The UE sends the UE Capabilities in the Um interface message CLASSMARK CHANGE The sending is
triggered b+ Classmar" en,%ir+ from the net!or"
The change to A-interface message for passing UE Capabilities on to the core net!or" is disc%ssed in
another CR
