BACKGROUND

Organisational Environment
The Federal Governments 2012 Excellence in Research for Australia exercise confirmed The
University of Queensland as one of the nations top three universities, measured by the quality of its

world standard in more specialised fields than at any other Australian university: this reflects UQs

UQs 45,500-strong student community includes more than 10,000 postgraduate scholars and more

and professional staff and a $1.6 billion annual operating budget. Its major campuses are at St Lucia,
Ipswich, Gatton and Herston, in addition to teaching and research sites around Queensland and
Brisbane city. The University has six faculties and eight institutes. The institutes, funded by
government and industry grants, philanthropy and commercialisation activities, have built scale and
focus in research areas that UQ regards as strategically important.

In 1990, The University of Queensland merged with the Queensland Agricultural College, which saw
the establishment of the Universitys Gatton Campus. It hosts a number of degree programs in
agricultural and veterinary sciences, in addition to research centres and a wide range of facilities to
support teaching and research in agriculture and veterinary sciences. Engagement with the local
community is a critical element of the philosophy and activities of the Campus. Effort to promote
innovation on the Campus is another key feature of UQ Gatton, as is a focus on sustainability.

The Campus offers an extremely broad range of qualifications from vocational to undergraduate to
postgraduate and research higher degrees. The programs delivered from the Campus are in disciplines
such as agriculture, animals, veterinary science, food or the environment involving issues such as
climate change, feeding a growing population, biosecurity, and diminishing natural resources. As a
result, UQ Gatton is a large and complex campus, predominantly a rural setting with working farms
and dairy, as well as halls of residence, advanced research facilities and contemporary teaching
spaces, from traditional lecture theatres to those designed to teach animal sciences.

The Office of the Director, Gatton Campus is responsible for ensuring the smooth and effective
operations of the Gatton Campus of The University of Queensland, supporting academic teaching,
research and community programs. The Directors portfolio includes responsibility for the Gatton

Dairy, Piggery, Equine Unit, Cropping Unit, Grazing Animal Unit, Queensland Animal Science
Precinct, UQG-VEC and the Halls of Residence in addition to administration functions and OH&S.

The Vocational Education Centre (UQ-GVEC) is the Gatton Campus Registered Training
Organisation (RTO 1511) and is chartered to deliver a range of vocational education and training
programs (VET Sector) and/or commercial services on behalf of the ODGC. UQ-GVECs primary
internal role is to manage and deliver the Queensland Diploma in Agriculture Technologies (QDAT)
program as well as deliver internal academic programs aligned to the charter of the centre. Various
external, industry based training programs on a fee for service basis or government funded training
programs are also delivered by the Centre.

UQ-GVEC has strong linkages with regional rural and related enterprises. Access to a diverse group
of staff and resources provides the Centre with the ability to offer a wide range of programs tailored to
meet the individual needs of clients.

UQ-GVEC also works with the Department of Education (DET) to deliver VET sector products and
services on a regional basis.

DUTY STATEMENT
Primary Purpose of Position

Manage UQ-GVEC administration, including Finance, HR, Business systems, OH&S and other
compliances, and ITS, as a support to the training operations, project management and business
development of UQ-GVEC.

Duties
Duties and responsibilities include, but are not limited to:

Oversight and management of day-to-day business operations;
Oversight of and reporting on financial operations, and budget management
Management of all HR functions for UQ-GVEC
Oversight of data management for UQ-GVEC operations and ASQA compliance purposes
Provide necessary support to other UQ-GVEC managers in the fulfilling of their functions,
notably training and project delivery
Collaborate closely with the UQ-GVEC QA team to ensure compliance with ASQA and
ASQA standards
Ensure OH&S compliance with UQ standards, in collaboration with Gatton OH&S Officer
Oversee maintenance, equipment and other operational requirement
Collaborate with Campus management on UQ-GVEC communications and marketing
Assist with business strategy and planning

Other Activities

May need to be able to undertake occasional travel.

Reporting Relationship

The position reports to the Director of UQ-GVEC.


SELECTION CRITERIA
Qualifications

Essential
A degree in a rural/business management, agriculture, systems management or related
discipline with at least 4 years experience or equivalent extensive experience or an
equivalent combination of relevant experience and/or education/training.
Knowledge and Skills

Demonstrated knowledge of VET sector management, ASQA compliances and operations,
and experience working as a supervisor or manager within an education or training
organisation;
Manage the preparation of invoices, accounts payable and oversee financial reporting and
cash flow reporting;
Knowledge of university policies and procedures as they relate to HR, Finance and Student
Administration or a capacity to rapidly gain such knowledge;
Use of Microsoft computer packages for work processing, e-mail, budgets and project
management, operation of electronic budgeting systems and advanced skills in spreadsheet
usage.
Ability to prepare and analyse monthly and quarterly financial reports.
Capacity to contribute effectively to the process of strategic planning and corporate level
representations.
Experience

At least 5 years experience working in an administrative or managerial role within a
Registered Training Organisation, University or large corporation.
Extensive experience in the management of staff, including staff development, recruitment
and selection and the ability to develop and foster a team environment;

Desirable
Experience in Project Management.


Personal Qualities

Ability to maintain confidentiality and a high standard of accuracy and efficiency across a
range of duties;
Display a positive attitude which reflects a proactive approach to achieving the outcomes
required of the role.

Ability to work collaboratively with members of the UQ-GVEC team and more broadly
within the University and the Gatton Campus.
