1. I NTRODUCTI ON:

1.1 This description determines the requirement of the Electricity Transmission
Directorate (ETD) in respect of 11kV Switchgear in Transmission Substations. The
contractor should undertake design, supply, installation and commissioning of
11kV Switchgear, works as detailed in the scope of work to a first class degree of
skilled workmanship in accordance with the Electricity & water Authority safety
rules and regulations.

Brief details of all 11kV Switchgear at Al J ameah and Gudaibiya 66kV substations
are herewith in annexure.

The contractor should quote for all the works mentioned in this tender document,
offers for partial works will not be considered. However, EWA has the right to
award part of the works.
The contractor must stamp all the pages of the offer and sign where indicated.

1.2 ETD Throughout this description will mean Electricity Transmission
Directorate, Substations Section.

1.3 Competent Person will mean; a person who has sufficient technical knowledge or
experience to enable him to avoid danger at High Voltage Substations according to
EWAs safety rules.

1.4 This tender should be read in accordance with Decree No. 36 of 2002
with respect to Regulating Government Tenders and Purchases and
Decree No. 37 of 2002 with respect to Promulgating the
Implementing Regulations of the Law Regulating Government
Tenders and -Purchases together with its executive regulations, all of
which can be found on the Tenders Board website:

1.5 Authorised Person will mean; a competent person adequately trained and
possessing technical knowledge and appointed in writing by the EWA to carry out
specific operations and/or work on its system or apparatus.

1.6 Permit to work is a form of declaration signed and given by a senior authorized
person, to a person in charge of work to be carried out on any earthed high voltage
apparatus, for the purpose of making known to such person exactly what apparatus
is dead, isolated from all live conductors, has been discharged, is connected to earth
and on which it is safe to work.

1.7 LOA will mean; Limitation of Access. It is a form issued and cancelled by a
senior Authorized or authorized person specifically authorized to do so, defining the
limits and nature of work which may be carried out in the vicinity of live apparatus.

1.8 Check list will mean; predefined list items to check during inspection and
maintenance.


2. SCOPE OF WORK:

2.1 LIST OF JOBS:

1. Scope of work should include; Design, Development, Manufacturing, Testing,
Transportation, Delivery, Installation and Commissioning to replace the
existing 11kV-Switchgear at Al J ameah and Gudaibiya Substations complete
cubicles, with; Protection Relays, Meters (Digital), Transducers, Voltage
Transformers, Current Transformers, Switches, Earth Switches and Interlock
Scheme to replace the existing switchgear.
2. Removal of the existing 11kV switchgear and control cables.
3. Reconnection of the existing H.V. Cables (11kV).
4. Supply and installation of new multi core control cables and auxiliary power
cables for 11kV switchgear.
5. Laying and connecting new control cables from switchgear to control/sacada
panels in the control room replacing the existing control cables.
6. The work should be carried out in a phased manner, as per the outage schedule.
7. A number of 28 Bays of 11kV Switchgear to be installed at Al J ameah
substation and 26 Bays of 11kV Switchgear at Gudaibiya substation (A total of
54 Bays).
8. In addition, one complete cubicle with VCB of each type per substation should
be supplied as spare along with recommended spare parts for maintenance and
future use.
9. List of recommended spares to be supplied with the cost of each item.
10. Availability of all above items in future for at least 15 years should be
guaranteed.
11. Items are required for outgoing 11kV Feeder bays, Bus Section A1/A2 &
A2/A3 bays, Bus Bar transition cubicle and three incomer Transformer bays at
Al J ameah and Gudaibiya Substations (Layout and name plate details are
attached).
12. Contractor shall arrange to provide and install the new equipment to match the
dimension and current carrying capacity of the existing 11kV Switchgear
mentioned above.
13. Factory acceptance tests should be witnessed by two (2) EWA Engineers,
including; travelling, daily allowance and accommodation during the period of
the tests.

14. Training for maintenance for five (5) personnel (Switchgear staffs) for a period
of five (5) days to be arranged in the switchgear manufacturing factory,
including; travelling, daily allowance and accommodation during the period of
training.
15. The following tests will be carried out in factory:

a. Design and visual check to verify its compliance with the specifications.
b. Dielectric test on the main circuit, power frequency voltage shall be
applied to check insulation.
c. High voltage test on auxiliary and control circuits at 2 kV-DC.
d. Closing and opening timing test.
e. Measurement of the contact resistance.
f. Close-Open operational test.( at 80% and 110% rated Voltage).
Factory tests as per the relevant IEC-code are to be carried out and reports to be
submitted before dispatch for approval.

16. Contractor shall arrange for the transport of personnel and materials to site.
17. The removed old C.B.s from the site shall be transported to substations
sections store as directed by EWAs Engineer.
18. The installation of the new 11kV Switchgear and their alignment to the existing
11kV Power Cables for termination.
19. Site tests, including; High Voltage test to be carried out before commissioning
checks as below:
a. General inspection
b. Mechanical operation test
c. Operation of earth switch
d. Check interlock for CB
e. Racking CB in & out
f. Alignment of CB
g. Spring Charging mechanism
h. Mechanical/Electrical ON/OFF indication
i. Lubrication of operating mechanism
j. Electrical closing and tripping
k. Relay testing
l. Trip test through protection relays
m. Remote operation from System Control Centre and Distribution Control
Centre, check all alarms.
n. Operation Counter operation
o. Insulation Resistance test
p. Contact Resistance test
q. Vacuum test
r. Timing test
s. All items as per the maintenance check list.

20. All the necessary tools, scaffolding, test instruments (Calibrated) to be supplied
by the contractor.

21. A set of maintenance and testing instruments shall be supplied as necessary to
maintain the supplied equipment.
22. Work shall be carried out by authorized personnel from the OEM to work on
electrical high voltage equipment.
23. Contractor shall take the responsibility of safety of his personnel.
24. Three sets of hard copies and soft copies of all drawings, operation catalogue,
details of maintenance and test results, etc. have to be supplied.
.
25. This is a turnkey Project; payment will be done as per job completion
certificate approved by ETD Engineers.
26. Work will be done at the Substation as per the outages of 11kV Bus bars and
feeders available. The outage period is; From October to April.
27. Switching and isolation of the circuit breaker will be done by EWAs
authorized personnel.
28. The amount will be paid on completion of work certified by EWAs Engineers.
29. Contractor shall make sure that work will be carried out by professional
skilled staffs; trained and experienced in the same field.
30. Details of staff qualifications should be submitted along with the tender.
31. Works to be done as per standard practice (IEC-Codes) and to comply with the
standard check lists of ETD.
32. All consumables, lubricants, cleaning items, etc. should be supplied by the
contractor.
33. In case any modifications or changes in wiring, etc. are required by EWA,
contractor shall make necessary arrangements as per EWAs site Engineers
approval and instructions.
34. For further technical details of the switchgear, the contractor can arrange to
visit the substation with ETDs Engineers.


2.2 TIME OF WORK:

This is an urgent work; to be completed as per schedule. Extra weightage in
evaluation will be given to the tenderer for early completion date.

* The work shall be carried out during EWAs official working days and hours.
Anyhow, the site must not be left before the daily works are completed and that
all equipments are arranged in a safe manner to the satisfaction of ETDs
Engineer.
* Contractors personnel are required to work for 8 hours daily and for six days a
week.

2.3 PROCEDURE OF WORK:

The work shall be carried out as per the approved outage program by ETD. If the
network conditions warrant any changes, the program shall be changed at short
notice. All works carried out shall be to the satisfaction of ETDs engineers.

The contractors personnel shall enter the substations with EWAs personnel, and
shall not be allowed to carry out any work inside the substation without obtaining
a Permit to Work (P.T.W.) or Limitation of Access certificates (L.O.A.) from
ETDs representative. All necessary switching operations, isolation and earthing
as required for the work shall be carried out by ETDs authorized personnel in the
presence of contractors engineer.


Before starting the daily work, the contractors responsible engineer shall accept
and sign a LOA certificate issued by ETDs authorized personnel after checking
and satisfying himself of all the precautions adopted by ETDs authorized
personnel.

The contractors personnel are not allowed to operate any Substations equipment
under live conditions. All safety measures in general and particularly as specified
under the safety rules of EWAs Standard Operation Procedures (SOP) shall be
followed to guarantee the safety of personnel and equipment.

The contractor shall report to ETDs Engineer the conditions of any electrical
equipment or system, where such conditions are likely to be a source of future
breakdowns or failures. ETDs Engineer will decide on the merit of the case on
site and shall take suitable action.

On completion of work, the contractors engineer shall give clearance to ETDs
authorized person who will cancel the relevant Permit to Work or Limitation of
Access and take further action to restore the supply back to normal condition in
the presence of the contractors engineer.

The contractors engineer shall complete the check list for the work done which
shall be signed by the contractors engineer and ETDs engineer in writing.


2.4 CONTRACTOR LOCAL OFFICE:

The successful Tenderer shall have a local office in Bahrain equipped with all necessary
communication facilities for smooth execution of the job.

The contractor shall have his personnel available round the clock during the period of the
project to attend any emergency whenever they are called.

2.5 CONTRACTORS STAFF:

The contractor shall provide qualified skilled and experienced staff. The details
of working personnel shall be as under Sub-contracting of the work in full or
part to other contractors shall be approved by ETDs Engineers.

a) Site Electrical Engineer:
The site in charge Engineer will be from OEM (Original equipment
manufacturer)
He shall be professionally qualified in Electrical Engineering with more
than 6 years of experience on the HV & LV equipment in substations with
detailed knowledge on HV Switchgear. He will be responsible for the
execution of the whole work and control of his personnel at site.

b) Technicians:
The technicians are defined as those who are familiar with the technical
works in the substation equipment. The number of technicians whom to be
assigned to do the job should be sufficient to complete the whole programme
within the specified period.

c) Trade Helpers:
Trade helpers should be assigned to enable the work to run smoothly and
methodically. They should have experience in working at High Voltage
Substations.


2.6 TRANSPORT:

a. The contractor shall provide appropriate vehicles for carrying out the job
during normal working hours and during emergencies, and for handling
materials/consumables required in daily works.
b. Suitable transport for lifting and transporting heavy materials (high-up
vehicle).
c. The above vehicles should be available exclusively for this project only.
d. The contractor shall provide a replacement for any vehicle that fails.

2.7 COMMUNICATION:

The contractor shall arrange:

a. Easy communication methods to contact his staff during normal and
emergency requirements. Mobile phones are required.
b. To provide emergency contact numbers to ETD's Engineers.


2.8 CONSUMABLE MATERIALS:

Consumable materials are defined as those materials that do not form part of an
installation, e.g.; rugs, cotton waste, cleaning agent, greasing materials, etc.; the

contractor shall provide within the contract prices all the required consumable
materials for proper execution of the work.

2.9 PROGRESS OF WORK:

The contractor shall submit a time schedule in the form of a bar chart showing
the number of working days for the project, starting from the first day of the
work and a weekly progress report to show the percentage of the completed
work.


2.10 COMPLETION REPORT:
.
a. The Contractor shall complete the work within the contract period and
submit the detailed completion report to ETD with photos.
b. Submit detailed report for all the activities listed in the Scope of work.
c. The report shall include; records, summary of troubles observed during work,
pending jobs (if any), and the reasons. The report shall also be submitted in
electronic form.

2.11 CLEANLINESS OF SUBSTATIONS:

The contractor shall remove all the left over materials in the substation and leave
the substation area within the boundary walls, clean and tidy. No material shall
be left in the substation for clearance later, after completion of work. All the
waste materials and rags should be collected and disposed off by the contractor
as per local regulations.

2.12 PERSONNEL SAFETY:

a. The Contractor shall provide suitable safety gears, like; helmets, safety shoes,
hand gloves, masks etc.
b. Industrial clothing shall be used by all personnel working on the site.
c. The Contractor shall adhere to EWA safety procedures.

5. TERMS AND CONDI TI ONS:

1. Tenderer shall give validity of their offer for at least 120 Days.
2. Quoted price shall be in Bahraini Dinars and will not be subjected to any
price escalation.
3. Any optional items should be quoted separately.
4. (i) Tenderer shall familiarize with the scope of supply and work,
as variation in quoted price will not be acceptable.
(ii) A site visit can be arranged prior to tender if tenderer
requests ETD.
(iii) Site visit will be restricted to one week before closing
date of tender.
5. Deviations from scope of work if any to be mentioned in a separate sheet,
otherwise it will be considered that Tenderer has accepted the scope of work.
6. Offer by the Tenderer shall be as per the price schedule attached.
7. In the event of an order, the successful tenderer shall have to sign into a
contract Agreement with EWA, Kingdom of Bahrain.
8. Transport if any required will be the responsibility of the contractor.
9. Work will be carried out by trained, certified and authorized personnel.
Technical bio data of the personnel working to be approved by ETDs
Engineer as mentioned in clause (2.5), Contractors personnel.

12. All the material supplied shall be of standard make and type. Manufacturer
shall be pre-qualified by EWA to supply the material.

The contractor shall comply strictly with the EWAs safety rules and local
government regulations at all times.


17. Sub-Contracting
a. Sub-contracting of the work to other reputed contractors is permitted under
this contract, but the entire responsibility of the work will remain with the
main contractor.

b. Details/credential of sub-contractor shall be submitted along with the tender.

c. Any change of sub-contractor after award of the tender has to be approved by
ETDs engineer in charge.

18. Insurance
Necessary insurance for the safety of personnel and any damage caused on the
equipment by the contractors personnel shall be taken by the contractor.
