EUROCAE WG67 IP-based communication services for air traffic management


Big changes are afoot in the way communication between air traffic control entities and aircraft is handled.
In terms of the technology used, the migration to IP-based communication services poses a significant challenge
for air navigation service providers (ANSPs). 2009 saw standards for VoIP in Air Traffic Management (ATM) finalised
and validation tests and field trials conducted on the basis of EUROCAE WG67 ED-137 specifications.
Cisco, the industry leader in networking, and Frequentis, the industry leader in ATM communications, have collaborated to deliver
a portfolio of related communications solutions. These solutions are designed to help ANSPs overcome operational and communication barriers while protecting their existing technology investments. Based on the experience gained so far, Frequentis and Cisco
believe that the time has come to deploy VoIP-based services for air traffic management.

The main challenge: the migration process


A carefully planned migration process is vital.
The following conditions must be fulfilled
during the transition to VoIP in ATM:

ANSPs have invested billions in their ATM infrastructure.


This investment must be protected during the migration
process by offering legacy services at the edge of the
infrastructure.

> To allow a seamless transition, all communications systems


have to support both new VoIP-based services and
current technologies.
> An ATM system cannot be switched off during transition
to an IP model. This means this transition must be
implemented step-by-step.
> Quality of service must be maintained or improved
> Long-term lifecycle support must be guaranteed.

The creation of functional airspace blocks (FABs) implies that airspace sectors can be moved from one air traffic control centre to
another for the purpose of load sharing and in emergency situations (e.g. for contingency operations). The air traffic management
concept of the future requires much more flexible airspace management than is currently the case.
In order to meet the stringent performance, transition and safety requirements demanded by the ATM network of the future,
Frequentis and Cisco are collaborating in a technology partnership. Within this partnership, Frequentis and Cisco have created
and validated a joint system architecture that allows smooth transition to an IP-based network infrastructure and provides
the capabilities necessary for this future air traffic management system.

contributes to a number of worldwide industry bodies and

gateways that are interconnected via high-availability
Cisco infrastructure. All these elements are compatible
with the EUROCAE ED-137/ED-138 specifications. They
also support all necessary legacy interfaces, thereby
allowing the smooth migration of existing systems.
