SUBJECT: - IMPROVING THE SELECTION PROCESS FOR GENERAL RECRUITMENT
FOR THE POSTS IN BS-16 TO BS-21 CONDUCTED BY THE FPSC.
. With a view to bring qualitative improvement in general recruitment by selection for all
posts in BS-16 to BS-21 in various Ministries/ Divisions/ Departments and to reform the ex-cadre service
to a large extent, the Commission has been pleased to approve the following Policy:-
A.) Selection for BS-16 and BS-17 posts through General Recruitment.
. The selection process for the posts in BS-16 and BS-17 through General Recruitment
shall:-
i) Continue as at present i.e. in case number of applicants is less than ten (10) per
case, the Commission reserves the right to dispense with the Screening
(MCQ)Test and call the candidates for interview directly, after determination of
their eligibility in terms of advertised conditions and if number of applicants is
more than nine (09) per case, Screening Test comprising MCQs including its
composition will be held. However, the difficulty level (at least Graduate Level)
of the Screening Test will commensurate to the Basic Pay Scale of the posts;
ii) The qualifying candidates, if eligible otherwise, shall be called for interview in
the following ratio:-
a) 05 candidates per post; for all Provincial/ Regional quota posts (if
overall advertised posts per case are two or less) as well as all merit
quota posts;
b) 03 candidates per post; for all Provincial/ Regional quota posts (if
overall advertised posts per case are more than two).
iii) Final Merit List shall be based on marks of interview only in non-test cases and
on Aggregate of Marks obtained in the Screening Test and the interview in test
cases.
B.) Selection for BS-18 and BS-19 posts through General Recruitment.
. The selection process for the posts in BS-18 and BS-19 through General Recruitment
shall be as under:-
i) If number of applicants is more than nine (09) per case, Screening Test
comprising MCQs including its composition may remain as at present. However,
the difficulty level (at least Graduate Level) of the Screening Test shall
correspond to the Basic Pay Scale of the posts;

ii) If number of applicants is less than ten (10) per case, all candidates and where
Screening (MCQ) Test has been held, the candidates who qualify the Screening
Test, will have to appear in Written (Descriptive) Test comprising two papers of
100 marks each as follows:-
Paper one for all posts in BS-18 and BS-19.
I) English Essay 50 Marks
II) English (Composition, prcis, Grammar
and Translation) 50 Marks.
Paper Two (General Management Posts)
I) Public Administration & Office Management 50 Marks.
II) Human Resource, Financial Management,
Quality Management and Information Technology 50 Marks.
OR
Paper Two (Professional or Technical Posts)
I) Public Administration, Human Resource and
Financial Management relating to his field 20 Marks.
II) Specialized Paper relating to the Qualification
subjects and profession of the post 80 Marks.
For recruitment to posts in BS-18 and BS-19 not involving administrative
experience such as Assistant or Associate Professors, Doctors Specialists such as
Oncology, Nephrology, Medicines, Neuro, Teaching etc. Paper two may be of 100
marks relating to the qualification and the field for which hiring is being done.
iii) The qualifying threshold for the Written (Descriptive) Examination shall be 40
percent and all successful candidates in Written (Descriptive) Examination, if
eligible otherwise, shall be called for interview;
iv) Final Merit List shall be based on Aggregate of Marks obtained in the Written
(Descriptive) Examination and the interview.
C.) Qualifying threshold for Screening Test.
The qualifying threshold for the Screening Test (where applicable) to be eligible for
written test in case of recruitment in BS-18 and BS-19 and for interview in case of
recruitment in BS-16 and BS-17 shall be 25 percent as decided by the Commission in its

D.) Compilation of Screening Test Result.
The Secrecy Wing shall be responsible to compile the result of MCQs in case of BS-18
and BS-19 within one week as these are compiled on Optical Mark Reader Scanners and
in case of BS-16 and BS-17, within three weeks of the date of holding the Screening Test.
In case, it requires more OMRs, these may be procured to accelerate the process.

E.) Selection for BS-20 and BS-21 posts (All) through General Recruitment.
The selection process for the posts in BS-20 and BS-21 through General Recruitment
shall be based on:-
(i) Written Test comprising one paper of 100 marks viz; English Essay or Case
Study relating to the field of post for all applicants;
(ii) The qualifying threshold for the written examination shall be 50 percent; and
(iii) Only the candidates qualifying the written test, if otherwise eligible, shall be
called for interview to determine their skills and professional ability in the
relevant post.
(iv) Final Merit List shall be based on Aggregate of marks obtained in the Written
Test and the interview.
F.) Qualifying threshold in interview:
The qualifying threshold in interview for recruitment to posts in all Pay Scales shall
remain the same as at present.
2. The above Policy supersedes all previous decisions on the subject and will be applicable
to all cases which are at pre-selection stage or where test is yet to be held.

Syllabi for the Screening Test and Written Test for Posts in BS-16 to BS-21
Screening Test
The syllabi for the Screening Test for posts in BS-16 to BS-19 in different
categories shall be the same as at present (For details, see Table 1 at page-14).
Written Test for Posts in BS-18 and BS-19
Paper One
(i) English Essay-50 Marks: Candidates will be required to write one Essay in English
from six topics comprising 1500 words. Candidates are expected to reflect
comprehensive and research based knowledge on a selected topic. Candidates
articulation, expression and technical treatment of the style of English Essay writing will
be examined.
(ii) English (Composition and Prcis)-50 Marks:
The examination will test the candidates abilities to handle Prcis Writing, Reading
Comprehension, Sentence Structuring, Translation, Grammar and Vocabulary, etc.
Prcis Writing (10 marks): A selected passage with an orientation of generic
understanding and enough flexibility for compression shall be given for prcising and
suggesting an appropriate title.
Reading Comprehension (10 marks)
A selected passage that is rich in substance but not very technical or discipline-specific
shall be given, followed by five questions, each carrying 2 marks.
Grammar and Vocabulary (10 marks): Correct usage of Tense, Articles, Prepositions,
Conjunctions, Punctuation, Phrasal Verbs, Synonyms and Antonyms etc.
Sentence Correction (5 marks): The sentences shall be given each having a clear
structural flaw in terms of grammar or punctuation. The candidates shall be asked to
rewrite them with really needed correction only, without making unnecessary alterations.
No two or more sentence should have exactly the same problem, and 2-3 sentences shall
be based on correction of punctuation marks.
Grouping of Words (5 marks): A random list of ten words of moderate standard
(neither very easy nor utterly unfamiliar) shall be given, to be grouped by the candidates in
pairs of those having similar or opposite meaning, as may be clearly directed in the
question.

Pairs of Words (5 marks): Five pairs shall be given of seemingly similar words with
different meanings, generally confused in communication, for bringing out the difference
in meaning of any five of them by first explaining them in parenthesis and then using them
in sentences.
Translation (5 marks)
Ten short Urdu sentences involving structural composition, significant terms and
figurative/idiomatic expressions shall be given, to be accurately translated into English.

Paper Two for Professional or Technical posts shall comprise of:
(a) Public Administration, Human Resource and Financial Management (20 Marks)
Only if the post involve Administrative or Management function
(b) Specialized Paper relating to Qualification and Profession of the Post (80 Marks)
Paper shall be relating to qualification required for the post, i.e. MBBS (Oncology,
Urology, etc.), Engineering (Mechanical, Electrical, Civil), Assistant or Associate
Professor say Political Science (Political Thoughts and Political Science), etc. However,
if the post involved administrative experience, then the candidate shall be test in Public
Administration, Human Resource and Financial Management relating to his field as
prescribed hereinafter. Likewise, where the recruitment is being undertaken for subject
specialized field, we may adopt the prescribed syllabus of the Competitive Examination.
Written Test for Posts in BS-20 and BS-21
There will be only one paper of 100 marks:
English Essay: Candidates will be required to write one Essay in English from three
topics comprising 2000 words. Candidates are expected to reflect comprehensive and
research based knowledge on a selected topic. Candidates articulation, expression and
technical treatment of the style of English Essay writing will be examined.
OR
Case Study: Candidates will be given real situation case studies and will be expected
to present the (i) identification of issues (ii) evaluation of issues (iii) legal or case related
theories (iv) evaluation of case facts if required and (v) possible solutions of the case or
writing judicial order if the case so requires.
