Ofc was dispatched to BP on N High St ref a disturbance. Upon arrival Ofc contacted Adam Sharp who told Ofc a man later identified as Drew
Burton attempted to start a fight with him. Ofc then contacted Drew who had red bloodshot eyes, slurred speech, was unsteady on his feet, and had a
strong odor of alcoholic beverage on his breath. Ofc asked Drew how much he had had to drink tonight and Drew told Ofc four beers. Ofc then checked
Steven Echard Jr. who was with Drew. Ofc found that Steven had an active warrant 11CRI00297 out of Fayette Co CPC for probation violation. Ofc
arrested Steven for the warrant which left no one to care for Drew, so for his safety and the safety of others Ofc placed Drew under arrest for disorderly
intox. Ofc transported both Steven and Drew to the Ross Co Jail where Steven was served his copy of the warrant and Drew was issued Cit# 5181
charging disorderly intox with a court date of 8-15-14 at 9am. Drew was left in the custody of the Jail staff until sober and Steven was left in the custody
of the jail staff until Fayette Co S.O could transport.

Ofc was dispatched to 93 N. Rose St in ref to a Theft. Upon arrival, Ofc made contact with Thomas Whited. Whited advised he placed three piece of
mail in the mail box. He further advised he was told a white male with black hair, wearing a white t-shirt had been in the mail . Whited stated when he
checked the box his letter to the Ohio Attorney Generals Office, "The Ohio Victim's of Crime Compensation Program" was missing but the other two
pieces of mail to the Bradford Exchange were still in the mail box. Whited further advised his 30 days were about to be up to file for the victim
compensation money, which is $2500.00. Whited stated he doesn't understand why the suspect took only one letter. There are no suspects. There was
no evidence left behind. Ofc checked the area but did not locate anybody matching that description.

Ofc was dispatched to 25 N. Pohlman Rd in ref to a Theft. Upon arrival, Ofc made contact with Anthony Stansberry. Stansberry stated somebody
stole an unknown amount of loose change from his blue 1999 Hyundia (OH-FEY7947). The Hyundia was parked facing E/B, unoccupied in front of his
apartment. The vehicle was not locked. The vehicle is insured by Safe Auto.
Ofc was approached by Peggy Osborne who lives at 17 N. Pohlman Rd. Osborne stated somebody had been inside her green 2006 Hyundia
(OH-FSX5480), which was parked in front of her apartment facing E/B, unoccupied and unlocked. Osborne advised nothing was missing from her
vehicle, although the gas tank lid was bent. The vehicle is insured by State Farm.
Ofc will check with SOPTI, to see if their surveillance camera's pick up this area of the street. Nothing further at this time.

Ofc dispatched to the area of 85 River Trace Ln, Walmart, reference marijuana plants growing in Goldie Gunlock Park across from Walmart. Upon
arriving, Ofc contacted Pearl Brown who advised he walks the park often and stumbled across several plants growing he believed to be marijuana. Brown
noticed several City of Chillicothe Service Department workers nearby and contacted them, who then contacted this agency when they observed the
plants. Ofc was escorted approx 100 yards south of Walmart through brush and open fields where Ofc located 34 marijuana plants growing in a section
of a trail that was approx 40 yards. The plants ranged from approx 1 foot tall to approx 5 foot tall. Pictures taken and they were seized as evidence.
Ofc placed the plants in evidence to be destroyed. There was no evidence of a suspect observed in the area. No suspects or witnesses. No other
evidence seen or obtained. Nothing further at this time.

Ofc responded to 805 Adams Ave, ref a possible overdose. Ofc arrived and contacted Jeramy Seward who stated his wife Angela Seward arrived to the

administered a dose of Noxolone. Angela woke up and was transported to ARMC for further treatment.
Jeramy was arrested and transported to the RCJ for Chillicothe Municipal Court CAPIAS warrant #CRB1400896 for a probation violation. He was
provided his copy of the warrant and will be held in lieu of bond until his court date of 8/11/14 at 9am.

Ofc responded to Walmart in reference to a theft. Ofc was advised that white male and white female had just stolen items from Walmart and left in a
black car with damage on the driver's side, OH Reg GAC5517. Ofc saw the vehicle traveling N/B on N Bridge St. Ofc initiated a traffic stop.
Ofc contacted the male driver and identified him as Tracy Boldman. Ofc could see a pile of brand new clothing sititng on the back seat of the car, in
plain view. Ofc asked Boldman to exit the vehicle. Ofc advised Boldman of his Miranda Rights, which he stated he understood and waived. Boldman
intially denied being at Walmart and stealing anything. Boldman finally admitted to being at Walmart and stealing the clothing items. Boldman stated
that both he and his wife, the passenger Melissa Radcliff, had a serious heroin problem and that contributed to the theft.
Ofc then contacted Radcliff. Radcliff denied any involvement in the theft. OFc confirmed with Don Barton by phone that Radcliff had also selected
items and conceal them in her purse.
Boldman and Radcliff were both placed under arrest for petty theft. A search incident to arrest of Radcliff's purse revealed a hypodermic needle that
had been used. Radcliff denied any knowledge of the needle and stated she did not use heroin.
Boldman stated his wife has a serious heroin problem and used the needle to inject heroin. Ofc transported Radcliff and Boldman to the RCJ where
they were booked.
Ofc then returned the stolen property to Walmart. While reviewing security footage, Ofc noticed Radcliff entered the store wearing black and white
shoes but left wearing bright pink shoes. Ofc returned tot he RCJ and and seized the shoes. Ofc questioned Radcliff about the shoes. Radcliff finally
admitted to being at Walmart and stealing the shoes. Radcliff also finally stated that she does in fact have a serious heroin problem and the needle was
hers.
Ofc barred both Boldman and Radcliff from Walmart. All stolen property was returned to Barton. Ofc will be obtaining video and statements from
Barton at a later time.

Thayne Bobo is her 7yo son. She stated she spanked him as a disciplinary action. She stated she did not abuse him. She stated she just received
custody of Thayne because his father abused him, and she would not do that.
Ofc contacted the driver Nelson Seymour who stated Sheridan Seymour is his 11yo daughter. He confirmed that Sharon did not abuse Thayne out of
anger. He stated she spanked him and did not think it was abusive.
Ofc contacted Thayne, who advised his mother did not hurt him but gave him a spanking because he was being bad. Ofc asked him where his mother
spanked him and he pointed to his arm. Ofc did not observe any physical signs of violence on Thayne's arms. To the ofc, the children did not appear to

Ofc. was dispatched to Menard's in reference to a shop lifter in custody. Upon arrival Ofc. contacted loss prevention employee April Shoemaker.
Ms. Shoemaker stated a female, later identified as Shyla Tatman, came into the store with a male and female. She stated Ms. Tatman walked to the pet
area and selected six boxes of Frontline Plus flea control for dogs. Ms. Tatman then walked back to the flooring area where she concealed all six packages
in her black cloth purse. Ms. Tatman walked to the front of the store where she passed all points of sale making no attempt to pay for the concealed
merchandise. She then exited the front doors where she was approached by Ms. Shoemaker.
Ofc. contacted Ms. Tatman and advised her of her Miranda Rights to which she stated she understood and waived at this time. Ofc. asked her what
took place and she gave the same account of the incident as Ms. Shoemaker. She stated her house is infested with fleas and she did not have the money to
purchase Frontline so she stole them. Ofc. placed her under arrest for Theft at this time.
Ms. Shoemaker stated she wanted Ms.Tatman and the other subjects who were with her barred from Menard's properties. Ofc. contacted Daniel

Ofc. photographed the merchandise, obtained a store receipt, and a written statement from Ms. Shoemaker. All property was left with Ms.
Shoemaker for safekeeping and she stated she would provide Ofc. with video surveillance of the incident as soon as it comes available to her. Ms. Tatman
was transported to the Ross County Jail where she will be held in lieu of bond pending her appearance in court on 8-11-2014 at 9am.

Ofc. was contacted by the Cozy Inn bartender, Mia Hoffmeyer, who wanted someone inside the bar barred. Ofc. followed her into the bar when she
pointed out a subject identified as William Foster. Ofc. contacted Mr. Foster and advised him he is barred from the Cozy Inn and if he were to return he
could be arrested for Criminal Trespass. He stated he understood and departed the area without incident.
As Ofc. was exiting the bar, Ofc. observed a subject identified as Michael Owes stumbling around in the middle of the street by himself. Ofc.
contacted him and smelled a strong odor of an alcoholic beverage on or about his person. He also had blood shot glassy eyes and very slurred speech.
Ofc. could tell that he was clearly impaired and presented a risk of harm to himself by stumbling around in the street. Mr. Owes stated to Ofc. that he
was "fucked up". Mr. Owes did not have anyone to care for him at which time Ofc. placed him under arrest for his safety charging Disorderly
Intoxication.
He was transported to the Ross County Jail where he will be held until sober. Ofc. issued him MM citation # 6117 and advised him of his court date
on 8-15-14 at 9am. His copy of the citation was left with jail staff as he was unable to sign in his intoxicated state.

Ofc was dispatched to the LEC in ref to a Theft that occurred at 66 N. Sugar St. Upon arrival, Ofc made contact with Frederick White. White stated he
notice two ATM withdrawals from his Direct Express debit card account that he did not make on 8/4/2014. The first withdrawal was for $303.00 plus a
ninety cent fee at 1:40 am and the second was for $102.50 plus a ninety cent fee at 5:47 am. He advised he checked his wallet and his card was not
missing. White provided Ofc with a monthly bank statement print out . Ofc noted the ATM's listed are through "Cardtronics LPC". Ofc checked and
found that Cardtronics have over 57,000 ATMs leased out. Ofc contacted White and requested he contact the card service and inquire about the location
of the ATM used for the withdrawals. White advised that they could not provide the address of the ATM used to make the withdrawals. White stated

Ofc was dispatched to Menard's, 1570 N Bridge St, ref a shoplifter causing a problem. Ofc arrived and contacted LPO April Shoemaker who advised
she observed the suspect, later identified as Charles Camelin, select a pack of Mentos gum (worth $1.28) from the display by the registers at the front of
the store, and conceal it in his pants pocket. He then passed all points of sale with the still concealed and unpaid for merchandise in his pocket, without
attempting to pay for it, and exited the store where he was stopped by April. April identified her self as LPO for Menard's and asked him to empty his
pockets and come back to the office. He began to argue with her and became uncooperative and eventually went with her back to the office and the
merchandise was retrieved and the police notified. April provided Ofc a copy of the receipt and said she would provide the video and statement as soon
as they are available. She asked Ofc to barr Charles from all Menard's property.
Ofc contacted Charles and he was advised of his Miranda Warning and understood and waived. He said he "was having a bad day" and did not mean to
steal the gum. Ofc advised Charles that the way he was observed selecting the gum and concealing appeared as though he meant to steal it. Ofc advised
Charles he was now barred from all Menard's property and would be charged with trespass if he returned and he understood. Ofc placed Charles under
arrest for Petty Theft and transported him to the RCJ where he will be held in lieu of bond until he appears in the Chillicothe Municipal Court on
8-11-14 at 9am. Ofc photographed the pack of gum and left it with April in the LP office.

with no brakes and bent rim, was on her back porch at 346 Yoctangee as of midnight last night. She said her step-son, Lawrence Thomas, came over
around 9:30 am to get the bike and it was gone. The bike is estimated at a value of about $30. There are no suspects or leads to this incident. Nothing
further.

Ofc dispatched to 1570 N Bridge St, Menard's, reference a theft complaint. Upon arriving, Ofc contacted April Shoemaker who advised she
witnessed Jeremy Gilbert and Charles Gillenwater conceal items on their person and walk past all points of sale to the outside where they were stopped.
On Jeremy's person were 2 drill bit sets valued at $9.97 and on Charles' person was a utility knife valued at $10.98. Pictures taken of the property and it
was returned to Menard's. Ofc was provided a receipt, which is attached to this report.
Ofc contacted Gilbert and Gillenwater who were Mirandized, stating they understood and wished to speak to Ofc without an attorney present.
Both admitted to being "stupid" and concealing the items and walking past all points of sale to the outside of the store. On Jeremy's person Ofc found
$50.90 in cash/change and on Charles' person, Ofc found $52.50 in cash/change. Both were advised they were barred from Menard's and if caught back,
they are subject to arrest for criminal trespass. Both advised they understood and would comply. Ofc then advised both they are under arrest for theft
and were placed in restraints. Ofc transported both to the RCJ where they were assigned a court date of 08-11-2014 at 9:00am in the Chillicothe
Municipal Court. Ofc left both in the custody of the RCJ awaiting bond or court appearance.

Ofc was dispatched to 467 E Water St ref a theft of medication. Ofc arrived and contacted the complainant Deborah Robinson-Ott. Deborah said she
just filled a prescription on 8-1-14 for her Xanax and she hides her pills in various places around her apartment because her daughter is a drug addict.
She said her daughter, Caila Ott-Miles, lives with her and just got out of prison for drugs and has stolen from her before. She said sometime between
yesterday afternoon and today, about 30 of her pills came up missing. There are no witnesses to the theft and nothing else was missing from the house.
She said she asked Caila about the pills and she denied taking them and said she is not abusing heroin or pills anymore and is "clean". Deborah wanted a
report filed to give to her doctor so she could replace the prescription. Ofc advised her that a report would be filed, but it was unlikely that any doctor
would refill the prescription due to the high amounts of prescription medication thefts. Ofc also advised her that she should think about evicting her
daughter from the apartment so that nothing else gets stolen. Nothing further.

Ofc was dispatched to 659 N High St reference to a Disorderly complaint that occurred in the area.
Ofc contacted Thomas W Blair and Lynden M Jones who stated they were walking in the alley to the West of 659 N High when a black male subject
later identified as Scott Howard began to yell at them. Mr Blair asked what his problem was and the subject exited his red Ford with Ohio registration,
FIK5440 and pushed Mr Blair down. Ofc noted his back was dirty. He advised he would not fight the subject and he left. Mr Blair stated he did not
know the guy and did not know why he had confronted him.
Ofc contacted Mr Howard the owner of the vehicle involved who stated he was driving when Mr Blair called him a "Nigger". He advised he began to
drive away when Mr Blair said something else and flipped him off. Mr Blair stated he had also spit on his car as he was driving past. Mr Howard
advised he stopped the car, got out and pushed Mr Blair. He advised he did not take it any further and left the area. Mr Howard stated he did not want
anything done.
Due to conflicting stories and no independent witnesses Ofc will not be filing any charges. Ofc has nothing further.

Officer was dispatched to 34 Club Drive in reference to a criminal mischief. Upon arrival Officer contact Matt Cosenza and his son Joseph. They had
returned home from the County Fair to find their house that is under construction had nine custom Marvin windows valued around $4000 each, was
either destroyed or damaged along with a front window to a 84 Chevy truck (cab only), the rear license plate (OH - FVB7160) ripped from a 87 Chevy
Custom Deluxe truck, and the driver side rear window busted out of a 2005 Chevy Suburban, Ohio license number FLY2000 along with multiple dents
hit into the driver side door.
The 87 Chevy Custom and the 2005 Chevy Suburban had both been looked through and the only item that was reported missing was a Mag Light
flashlight.
Officer dusted for finger prints on several items which included a battery found near one of the busted windows, the passenger side door handle to the 87
Chevy truck, a flashlight that had been moved from inside the house and a car window punch that had been throw out of the Chevy Suburban. Officer
found no prints.
Officer photographed all the damaged property.
Officer was requested to contact Joseph about an hour and a half later around 5:30pm in reference to kids seen on the property. Officer contacted Joseph
who stated a neighbor who lives at 16 Club Drive had seen two kids riding bikes on his property.
Officer contacted Jason Fischer who lives at 16 Club Drive. He stated he drove down the block and saw two young kids on the Cosenza property. He
advised they were contacted and he followed them home to 58 Limestone. Fischer advised they told him they were riding bikes on the property and was
looking at the pool and did not damage any of the property.
Officer contacted Charles Parkham who is the father to Gabriel and Gabriel's friend Hunter Thomas. Charles was advised of the complaint and incident
and then Officer spoke to Gabriel and Hunter. Hunter began to cry and said he and Gabriel was on the property. Hunter and Gabriel admitted to being on
the property but stated they did not damage anything and it was like that when they were there.
Officer then contacted Hunter's mother Ranatha Thomas and made her aware of the incident. Ranatha later called Officer back and stated she questioned
Hunter about this and he said the same, about looking at the pool and not damaging anything.
Ranatha and Charles was advised to speak to their children about being on another persons property without permission and they said they would.
Matt Cosena was notified of my finds about Hunter and Gabriel on his property. Officer has no further information on who damaged his property.

Officer was dispatched to the Law Enforcement Complex to speak with Judy Carroll about her great grand children. Upon arrival she wanted Officer to
arrest sisters Samantha (16) and Rebecca (15) because they stole from her. As Officer spoke to them Officer found out they did steal from Judy however
it happened several months ago and according to Judy and the two girls an arrangement was made for them to pay her back.
Samantha and Rebecca then stated their grandmother just got them back after about a month because she had assaulted Rebecca and that Rebecca was in
the care of Robin Dunlap and Samantha had stayed with her boyfriend on Spargursville Road. They advised Rebecca was given back to the care of her
yesterday and that Samantha was picked up today on Spargursville Road. They advised prior to leaving Judy started arguing with them and they sat in
the drive way for what seem liked 20 minutes. They then drove to Chillicothe and argued on and off. They advised the last argument was over the stolen
items and Judy told them they would talk about it when they got home but instead drove to the Law Enforcement Complex.
While Officer was talking to them all three women argued Robin Dunlap then showed up. She told Officer while she had Rebecca she had no issues from
her and told Officer Rebecca and Samantha's life has been difficult and that Judy has not helped it. She also said their should still be an open case with
Children Service being handled by Destiny Allen.
Officer asked Judy if the girls could go with Robin who was willing to take them however she said, "no". Officer then called Children Service and spoke
with Donna Bourne (On Call). She was made aware of the incident and advised of the possible open case. She spoke with Robin and advised Officer to
have Robin take both children for the weekend for their safety and she would forward the information to Ms. Allen.
Judy was made aware of this. All parties left with out further incident.

Officer was dispatched to 606 Cherokee in reference to an unruly juvenile. Upon arrival Officer spoke with Tamara Washington who stated her 17 year
old son Nicholas Mickey and her has been at her mothers house for several days. She advised today then drove home to Bexley and then came back so
she could attend her High School Reunion. Ms. Washington advised they returned around 3:45pm and she left for the nail salon. She advised Nicholas has
asked on the way back to go to a friends but she did not give him an answer. She stated he had left a message that he was going to a friends while she was
getting her nails done and when she was finished around 5pm she called him to find out his location. She said he was told to return to his grandmothers in
15 minutes but he told her, "no". She advised he was told again and again he said, "no". She advised she then called the Police.
Ms. Washington continued to tell Officer that he has pending unruly charges in Bexley and she was told to report any unruly actions.
Officer called and spoke with Nicholas who claimed to be in the area of Water and Church. He stated he asked his mother but she never answered him
and that he left a message on her phone and told him grandmother that may not of heard him because a sleep. He was told that he was told to come home
and he refused. Officer then told him to return home as soon as possible which he must have because Ms. Washington was asked to call if he did not and
Officer had not heard from her. Ms. Washington was also provided the report number if she were to need it.

Ofc responded to 162 S Mulberry St in reference to a disturbance complaint.
Upon arrival Ofc contacted Kathy McGill and her husband, Arthur McGill. Kathy stated she and her husband have permitted George Christman to live
with them at their residence since May 7th when he was released from jail. Kathy stated George and his girlfriend, Kyla (unknown spelling, unknown
last name) have since permitted several subjects to "hang out" out their residnece at all hours of the day and night which has frustrated Kathy and Arthur.
Kathy stated she contfronted Kiya and her friends on this date and ordered all of them out of her residence before she "started whipping some ass."
Kathy stated before the subjects left the residence, George returned to the residence and got into a verbal altercation with Kathy over the incident. Kathy
and Arthur stated during the verbal altercation, George became angry and started striking Kathy in the face with a closed fist approx 5-7 times. Arthur
stated he attempted to pull George from Kathy and while doing so, George started striking Arthur in the face with a closed fist. Kathy and Arthur stated
George, Kyla, and the other unknown subjects then departed the residence on bicycles and in a gray Ford truck.
Kathy and Arthur stated no other subjects witnessed the incident other than Kyla and George's friends. Ofc observed/photographed redness on the right
side of Kathy's face as well as a bump on the right side of Kathy's forehead. Ofc observed/photographed redness, swelling, and a miner laceration to
Arthur's nose. CFD arrived on scene to treat Kathy for vertigo but she refused treatment.
Kathy and Arthur completed and returned a written statement documenting their allegation. Ofc attempted to contact George via his cell phone
(740-701-4257) but was unsuccessful. Ofc left a voicemail on the cell phone for George to contact this Ofc asap. Ofc informed Kathy and Arthur to
contact this department if George returned.
Investigation continues pending contact with George.

Ofc was dispatched to 1057 N Bridge St, in the parking lot, ref to a disorderly conduct incident that happened yesterday. Ofc arrived and contacted
the complainant, Melissa Austin. Melissa said her son, Matthew Mitchell and his wife Tonia Lewis separated about 3mo ago and he moved out of the
mobile home they lived in with their 3yr old daughter. Matthew moved back in with her at her home located at 151 S Mulberry St, along with Matthew
and Tonia's 3yr old daughter and Tonia stayed in the mobile home. Melissa said Tonia has not tried to see the child very often in the past 3 months, and
when she does, she is mean to the child and Matthew. Melissa said she was leaving the Chip's Drive-Thru at 33 N Bridge St yesterday around 12:30pm
and Tonia pulled up to her and got out and reached through the window of Melissa's car and tried to remove the child from the car because Melissa
would not allow her to see her own daughter. Melissa said there is no custody paperwork from the court and Tonia and Matthew are still legally married
and do not yet have a hearing date from the court for the divorce proceedings. Ofc advised Melissa that Matthew and Tonia need to get some kind of
custody order from the court until they have the divorce hearing, because they are obviously having problems with each other and custody disputes.
Melissa said she and Matthew were going to the court on Tuesday to file for custody as well as a protection order against Tonia because she says Tonia
neglects the child. Melissa asked Ofc to contact Tonia and warn her about her behavior around her and the child yesterday and to also bar her from her
house at 151 S Mulberry St.

Ofc was dispatched to the area of Safford Ave and Buckeye St in ref to a road rage in progress. Prior to arrival, Ofc was advised that the vehicle's
involved, a Toyota Camry (OH-FWH5100) and Honda Pilot were now approaching Western Ave. Ofc then heard over the radio that Sgt. Cunningham
was behind the Toyota on Western Ave and that the registered owner had an active warrant and that he was going to conduct a traffic stop. Ofc arrived
at the scene and contacted the driver, Elizabeth Milburn. Milburn advised that she was giving a friend a ride to the BP on N. High St, when a subject by
the name of Skyla began following them in a Honda Pilot. She further advised this stems from an incident that occurred in the county last night. Ofc
notes that Milburn had dropped off her friend prior to this traffic stop. Ofc then verified through LEADS/NCIC that Milburn had a active bench
warrant issued by the Ross County Juvenile Court Case No. 2014A0171 for FTA for Arraignment. Ofc also noted that Milburn had a Ohio Temporary
Permit that was issued on 7-17-2014, although she did not have it with her,nor did she have proof of insurance. Milburn was being placed under arrest
and transported to the Ross County Jail, where she was served with her copy of the warrant. Milburn will be held in-lieu of bond, awaiting a court date
of 8-11-2014. She was also issued traffic citation 21423, charging Driving With Temporary Permit and given a court date of 8-11-2014 in the Chillicothe
Municipal Court. The Toyota Camry was towed by Hill's.

Ofc was dispatched to 656 Orange St ref a theft. Ofc arrived and contacted the resident/ complainant, Colt Rooker. Mr Rooker stated sometime
between last Thursday (8-7-14) and today, his shed was broken into in his back yard off the alley. He said someone removed the latch handles and the
padlock from the plastic (Rubber-maid type) storage building and stole his tools. He is missing an electric Craftsman power washer, gas-powered
Craftsman weed eater, and electric Hitachi chop-saw (total value of about $750, insured with Liberty Mutual Insurance). There was no evidence left
behind and nothing else was taken from the shed. There are no leads or suspects in this theft. Mr Rooker wanted the theft reported in case the tools
were located somewhere. Ofc has nothing further to add.

Officer was dispatched to Payless Shoe Store on East Main Street in reference to a theft of shoes. Upon arrival Officer spoke with Amber Hughes,
employee who stated she saw three white females in the store. The first female, older wearing a tee shirt and jeans, medium build stole two pair of shoes.
She advised a younger female in her late 20's or 30's, was tall and skinny and stole three pair of shoes and a female in her late 20's or 30's with a heaver
build also stole three pair of shoes. All three women either concealed the stolen property in a purse of hand bag.
Amber could not advised who stole what pair of shoes but advised each all the empty boxes were found brand which. The brands are three pair of
Airwalk, three pair of Champion, and a pair of Rugget Outback and American Eagle. The total valued of stolen property is $156.92.
Amber stated the two younger females got into a green colored mini-van driven by a younger white male and drove off on Rose Street traveling north. She
also advised an older white male got out of the mini-van and walked north bound on Ross Street with the older female. Amber was unable to get make,
model or license plate number of the mini-van. Officer patrolled the area and could not find the green mini-van or any older couple walking in the area.

Ofc. was dispatched to 1025 Akron Street in reference to an unruly juvenile. Upon arrival, ofc. contacted Frank Parks. Mr. Parks stated he is Kainn
Gibson's (DOB 5-26-1998, age 16) grandfather and has custody of her. Frank Parks said he was with Kainn at the Ross County Fair, when Kainn left to
get a food. Kainn did not return and Mr. Parks later found out she was at 1026 Akron Street with her father, John Parks.
Ofc. contacted John Parks and Kainn at 1026 Akron Street. John Parks stated he has been in contact with Kainn's probation officer, Jessie Richmond,
and Ms. Richmond had stated Kainn could stay with John until Kainn's custody hearing on 8-11-2014. Kainn advised ofc. she did not want to go back
to Frank's house. John had Ms. Richmond on the phone and allowed ofc. to speak with her.
Ms. Richmond informed ofc. that she had given Kainn permission to stay with John pending her court appearance on 8-11-2014, during which Ms.
Richmond was going to ask for permanent custody of Kainn to be transferred to John. Ofc. asked Ms. Richmond to call Frank Parks and inform him of
this.
Frank was contacted by Ms. Richmond, after which he agreed to allow Kainn to stay with her father until her court appearance.

Officer was dispatched to 467 East Water Street in reference to a domestic dispute. Upon arrival Officer spoke with Deborah Robinson, her son John
Robinson and her daughter Caila Ott.
Deborah stated she and Caila began to yell at one another however they could not remember what it was about. Both stated no one punches were thrown
and Officer saw no sign of injuries.
Officer then spoke to John who said he does not know what the argument was about but he heard Caila calling their mother names and cursing her. He
then started to argue with Caila because she would not stop yelling at their mother. He then called the Police and Deborah and him came outside to wait.
Caila told Officer she was going to leave and that she only stay there from time to time.

Officer responded to 816 Adams Ave reference a juvenile investigation. Officer contacted Tahitian Walker who advised her 10 year old son Isaiah
Walker-Conley had been jumped by some older boys on Jefferson Ave and one of the boys pulled out a knife and was going to stab her son. Ms. Walker
didn't witness the altercation but was advised this by Isaiah.
Officer spoke to Isaiah who advised he and some friends had chased two other boys on Jefferson and one of the boys he was with had a baseball bat
later on Isaiah was riding his bike around Jefferson and Jackson when he was approached by the two boys from earlier one 10 years old and one 6 years
old named Tyler Ward. Isaiah and the 10 year old began to fight each other when Tyler hit Isaiah with a rock in the back of the head causing only a slight
knot. At one point Tyler pulled out a butter knife however Isaiah took it from the Tyler and threw it. Tyler gathered the knife and all parties separated.
Officer went to 842 Jefferson Ave and located Tyler Ward age 6 however his parents were not there along with the other 10 year old boy. Tylers
grandmother didn't wish to get involved advising she would have the boys parents contact officer.
Officer contacted Ms. Walker to inform her of her sons conduct along with his friends were not permissible and if the other half requested charges Isaiah
could get into trouble. Ms. Walker advised it sounded as if her son and his friends were just as guilty as the other boys and didn't wish to press the issue
advising she wouldn't let her kids play with the others anymore. Officer has nothing further.

Officer received a report and video from APA Don Barton of Walmart. Mr. Barton was advised a lady had pushed a Arctic King Air conditioner out the
GM doors. Mr. Barton advised after review of the cameras he observed a unknown male and a female identified as Pamela Hurst enter the store at 11:39
am July 28th. the unknown male selected the air conditioner and placed it in a shopping cart and exited the store. Pamela then took the cart while the
male subject pulled up to the doors and popped the trunk of their car. Mr. Barton advised Pamela walks past all points of sales and is stopped by door
greeter Sadie Cooper who request to see Pamela's sales receipt. Pamela walks around Sadie and leaves in a car with the unknown male. Mr.Barton advised
at 11:15 am July 28th. Pamela was arrested in Circleville Ohio Walmart for theft. that's how he knew her identity.
Officer reviewed the video and observed an unidentifiable male with Pamela then leave the store where he went and pulled up in a dark car and opened
the trunk. Pamela was observed trying to exit the store where she was stopped by Ms. Cooper before she made it out side past the exit doors. Pamela is
seen leaving the cart with Ms. Cooper and leaves in the car with the unknown male. in the area where Pamela is items can be obtained and purchased past
all points of sales and this being the case can not show probable cause a theft had occurred. The item never left from inside the store. Also Mr. Barton's
times are questionable. Nothing further.

Officer received a reported theft from Tyler Russell APA Walmart 85 River trace Lane Chillicothe Ohio. Tyler advised on 07/23/2014 at 12:59 pm a
female identified as Raechele Turner returned five containers of foundation make up worth $12.97 each and was given a gift card in exchange for the five
items totaling $69.55. Tyler advises Ms. Turner enters the store empty handed and goes to cosmetics where she selects all five items and then goes to the
service desk to obtain her refund. Officer received a burred picture of the person in the video as well as a blurred picture of the items in question. Tyler
states " due to the fact that she already had two previous returns with one back in June and one at Circleville's Wal-Mart also on the 3rd of this month."?
Officer reviews the video from Walmart and notices Ms. Turner is seen purchasing numerous unidentifiable items and then leaves. Ms. Turner is
observed re entering the store however she has something in her hands and speaks to an employee who points her towards the west. Ms. Turner is seen
going to the make up however officer cant tell if she is exchanging the items already in her hand with items from the shelf. Ms. Turner then goes to the
service desk and lays the items in her hand on the counter and exchange is made. Given Tyler's statement and the fact Ms. Turner has something in her
hands as she enters Wal- Mart Officer finds no probable cause to file charges in this case. Nothing further.
