WehaveaverycomprehensivemanagementofheritageinMosman.Wehavewonanumberof
awardsrecognizingthecomprehensivenatureofheritagemanagementinMosman.Itincludesthe
listingofapproximately500heritageitems,beingsignificanthouses,residentialflatbuildings,shops,
marinestructures,streets,parksandmonuments.11heritageconservationconservationareas,
ranginginsizefromthestatelyBradleyHeadRoadHCAtothetinyKestonAvenueHCA.

For13yearsCouncilhasrunaheritageadvisoryserviceprovidingfreeexpertheritageadviceto
ownersofheritagepropertiesandtocouncilplannersrelatingtoDAs.Toprovidefurthersupportto
ownersofheritagepropertiesCouncilprovides$for$fundingthroughitsHeritageAssistanceFund.
$20,000isallocatedeachyear.Thisfigurecomparesveryfavourablywithcouncilsmuchlargerthan
Mosmanandisindicativeofthecommitmenttoheritageanditsimportanceinthecommunity.

Councilswebsiteincludesanextensiveamountofheritagerelatedinformation,including,maps,
adviceandlinkstomoreinformation.
Seekingoutopportunitiesforexternalfundingandsuccessfullyapplyingforitisintegraltothe
successfulimplementationoftheheritagemanagementprogram.

AttheregionallevelwereinvolvedwithSHOROCinthepreparationofstrategicplanssuchatthe
RegionalEmploymentStudy,andtheSHOROCRegionalStrategycurrentlyunderpreparation.

AtthemetropolitanlevelMosman,likeotherSydneycouncils,isincludedintheMetropolitan
StrategyandtheInnerNorthSubregionalplan.TheStategovernmenthassethousingand
employmenttargetsforlocalgovernmentareastomeetby2031.Ourplanninginstrumentsmustbe
consistentwiththesetargetsandmakeprovisionfordevelopmenttooccurwhichwouldprovidethe
opportunityformorehousingandmorelocalemployment.

AttheStatelevelCouncilisrequiredtocomplywithstatepolicygiveneffectbylegislation,an
exampleofthisistheStandardLEPtemplate.

Apartfromlegislativecompulsiontocomplywithstaterequirementsthereisalsotheneedto
acknowledgethatMosmanispartofalargerurbansettlement.Sydney,whichisthelargestcityin
thecountryhas,andwillcontinuetohave,pressuretogrow.Newspaperarticlesthisweekfocused
ontheamountofgrowthforSydneyanditsabilitytoprovideforadditionalpeople.Planningin
Mosmancantbedoneasifitwereanisland.Thatsaid,ourroleistoadvocateforthebestinterests
inMosmantotryandensurethattheareamaintainsitsbeautyandamenity.

Overthelastthreeyearsthestategovernmenthasembarkedonanambitiousprogramofreform.
ThishasincludedchangestotheAct,newSEPPs(egInfrastructureSEPP),theStandardInstrument
atemplatetostandardiseallLEPsinthestate,andareviewoftheHeritageAct.Mostrecentlythe
DepartmentofPlanninghasbeenpreparingdraftstandardcodesforcomplyingdevelopmentacross

Whiletheoutcomesandtimingofclimatechangeareuncertain,wecanbesurethatclimatechange
hasimplicationsforplanning.Risingtideswilladverselyaffectdevelopmentontheforeshore,
especiallylowlyingareas.Moreregular,andmoreseverestormevents,andthefloodingthatmay
resulthaveimplicationsforbuildingdesignandlanduse.Thereisaneedtoprovideopportunities
forsustainabledevelopment,suchasincreasedcontainmentofhousing,employmentandrecreation
