On the above date and time officer was dispatched to the 100 building of Lincoln Park in ref to a Fight. Officer arrived in the area and made contact
with Samantha Felts, who advised she got into it with a male standing in front of the 100 building, Ms. Felts advised she pulled into the lot and the male,
Curtiss Davis, started yelling and screaming at her. Ms. Felts advised she got out of her car and walk over at which time Mr. Davis started calling her
names and making threats to hit her. Ms. Felts advised she saw Mr. Davis draw his hand back at which time she advised she hit Mr. Davis. Ms. Felts
advised they exchange punches at each other at which time she was pulled away by Mr. Eric Withrow.
Officer then spoke with Mr. Davis, at which time officer could smell a strong odor of an alcoholic beverage coming from his person. Mr. Davis
advised he yelled at Ms. Felts when she was pulling into the parking lot because she was speeding. Mr. Davis advised Ms. Felts came after him and he
was attacked by Ms. Felts. Mr. Davis advised he did not touch anyone and continued to scream and yell about being attacked.
Officer then spoke with the witnesses, Mr. Withrow and Mr. Clark Leith who both advised Mr. Davis was yelling and screaming at Ms. Felts when
she pulled into the lot. Both went on to advised Mr. Davis continued to scream and yell at Ms. Felts and made threats to hit her. Both advised Ms. Felts
then struck Mr. Davis and a fight start where both subjects where trying to hit each other.
Mr. Davis was warned about his conduct and advised to go in where he was staying and stop the violent and turbulent behavior for the night. Ms.
Felts was also advised the same things and both were advised if officer had to returned them could be cited for Persistent Disorderly as this was there
warning. Officer has nothing further

Ofcs. was dispatched to 238 N High Street on three separate occasions while on duty this night for loud noise complaints. The initial call was at
2:18am where the resident, Gabriel Preston, was contacted along with a large group of subjects on the front porch of this residence. The subjects were
being loud and Mr. Preston was given a warning for disturbing the peace. He stated he would go in for the night and quiet down.
Ofcs. were dispatched back to the residence at 2:37am in reference to more loud noise coming from Mr. Preston's apartment. The caller stated there
was a loud guitar hooked to an amplifier playing loud music. Ofcs. again contacted Mr. Preston and gave him an additional warning to quiet down by Ofc.
Shanks.
Ofcs. were dispatched a third time to this residence in reference to more loud noise coming from the apartment. Ofc. issued Mr. Preston an MM
citation charging Disturbing the Peace. He was advised of his court date on 8-15-14 at 9am to which he stated he understood as he signed for and received
his copy. Ofc. advised the caller, Claude Stanley, to contact this department if there were any further issues. He stated he understood and would do so.

Ofc dispatched to the CHS reference a theft complaint. Upon arriving, Ofc contacted Nathaniel Baker who advised he is a teacher and coach for
CHS. On 08-05-2014 at approx 1445hrs, he was at soccer practice at 841 E Main St, Mt Logan Elementary, when he left his black Samsung Galaxy
Note II in a black Bodyglove brand case valued at approx $800 near the equipment. A short time later he found his phone missing and believed one of
the players may have picked it up. After the phone hadn't been returned in over a day, he contacted his service provider and "pinged" the phone, finding
it to be within 8 yards of 287 S Paint St. This agency was then called as he knew the phone didn't belong there. Baker also stated there was recent
activity on the phone indicating it was in use by someone unauthorized.
Ofc arrived in the area and observed the only residence in that area was 287 S Paint St. Ofc contacted the resident, Matthew Lynch, and advised
him of the complaint. Lynch then stated he knew the phone was there and took Ofc upstairs where the phone was provided to Ofc. Ofc noticed the
phone now had the screen cracked. Ofc asked how the phone came into being in his home and he stated he was "junking" a vehicle 2 days ago and saw
the phone face down in the street in front of Station 3 near E Main St/ Douglas Av, which is near the theft location. Ofc then noticed Jeramy Armstrong,
who was smoking on the roof outside the bedroom Ofc was in, and contacted him. Armstrong too stated the phone was obtained after being seen in the
roadway. Ofc advised him of the complaint where he uttered he knew the phone belonged to "Nathan Baker", stating Christina Lynch, wife of Matthew
advised him Nathan was her uncle. Ofc asked why the phone wasn't returned nor brought to this agency when he knew the phone had an owner or why
wasn't the phone returned? Armstrong stated he assumed the owner would call requesting the phone to be returned. Ofc looked through the phone and
found a text message at approx 0030hrs this date where a subject texted the phone and in the message was Jeramy Armstrong. Ofc asked how did the
subject who texted the phone knew he had the phone and the number? Armstrong advised "she" just texted me. Ofc learned Armstrong had a felony
probation violation warrant, case number 11CR177, issued out of the Ross County Common Pleas Court. Ofc then advised Armstrong he was under
arrest for the warrant and for RSP, for possessing the stolen phone. Armstrong uttered some "people" don't want their phone or deal with the cops in
reporting it. Ofc advised him the phone is reported to be worth $800 and Armstrong then uttered, no, it's worth $300 stating he looked up the value.
Ofc transported Armstrong to the RCJ where he was advised of his court date of 08-08-2014 at 9:00am in the Chillicothe Municipal Court for the RSP
and 08-08-2014 at 1300hrs in the Ross County Common Pleas Court for the warrant. Ofc left Armstrong in the custody of the RCJ held until court
appearance.
Ofc took pictures of the phone and returned the it to Baker, who advised the phone was his. The number was contacted verifying it was Baker's
phone. Ofc was advised the damage was new and he would provide Ofc with a cost sheet for the phone and damages. A written statement form was
provided to Baker to be completed reference this report. Ofc asked Baker if he knew a Christina Lynch or was related to her and he stated no, he has
never heard of that name. Nothing further at this time.

Ofc dispatched to the lobby of the LEC ref to a domestic dispute. Upon arrival, ofc contacted Judy Carroll and her granddaughter, Rebecca Vaught. Ms
Carroll advised she has full custody of Rebecca. She said on this date they got into argument because Children services had told her to take Rebecca to
ARMC for a urine test for drugs. Ms Carroll also stated they argued over Rebecca having a cell phone.
Ofc spoke with Rebecca who said she was upset with her Grandma because she doesn't allow her to do anything or go see her boyfriend. She told she
wanted to go and stay with her aunt, Tonie Dunlap.
Ofc asked Ms Carroll about this and she told ofc that Tonie is not her aunt, only a friend of Rebecca and she doesn't want her going there.
Ofc advised Rebecca that she would have to stay with her grandma since she has custody of her. Ms Carroll and Rebecca departed the area. Nothing
further.

Ofc dispatched to 1015 Akron St ref to disturbing the peace complaint. Upon arrival, ofc could hear loud banging noises coming from the back yard.
Ofc spoke with William Bower ( 1021 Akron St) who advised he has called numerous times on Terry Crowe for noise complaints. He advised he just
called several days ago because of the same thing.
Ofc had the dispatcher check dept records which show Mr Crowe was cited by Ofc Wallace on 8-3-14 ref disturbing the peace ( 14-13951). Ofc asked
Mr Crowe what he was doing and he stated, 'working on his derby cars.' Ofc issued Mr Crowe M/M citation 5061 for disturbing the peace with a court
date of 8-15-14 at 0900. Mr Crowe received his copy, but refused to sign it. Nothing further.

Ofc. was dispatched to the area of Sunoco on E.Main St. ref. a subjects possibly fighting. Ofc. spoke to Lindsey Simkins and Christopher Johnson the
two principal subjects. Ms.Simkins stated that Mr.Johnson threw something from his vehicle possible a rock and it struck her windshield chipping it.
Mr.Perry who was in the vehicle with Ms.Simkins advised he only heard the noise of the windshield being struck.
Ofc. spoke to Mr.Johnson who advised that he had no idea what Ms.Simkins was talking about. Mr.Johnson stated he never threw anything from his
vehicle. Mr.Williams advised the same thing as Mr.Johnson. Ms.Morgan advised she did not observe anything because she was trying to sleep.
Mr.Williams and Ms.Morgan were riding in the vehicle with Mr.Johnson. Mr.Johnson stated that Ms.Simkins chased him down E.Main St to Renick
Av.
Ofc. did observe a nick in Ms.Simkins windshield but could not ascertain if it was a recent chip or an old chip. Due to Ofc. not witnessing the incident
and conflicting statements from both parties, Ofc. warned Ms.Simkins about her conduct and actions, Ofc. has nothing further.

David Andrew, with UPS security, reported that package was stolen from the UPS facility in Chillicothe. Andrew stated that an employee, Jay
Davis, had the package on 6/11 and attempted to deliver the package that day. The package could not be delivered on 6/11 and was returned to the UPS
facility. The package then went missing on 6/12. Andrew stated the package contained 160 5 mg oxycotin pills. Andrew stated that Davis was
stopped on 6/13 by the OSHP for OVI, while in a UPS vehicle. Andrew stated that the OSHP recovered 100 oxycotin pills from Davis during the stop.
The pills were in an unmarked prescription bottle. Andrew stated Davis has denied any wrong doing in both matters.
The prescription was filled at the Chillicothe VA pharmacy and shipped via UPS. Andrew stated that he, UPS, the OSHP and VA are all working to
connect the pills that were found in the possession of Davis to the missing package. There is no surveillance footage of the package being taken.
Andrew stated the OSHP is actively investigating the possession of the pills and OVI but they will not release any details regarding the investigation.
Ofc will contact the investigating OSHP Trooper in the coming days. The investigation is ongoing at this time.

Ofc. was dispatched to 517 Lincoln Ave., reference to breaking and entering.
Ofc. contacted Joseph Goings. Mr. Goings stated that he had not been in his garage for approximately a week and all of his belongings were there. Mr.
Goings stated that he went into his garage today to get his lawn mower and noticed that several of his belongs were missing. Mr. Goings stated that he
believes he left his garage unlocked due to it being unlocked when he went inside and there not being any damage to the doors.
Mr. Goings stated that he is missing a welding outfit, a Home Light chain saw, several misc. tools, and a tool box. Mr. Goings did not have any serial
numbers for the items and could not recall the make of some of the items. Mr. Goings stated that he was unaware of anyone who may want to take his
belongings.
Mr. Goings stated that the total value of the items missing was approximately $1200.
Ofc. was unable to locate any witnesses.

Ofc. was dispatched to 899 Adams, reference to a Burglary.
Ofc. contacted Marilin Knisley and Amy Knisley, who both reside at the residence. Marlin stated that she left for work at approximately 9:30p on
this date and returned home at 6:30p. Marilin stated that when she returned home she found that her 42" Sony television, $2,100 in cash, and the key to
her back door were missing. Marilin stated that the cash was in a bucket on the counter in a Vinton County Banking Center envelope. Marilin stated
that the key was hanging on the hinge of the back door. Marlin stated that she did not believe she had the model or serial number to the television.
Ofc. contacted Amy who stated that she left for work at approximately 11:00a on this date and came back to 3:30p. Amy stated that she was home for
only a couple of minutes, but did not notice the television to be gone. Amy stated that she left the house again at approximately 3:35p and returned at
6:45p.
Both Amy and Marilin stated that they were unaware of who may have taking the belongings.
Marilin stated that Amy or anyone else knew the money was in the house. Marilin stated that only her other two daughters knew where she kept the
back door key.
Ofc. contacted Kathleen Hendren at 875 Adams. Ms. Hendren stated that she had been home all day, however, did not notice anyone in 899 Adams
who should not have been.
Ofc. attempted to contact neighbors at 903 and 866 Adams, however, there was no one home.
Marilin stated that she would contact Ofc. if she was able to find the model or serial number to the television.

Ofc dispatched to Sack and Save on a theft complaint.
Ofc contacted Nora Sands who stated a W/F only known as Tammy came into the store and Ms. Sands believed the female may have taken a 6 pack
of Budweiser Beer. Ms. Sands stated the female was wearing a pink top, short shorts, and had a cast on her left wrist. Ms. Sands stated she did not see
the female conceal the beer, only found a empty 6 pk carrier in the store. Ms. Sands stated they may have video of the incident, but Ms. Sands did not
know how to operate the equipment. Ofc advised Ms. Sands to have the video reviewed and if the cameras captured the theft, then she could file
charges. Ms. Sands stated she would like the female barred. Ms. Sands stated the female walked into a green house on Fourth St.
Ofc contacted Tammy Echard who matched all the descriptors given. Ms. Echard walked to this Ofc. Ms. Echard was Mirandized. Ms. Echard
stated she understood. Ms. Echard stated she knew this Ofc was there to talk to her about the incident that just occurred at Sack and Save. Ofc asked
Ms. Echard which incident she was referring to. Ms. Echard stated the empty 6 pack carrier of Budweiser. Ms. Echard stated she did not take the beer.
Ms. Echard stated "I drink Busch". Ofc advised Ms. Echard if the video showed her taking the bottles out of the store without paying for them, that this
Ofc would contact her to issue a Summons. Ms. Echard stated she understood. Ofc advised Ms. Echard she is now barred from Sack and Save and if she
returned she would be arrested for Criminal Trespass. Ms. Echard again stated she understood. Nothing further at this time.

Officer was dispatched to 350 W Water St in reference to a theft. Upon arrival Officer made contact with Julie Vanhoose. Julie said her boyfriend
Michael Retherford has stolen her Apple Macbook Pro, her Vizo Flat screen TV and the rear license plate to her 1966 Ford F-100. Julie said Michael
has been moving his stuff into her house as he is preparing to enter a rehab program on Tuesday 8/12/14. Julie said Michael does not live with her. Julie
said she had talked to him at 5:30 and was going to meet him at her house and when she arrived she found his 1998 red Ford Ranger that did not have any
license plates was missing. She then found her rear license plate was missing to the F-100 and the TV and computer was missing from inside the house
which he had a key to.
Officer found the front plate to the F-100 was FYV2264. When Officer ran the plate Officer found it came back to nothing. Officer checked Julie's
registration and the BMV registered the truck to license plates FGS4369 and then gave her the plates FYV2264. Officer advised Julie to straighten that
out with the BMV. Officer then had the license plate FYV2264 entered into NCIC as stolen and had a bolo message set to the Ross County Sheriff's
Department and the Ohio Highway Patrol. Officer also obtained a written statement from Julie. Officer has no evidence or witnesses to Michael stealing
the plates. If Michael is located with the plates then he will be charged with Receiving Stolen Property. Investigation continues.

While working outside duty for the Chillicothe Metropolitan Housing Authority Ofc. observed two subjects known to this Ofc. as April Kuykendall
and William Umprhies pull into the lot. Ofc. attempted contact with both however Mr. Umphries went into an unknown apartment in the 700 or 800
building. Ofc. was able to contact Ms. Kuykendall and Ofc. could smell a strong odor of marijuana coming from her vehicle. Ofc. conducted a search of
the vehicle and located no drugs. She stated her and Mr. Umphries had smoked marijuana earlier and the only reason she brought him to Sherman Park
was because he needed a ride. She did not know the nature of his visit.
Ofc. advised her she is now barred from all Chillicothe Metropolitan Housing and if she were to return she could be arrested for Criminal Trespass.
She stated she understood and departed the area without Mr. Umphries. Ofc. will attempt to locate him and advise him he is also barred from all
Metropolitan Housing properties.

Ofc responded to 294 Elm St, ref a male subject trying to assault a female. Ofc arrived and observed Eric Long was unconsciously lying on his bed. CFD
Medics arrived and administered a Naloxone treatment. Long was transported to ARMC for further treatment.
Ofc contacted the caller Robert Brown who stated Long was having an asthma attack prior to him calling. He stated nobody was assaulted. He stated he
did not see Long using any illegal drugs.
