APEC Architect Central Co#ncil $eeting -ill be held in $e4ico City on $ay -&, !!35
The Philippines has participated and intends to participate in all o6 these meetings as a cooperating
member o6 the APEC, as a signatory to the 7ATT 87eneral Agreement on Tari66 and Trade9 and the
7ATS 87eneral Agreement on Trade in Ser2ices9, and as a nation that n#rt#res the architect#ral
pro6ession in the co#ntry5
:n September, !!1, the 6irst 11 APEC economies that attended the 6irst meeting on the APEC
Architect Project, reached consens#s on the 2al#e and p#blic bene6it in the mobility o6 architects in
the pro2ision o6 architect#ral ser2ices5 S#bse;#ent meetings established the 6rame-or/ o6 the
APEC Architect Project, de6ined the practice o6 architect#re, and en#merated the criteria 6or
assessment o6 architects 6or registration as an APEC Architect5 <rgani=ational, operational and
in6ormation e4change matters had also been disc#ssed and agreed #pon 6or the establishment o6
the Central Co#ncil and the operation o6 the APEC Architect >egister5
+o#r years a6ter that 6irst meeting in !!1, 1& APEC economies in acti2e attendance o6 the
meetings, ha2e established their respecti2e $onitoring Committees at the local le2el5 :t -as
deemed ripe 6or the APEC Architect >egister to be la#nched sim#ltaneo#sly in the 2ario#s
economies ? th#s the *a#nching sched#led by the $onitoring Committee Philippine Section on
September 19, !!3 at the $anila 0otel5 <n this day, the APEC Architect Project is o66icially
la#nched in all the 1& economies that so 6ar ha2e been attending the APEC Architect meetings5

member economies -ith the objecti2e to act collecti2ely to promote economic and technical
cooperation -ithin the Asia-Paci6ic region5 :ts p#rpose is @to s#stain the gro-th and de2elopment o6
the region 6or the common good o6 its peoplesA5 APEC b#ilds on the .orld Trade <rgani=ation
8.T<9 7eneral Agreement on Trade in Ser2ices 87ATS9 principles 6or the progressi2e liberali=ation
o6 trade in ser2ices thro#gh the red#ction o6 reg#latory restrictions, leading to reciprocal agreement
bet-een member economies -here appropriate5 :t is a strategic priority o6 6acilitating the mobility o6
;#ali6ied persons by de2eloping means 6or the m#t#al recognition o6 s/ills and ;#ali6ications5
The APEC Architect project is an initiati2e o6 the APEC 0#man >eso#rces 'e2elopment .or/ing
7ro#p 80>'.79, one o6 a n#mber o6 sectoral gro#ps established to implement APEC programs5
The project -as endorsed by the 0>'.7 at its year !!! meeting in "r#nei as a direct response
to the 7ro#psE strategic priority o6 6acilitating mobility o6 ;#ali6ied persons by de2eloping a means
6or the m#t#al recognition o6 s/ills and ;#ali6ications
The APEC economies participating in the project ha2e de2eloped a mechanism by -hich c#rrent
restrictions on the pro6essional recognition o6 architects 6rom other economies -o#ld be red#ced or
remo2ed5 A set o6 principles and operational 6rame-or/ 6or the creation o6 an APEC Architect
>egister has been agreed #pon5 >egistration as an APEC Architect pro2ides e2idence o6 the
achie2ement o6 pro6essional standards that satis6y the re;#irements 6or the recognition o6 architects
by host APEC economies5
The 7ATS identi6ies 6o#r modes o6 ser2ice pro2ision, o6 -hich the third, @establishment o6 a
commercial presenceA and the 6o#rth, @the presence o6 nat#ral personsA, are those that are
essentially addressed by the APEC Architect 6rame-or/5 0o-e2er, the project -ill ha2e rele2ance
6or all means by -hich architect#ral ser2ices are e4ported5
The APEC Architect >egister is managed by the APEC Central Co#ncil thro#gh the respecti2e local
$onitoring Committees in the APEC economies5
$ember economies o6 the APEC Architect Central Co#ncil !!3 are: A#stralia, Canada, PeopleEs

The aim o6 the APEC Architect 6rame-or/ is to establish a mechanism to 6acilitate the mobility o6
architects 6or the pro2ision o6 architect#ral ser2ices thro#gho#t the APEC region by red#cing c#rrent
barriers to the e4port o6 pro6essional ser2ices5 :ts central 6#nction is to maintain a >egister o6 APEC
Architects -ho ha2e 6#l6illed common elements o6 the ed#cation and training re;#irements 6or
pro6essional recognition in participating economies and are c#rrently registeredClicensed as
architects, and -ho ha2e a pro2en record o6 pro6essional e4perience as registered practitioners5
Thro#gh the identi6ication o6 these common aspects o6 pro6essional recognition, rein6orced by a
period o6 pro6essional e4perience, registration as an APEC Architect de6ines a le2el o6 competence
that -ill satis6y designated registration criteria in other participating economies -itho#t 6#rther
assessment5 A host economy may additionally adopt special re;#irements 6or the recognition o6
APEC Architects to address aspects o6 pro6essional practice speci6ic to that economy, s#ch
re;#irements ho-e2er m#st be 6#lly transparent5
Str)ct)re
<2erall responsibility 6or operation o6 the APEC Architect >egister rests -ith a Central Co#ncil
composed o6 nominees o6 independent $onitoring Committees established 6or this p#rpose in each
participating economy, and a#thori=ed by the Central Co#ncil to carry o#t its 6#nctions5 Policies
go2erning the operation o6 the APEC Architect >egister and strategies adopted 6or its
implementation are determined jointly by the representati2es o6 participating economies appointed
to the Central Co#ncil5
The APEC Architect >egister is di2ided into sections, each administered by the $onitoring
Committee o6 a participating economy, 6or the enrolment o6 architects registeredClicensed in that
economy -ho meet APEC Architect criteria5 $onitoring Committees are responsible 6or the
management o6 their respecti2e sections o6 the >egister on behal6 o6 the Central Co#ncil5
APEC Architect*
An APEC Architect is a person -ho is registered, licensed or other-ise pro6essionally recogni=ed
as an architect in a participating economy, and -hose name is enrolled on the APEC Architect
>egister maintained by that economy5
The criteria adopted by the Central Co#ncil 6or admission to the APEC Architect >egister, and #se
o6 the title @APEC ArchitectA, are based on identi6ication o6 common criteria among the participating
economies -hich consist o6:
An accreditation or recognition proced#re 6or ed#cation programs in architect#reH
A minim#m period o6 post-baccala#reate practical e4perience, -ith speci6ied re;#isitesH
+#l6illment o6 registration, licensing or other re;#irements 6or 6#ll pro6essional recognitionH
A minim#m period o6 pro6essional practice as a registered or licensed architect, -ith
speci6ied re;#isites5
Architects deemed by the Central Co#ncil to 6#l6ill these re;#irements are eligible 6or registration as
an APEC Architect5 To retain their registration, APEC Architects m#st comply -ith obligations
imposed by their home economies 6or obser2ing codes o6 pro6essional cond#ct and 6or maintaining
pro6essional competence and c#rrency o6 practice thro#gh contin#ing pro6essional de2elopment5
0ost economies may chose to impose special re;#irements 6or the recognition o6 APEC Architects
6or practice in their economies, b#t any s#ch re;#irements m#st be 6#lly transparent5
Central Co)ncil
The Central Co#ncil has #ltimate responsibility 6or all matters relating to the APEC Architect
6rame-or/5 The Co#ncil comprises o6 representati2es appointed by the $onitoring Committee o6
each economy a#thori=ed to operate a section o6 the >egister5 The Central Co#ncilEs primary d#ty
is to decide the standards and criteria re;#ired 6or registration as an APEC Architect and to
establish operational proced#res 6or management o6 the APEC Architect >egister5 These are
re2ie-ed periodically by the Co#ncil to ens#re their contin#ed rele2ance to the practice o6
architect#re -ithin the APEC region and the e66ecti2eness o6 the systems employed to assess
them5 The Co#ncil is responsible 6or the a#thori=ation o6 $onitoring Committees to maintain a
section o6 the >egister and 6or s#bse;#ent re2ie- o6 their contin#ed con6ormance -ith APEC
Architect registration criteria5
E66ecti2e comm#nication -ith rele2ant a#thorities in participating economies, architects and
cons#mers ali/e, is essential 6or s#ccess6#l operation o6 the APEC Architect >egister5 The pro2ision
o6 in6ormation on its objecti2es and achie2ements and promotion o6 the role it plays in 6acilitating
the mobility o6 architects -ithin the region are also important 6#nctions o6 the Central Co#ncil5
Monitoring Committee*
Each participating economy is re;#ired to establish a $onitoring Committee to ta/e responsibility
6or administration o6 the APEC Architect 6rame-or/ in that economy, a6ter recei2ing a#thori=ation by
the Central Co#ncil to do so5 $onitoring Committees act -ith delegated a#thority 6rom the Central
Co#ncil to implement its policies and carry o#t its d#ties5
The primary d#ty o6 a $onitoring Committee is to operate a section o6 the APEC Architect >egister
6or the enrolment o6 APEC Architects registeredClicensed in that economy5 :t m#st con6irm that
candidates 6or APEC Architect registration ha2e complied -ith criteria adopted by the Central
Co#ncil and assess the pro6essional practice e4perience they ha2e obtained as registeredClicensed
architects5 Each $onitoring Committee is also responsible 6or ens#ring the contin#ed maintenance
o6 re;#ired standards5
$onitoring Committees are the constit#ent bodies o6 the Central Co#ncil5 They m#st nominate one
or more representati2es to the Co#ncilH ho-e2er, each $onitoring Committee is entitled to only one
2ote5 They are called #pon to contrib#te 6rom time to time to the administrati2e and re2ie- 6#nctions
o6 the Central Co#ncil and generally to act as centers o6 in6ormation on all APEC Architect matters,
and to promote its p#rposes5
Monitoring Committee Philippine Section
<n %an#ary ,, !!&, the Pro6essional >eg#lation Commission 8P>C9, the Commission on 0igher
Ed#cation 8C0E'9 and the 1nited Architects o6 the Philippines 81AP9, signed a $emorand#m o6
Agreement to bind themsel2es to -or/ harmonio#sly as the $onitoring Committee Philippine
Section o6 the APEC Architect Central Co#ncil, to-ards the establishment o6 the APEC Architect
>egister in the Philippines in accordance -ith the g#idelines adopted by the APEC participating
economies5
'#ring the Central Co#ncil meeting held in To/yo, %apan on $ay (! to %#ne 1, !!3, the $onitoring
Committee Philippine Section recei2ed its a#thori=ation 6rom the Central Co#ncil to manage and
operate the Philippine section o6 the APEC Architect >egister and ens#re the contin#ed
maintenance o6 re;#ired standards5 :t also recei2ed the a#thori=ation to ta/e responsibility 6or
administration o6 the APEC Architect 6rame-or/ in the Philippines5
The abo2e-mentioned t-o 89 go2ernment agencies and one 819 chartered pri2ate association ha2e
agreed to do and per6orm their respecti2e #nderta/ingsCresponsibilities as 6ollo-s:
Undertaking/Responsibilities of the PRC:
Con6irm that the applicant 6or registration in the APEC Architect >egister is a registered
architect5
Assess, #sing appropriate criteria and established assessment standards, the competence
o6 the applicant 6or registration as APEC Architect5
:ss#e special temporary permits to 6oreign architects registered in their economyEs APEC
Architect >egister -ho desire to practice in the Philippines, a6ter 2alidation o6 their
;#ali6ications as APEC Architects5
E4ercise j#risdiction thro#gh the "oard o6 Architect#re in the s#spension o6 the licenses
iss#ed to +ilipino architects registered in the APEC Architect >egister and 6oreign architects
practicing in the Philippines by 2irt#e o6 temporary special permits iss#ed by the P>C5
Undertaking/Responsibilities of the CHED:
'etermine, in coordination -ith the P>C thro#gh the "oard o6 Architect#re and in
accordance -ith the principles adopted by the APEC Architect >egister Project, the
s#bstantial e;#i2alence o6 6oreign architect#ral program in ed#cation to the Philippines
architect#ral ed#cation programs5
Assess the ed#cational ;#ali6ications o6 applicants 6or registration in the APEC Architect
>egister in the Philippines5
:n cons#ltation -ith the P>C thro#gh the "oard o6 Architect#re, establish andCor adopt
alternati2e additional ;#ali6ication re;#irements 6or architect#ral ed#cation programs ta/en
or completed by applicants 6o#nd to be de6icient or not e;#i2alent, ta/ing into consideration
the rele2ant pro2isions o6 the la- reg#lating the pro6ession and pro2ide and de2elop a
program 6or the applicantEs compliance5
'esignate the instit#tion or instit#tions -hich shall implement the program pro2iding 6or
alternati2e ed#cational re;#irements to enable them to meet s#bstantial e;#i2alence 6or
registration in the APEC Architect >egister5
Undertaking/Responsibilities of the UAP:
Establish andCor pro2ide the criteria or g#idelines in accordance -ith the 6rame-or/,
g#idelines, and policies agreed #pon by APEC participating economies, 6or the assessment
and 2alidation o6 the applicantEs rele2ant se2en 879 years e4perience and the minim#m three
8(9 years e4perience -ithin the se2en 879 years, spent as an architect -ith sole pro6essional
responsibility 6or projects o6 moderate comple4ity, or as an architect -or/ing in collaboration
-ith other architects in charge o6 and responsible 6or a signi6icant aspect o6 the design,
doc#mentation and contract administration o6 comple4 projects5
Assess, on the basis o6 the doc#ments s#bmitted, the applicantEs compliance -ith the
se2en 879 years e4perience and the minim#m three 8(9 years e4perience -ithin the se2en
879 years, spent as an architect -ith sole pro6essional responsibility 6or projects o6 moderate
comple4ity, or as an architect -or/ing in collaboration -ith other architects in charge o6 and
responsible 6or a signi6icant aspect o6 the design, doc#mentation and contract
administration o6 comple4 projects5
Certi6y the stat#s o6 the applicant -ith regards to hisCher membership in the :ntegrated and

Joint Undertaking/Responsibilities of the PRC, CHED and UAP:
Establish and maintain a section o6 the APEC Architect >egister 6or the enrolment o6
APEC Architects registeredClicensed in the Philippines5
Create an APEC Architect Fational $onitoring Committee composed o6 representati2es
6rom each party -ith the ran/ o6 Commissioner or its e;#i2alent and the President o6 the
1AP or their designated representati2es -ho shall choose their o-n chair on rotational
basis ann#ally to monitor the implementation o6 the APEC Architect >egister in the
Philippines thro#gh the Panel o6 E4perts5
'e2elop, maintain and implement the APEC Architect >egister in the Philippines in
accordance -ith the criteria agreed #pon by the APEC participating economies in the
APEC Architect Project5
Create a three-person Panel o6 E4perts, one 819 6rom each party to pass #pon the
;#ali6ications o6 applicants 6or registration in the APEC Architect >egister -here each
party shall nominateCdesignate its representati2e to the panel5
The P>C representati2e shall ta/e charge o6 the ethical, moral and pro6essional
;#ali6ications o6 the applicant 6or registration on the basis o6 his records at the P>C5
The C0E' representati2e shall be the e4pert on ed#cational ;#ali6ication and shall
re2ie- the doc#ments o6 the applicant to establish e;#i2alence o6 the ed#cational
program completed5
The 1AP o66icial representati2e shall ta/e charge o6 the assessment and e2al#ation
o6 pro6essional e4perience ;#ali6ications to meet the criteria and standards agreed
#pon by the participating economies in the APEC Architect Project5
Create a Secretariat to be composed o6 representati2es 6rom each party to -or/ #nder the
APEC Architect Fational $onitoring Committee5 The Secretariat shall be headed by the
representati2e 6rom the P>C5 The n#mber o6 Secretariat personnel shall be decided by the
parties5
1pon recommendation o6 the Panel o6 E4perts on the basis o6 their assessment o6 the
doc#ments s#bmitted and #pon appro2al by the APEC Architect Fational $onitoring
Committee, the Secretariat shall register appro2ed applicants in the APEC Architect
>egister Project 6or the Philippines5
1pon prior notice 6rom the APEC 0#man >eso#rces 'e2elopment .or/ing 7ro#p,
participate in the meetings o6 the APEC-0>'.7 and other bodies o6 the APEC in2ol2ed
in the establishment o6 the APEC Architect >egister5
Constit#te the bodies that -ill #nderta/e the acti2ities to be done #nder the APEC
Architect >egister Project5
Per6orm s#ch other 6#nctions as re;#ired to be #nderta/en in the establishment o6 the
APEC Architect >egister5
REGISTRATION AS AN APEC ARCHITECT
A candidate 6or registration as an APEC Architect m#st be c#rrently registered C licensed or
other-ise pro6essionally recogni=ed as an architect in the economy that maintains the section o6
the APEC Architect >egister to -hich application 6or admission is made5 Architects m#st s#bmit
doc#ments to the appropriate $onitoring Committee that sho- that they ha2e completed an
accredited program o6 architect#ral ed#cation, 6#l6illed pre-registration e4perience re;#irements,
ha2e practiced 6or at least se2en years as registeredClicensed architects and satis6ied any
additional re;#irements, all in accordance -ith criteria determined by the Central Co#ncil5
Architects may only be enrolled in the section o6 the APEC Architect >egister in their home
economy5
:n the Philippine Section, candidates 6or registration are re;#ired to ha2e achie2ed the prescribed
n#mber o6 contin#ing pro6essional de2elopment #nitsH and m#st be acti2e members o6 the
:ntegrated and Accredited Pro6essional <rgani=ation o6 Architects 8:AP<A95
APEC Architect >egistration applies only to indi2id#al persons, not to architect#ral practices or
6irms5
The Competence o+ an APEC Architect
The s/ills and /no-ledge re;#ired 6or admission to the APEC Architect >egister are de6ined as
6ollo-s:
An APEC Architect m#st be competent to create architect#ral designs that:
satis6y both aesthetic and technical re;#irementsH
are in6ormed by the history and theories o6 architect#re and the related arts, technologies
and h#man sciencesH
demonstrate an #nderstanding o6 the relationship bet-een people and b#ildings, and
bet-een b#ildings and their en2ironment, and the need to relate b#ildings and the spaces
bet-een them to h#man needs and scaleH
respond to en2ironment concerns and address s#stainability iss#esH
sho- s/ill in land-#se planning and the planning processH
ta/e acco#nt o6 c#lt#ral and social 6actors and demonstrate an #nderstanding o6 the
responsibility o6 an architect to society5
An APEC Architect m#st be competent to translate a design concept into b#ilt 6orm and be able to:
in2estigate and interpret design objecti2es and rele2ant iss#es and prepare the brie6 6or a
design projectH
ad2ise on project e2al#ation, 6easibility st#dies and programsH
e2al#ate and determine str#ct#ral, constr#ctional and engineering elements o6 a b#ilding
design and integrate the ad2ice and design o6 specialist disciplines into a b#ilding projectH
assess the physical in6l#ence on b#ildings and the technologies associated -ith pro2iding
internal conditions o6 com6ort and protection against the climate, and coordinate and
integrate ser2ices systems to control themH
meet b#ilding #sersE re;#irements -ithin the constraints imposed by cost 6actors and
b#ilding reg#lationsH
pro2ide ad2ice on iss#es o6 constr#ction, proc#rement and contract administrationH
generate the doc#mentation and in6ormation needed to translate a design concept into a
b#ildingH
manage the proc#rement o6 b#ildings, administer contract#al arrangements and monitor
their constr#ction5
An APEC Architect m#st be competent in the practice o6 architect#re and:
obser2e legal and reg#latory obligations related to the planning and constr#ction o6
b#ildingsH
ha2e ade;#ate /no-ledge o6 the ind#stries, organi=ation and proced#res in2ol2ed in the
management and reali=ation o6 a design project as a b#ildingH
obser2e the standards o6 cond#ct e4pected o6 a pro6essional by the comm#nityH
maintain competence in rele2ant aspects o6 the practice o6 architect#re5

Educational Reuire!ent:
A candidate in the Philippine Section o6 the APEC Architect >egister m#st ha2e completed a degree
in "achelor o6 Science in Architect#re obtained 6rom a d#ly recogni=ed and accredited ed#cational
instit#tion5 The ed#cational degree m#st ha2e a balance bet-een theoretical and practical aspects
o6 architect#ral training and lead to the ac;#isition o6 s/ills and /no-ledge necessary to #nderpin
the re;#ired competence o6 an APEC Architect5
Architectural Education Progra!
The core s#bject areas in an accreditedCrecogni=ed program o6 architect#ral ed#cation are:
