
teaching all the subjects, we include gender sensitivity and gender relevance of the topic to the
audience, as we believe women need not only the technical e>pertise, but also the gender
integration side of it7

%he project will be implemented in + following phases:
1- P4a(e I: !.tco*e one: C!"O team will rent offices in the targeted provinces and
will appoint all provincial project staffs at the beginning7 Soon after the opening of its
branch in the concerned provinces C!"O through its standard selection criteria and in
collaboration with the donor and ":OA will hire one high Fualified management e>pert
for one year in targeted province of its responsibility to provide 49A: Gaw trainings,
e>isting policies trainings, paralegal trainings, and case&file, management trainings to
"O:A=s :omen Protection Centers and any other topics determined after needs
assessment of :omen Protection Centers and 49A: Committees in the provinces7 Hn
addition to providing training, the e>pert will mentor staff in applying training7 %his
management e>pert will build Capacity of mentioned organizations7 %he female
employee for the said position is highly recommended7

%he C!"O team consist of + person each will travel to the provinces and meet with the
concerned sta;eholders such as 4ducation "epartment, ":OA, Oustice, Community
leaders, and Shuras in order to Fualified and influential candidates to select .3 male
religious leaders or Community "ialogue $roup (C"$0 facilitators&trainers (53 in each
province who will then establish their C"$s (Community "ialogue $roups0 in their
respective areas7
%he C!"O team will also select 52 Fualified mobile trainers among the top candidates
%hese mobile trainers job will be to provide lectures on women rights issues to then
students of schools and Badrassas0 Hn si> targeted provinces (two in each province0 and
train them on 49A: law and women=s rights in Hslam topics7 %he religious leaders and
Hmams will be selected in consolation with the office of "epartment of CAO N Hslamic
Affairs, the governor office and local Shuras among the top Bullahs based on their

Fualifications and their recognition in the region C!"O will use its own selection
criteria to appoint the C"$s as well7
C!"O will rent a training hall in each provinces to organize its trainings effectively
and provide the following trainings (%o%0 trainings are reFuired for the selected C"$
facilitators and Bobile trainers of activity7 C!"O will hire two master trainers through
its standard selection criteria in each province to train the sta;eholders on 49A: Gaw
and :omen=s Dights in Hslam in the Capital of each province7
%he Bater trainers will train the C"$s on 51 boo;lets of women=s rights in
Hslam, tolerance, and corruption for 53 C"$, #acilitators and two mobile trainers
in each province7 %hese boo;lets will be covered in Hndividual one*day trainings,
one per month7
C!"O will provide a two*day training on 49A: law for the 53 C"$
facilitators and two mobile trainers in each Province7 %he Curriculum for the
trainings are to be provided by the donor (Asia #oundation07
%he C!"O will establish 2 family resolution center (#DC0 in each provinces7
4ach #DC will include si> members comprised of traditional and religious
leaders, school teachers, representatives from "o:As, @lama Council members,
family court judges, and %hose influential male and female leaders that are
members of shuras&jirgas7 #DCs will meet on a regular as well as ad hoc basis
based on the cases received7 %he #DCs will provide advice and counseling for
those women who are victims of violence, those that directly see; the #DCs or
are referred by C"$s or other individuals, and formal and informal institutions7
%he proposed #DCs will resolve an average of two cases per month7 %he
C!"O will provide trainings on women=s rights, tolerance, anticorruption,
conflict resolution, case reporting and registration s;ills and techniFues7 %he
members will be supported through small monthly stipends for their
transportation and communication within the #DCs and with other sta;eholders7
%hese #DCs will wor; for one year7 %raining on 51 boo;lets of women rights in
Hslam for #DC members in each province7 %hese boo;lets will be trained in 5/
individual one*day trainings as per D#P7 %hese trainings will occur once per
month7 One training on conflict resolution and case registration in each province7

%his is a one three*day training for #DC members in each province, for si> total
trainings7 One two*day training on 49A: Gaw in each province for #DC
members7
C!"O will appoint 2 two trainers&facilitators in each of the targeted province
who will receive %rainings of %rainers (%o%0 on the 49A: law and women=s
rights from C!"O master trainers7 %hese trained trainers will conduct trainings
for formal justice sector=s employees in Activity 27L and 273I the %o% trainings
reFuested by the donor are as follow :
C!"O will provide !ine days of training on 51 boo;lets (of women=s rights in
Hslam in each province (two oo;lets per day07 %hese trainings will be occurred
once per month in each provinces7
C!"O also will provide a two*days training on 49A: law in each province
for the above sta;eholders
C!"O will train appro>imately 8/ participants per province from the formal
justice sector including prosecutors, judges, and #amily Desponse @nits (#D@s0
of police department on 51 boo;lets of women=s rights and 49A: law which
will be provided by the Asia foundation 7%rainings on 51 boo;lets of women=s
rights in Hslam in each province for 8/ participants from the #ormal justice sector
in two groups (each group 2/ participants07 %hese boo;lets should be trained in
52 separate one*day trainings7
C!"O will provide training for the prosecutors, judges, and #D@s on 9A:
case resolution7it will train appro>imately 8/ participants those who have been
participating from beginning from the formal justice sector including prosecutors,
judges, and #amily Desponse @nits (#D@s0 for three days on 9A: case
resolution7
%here will be a %raining on basic and advanced conflict resolution and case
management in each province for 8/formal justice sector employees in two

groups (each group with 2/ participants07 #or three consecutive days as per
reFuest7
C!"O will provide a capacity building training for the Attorney Offices and
Special 49A: @nits in the field of management to improve functioning of this
unit7 One management e>pert will be hired by C!"O for one year in
4ach province to wor; with this unit after conducting a comprehensive need
assessment survey of these units7
%he C!"O team will travel to the provinces in order to select 53 female C"$
facilitators&trainers in each province7 %here will be a 5/ days training on 51
boo;lets for the selected 53 trainers on women=s rights in Hslam and 49A: law7
Hn each province7 %here will be also one two*day training on 49A: Gaw in each
province for 53 C"$ facilitators as well7
%he C!"O master trainers will train 53 female C"$s (each C"$ consist of
5L members0 in each province on women=s Dights in Hslam from 51 boo;lets
provided by foundation and 49A: Gaw7 %he Hndividuals (women C"$
members0 will be appointed from those who will be influential member of
community, religious leaders who have influence in decision*ma;ing7 %he
trainings will be distributed in a way to happen one each month for C"$
members in one year7 %he pac;age will be covered in 5/ separate one*day
trainings, one per month7 Also there will be One two*day training on 49A: Gaw
in each province for 53 female C"$s who have been appointed before 7
C!"O will train 2/ )ey female instructors in each province which ma;es a
total 3/ instructors and university students in + provinces who will receive
trainings on the 49A: law and women=s rights within an Hslamic framewor;7
%his will promote sustainability as they pass on the curriculum at the institutions
where they teach in partnership with the BoC4, C!"O s master trainers will
train instructors and university students who can then pass along ;ey messages
about women=s rights in Hslam and other issues such as tolerance and anti*
corruption to their students and peers7 %rainers will provide materials to the
teachers, as appropriate, to be ta;en by students to their homes, so they may find
their way to the members of the family who cannot access this information

through other means 7there will be a total of 51 individual one*day trainings
regarding boo;lets based on student schedules to be determined7
As one of the important day to convey the messages on women rights and
strengthening access to justice for them is %he #riday praying (sermon0 7it is each
Buslim=s moral obligation to end violence and support women=s rights7 #or this
reason C!"O will select 2/ ;hateebs in each provinces and train them on 51
boo;lets for 51 individual days by the C!"O master trainers and the same
message will be passed to the public by these ;hateebs on #riday prying7 there
will be also a two days training for ;hateebs on 49A: law
C!"O will hire 2 mobile trainers for each provinces to who will be recruited
and trained under activity 275 from the religious scholars and leaders in the
community7 %he trainers shall have the necessary religious ;nowledge and
credibility in the community7 Hn coordination with the Bo4, the mobile trainers
will introduce the 51 topics through morning assemblies in four schools and will
train 3/ teachers (5Lteacher per school > 8 school in one province P 3/ teachers0
of each targeted province on the 51 boo;lets using the phased approach (various
schools&madrasas, male and female07 %he total number of teachers, male and
female, who will be trained on 49A: law and women=s rights boo;lets, is +3/in
total
%he training will be for 51 individual days of training on 51 boo;lets of women=s
rights in Hslam for school teachers from boys and girls schools in each province,
one boo;let per training will be covered7
%here will be One two*day training on 49A: law for 3/ school teachers in each
province from four boys and girls schools

against women referred to the courts or other disputes resolution centers in concerned

provinces in additions cases reported by individual and or media will also be entered in
the database7 %he database will mainly record details of each cases related to women7 %he
details of the data will be accessed by local departments of women=s affairs and ministry7
- %he database will be available on national level once the project is completed7 %he
database will help the courts in other provinces to handle the cases better, the database
will also help create accurate data on the cases of violence against women7
