Dear Governor Cuomo:
We are writing in support of the proposal to locate a casino in the city of Rensselaer. Throughout
the RFP process, several potential sites have been discussed and considered. At this time there is a
firm proposal to place a Hard Rock Hotel and Casino in the city of Rensselaer, a community that
we are honored to represent in the New York State legislature.
When considering the referendum on the casino proposals, it is paramount that the location of a
casino has a direct impact on economic development in an underserved community. We feel that
Rensselaer is a prime example of a community that has embraced the idea of a casino, has sought a
partner, and is willing to support its community as well as the surrounding region. Additionally,
the relationship with Capital Region Off-Track Betting strengthens this partnership and has an
enhanced financial relationship not only for the host communities but also the communities
throughout the region which is a broader benefit to a larger community.
A point of information that has been silent in this process is the impact that a casino may have on
not only an underserved community but also to an area that is limited in potential growth. We
have the privilege to represent not only the city of Rensselaer but also the adjoining and nearby
cities of Troy and Albany. These three cities are limited in growth due to their high tax exempt
property status. According to the State Comptrollers most recent data Rensselaer is first in the state
at 65.23 percent, Troy is fifth at 59.15 percent, and Albany is sixth at 59.11 percent. This high
proportion of tax exempt property presents an even greater importance for a regional opportunity
such as a casino located in the city of Rensselaer, providing greater economic impact that will
benefit all these communities and beyond.
We believe that opportunities for employment and tourism will extend to both sides of the river in
Albany and Rensselaer Counties; something that we have consistently discussed with those who
have indicated interest in the placement of a casino in the Capital Region. Issues such as
transportation, job training and employment are critical to our constituency and will be of utmost
importance with regard to this project. Of equal concern is the establishment of a relationship with
the neighboring arts community including the Palace Theater and the Times Union Center. We
have been assured that there is an opportunity to support these venues and other organizations
which is something that we strongly encourage.

Additionally, with regard to the recent referendum vote in Massachusetts upholding casino
gaming, MGM will be building an $800 million casino destination in Springfield Mass which is
only 90 minutes from Albany. With this major competition, it is imperative that New York State
choose a proven casino brand that will draw visitors. The Hard Rock is the proven brand to create
a destination casino/resort on the Hudson River.
As the final decision is made, we strongly recommend that the intent of the RFP, which is to foster
economic development in struggling regions and to locate these facilities in locations of
widespread public support, is upheld. It is our opinion that the Hard Rock Hotel and Casino
proposed for the city of Rensselaer not only fits the criteria but is the best site that will result in the
most significant regional and statewide impact.
