GOVERNMENT BUSINESS UNIT LAUNCHES SBI e -TAX CAMPAIGN

FROM 01.02.2009 TO 31.03.2009


A Special e - Tax Campaign was launched by the Bank from 01.10.2007 to
31.12.2007, for popularizing online payment of taxes, which yielded an encouraging
response. The number of e-Tax transactions registered a sizeable increase during FY
08-09 as detailed below:

2. e-Payment of Service Tax has been made mandatory by CBEC for the assessees
paying Service Tax of more than Rs. 50 lacs p.a. w.e.f. 01.10.2006. e-Payment of
Central Excise has also been made mandatory by CBEC for the assessees paying
Central Excise of more than Rs. 50 lacs p.a. w.e.f. 01.04.2007. Similarly, e-payment
of Direct Taxes has been made mandatory w.e.f. 01.04.2008 for corporates and
taxpayers covered under Section 44AB of Income Tax Act. As a result of the above
decisions, a large number of assessees viz. corporates, firms and professionals have
to compulsorily pay their Direct Taxes and Central Excise Service Tax through eroute only. The above move by CBDT/CBEC authorities gives us an opportunity to
consolidate/increase our market share in CBDT/CBEC business.
3. Although a large number of INB/CINB accounts have been opened, our share in
online payment of direct taxes by customers is low as compared to private sector
banks. Though there has been a sizeable increase in number of e-Tax receipts,
opening more and more INB/CINB accounts and use of online mode for payment of
taxes needs to be popularized by training our employees and through suitable
publicity / promotion campaigns through print and electronic media.
4. It has, therefore, been decided to launch SBI e-Tax Campaign at all the
branches, Administrative Offices and Circles to involve the staff to focus on this area.
Under the above campaign, the branches should open and get activated INB/CINB
accounts of the taxpayers falling under the above categories and educate them on
facilities provided by the Bank for online payment of Direct/Indirect Taxes, State
Government Taxes/Dues. The details of the Promotion Campaign are placed at
Annexure I. The SBI e-Tax Campaign will be supported by Advertisements in major
National Financial/Daily Newspapers by GBU.
5. All Branches, Administrative Offices and Circles are requested to actively
participate in the above campaign to increase SBI market share in CBDT/CBEC/State
Government receipts.

i) Internet Banking Department, Global I.T. Centre, Navi Mumbai will


supply branch wise data which will form the basis for selection at all
levels. This data would be uploaded to SBI Times at the end of
each month and at the end of campaign period.
ii) The targets for activation of users are indicative and the
awards will be decided on the basis of e-Tax transactions
(incl. Misc. Govt. Receipts) recorded during each month of
the Campaign period alone. Awards will be declared for
each month of the campaign period.
iii) We may clarify that customers of branches, even those not authorized
to conduct Govt. Business, can pay their taxes/Govt. dues etc.
through SBI e-Tax/Cyber Treasury of State Govts. and related Govt.
portals. All branches are, therefore, eligible to participate in the
Campaign.
iv) Crown winning Branch Managers / Manager (Accounts) / Official in
charge of Govt. Business will be honoured in a befitting manner in
module wise functions to be conducted during April/May 2009.
v) Crown winning AGMs / LHO functionaries will be felicitated in a
befitting manner during the Circle P Review Meeting in April/May
2009.
vi) The prize distribution ceremony to be made a memorable event with
experience / strategy sharing by the star performers. Photographs
of Crown winners receiving the prizes and Certificate of Excellence
to be taken at Banks cost and laminated for placing in branches,
Regional Office etc.
vii) Names / photographs of the Crown winners would be published in the
house magazines of LHO/Corporate Centre and also placed in the
GBU section in State Bank Times.
2. The Circles should initiate an awareness drive immediately to sensitize the
employees about the benefits of online payment of taxes like lower transaction
costs, saving of staff time, avoid overcrowding at branches, faster settlement,
reporting and reconciliation eliminating the incidence of delayed period interest, etc.
so that not only the campaign is made a grand success but also the idea of online
payment of taxes is ingrained in staff and customers.
3. The branches should Identify and prepare lists of all customers falling under one
of the above categories of taxpayers in advance, provide them INB / CINB facility
and demonstrate the functioning of Banks e-Tax facility as well as payment facilities
for other Govt. dues. Wholehearted and sincere participation of all our staff
members is the key to win a Crown for the Branch.
4. Mass customer contacts by way of Customers Meet/Customer Awareness
Programmes especially for small traders to be the winning strategy for the
Campaign. Every Direct Tax / Indirect Tax / Misc. Govt. dues payer to be identified
and contacted. The aim is to cover maximum number of Banks own customers as

well as customers of non-agency banks or agency banks not offering e-tax facilities.
Special posters, hoardings, leaflets etc. highlighting the key benefits of e-Tax facility
and the Govt. instructions for making e-payment of Direct Taxes mandatory w.e.f.
01.04.2008 for specified categories of taxpayers should be displayed in branch
premises and other vantage points. Internet kiosks may be opened at select
branches.
5. AGM (Govt. Business), LHO will be the key resource person for spearheading the
Campaign. He will visit the branches, participate in the Customer Meets, motivating
/ guiding the branch staff. Training needs of the branches should be identified and
addressed by AGM (ITS) of the Circle or AGM (INB) where posted.
6. A publicity campaign highlighting key benefits of SBI e-Tax and Govt. instructions
should be launched by the Circles in the press / radio / electronic media coinciding
with the period of the Campaign. A centralized media campaign is also being
organised from this office.
7. We have advised INB Department, Belapur to send SMS to all the customers
whose Mobile numbers are available in Banks Data Base for making all
Direct/Indirect/State Government Tax Payments online.
