artina Johnson, a frontline commander, notoriously
regarded as a ferce female fghter who did a lot of
dirty work in terms of secret killings in Charles
Taylors National Patriotic Front of Liberia, has been
arrested and indicted in Belgium.
Johnson was arrested in Belgium this week and is scheduled to
appear Friday before a judge who will decide whether to hold her
in continuous detention or set her free, the Associated Press reported
Thursday.
Johnson is said to have been one of Taylors Special Forces member
who oversaw the artillery unit. She was reportedly taken on board the
NPFL by an in-law in 1990. They were all fghting against Doe, a
former close Taylor aide told FrontPageAfrica Thursday.
Taylors NPFL launched its assault on Liberia in December 1989.
Tens of thousands of people were killed before the civil war ended
in 1996, the year before Taylor became president. A second, four-
year civil war ended when Taylor stepped down and fed to Nigeria in
2003. The two wars are often said to have killed more than 250,000
people, though some scholars believe that fgure is infated.
Two-Year Trail Ends With Arrest
Prior to the civil war, Johnson attended James E. Green, Newport
Junior High and Suehn Industrial Mission in Bomi County and
lists AME Zion Community College as a higher education on her
Facebook page.
FrontPageAfrica has learned that investigators have been on Johnsons
trail for more than two years now. Several Witnesses in Liberia
whose statement had been taken, a source closed to the investigation
told FrontPageAfrica Thursday.
She had reportedly applied for asylum to live in Belgium where she
currently resides in the city of Gent, but was instead given a temporary
paper to stay but not a full asylum.
While she reportedly did not lie about her ethnicity, listing Mandingo
on her application papers, FrontPageAfrica has learned that Johnson
reportedly told authorities that she joined the NPFL after the Operation
Octopus.
Possible Link to American Nuns Killing
Operation Octopus began on Oct. 15, 1992, when Taylor's forces
attacked positions of a West African peacekeeping force, ECOMOG.
The assault was led by intoxicated boys and teenagers who were
unpaid but were given permission to loot Monrovia, according to
Human Rights Watch.
The source noted that Johnson had attempted to travel to the U.S.
sometime in 2011 from Brussels but was denied entry and sent back
to Belgium.
The source also suggested that Johnson may be one of a close knit
of former Taylor fghters linked to the 1992 killing of six American
nuns in Gardnersville during the Operation Octopus. Taylor, denied
during his war crimes trial that his forces were responsible for the
killing. The Catholic church has reportedly been stone-walling the
investigation forcing the U.S. Federal Bureau of Investigation(FBI)
to back scale down its probe, a source with knowledge of the situation
told FPA Thursday.
Senior Prosecuting Attorney Brenda Hollis made reference to
the ECOWAS Heads of State communiqu in which the leaders
condemned the NPFL attack on ECOMOG forces in Monrovia. In
the communiqu, the leader singled out the NPFL as the group that
killed the six American nuns. But Mr. Taylor said the NPFL could not
take responsibility for the death of the nuns. The Government of the
United States raised that issue, we had it investigated and it remained
an issue today that was determined that actually it could not be said
with any certainty that the NPFL killed those nun. They died in a
crossfre and thats the information that was circulated between the
Government of the United States and I will like to see anything to the
contrary, Taylor told the court
Johnsons arrest coupled with the recent arrest of several former fgures
of the civil is said to be associated with the Liberian governments
inability to execute the fndings of the Truth and Reconciliation
Commission(TRC). As a result, sources say, former fgures accused
of war crimes are being pursued in countries where there are laws on
the book to prosecute for such crimes.
Taylor was never tried for crimes committed in Liberia. He is serving
a 50-year sentence in Britain, convicted by an international court of
war crimes and crimes against humanity related to his involvement in
neighboring Sierra Leone's civil war. His son, Chuckie Taylor, was
the only Liberian besides Johnson to be charged with international
crimes for Liberia's wars. A U.S. court in 2008 found Chuckie Taylor
guilty of torture committed while he headed his father's Anti-Terrorist
Unit from 1997 to 2003.
Two other prominent fgures of the war, George Boley, who led
the Liberia Peace Council(LPC) and Thomas Woeiwiyou, who was
Taylors Defense Minister during the early stages of the war have also
fallen prey to war-crimes charges. Boley was tried and subsequently
deported to Liberia while Woewiyu was recently arrested upon arrival
in the U.S.
Woewiyu caution ringing true
U.S. prosecutors charge that in applying for U.S. citizenship in
2006, Woewiyu did not disclose his participation in the NPFL. In
his application, Woewiyu was required to sign a sworn statement.
By signing, prosecutors contend, Woewiyu attested to never having
advocated for the overthrow of any government by force or violence
and that he had never persecuted any person because of race, religion,
national origin, membership in a particular social group, or political
opinion, according to the indictment.
Following the election in Liberia of President Charles Taylor, Woewiyu
served as the nation's Minister of Labor from 1997 to 1999. Woewiyu,
according to the indictment in possession of FrontPageAfrica, is
accused of sharing responsibility for "a particularly heinous and
brutal military campaign" against his Liberian countrymen and has
been charged with lying to American offcials in a bid to gain U.S.
citizenship.
In an Op-Ed letter to FrontPageAfrica recently, Woewiyu cautioned
that his indictment for war crime and crime against humanity relating
to occurrences in the Republic of Liberia, a sovereign nation on a
sovereign continent as indicated by the Judge, should be a "wake-
up" call for Liberia and the African continent. The indictment by the
United States Government for war crime and crime against humanity
in Liberia is not intended to bring justice, peace and closure to the
Liberian People. Instead, it is intended to put us back into a quandary.
In the opening remarks of the indictment, it says, the Krahn and the
Mandingo tribes were key component part and benefciary of the
Doe regime of terror. At the same time the indictment accuses the
NPFL supposedly under my leadership of crimes against the Krahn
and Mandingo tribes. That is, "LIGHTING THE FUSE ON BOTH
ENDS", he said.
This was evident recently when members of the three branches of the
Liberian government Associate Justice Kabineh Janeh, Transport
Minister Lenn Eugene Nagbe and Senator Geraldine Doe-Sheriff had
the visas canceled either en route or upon arrival in the U.S.
Johnson was head of security and in the words of a former associate,
pretty much ran airport. She did the dirty work in terms of secret
killings for Taylor during the war where she was notoriously known
for castrating men. When Taylor became president, she ran the airport
his way, the source added.
The Independent Legal Representation of Victims of War Crimes
Against posted on its website Thursdya that Johnson was arrested and
indicted by a Belgian Judge for her direct implication in alleged war
crimes and crimes against humanity including mutilation and mass
killing committed in Liberia during the civil war in 1992.
This landmark case marks the very frst time an alleged Liberian
perpetrator has been criminally charged for crimes under international
law committed in Liberia during the frst civil war. The investigation
and arrest was possible under Belgian law as Martina Johnson lives in
Belgium, the group noted.
Liberians Implicate Johnson
Civitas Maxima, according to the group, has been working since
2012 with the Global Justice and Research Project (GJRP) based
in Monrovia to document crimes committed during the war and
fnd avenues for criminal accountability. On the basis of that
documentation, Luc Walleyn, lawyer in Belgium, wrote and fled a
criminal complaint against Martina Johnson on behalf of 3 Liberian
victims in 2012.
These Liberian victims implicate Martina Johnson as having
participated directly in mutilation and mass killing in late 1992
during the Operation Octopus, an infamous military offensive by
the NPFL of Charles Taylor on the capital Monrovia that left scores
of civilians dead. Many civilians were targeted because of their
affliation to certain ethnic groups including the Mandingos and the
Krahns perceived as antithetical to the NPFLs interests.
Justice advocates say Johnson's indictment is an important step
toward establishing some accountability for Liberia's wars. "Impunity
has been almost absolute for the alleged perpetrators who committed
war crimes in Liberia during the war," said Alain Werner, director
of Civitas Maxima, a Geneva-based organization that provides legal
representation for victims of war crimes and crimes against humanity.
Maxima has worked since 2012 with the Global Justice and Research
Project in Liberia to document war crimes during Liberia's wars.
Signifcant Day
"The initiative came from Liberian victims who were seeking justice,
and without the determination of those Liberian victims this arrest
will never have taken place as nobody would have known about
these crimes," said Werner, who also worked on Charles Taylor's
prosecution.
Hassan Bility, the Liberian-based Director of the GJRP commented:
This is a signifcant day not only for the victims of the crimes
addressed by this arrest, but for the many victims of the war in
Liberia, generally."
Bility continued, "Despite the explicit recommendations of the
Liberian Truth and Reconciliation Commission (TRC) in 2009 in
favor of criminal accountability, next to nothing has been done. We
hope todays action will serve as a spring board for more criminal
prosecutions on behalf of victims who have waited far too long for
justice.

In 2009, the country's Truth and Reconciliation Commission
recommended prosecution of more than 100 people, including
Johnson. It is that TRC list that sources say is being used to mount
an aggressive campaign against former players of the civil war.
Justice advocates say the Liberian government has not done enough
to investigate and prosecute crimes committed over a decade of civil
war, which claimed well over 150 000 lives, most of them civilians.
There has been no observable progress on establishing a war crimes
tribunal in Liberia, the Independent Legal Representation of War

POST-WAR LIBERIA has been blessed with an overused and
loosely, but widely played word called Sacrifce.
SINCE THE USHERING in of President Ellen Johnson-Sirleafs
government, a lot of offcials have come in committed to service
in the name of sacrifce.
FROM THE DIASPORA, they returned to a nation on the
rebound and looking to restore its economic sanity after more
than a decade of war, chaos and confusion.
SOME WERE, based on their word and no pay slip, were
brought in on the basis that they were leaving their six-fgure
salaries in America or some other parts of the world to sacrifce
for Liberia, their homeland, the land of their birth.
TO THE DETRIMENT of Liberia, a lot of these offcials
claiming to have lived and worked in the western world tend to
forget the principles, ethics and practices of corporate working
environment built on transparency and accountability.
THESE OFFICIALS regularly seek to lay the blame of their
problems, whenever they encounter one on the media, the
messenger, either trying to get to the bottom of their misdeeds or
missteps, or simply trying to report a story.
RECENTLY THERE HAVE been a lot of chatter about what
happened to some US$5 million dollars the government of Liberia
set aside to help fght the deadly Ebola virus which as of Tuesday,
September 16, 2014, had some 4,985 infections, including 2,461
deaths. Half of the infections and deaths occurred in the past 21
days, according to the World Health Organization which has also
projected 20,000 infections in the coming weeks.
JUST LAST WEEK, Finance and Economic Planning Minister
Amara Konneh warned that anyone found guilty of stealing
monies set aside for the Ebola fght would be penalized and face
their day in court.
AT AT TIME when President Sirleaf is pleading with the rest
of the world to aid her governments efforts to fght the deadly
outbreak, Liberians are still hiding behind the clichs of the
Responsible Press syndrome to shift blame from the real issues
dogging the very existence of the problems at the core of Liberia
and the Sirleaf government today.
PRIOR TO the concerns raised over the Task Force in Liberia,
FrontPageAfrica reported that some employees had walked off
the job because they had not been paid what they were promised.
Those who were in charge of the Call Center abruptly packed
their belongings and left Liberia when the outbreak was at its
peak.
NO ONE, not even the chairman of the Task Force, has been
able to explain what happened to US$100,000 allotted for the call
center and to date, Liberians still do not know how US$5 million
dollars was spent.
TODAY, LIBERIANS ARE DYING in huge numbers, bodies are
piling up because the task force claim they do not have enough
body bags, small clinics are short on drugs and our government is
still holding its hands out for aid to fght this deadly virus.
THIS IS WHY we are disgusted in a response from four members
of the so-called Ebola call center - Wadei Powell, Barkue
Tubman, Stephanie Duncan, and Kimmie L. Weeks - Tuesday,
September 16, 2014, that we should validate our information
before going to press and to always ensure a balanced story by
allowing the other party the opportunity to comment before the
article is published.
WHAT THEY FAILED to note in their communication is that
Ms. Barkue Tubman was contacted prior to the publication of our
story but made no effort to address the concerns:

A
s the number of deaths from the Ebola virus
escalates, the response from the United States
gained momentum and muscle on Tuesday when
President Barack Obama announced that 3,000
U.S. troops will establish a command post in Monrovia to
train local medical personnel, coordinate supplies, and build
urgently needed treatment facilities.
Details about the plan came when President Obama met with
staff at the Centers for Disease Control and Prevention in
Atlanta, fresh from West Africa, for a briefng. Mr. Obama
called the Ebola outbreak ravaging West Africa a top national
security priority for the United States. He said the goals of
US efforts are to control the epidemic at its source, blunt
secondary economic, political, and social impacts on the
region, coordinate with the broader global community, and
strengthen the region's and the world's health security.

The Ebola outbreak in West Africa is spiraling out of control
and could see hundreds of thousands of people infected if the
world does not act, warned Mr. Obama.

"It's spreading faster and exponentially!"

News of the U.S. Ebola response surge could not have come
at a better time for the beleaguer Liberian president, Ellen
Johnson-Sirleaf, whose administration is facing widespread
criticisms from a restive population and skeptical international
donors for the incompetence her government has shown in
controlling the Ebola outbreak.

More than a week ago, President Johnson-Sirleaf penned
a passionate letter to her fellow Nobel Peace Prize laureate
begging him for his governments assistance to help stop the
wild-fre-like spread of the virus. Observers believe that the
letter, pleas from global health experts, and images of corpses
piling up on the streets of Monrovia prompted Mr. Obama to
do more.

But how did we get here?

The frst cases of Ebola in Liberia were reported in March,
eventually fnding its way to the densely populated capital
city with lightning speed. A comprehensive and coordinated
plan had yet to be developed. The debacle in West Point,
Johnsonville, and elsewhere underscored the government's
greatest failure: communication. Unless the Liberian
government can secure the consent, trust, and cooperation of
its people, it will not win the battle against Ebola

Compounding the problem is the absent of a national strategy
to interdict the deadly Ebola virus. If one has been developed,
it has not been shared with the public. Mistrust of the
government, denial and the recalcitrant disposition of many
Liberians have been a combustible mix.

At the moment, Liberia is bearing the brunt of the epidemic.
Liberians account for more than half of the total 2,296 Ebola-
related deaths so far, and the country has experienced a 68%
increase in case counts in the last three weeks, according to
the World Health Organization. Its no surprise, then, that it is
Liberian government offcials who are leading the campaign
for more money, supplies and skilled international personnel
to break the transmission of the disease.

Mr. Obama said U.S. military engineers will construct 17
treatment centers with 100 beds each, and the command center
will establish a site for training as many as 500 healthcare
providers per week to run the units and safely administer care
in Liberia. However, American military offcials cautioned
that they were not close to getting that number of beds up and
running and said it would take time perhaps as long as two
weeks before personnel will arrive to begin setting up the
frst treatment centers.

"This is an epidemic that's not just a threat to regional security.
It's a threat to global security," Mr. Obama said, insisting that
the international community "can't dawdle."

We have to move with force and make sure that we are
catching this as best as we can, given that it has already broken
out in ways that we had not seen before.

France, Britain, and Cuba are following the U.S.s lead: France
is sending $13 million to Guinea for two tons of medical
equipment and the construction of medical centers, and $15.5
million and 24 doctors to Senegal and Ivory Coast. The British
government announced that it is sending troops to Sierra Leone
to build and staff a 63-bed facility near the capital, Freetown.
While Cuba announced that it will send a medical team of 165
people to Sierra Leone to help in the frontline in the Ebola
response efforts.

Senior Obama administration offcials have said the U.S.
Defense Department (DoD) would ask Congress to redirect
$500 million from existing Defense funds to fght Ebola. The
money is in addition to $500 million the DoD requested last
week in redirected funds for both Iraq and Ebola.

While the sluggish international response has loomed large,
it is Liberias chronically weak, corrupt, and dysfunctional
healthcare system which is the critical factor. The struggle to
contain Ebola has been exacerbated by an underresourced and
poorly-functioning health system.

It is a good thing to hear that the Americans are coming
with assistance, but the dependence nature of Liberians has to
stop, said Dr. Mardia Stone, a public health expert focusing
on policy formulation, health systems rehabilitation, disease
prevention, and is senior advisor to The Chester M. Pierce
Division of Global Psychiatry at Massachusetts General
Hospital in Boston.

Why hasnt the Liberian government been able to attract
skilled Liberians to strengthen its Ebola response efforts?
Billions of dollars have been poured into the health system
since the Sirleaf administration took offce. How was this
money distributed? Why did the system collapse? Why did
every single clinic in the country shut down, she asked?

If the Liberian government is to leverage anything from this
human catastrophe, it should include a commitment to build a
second medical school, and invest more money and expertise
in national health infrastructure. It will require an urgent and
radical shift from a curative model to a preventive model of
care, and a new team at the Ministry of Health to carry it out.
It will require political will. Now, that may be the hard part.

MINISTER BROWN was contacted and he told FrontPageAfrica he
had no knowledge of what Ms. Tubman was referring to.
A SIMPLE EXPLANATION on this issue would have addressed the
concerns which were reported in our story.
SADLY, WE ARE BACK to square one. No explanation from anyone
regarding who received the call center money, how it was spent or
who will be responsible to explain the shortfall.
ONCE AGAIN, Liberian taxpayers are left to ponder and wander
in a sea of mistrusts. The Fourth Estate, whose task it is to get to
the bottom of these things, now fnds itself confned to the school of
Responsible Reporting by those who always believe that it is the
medias job to beg them for an explanation regarding their sacrifce
and volunteerism to their homeland.

Liberians need to be protected not from Ebola but from their
leaders. And not only from leaders. From all the weakened people
that surrounding them. All the international aids will be short
because only an insignifcant percentage will reach to the people.
Most of the aids will be sealed by shameless people who suppose
to distribute. Some of them start to advertise their business right
on FPA comments. I never agreed the idea to send UN troupes to
content the outbreak but is seems like is the only solution. One day,
I told to youth leader of Kokoya I want to create an educational and
entertainment center for the children of town. All on my expenses.
He replied me frst I must buy 20 bags of cement for his house.
And he have thousands of rubber threes plantation. How far the
ruthless can reach in this country? I know a lot of good, honest
and well educated people who really want to do something for
Liberia. But they are not accepted into government institutions.
Even the Comiun people don't appreciate them. Because Liberians
appreciate more the reach people than honest ones. I surprised to
hear people who had a job in police or government and they never
stole are considered stupid.

read in the newspapers recently about the visit of
Ghanaian President, Mr. John DramaniMahamas to
Liberia. In his statement he said isolating countries
will further compound the precarious situation
Apparently, the President and by extension, the people of
Ghana are concerned about the isolation of Liberia, Sierra
Leone, and Guinea by the international community. He believes
that Ghanaians now believe that they are compassionate in this
regard and are coming in to help us. Really, Mr. President?
You, the representative of the Republic of Ghana, will advise
other countries of isolating Liberia? Thats strange to me
because NO OTHER COUNTRY IN WEST AFRICA HAS
CONSISTENTLY DEMONSTRATED SUCH DISRESPECT
FOR LIBERIANS IN THE LAST 30 YEARS! I say it and I
yell it from the mountain tops.
Liberians, do not be fooled. Do not accept wolves in sheep
clothing. As people say, follow the money. Wasnt it in
the 1970s and in the 1990s that the good and brotherly
people of Ghana expelled a ship load of Liberians from their
country?Perhaps the more politically correct term is removed
unwanted refugees and immigrants. Granted these people
were coming home but one wonders what prompted it? Were
they being compassionate then? Perhaps this was around the
time when the We are the best policy was starting to take
root.
The Honorable Mr. Mahama, President of the Republic of
Ghana also said that he was in Liberia to join the advocacy
for more international concerted efforts in eradicating the virus
out of the sub-region. Again, this is perplexing that Ghanaians
will be advocating for Liberians. During the war years
Liberians fed to Ghana and other countries in West Africa.
They begged and pleaded with their brothers, their compadres,
to please let them in to escape the violence. In the online
paper Globalvoicesonline.org/2005/07 posted 22 July 2005,
a reporter interviewed people in the camp. The spokesman
for the refugees said that Liberians are not just beggars.
They want to do a lot of thingsEverything you see]in the
Buduburam camp] they did it on their own. Nobody helped
them.The implications of this statement are deep. First, why
did they feel like beggars? Were there insinuations from their
hosts? Secondly, the host said the refugees did everything on
their own. Nobody helped them. Hmmm! What did their hosts
do? Give them a plot of land to satisfy international community
and then leave them on their own? Wow, this was in Ghana in
2005.I say it again, follow the money. Maybe UN paid for
that land. Whee was the advocacy needed at that time when
Liberians were dying?
Again, where was this advocacy in August 2014 when
Ghana banned fights from Liberia, effectively cutting off
our source of international fights? As we know, most of the
international fights made stopovers in Accra before going
to other destinations. By banning fights to Ghana, that link
affected other decisions. To crown off the insults, they have
imposed restrictions on the movement of Liberian refugees
who are still at the Buduburam Refugee Camp in Ghana. Many
of these people have not returned to Liberia in over 20 years.
Many of the children were born there. NOW THEY WANT TO
ADVOCATE on our behalf? Why? Again, follow the money.
Countless Liberians who lived in Ghana during the civil
war tell stories about horrifc situations that happened there.
They talk about being ostracized and not being encouraged
to assimilate into society. In her blog, on June 14, 2013

that The camp has turned into a place of violence and crimes.
All the refugees are witnessing violence from local Ghanaians
including rape, deflement, threat, and brutality On August

Ebola outbreak in Liberia and right after ONE suspected
case was alerted in Accra.The structures that were built were
demolished by bulldozers. Homes of Liberians were grazed
in one swoop. Liberians have suffered at the hands of their
advocates.
Television advertisements coming from Ghana through Ghana
TV (GH1) show references to someone who is vomiting as a
Liberian with Ebola. We all know the virus has hit more three
countries in the region. Why would the television advertisers
deliberately set out to stigmatize Liberians?
Now, a little they say has whispered to me that in Ellens
speech she asked the US to possibly have planes dock in a
neighboring country to facilitate easier access to supplies,
equipment, personnel and medicine. Of course Sierra Leone,
Liberia and Guinea are out since they are infected countries.
Could it be the Ghanaians are smelling mucho cedis out of this
and are now in solidarity? Follow the money.
Liberians, do not be fooled. Our brothers to the east have not
been our friends for at least 30 years. They are no more our
friends now than they were then. Yes, we need a place for the
US and others to use as storage. I sincerely hope they can fnd
a different place than on the shores of Ghana. There are other
African nations who can beneft from this huge infux of cash
and need it. I appeal to others to help me carry this message.
For too long we (Liberia, Sierra, Guinea, Nigeria) have been
the butt of jokes in Ghana. These people should not beneft
from our misery.

of rain Wednesday, on a muddy
road just a stone throw from the
Benson Hospital in Paynesville
outside Monrovia. Fallah who
was brought during severe
labor pains, was rejected by the
hospital because she could not
afford the new fee for delivery.
Family sources told
FrontPageAfrica that the
pregnant woman was denied
delivery at the hospital, because
they could not pay US$450.00
charged by the Hospital.
I begged them, I cried on their
feet; they said they cant do
it. One other slim black papay
(older man) started pushing the
girl outside, said David Fallah,
husband of the pregnant woman
angrily.
The husband continued: He
said get outside, you think that
free hospital here, get outside,
he pushed the my woman in the
rain. We told her to leave from
over the fence and so the girl
came in the rain right outside
here.
The husband said minutes after
they brought the woman outside,
she gave birth to a set of twin
right on the bare ground in the
street. He said it was then that
other women who were around
began to spread their lappas on
the foor to protect the new born
and mother. As the delivery pain
intensifed on Comfort, she drop
on the ground screaming and
it was time to give birth to her
babies and they started coming
out something that forced
bystanders and some women to
pull off cloth, lapper to spread on
the ground, said the husband.
The husband continued: They
wanted to help her prevent the
shame as boys were looking and
making funny sound as they saw
how she gave birth right in the
open. The area was flled with
men and children most of whom
were also assisted in getting
clothing, water alcohol, gloves
and other materials to have some
women safely help Comfort.
Edith Reeves, Comforts aunt
said the family were at the
hospital on Tuesday and did
ultrasound and paid US$20 for
the test and were informed that
they should pay US$350 (three
hundred ffty United States
dollars)for delivery fee but when
she came back it was stepped up.
This morning when we came,
the people refused and said
yesterday it was three hundred
ffty dollars; but today we came,
they said four hundred and ffty
United States dollars and when
we didnt pay the money, they
said they will not touch the girl,
she said.
Reeves said the family appealed
to the hospital to have the
woman give birth to her babies
promising to settle the hospital
bill later. But the hospital refused
on grounds that they were not
in such business as their major
priority was their money and
were not certain the family
would pay later as promised.
I said, we beg you, we want you
to help deliver this girl, were
going to look for money, said
the aunt. They refused and we
brought the girl here and I prayed
over her and said Lord that you
get everything, because we dont
have anywhere to take money
from.
Reeves said she was confused
but was assisted by some women
who brought their lapper and
held them around Comfort and
she delivered the babies safely.
Several of the residents who
spoke to FPA said this was not
the frst time for the hospital
had denied patients in such
dire emergency since the Ebola
outbreak began.
Residents said on several
occasions, they were constrained
to pay the hospital bills for
some critical patients who were
rejected by the Benson Hospital,
because they could not afford
their huge charges.
At the hospital on the same day,
another man who was wounded
in a fght and was bleeding was
also refused by the hospital.
Eyewitnesses say that the hospital
staff rejected the man because
they feared he might have Ebola
since he looked helpless and was
bleeding profusely.
Efforts by his family to convince
the hospital administration to
treat him proved futile and they
were constrained to take him
to an unknown destination for
treatment on a motorcycle as he

early a month after the fatal shooting of 15-year-old Shaki
Kamara by the soldiers of the Armed Forces of Liberia (AFL)
in West Point during a riot in the slum community of West
point, the Government of Liberia says a board of inquiry
set up to investigate the incident under the auspices of the Ministry of
National Defense, has completed its work and submitted fndings and
recommendations to president Ellen Johnson Sirleaf.
Information Minister Lewis Brown, although falling short of indicating
when the report will be made public, told Journalists at Thursdays
weekly press briefng that the board of inquiry submitted its report to
the Ministry of National Defense Monday and that the report has now
been forwarded to the offce of the President for a complete review of the
fndings and recommendations.
Minister Brown said the report contains appropriate recommendations,
lays out facts and circumstances surrounding the incident, which led to
the shooting of little Shaki Kamara.
The Liberian Information Minister has also disclosed that the AFL
will complete a withdrawal from all checkpoints across the country by
September 30, 2014, and that wherever they were posted will be replaced
by offcers of the Liberia National Police.
Minster Brown has meanwhile revealed that upon the request of the
three heads of states of the Ebola-hit countries in the West African sub-
region, the United Nations Secretary General Ban K-moon will convene
a special meeting of leaders of the world to fght Ebola and President
Ellen Johnson Sirleaf is expected to address the gathering.
Continued Brown: Her message is expected to be the same. The world
cannot afford to wait as these three countries slip into stagnation as
progress so painfully made gets reverse on account of a deadly epidemic
haunting our especially our three countries. Her message will be simple.
This is an unprecedented challenge. It requires long precedent response
by the world.

Liberian journalist Yaya Kromah has fallen to the
deadly Ebola virus. His sister who works for the Carter
Center offce in Monrovia posted the information on
social media and also informed the Press Union of
Liberia Thursday afternoon.
The journalist died at the Ebola Treatment Center at the J.F.K.
Hospital in Monrovia, while his entire family (in Airfeld,
Matadi) was quarantined after he was taken to the hospital. It
is not clear whether the journalist contracted the virus while
he was doing his reportorial duties, but sources said he had
allegedly gone to seek the help of a herbalist after he developed
problems with his leg.
Kromah is the frst Liberian journalist to fall prey to the disease.
The PUL in a short statement said it is very deeply saddened
by the news. Secretary General D. Kaihenneh Sengbeh said.
This shows that Ebola has no boundary and all Liberians
must collaborate to fght the invisible enemy that is tearing the
country apart. Our deepest sympathy to the rest of the family
and may his soul and all those departed rest in perfect peace.

It appears that some medical
practitioners are not living up
to their medical oath as they are
prioritizing money instead of
care and treatment for patients

he death of Miss Liberia 2009-2010 winner Shurina Wiah
has taken another twist after several members of her family,
including the mother, who had earlier denied that her
daughters death was tied to Ebola; a brother and her sister
Toose Sieanyene Yuohwas two sons, were quarantined Thursday,
FrontPageAfrica has learned.
New information surfaced Thursday after it was discovered that
Shurinas body was cremated Wednesday by the Ebola Burial team.
The Ministry of Information during a press briefng Wednesday
ruled out Ebola as being the cause of death and promised that the
former queen would receive a burial beftting of her life and service
to Liberia.
MICAT denied media speculations in social media that the former
Miss Liberia died from the deadly Ebola virus. Deputy Minister Isaac
Jackson said the family informed the ministry that the deceased died
of non-Ebola related causes contrary to social media reports that
she died of the deadly disease. It is our understanding from family
sources that she had malaria and low pressure contrary to what has
been reported on social media that she has fallen victim of Ebola.
The information that she fell victim to Ebola is totally untrue and
erroneous, said Jackson. Paying homage to the fallen former beauty
queen, Deputy Minister Jackson said the late Liberian queen brought
pride to Liberia during her tenure as Miss Liberia.
Her mother, Rev Mother Rosie Dillon-Wiah told FrontPageAfrica
Tuesday that her daughters death was not a result of the deadly Ebola
virus. She did not die from Ebola. Mother Rosie said, Shu-rina
had been ailing in the past year and the death of her sister, Toose
Sieanyene Yuoh, last week really took a toll on her. Toose reportedly
died from complications of a surgery. The mother confrmed that an
Ebola Response Team picked up the body after asking questions.
A brother of Shurina who is a police offcer is said to have quarantined
himself when he saw the rate at which his siblings were dying. Police
sources say the brother has for the past two months stayed away from
work and told his colleagues that he was at the moment avoiding his
family because of fear some of them may have died from the deadly
virus. More than a dozen police offcers are currently quarantined
in cellblock D at the Liberia National Police Academy in Monrovia
along with their families after a police offcer contracted the virus
and died. However, the sisters death remains a mystery. A family
source said it is possible that the sister may have unknowingly been
infected at the John F. Kennedy Medical Center where she had gone
to undergo an appendix surgery. She reportedly began to show signs
of recovery before falling ill again.
It is unclear whether a medical report was approved or a death
certifcate indicating cause of death given to the family prior to her
sisters Tooses funeral, which drew a good number of close family,
friends and relatives. FrontPageAfrica has now learned through
family sources, that many of those who attended the funeral may have
possibly been infected through .
Shurina had been ailing on and off over the past year and her sister,
had been the rock that kept her going. This was evident in a posting on
Shus Facebook wall on Sept. 1, 2014 when she wrote: Remembering
my beloved sister, Toose Sieanyene Yuoh. You were so full of life,
having so much energy... you always knew what to say and when... I
did learn a lot from you... You were a big sister, a mother and a friend
to me... How could you leave me like that? I miss you!
Shurina studied Public Administration & Management at the African
Methodist Episcopal University in Monrovia, Liberia. She was
founder and executive director of New Hope for Young Women, an
organization that focuses on encouraging young and single mothers
without support, and helping them to obtain a better education. Shu-
rina was one of the 112 contestants of the Miss World 2009 Beauty
Pageant held on December 12 in Johannesburg, South Africa and
harbored an ambition to become a lawyer.
During her reign as Miss Liberia, wearing the crown and the face
of Liberia, Miss Shurina Wiah represented Liberia nationally and
internationally, said Deputy minister Jackson on Wednesday.
Continued Minister Jackson: Prominent among some of her
representation was that she represented Liberia to China, to Freetown;
she made several representations around the world for our country.
She was one of the several contestants for the Miss World Crown in
2009, held in Johannesburg, South Africa.
The situation surrounding the death of Weah and her familys
persistence with a member of the government backing and promising
beftting funeral shows the level to which people live in denial of
the deadly disease when a close family member is suspected to have
died from the deadly virus. It can be recalled that a senior offcial of
the Liberian government Patrick Sawyer in July still living in denial
of the virus even though a sister of his had died of the virus weeks
earlier, boarded a plane and exported the deadly virus to Nigeria that
led to the infection of several Nigerian medical workers. The offce of
the President also came close to being affected by the deadly outbreak
when an employee of the Ministry of Foreign Affairs and a secretary
to the Minister of Foreign Affairs contracted the virus and died.
President Ellen Johnson Sirleaf in her nationwide address on
Wednesday recognized the diffculties denial is bringing into the fght
against the deadly Ebola virus.
When a patient is sick with Ebola it is crucial that they are isolated
from others and given appropriate care. But we know that for families
to see their loved ones being taken where they are not able to follow
and be with them is strange and frightening, she said.
Continued President Sirleaf: We also know that to have a case of
Ebola in a family can lead to stigma and shame. And so some families
hid their sick relatives. They did not take them to the health facility.
They did not look for vital medical assistance. They continued to
care for their relatives at home, in secret. By doing this, the virus
continued to spread -through Lofa, the countrys bread basket, to
Nimba, to Monrovia where we face the largest urban outbreak of one
of the deadliest of diseases known to man.
Ebola rages on
The Ebola outbreak continues to have a huge toll on Liberia as the
World Health Organization is reporting that the number of newly
reported cases is still rising week on week. This situation, the WHO
said is primarily driven by a continuation of the recent surge in cases
in Monrovia. The number of new cases reported from Lofa county,
which borders the Guinean districts of Macenta and Gueckedou,
has not increased in week 37 though it is too soon to say whether
incidence has stabilized in Lofa, stated the WHO. The WHO stated
that approximately 100 previously unreported cases have been found.
The WHO stated that infections among healthcare workers are a
particularly alarming feature of this outbreak.
To date, 318healthcare workers are known to have developed the
disease, almost half of whom have died (table 2). WHO is working
to ensure the safest conditions possible for staff deployed to the feld
and any health-care workers providing care to patients with Ebola,
the organization stated.
Security Council concerned.
The United Nations Security Council in a resolution on Thursday has
expressed grave concern about the outbreak of the Ebola virus in, and
its impact on, West Africa, in particular Liberia, Guinea and Sierra
Leone, as well as Nigeria and beyond. The Council said it Recognizes
that the peace-building and development gains of the most affected
countries concerned could be reversed in light of the Ebola outbreak
and underlining that the outbreak is undermining the stability of the
most affected countries concerned and, unless contained, may lead to
further instances of civil unrest, social tensions and a deterioration of
the political and security climate. The Security Council termed the
outbreak as unprecedented and constitutes a threat to international
peace and security.

The Nimba County Legislative
Caucus in a communication
requested Plenary of the House
of Representatives to invite
Superintendent Fong Zuadule
and the internal Affairs Minister
Morris Dukuly to answer to
question of accountability. It
also accuses the Superintendent
of disrespectful and arrogant
posture shown the caucus.
According to Rep. MaTenokay
Tingban, (IND District# 9
Nimba County) who spoke on
behalf of the County Caucus,
Superintendent Fong has been
found in violation of the Public
fnancial law of by dismissing
and ordering the arrest and
subsequent imprisonment of
the countys PMC chair without
consulting the caucus.
Tingban said: In an attempt to
intervene to know what was going
on between the Superintendent
and the PMC chair, we invited
him to a meeting, he refused and
said to us that only the President
can request him to a meeting.
He agreed to attend as a result
of the Internal Affairs minister
intervention. At the meeting in
Senator Grupee offce, he refused
to sit and walkout of the meeting
after he was asked to reinstate
the PMC chair. The PMC came
into place by the budget law.
He does not have the power to
suspend the PMC chair; not even
the Caucus or the President of
the Republic of Liberia has that
authority.
Rep. Tingban also accused the
Superintendent of grounding
all the county earth moving
equipment purchased out of the
county development fund for the
opening of farm to market roads
and that since March of 2014 the
equipment have not been use to
do any work in the county.
He also said, superintendent
Zuadule submitted two
contradicting contracts
documents for a scrap deal
that was earlier reach by his
predecessor Madam Christiana
Dagadu to the PPC C, something
he said was clandestinely done.

continued disrespectful posture

on the current bid round. The
solicitation of feedback on the
Production Sharing Contract
from many stakeholders is a
standard practice for a bid round.
Hence, the Global Witness
comments are being carefully
considered by the Government,
along with all other stakeholder
feedback.

Quality of the bid round: Getting
the best deal for Liberia
This bid round is being
conducted in a carefully planned,
diligent and professional way
to the highest international
standards. It has participation
of one of the world's top
international consulting frms,
EY (formerly known as Ernst
and Young). EY will receive,
open and assess the bids and are
providing independent oversight
to the process. This guarantees
legitimacy and transparency.
The planning phase also included
detailed advice from external
experts on geologic data,
petroleum geology, commercial
transactions, fscal modeling;
petroleum law and economics;
as well as advice on legal issues
and good governance of natural
resources.
The planning also included
signifcant legal and governance
support from independent
advisors with considerable
industry experience, and
extensive discussions with
key development partners,
including the US Economic
Capacity Governance Initiative
and IMF. The fscal terms were
developed with assistance of
external advisors and approved
by Hydrocarbon Technical
Committee to ensure Liberia gets
the best deal possible.
Together, these provisions
meet standards that match
and even outdo quality bid
rounds anywhere in the world,
demonstrating the Governments
commitment to transparency.
The bid round was conceived
to ensure that vacated acreage
not lie fallow when it could
be explored to advance the
development of Liberias oil
sector. The blocks being offered
for investment are old acreage
and do not fall under the 2012
moratorium on acreage.
The bid round was planned and
executed with appropriate time
and care, and conception and
planning pre-dated the Ebola
crisis. However, Ebola has now
made the success of the bid
round even more important.
The long-term future of Liberia
cannot be forgotten while
dealing with a short-term crisis.
The revenue generated will
help plug the serious economic
damage wrought by the scourge
of Ebola in the short term.
In the long term, the careful

design and terms of the contracts
will ensure economic benefts
to Liberia. Above all, there is
no chance that the ability of
the Government to negotiate
effectively on behalf of the
country has been reduced
because of the crisis. NOCAL
has had constant positive
feedback from the industry about
how well organized this round is.
The Local Content
Participation provision designed
into the investment round will
also help create Liberian jobs
and lead to meaningful Liberian
participation in the upstream
and downstream petroleum
business. In a world frst, bids
from groups that include either
a signifcant West African/
ECOWAS upstream petroleum
company that has committed to
partner with a Liberian company,
or a direct partnership with a
Liberian company for a total of
a 5% interest in the PSC by the
Liberian company, will have
their bids evaluated with a 20%
uplift in their signature bonus
proposal. This will encourage
local partnerships and local
content.
This is in addition to the NOCAL
participation of 10% and Citizen
Participation of 5% for a total
Liberian participation of 20%.
It is also in addition to the
other fnancial benefts, such
as royalty, tax, and production
sharing which are all spelled out
in the model Production Sharing
Contract.
NOCAL will continue to work
with all stakeholders to make
this process successful for the
country. As always, the aim is
to develop our oil sector for
the beneft of Liberia and the
Liberian people. This bid round
has the potential to generate
major long-term benefts for
Liberia, benefts we will need
more than ever when we emerge
from our time of crisis.

ince the outbreak of the deadly Ebola virus, almost all of the
community stopped regular operation with the exception of
few who braved the storm and kept their doors open to the
public. Major hospitals were no longer serving the public
and those who could manage like the smaller clinics hiked their fees.
For the few that continued to provide medical care for Liberians the
situation is dire with them still struggling to get Personal Protective
Equipment to effectively care for the sick.
Markue Medical and Laboratory clinic in Logan town is one of the
clinics that have not closed since the Ebola outbreak.
But now the clinic is overwhelmed and head nurse Oretha Nma told
FrontPageAfrica that there is a need for the government to supply
PPE and other Ebola safety material to local clinics, like hers which
still offer healthcare services to the public.
You see the one I am wearing, we lobbied for it. It was not the
ministry of Health that gave it to us. So they really need to see reason
to help us with more protective gears, Nma said.
The healthcare worker is wearing an incomplete suit, as she has only
been able to fnd parts of it to manage with as patients come in.
She said all they are asking is to be protected with PPE to avoid
contracting the deadly Ebola virus.
Nma said the private clinics serve, as major backups to government
hospitals in the country therefore the government should supply them
with such equipment.
The Bishop Collins clinic another health center in the same
community work tirelessly to save lives of patients who are in dire
need of medical attention, but health workers there say they face the
same problem of lack of PPEs.
Health workers at the facility say they attend to more than 30 persons
a day and their duties include vaccination of infants from 0-9 months.
They also treat other medical complications.
Visiting the clinic, PPEs are seen hung up to dry because the nurses
have to wash them and dry them for reuse.
This method of managing the PPEs, the nurses refer to as recycling.
Since the Ebola outbreak became worse, the government hospitals
have been rejecting patient.

he Second Edition
of the UNESCO-
Equatorial Guinea
International Prize for
Research in the Life Sciences has
been awarded to the three winners
in an elaborate ceremony at the
Sipopo International Conference
Center, in Malabo, Equatorial
Guinea. Prizes were awarded to
a biologist, a soil scientist, and
a research institute on tropical
diseases. UNESCO says the
selection of these laureates
refects its priority to promote
health and human development
through science.
The winners are: Professor
Hossein Baharvand of Iran. He
is a Professor of Stem Cell and
Development Biology at the
Royan Institute for Stem Cell
Biology and Technology and
the Head of the Department
of Developmental Biology at
the University of Science and
Culture. In 2003, Professor
Baharvand developed the frst
mouse and human indued
pluripotent stem cells in Iran.
Professor Baharvand has
contributed immensely to
the development of stem cell
resource and translational
research and regenerative
medicine.
The second winner was Professor
Andre Bationo of Burkina Faso.
Professor Bationo is a Soil
Scientist and President of Action
for Integrated Development. He
specializes in soil chemistry, soil
fertility, agricultural production,
environmental issues and natural
resource management. He
has contributed to improving
agriculture in Africa through
his outstanding fundamental
and translational research in soil
fertility management.
And the third winner was the
Instituto de Medicina Tropical
von Humboldt (IMT) at
Universidad Peruana Cayetano
Heredia. The Institute was
founded in 1968 with the mission
of promoting education and
research on the most prevalent
tropical diseases in Peru. The
Institute has performed high
quality research and contributed
to controlling diseases such
as tuberculosis, malaria,
leishmaniasis, leptospirosis,
HIV-AIDS and others.
UNESCO Director General
Irina Bokova paid special
tribute to the signifcant value
of the work and contribution of
the long scientifc efforts each
recipient put in their research to
give humanity a better life.
Ms. Bokova said the prize is
important but added that neither
development or sustainable
development is possible without
science and research, noting that
UNESCOs involvement in the
prize is to encourage research
and international cooperation for
creating institutes, laboratories
and universities that meet the
requirements of modern science
and expand the number of young
scientists, who play a role in
broadening the knowledge and
thus save lives.

Mbasogo who opened the
ceremony said the sponsorship
of the award was signifcant
in opening new grounds for
research into new technology
which are important to save
lives.

his government would make a
two million dollar donation to
the World Health Organization
(WHO) to fght Ebola. He
made the announcement during
the ceremony to award the
UNESCO-Equatorial Guinea
International Prize for Research
in Life Sciences in Malabo,
Equatorial Guinea on September
15.
President Obiang said the grant
aims to fund WHO programs
to combat Ebola. He said the
creation of the UNESCO-
Equatorial Guinea International
Prize for Research in Life
Sciences originated from the
need to reduce the loss of life
and contribute to the solution
of major problems that affect
public health, such as malaria,
tuberculosis, diabetes, cancer,
hepatitis and HIV/AIDS, which
have now been joined by Ebola,
especially suffered in Africa.
In a related development,
African leaders participating in
a round-table discussion have
emphasized the need for regional
and global support to be put at the
disposal of the mostly affected
EBOLA African Countries and
that a major investment be made
by African Governments in
Science and Technical Research
and advancement to tackle
future health problems including
EBOLA and HIV AIDS.
The panelist at the round table
discussion on HIV-Aids and
EBOLA on the continent which
included Equatorial Guinea

African Governments through
the African Union needs to do
more into establishing a body of
medical experts that will conduct
research in fnding a vaccine or
treatment for HIV Aids and now
EBOLA which are ravaging
the continent's population and
economy severely.
The African leaders called on
political leaders and researchers
in Africa to partner and allocate
more resources in research
endevours so as to have African
solutions to challenges facing the
continent.
They said good health and
peace are two key ingredients
for human stability and call on
the international community to
channel most of the aid towards
these two areas, which they
believe will enhance the growth
and development of the world.
The leaders want the formulation
of strategies that will assist
the economies of the affected
countries of Liberia, Guinea and
Sierra Leone during the post
EBOLA period.
Each of the three laureates
received a cheque for $100,000.

Development (IREDD)
in collaboration with
youth and student community,
national and international
civil society organizations,
community based institutions,
Thursday petitioned the House
of Representatives seeking
total openness of the Liberian
legislature.
In their petition the groups
recommended that the regular
legislative plenary session be as
open as possible to the general
public, so as to allow citizens free
entry to witness normal legislative
proceeding and monitor the
positions of their representatives
on the critical national issues,
which could inform electoral
decision where necessary.
They also recommended that the
workings of legislative committees
be transparent and open to the
public to allow citizens appreciate
the effectiveness of hardworking
committees and contribute to
effectiveness of those committees,
which may appear to be delinquent
in executing its assigned task.
The groups further recommended
that rules governing legislative
committees work be strictly
adhered to thereby mandating
committees to work within
a specifed and predictable
timeframe and that committees
report, with attending legislators
signatures, be published at
highly accessible and affordable
site to enhance public access to
those reports and evaluate the
performance of committees.
The Petition stated: That since
the budget is very important
national instrument that drives a
countrys developmental agenda,
the committee on ways, Means
and Finance and Budget be made
to make all hearings open as much
as possible to the general public, so
that districts and counties can have
an insight as to what opportunity
to monitor the expenditure thereof
in line with their respective
development plans.
Continued the petition: The
prevalence of secret sessions on
issues void of national security
concerns be eliminated and that
only issues that threaten existence
of national security be handled in
secrecy in line with international
best practices. Provided, however,
that results from secret session
be published and open for public
information.
The group also recommended that
deliberations of committee on the
Public Accounts and expenditure
be as open as possible to CSOs,
student groupings, as well as the
general public; so as to increase
the demand for accountability
and transparency from all

he Ninth Judicial Circuit Court in Gbarnga, Bong County
trying defendant Sheick Kenneth for rape has sentenced him to
10 years after he was found guilty.
The defendant was on trial for allegedly raping/fngering a 14-
yr old girl (name withheld in a hole at a dumpsite in March 2014 at the
New Ganta Parking located in Gbarnga court record says.
Court record in the possession of FrontPageafrica stated that when the
defendant was arraigned and an indictment read, he pleaded guilty to the
allegation in the indictment and asked the court for mercy on ground that
his action was based on the work of the devil.
However, court records further stated that following his admission to
the crime a trial jury was selected, sworn and commissioned to assist the
courts judges of facts while the indictment was also read to the jury in
order to give them an overview of the matter.
Prosecution produced four witnesses during the trial including the
mother of the victim as well as the victim herself.
In the course of the trial court records states that during the trial when the
defendant took the witness stand on his own behalf, he again affrmed his
guilt and also invoked the mercy of the court.
At the time of his testimony as quoted by the courts fnal ruling, the
defendant confessed judgment before the court and jury when he
allegedly admitted that he fngered the 14-yr old girl.
In her own testimony further the 14yr-old girl is reported to have told the
court and jury that after she got through selling cold water, she wanted
to use the toilet and was forced to enter a nearby dump site and while
toileting the defendant came from behind her put his hands at her mouth
to prevent her from shouting.
She furthered that the defendant laid her down into the hole in the
dumpsite and fngered her, later she shouted and this is how the people
came, but the defendant escaped the scene. She said the police arrested
the defendant four days after the incident.
The court in its fnal ruling indicated that the defendant was guilty
because he confessed judgment and admitted to the charge of rape and
that the law provides that any confession made to the commission of
a crime, can only be admissible in a criminal prosecution against the
accused when same is made voluntarily by the defendant himself without
coercion.
According to the courts ruling, the 1986 Constitution Article (20) is
vocal to the extent that no human being shall be deprived of living,
justice, property, security, privilege or any other right whatsoever, except
under the same constitution with the help of jury.
Wherefore and in view of the foregoing laws controlling, it is the
holding of the court that the unanimous guilty verdict of the jury is
hereby confrmed and affrmed, the defendant Sheick Kenneth is hereby
adjudged guilty of the alleged crime of rape, sentenced to imprisonment
for the period of 10 years at the Gbarnga Central Prison with immediate
effect, stated the courts ruling.

My fellow Liberians.
Since March, we have faced a terrible tragedy in our country.
Along with our sister Republics of Guinea and Sierra Leone, we
continue to battle an unprecedented outbreak of the Ebola virus
disease. The virus was frst noticed in December 2013 in a small
village in Guinea. It was not confrmed as Ebola for three and a
half months as no one not even the worlds experts - knew that
this was Ebola. By the time it was confrmed the virus had already
spread and was in Sierra Leone and on its way to Liberia.
We now know that Ebola can only be transmitted from person
to person. So all that is needed is to stop person-to-person
transmission: put the person in isolation, and ensure that the
people caring for them are wearing protective equipment. If that
had happened last December, there would have been not a single
further case. The diffculty of course is that did not happen. Ebola
is rare and it was very easy to confuse it with other diseases we
have in this region, such as cholera or Lassa fever.
Our cultural and our family practices did not help when we fnally
woke up to the disease so we have to keep telling each other about
what to do.
When a patient is sick with Ebola it is crucial that they are isolated
from others and given appropriate care. But we know that for
families to see their loved ones being taken where they are not
able to follow and be with them is strange and frightening. We
also know that to have a case of Ebola in a family can lead to
stigma and shame. And so some families hid their sick relatives.
They did not take them to the health facility. They did not look for
vital medical assistance. They continued to care for their relatives
at home, in secret. By doing this, the virus continued to spread
-through Lofa, the countrys bread basket, to Nimba, to Monrovia
where we face the largest urban outbreak of one of the deadliest
of diseases known to man.
The disease has now spread to 10 counties, with Lofa and
Montserrado the hardest hit. It has not spared anyone we have
lost mothers, fathers, sons and daughters. In some instances it has
taken multiple members of families.
To date, the number of those affected by the disease has been
disheartening: There have been a total of 2535 cumulative cases
which includes confrmed, probable and suspected cases. Of these,
total of 1328 have dead. A total of 172 cumulative health care
workers have been affected and 82 have died. We are responding
to over 100 children orphaned by the disaster.
With limited resources and capacity, the government responded
swiftly and decisively to the outbreak. We declared a health
emergency and empowered the Ministry of Health and Social
Welfare to lead the response, working with WHO, MSF and other
partners. In consultation with the National Legislature, we declared
a State of Emergency. We quarantined and contained areas of the
country, limited non-essential movements in parts of the country,
instituted a curfew, suspended non-essential government work
and closed schools. We acted within the scale of our capacity to
contain the scale of an outbreak we could not imagine possible.
We worked in strategic partnership with governments and
organizations that have specifc expertise in controlling epidemics.
We followed the roadmap introduced by the World Health
Organization which has now been incorporated in our national
Ebola Response Strategy.
The World Health Organization has declared the outbreak an
international public health emergency. In the next few days,
the Centers for Disease Control and Prevention will release
projections about trajectory of the outbreak based on current
trends and data. We have to be realistic about the scope and size
of the problem and accept the scientifc projections. However, we
are hopeful that we do not have to meet those projections. Those
numbers refect will the worst case scenarios, the result of what
could happen if we do not take the actions that are required to
break the transmission.
But in the midst of these diffcult numbers, there is hope because
a total of because a total of 300 plus patients have recovered free
from the virus and gone home. Yes, there is hope hope that it is
within our individual and collective abilities to protect ourselves
while caring for those we love. I know that we can prevent
more deaths by caring for those who are sick properly, as well as
preventing ourselves from contracting the disease and infecting
the people we love and care about.
I want you, the Liberian people, to know that your Government
will to do all that is within our power to ensure that the scenario
in the projections do not come to pass. It is in recognition of the
scale of this disease that we have enlisted the help of our bilateral
and multilateral partners. We will continue to take clear actions
and introduce the measures required to break the transmission
chain and reverse the spread of the virus.
And you, our citizens must do your part. Each one has to be

responsible for all because the actions of one affect the health of
all. We will continue to ask for international help, but until we
take responsibility of this problem as individuals, as families, as
neighborhoods, as communities, as districts, as counties and as a
nation, this problem will not go away.
Especially in this regard, the next few months will be crucial in
this fght. On behalf of the Liberian people and in my own name, I
want thank President Obama and the American people for scaling
up the American response. I have also spoken to several members
of the US congress who are giving President Obama the support
that he needs. We remain in touch with the leaders of other
governments to take similar steps and join us in partnership to
end this disease.
As we reach out to partners, we have stressed the need to restore
basic and secondary health care, to respond to the many who
are sick with thyphoid, malaria and other diseases that need to
be treated. We have pointed out the gains in reduction in HIV
AIDS, malaria and child mortality that need to be maintained and
enhanced. But we have also stressed the need to strengthen our
health care system in the long term.
I want to thank the countless Liberians who have been working
night and day to try to fght this disease: the nurses and doctors
who could have fed, but have made the brave decision to stay
and treat the sick; our sons who are doing the physically and
emotionally draining work of collecting bodies. Our nation,
our people, are forever grateful to all of you and we expect to
announced early next week that this gratitude goes beyond words.
To our security forces who provide the protection as others serve
to the AFL who will return to the barracks at end of the month, and
will work with the US military in engineering work; and the LNP
and BIN who will continue to carry on with the responsibility to
protect, we say thank you.
I would also like to thank our regional institutions and the many
people who have come from aboard to help us. Our brothers and
sisters from around the world who have come here to help, who
have exhibited the highest level of service to humanity, indeed
some of whom have died doing so. They deserve our collective
thanks from the bottom of our hearts.
But defeating Ebola is just the start. We also need to ensure that
Ebola does not destroy our livelihood. As we attempt to protect
lives, we must similarly protect livelihood.
We were just starting to work our way out of poverty at the time
Ebola struck. The IMF had us on track to meet the target under
our Agenda for Transformation; we were making good progress on
building the critical infrastructure needed to alleviate the poverty
of our people; we were poised to turn investment into operations
so as to create the jobs we need; we had made signifcant progress
to reform our education system and improve our health system.
We had grown up to 11 airlines fying into RIA weekly. The
number of people fying in and out of the country was steadily
rising. We were building roads, expanding access to electricity,
reducing infant and maternal mortality. We have to return to those
tasks. Even as we work to defeat this unseen enemy, we must do
so with our eyes toward the future.
In this respect, our partners in fnancial institutions have not let
us down - the World Bank, the African Development Bank, the
European Commission which supports our Ebola response will
also be with us in our war to restore economic and social services.
We need to get our schools reopened. We need to re-establish
normal healthcare. We need to get our food belt planting so we
dont miss a whole season; indeed we need to be producing more
so that we grow out of poverty. We need airlines to return so
people can come and leave.
We need to fnd ways of caring for the orphans who so tragically
now exist in greater numbers. And we need to press the play
button since everything is on pause at the moment. We need to get
back to the work of building roads, power plants, and attracting
more investment to create jobs. We need to get on with the
business to stimulate and strengthen the growing private sector,
with emphasis on promoting Liberian entrepreneurship.
There is only one choice for us. To pull out of this, we must fght
back. Our cherished legacy of resilience - of making it when no
one give us a chance - can never be defeated. In the heat of our
civil and political crisis, people wrote Liberia off. WE were seen
as a pariah. We went through some of the darkest hours that any
people, any nation can endure. But with our fghting spirit, we
survived. We more than survived. We thrived.
I believe in that spirit of resilience. I believe in the Liberian people.
I believe that we are stronger than the greatest threat with which
we are currently faced. And I believe we will prevail. The war
did not defeat us, a completely destroyed economy the greatest
collapse since World War II - did not defeat us. Ebola will not
defeat us never. We have faced great tragedies before. These
have tested us and shown our true character. I call on you to stand
up again. We are fghting back and we will win.
And so my people, as we tackle this disease, I want you to know
that your government will spare no effort. We will do everything
that can be done. We will seek every solution that can be sought.
No effort will be spared in defeating our common enemy so that
we can return to the business of building our country building a
future for our children and our childrens children.
May God bless our great nation. May we stand together as I know
we can. And may God continue to bless us. Now let us go and
win this fght.

The Liberia Municipal Water Project (LMWP), funded by the USAID, is supporting water supply infrastructure improvements in
the secondary cities of Robertsport, Sanniquellie and Voinjama. The works is being implemented in a partnership with the LWSC,
the State Government Authorities, who has the mandate to operate and maintain the Water improvement infrastructure projects. The
Project Objective is such that, after four years, over 90% of the population in each city will have improved water supply access. The
improved water systems will provide substantial health benefts and increased business opportunities in the three cities. LMWP has
decentralized country offces in three (3) cities that work with communities on Communication and Outreach/Awareness (Behavior
Change Communication (BCC)) and Institutional Strengthening.
The Project seeks to develop and integrate Social and Commercial marketing concepts with other approaches to infuence
behaviors that beneft individuals and communities for the greater public good. It seeks to integrate best practice to inform the
delivery of services and social change initiative that are effective, effcient, equitable and sustainable. As an attempt to use marketing
to address social issues, this will include integrating consumer marketing campaign with active point of sale promotion; and, using
communication and outreach(BCC) and social marketing in health promotion campaigns, and the provision of basic water supply
services under the project public outreach efforts. That is, using the marketing strategy; and social change campaign which attempts
to persuade others (the target adopters) to accept, modify, or abandon certain ideas, attitudes, practices or behavior to enhance
sustainability of the water utility.
LMWP/LWSC is soliciting suitably qualifed Communication/Outreach(BCC) and Social Marketing Specialist for the design
and development, and to serve as the overall lead on implementation in collaboration with the LWSC and in consultation with COP
the LMWP Communication/Outreach (Behavior Change Communication (BCC) and Social Marketing) Strategy and Plans. This is,
a community outreach, public information and awareness initiative calculated to infuence the acceptability of social ideas, while
considering product, communication, distribution, and marketing .That is, a social marketing strategy and plans where the focus is on
achieving specifc behavioral goals with specifc audiences in relation to topics relevant to social good (e.g., health, sustainability).
REPORTING
The Communication/Outreach (BCC) and Social Marketing Specialist works under the supervision of the LMWP Chief of Party
(COP). He/she is expected to spend the majority of his/her time embedded within Liberia Water and Sewer Corporation (LWSC),
working from their offces. He/she will work closely and directly with LWSC Senior Management and department staff, in addition
to LMWP staff including the DCOP.
JOB SUMMARY
The Communication/Outreach (BCC) and Social Marketing Specialist will predominantly support the development and
implementation of LMWP Communication/Outreach (Behavior Change Communication (BCC) and Social Marketing) Strategy
and Plans as refected under LMWPs Task 5 (Transitional Management) and Task 6 (Capacity Building). His/her ultimate goal is
to help ensure that requisite CAO/BCC/SM frameworks/systems, and human and institutional capacity are in place within LWSC
headquarters and the outstations to ensure the sustainability and cost recovery water infrastructure improvements in the three target
cities. In the LMWP strategic period particular emphasis is on sensitization and raising awareness on the health, socio-economic
benefts; and social marketing of safe water to enhance fnancial sustainability. There is a need to involve expert on design and
implementation of an integrated BCC and social marketing plans of actions. The Specialist will focus on areas of work that are
strategic to LMWP with a view to generate community interest, promote behavioral change and social marketing of safe water.
The CAO(BCC)/Social Marketing Specialist will develop concrete communication products, provide advice and supervision
on sensitization campaigns (local), and facilitate local teams on campaigns implementation; and conduct training. He/she will
collaborate extensively with colleagues and Stakeholders including the LWSC. S/He will work closely with LWSC staff and LMWP
project technical staff, particularly the Chief of Party, Deputy Chief of Party, Water Supply Engineer, Field Offce Staff, the M&E
Specialist, and Program Manager/Water Quality Specialist and the Water Utility Operations and Institutional Specialist. Within the
broad parameters set in LMWPs approved related strategies and policies, the Specialist responsibilities include, but are not limited
to, the following:
1. Review the existing joint LMWP/LWSC COA strategy. Work closely with the LMWP and LWSC staff to develop, fnalize and
operationalize an integrated Communication and Outreach/Behavior Change Communication (CAO/BCC) and Social Marketing
of safe water Strategy and Plans of Actions. The Strategy Toolkit includes mission statement, communication style, visibility, and
resources.
2. Support and facilitate the implementation of the COA/BCC and social marketing of safe water strategy, and plans of action.
3. Develop in collaboration with the LWSC the COA/BCC/Social marketing of Safe water promotional materials for the awareness
campaign (regional). Effective communication and promotional materials for the sensitization/ awareness campaign and social
marketing are developed in accordance with the Strategy Toolkit. Campaign materials are fnalized after the pretesting; shared and
agreed with stakeholders and national partner.
4. Facilitate development and implementation of the regional campaigns; oversee quality of the campaign products and
implementation; and Local workshops on social marketing products development and implementation are conducted. Overseeing
and facilitation is provided to local teams to ensure development of quality communication products in accordance with Strategy
Toolkit.
5. Working with LMWP WUS and M&E Specialist and his/her counterpart at LWSC, support LWSC's development of a COA (BCC)
and Social Marketing unit and procedures for Outstation operations and performance enhancement.
6. Support the development and implementation of joint LWSC/LMWP communication and outreach Plans of Action designed to
improve service delivery and cost recovery.
7. Work closely with LWSC Headquarters, the Outstations and Local Steering Committee to develop and implement a Community-
based COA/BCC and Social Marketing plans of action.
8. Improve capacity of the national partner on development of effective health communication materials. Workshop on development
of effective social marketing materials is conducted for LWSC and national partner.
9. Provide ongoing technical support related to CAO/BCC and social marketing strengthening arrangements. Based on observations
and direct experience working within LWSC, make recommendations on ways to improve LWSC headquarters and outstation CAO/
BCC and social marketing strengthening, including organization, policies, and technical aspects.
Qualifcations/specialized knowledge/experience
The profle of the Specialist should include the following credentials and competencies:
Required qualifcations
University degree in the social sciences, demography or related equivalent professional qualifcation/feld
3-5 years working experience in social marketing or related feld of expertise
Knowledge and proven extensive experience in formative research and behavior analysis, followed by communication and

The Liberia Municipal Water Project (LMWP), funded by the USAID, is supporting water supply
infrastructure improvements in the secondary cities of Robertsport, Sanniquellie and Voinjama. The works is
being implemented in a partnership with the LWSC, the State Government Authorities, who has the mandate
to operate and maintain the Water improvement infrastructure projects. LMWP is responsible for the design,
tendering, contract administration and the construction supervision of the various engineering works and , and
re-establishing local capability to sustainably operate and maintain water supply systems defned under the
Project strategic Plan. The incumbent will be seconded to the LWSC to strengthen its capacity in monitoring
and evaluation and over-sight of the Internally Delegated Area Management Contract (IDAMC).

MacDill Air Force
Base, the House
of Representatives
voted 273 to 156 to approve
his plan to train and equip
moderate Syrian rebels, a key
part of his strategy to destroy
the IS group.
Obama was keen to project
a sternly determined mood
at the Florida air base, the
headquarters of US Central
Command, which oversees
military action in the Middle
East.
He met military commanders
to discuss how to defeat the
so-called "Islamic State"
group -- a powerful extremist
organization -- while keeping
America out of another
protracted confict in the
Middle East.
Obama has consistently said
he will not put US "boots on
the ground" despite the IS
organization -- which the US
estimates has 20,000 to 31,000
fghters -- grabbing vast areas
of Iraq and Syria in a offensive
that has seen beheadings and
forced religious conversions.

Obama, who last week vowed
to "degrade and ultimately

In Washington, lawmakers
voted to authorize the training
and arming of vetted Syrian
rebels to combat the Islamist
radicals, a move Obama hailed
as "an important step forward."
Lawmakers backed the
president despite the
misgivings of war-weary
Democrats that the move could
open the door to full-blown
American intervention and
concern from conservatives
that the plan falls short of what
is needed.
The measure was included
as an amendment to a stop-
gap federal spending measure

Expanded air strikes are
already turning up the heat
on Islamic State fghters, who
have declared a "caliphate"

US forces carried out seven air
strikes Tuesday and Wednesday
in Iraq, Central Command said,
using what it called "a mix of
fghter, attack and remotely
piloted aircraft."
Four of the strikes were
southwest of the capital
Baghdad, destroying several
small IS ground units and a
small boat on the Euphrates
River that was re-supplying
rebel forces in the area.
The US has carried out 174
air strikes in Iraq since early
August but the mission has
taken US aircraft close to the
skies over Baghdad in recent
days for the frst time.
Meanwhile Western
governments are facing an
uphill battle trying to squeeze
the fnances of Islamic State
jihadists, as the extremists
generate cash from extortion,
kidnapping and smuggling of
both oil and antiquities in the
large area they hold in Syria
and Iraq, analysts say.
- Fierce fghting -
The combination of local
forces and US air power
appears to be having some
success, apparently forcing
top IS leaders to cross the
border back into Syria, the
organization's main base.
Iraqi military and tribal leaders
reported several IS targets
were hit in an area just south of
Baghdad dubbed the "triangle
of death," killing at least four
militants on Tuesday.
Fierce fghting also broke out
in the Jurf al-Sakhr area just
a few dozen kilometers from
Baghdad, and renewed clashes
Wednesday left at least eight
soldiers dead, an offcer and an
army medic said.
Jurf al-Sakhr is key because it
sits on the Euphrates between
the major Sunni insurgent
bastion of Fallujah, west of
Baghdad, and the country's
most revered Shiite holy sites
south of the capital.
A leader from the local Janabi
tribe and an army lieutenant
said the government counter-
offensive was led by the
Golden Brigade, which is
widely recognized as the best
force in the country.
Critics say it may be the only
credible fghting force in what

issued a global call to
action to fght West
Africa's Ebola epidemic,
warning the deadly outbreak was
unprecedented and "spiraling out
of control," threatening hundreds
of thousands of people.
Speaking as he unveiled a major
new US initiative which will
see 3,000 US military personnel
deployed to West Africa to
combat the growing health crisis,
Obama said the outbreak was
spreading "exponentially."
"Here's the hard truth. In West
Africa, Ebola is now an epidemic
of the likes that we have not seen
before," Obama said.
"It's spiraling out of control. It
is getting worse. It's spreading
faster and exponentially. Today,
thousands of people in West
Africa are infected. That number
could rapidly grow to tens of
thousands.
"And if the outbreak is not
stopped now, we could be
looking at hundreds of thousands
of people infected with profound
political and economic and
security implications for all of
us."
As well as the military
deployment, the US will also
set up a command and control
center in the capital of Liberia,
the hardest-hit country, build
new treatment centers and train
health workers.
Precise timing on deployment
was still unclear.
"No deployment in the coming
days. The troops have to be
properly trained and equipped,"
a Pentagon offcial said privately.
Among the US soldiers sent to
West Africa will be doctors and
also engineers to set up the feld
hospitals, the offcial said.
Meanwhile, the United States
moved to fund these plans.
Specifcally, the Department of
Defense plans to ask Wednesday
to have reprogrammed "an
additional $500 million in Fiscal
Year 2014 Overseas Contingency
Operations (OCO) funds to
provide urgent humanitarian
assistance to fght Ebola," an
administration offcial said.
This is separate from the funds
already put toward the effort,
including the $175 million
already dedicated, and the $88
million requested through a
continuing resolution.
- Security Council action -
The Ebola epidemic has killed
more than 2,400 people in
Guinea, Liberia, Nigeria and
Sierra Leone this year.
The virus can fell its victims
within days, causing severe fever
and muscle pain, weakness,
vomiting and diarrhea -- in some
cases shutting down organs and
causing unstoppable bleeding.
No licenced vaccine or treatment
exists.
The United Nations Security
Council is poised to adopt a
resolution on Thursday exhorting
countries to provide more feld
hospitals and urgent aid to the
crisis-stricken region.
Likely passage of the resolution
marks only the third time that
the Security Council will vote
on a public health crisis after
resolutions on AIDS in 2000 and
2011.
"This has gone beyond health
issues," UN Secretary General
Ban Ki-moon said.
"It has gone to areas affecting
social and economic situations.
It may even affect political
stability if not properly contained
and treated."
The United Nations said nearly
one billion dollars would be
needed to beat back the worst-
ever outbreak of the disease,
which is on track to infect
20,000 people by the end of the

to their Europa League
campaign with 4-1 win
over Wolfsburg in an
entertaining encounter at Goodison

Playing in the competition for the
frst time since 2010, Everton could
hardly have wished for a better start
and were three goals to the good just
after half-time.
An incisive passing move led to
Ricardo Rodriguez scoring an
own goal inside 15 minutes, while
Seamus Coleman was also on target
before the break and Leighton
Baines netted a second-half penalty
before a late Kevin Mirallas strike to
mark his third in as many games.
Rodriguez went some way to
compensating for his misfortune

revealed his biggest
regret as Arsenal
manager was failing
to sign Cristiano Ronaldo from
Sporting in 2003.
Ronaldo ultimately signed for
Manchester United in a deal
worth just over 15 million and
has gone on to achieve global
superstardom at Old Trafford
and Real Madrid, as well as
being voted the best player in
the world in 2008 and 2013.
The Portuguese also won three
consecutive Premier League
titles and a Champions League
crown with United between
2006 and 2009 while Arsenal
were trophyless over the same
period, and Wenger admits he
wishes he had acted differently.
"My biggest regret, I was so
close to signing Cristiano
Ronaldo," the Frenchman
revealed in a Huawei question
and answer session.
"And not only did I not get him,
but he signed for Manchester
United. That, of course, still
hurts today."
Wenger added that the Premier
League player he would have
most liked to coach is Chelsea
legend Didier Drogba, who often
proved a scourge of Arsenal
in his first spell at Stamford
Bridge.
"I would have loved to have
managed Didier Drogba, for
two reasons," the Gunners boss
added.
"One, I missed him when he
played at Le Mans in France, not
even in the top league. I knew
there was a good player there
and I missed him.
"And secondly, because he hurt
us so much in big games that
all this pain would not have
happened."
