TECHNICAL SPECIFICATION FOR SUPPLY OF THE MDPE PE-80/100 PIPES:

Sealed tenders are invited to supply MDPE pipes on yearly rate contract basis from
reputed and experienced manufacturers who have supplied MDPE pipes to Gas
distribution entities in India.
Quantity to be purchased: (Tolerance on length and Quantity + 3% for each size).

Technical specification :
MDPE, PE 80 (Yellow) and PE 100 (Orange), as per IS 14885 or ISO: 4437/1997(E)
specification, pipes manufactured from 100 % virgin raw material Finathene 3802YCF,
Finathene XS10B, Borealis ME 3441, Borealis HE2490, ELTEX TUB-172, ELTEX
TUB-125, Hostalen CRP100 OY, and by Ineos / Total Petrochemicals/ Lyondellbasell/
Rigidex/ Repsol or Borouge only. Anti oxidants, UV stabilizers and Pigments which are
necessary for the manufacturer and end use of the pipe, corresponding to this
specification and for their fusion jointing. All additives shall be uniformly dispersed, to
counteract photo degradation; polyethylene should be loaded with ultra violet (UV)
stabilizers and the suitable oxidants. The color of base material shall be yellow/ Orange.
The tenderer shall enclose Certificate of the supplier of raw material about the material
purchased for production of MDPE pipes for gas application and also mention where
such pipes have been supplied in recent past.

The MDPE pipes should confirm precise uniform thickness as per VMSS Technical
Specification.
The internal and external surfaces of pipes shall be smooth, clean and free from scoring
cavities, foreign inclusions, lumps, deep scratches, cracks, lean marks and other major or
frequent surface defects, which may affect pipe performance.
The pipes shall be supplied with VMSS GAS mark, manufacturers name or trademark,
Dimension, MDPE PE 80/ PE 100, production period, Pressure Rating at every one mtr.
Length & which shall not weaken the pipe.
VMSS reserves the right to test the pipes supplied by supplier as & when require and
During testing if the material is found not to specification VMSS shall precede as per
rules and testing fees shall be recovered from the supplier.
VMSS reserves the right to depute an engineer for inspection of raw material and other
related parameters at the time of production of ordered pipes.
Tenderor shall have to clearly mention facilities available for testing of MDPE pipes at
his manufacturing place for all the required tests as per IS: 14885 or ISO: 4437/1997 (E)
and BIS draft specification.
As MDPE pipes are to be used for gaseous fuel the following tests are essential to be
carried out as per IS: 14885 or ISO: 4437/1997(E) and BIS draft specification.

Long term strength at 20C. for 165 hr.


Circumferential reversion.
Hydrostatic pressure resistance at 80C., 165 hr. following squeeze off, & pipe
should not be distorted. (Up to 400mm Dia)
Hydrostatic pressure resistance at 80C., 165 hr. of offset joints made by butt
fusion (90mm dia and above)

The outside diameter of pipes, Ovality and their wall thickness shall be as per standard.
The supplier shall have to give guarantee for 24 months from the date of last supply
against any manufacturing defects and workmanship and defective material shall be
replaced at free of cost at Gas Store as per instructions of VMSS.
The supplier has to supply the pipes in lots, which shall be mentioned in purchase order
given to them.
Delivery schedule: The successful tenderer shall have to supply 25% of the total
quantity within a year from date of receipt of Purchase order. VMSS shall issue part
orders during execution of this contract and tenderer shall have to supply ordered
quantity within 45 days from date of receipt of part order. Early payment shall be given
for early delivery.
VMSS, Gas Project shall check the supplied pipes and on satisfactory performance the lot
shall be accepted.
VMSS Gas Project reserves the right to change the quantity and item of PE 80/ PE 100
MDPE pipes during execution of order and within overall limit of order.
As MDPE pipes are to be used for gaseous fuel, it should meet the PNGRB
recommendation.

Tender Fee: `. 2000/GENERAL TERMS & CONDITIONS FOR SUPPLY OF THE MDPE PE-80/ PE 100
PIPES:

The tenderer shall have to deposit earnest money (EMD) `. 75050/- (Rupees Seventy
Five Thousand Fifty Only) in cash or by a crossed accounts payee demand draft drawn in
favor of Municipal Commissioner, Gas account, VMSS along with the tender which
will carry no interest and will be refunded after the finalization of the tenders to the
unsuccessful tenderers. Any other mode of payment will not be accepted, if given in any
case.
TENDER NOT ACCOMPANIED BY E.M.D. WILL BE OUTRIGHTLY REJECTED.

The EMD of successful tenderer will be refunded on completion of one year / guarantee
period, whichever occurs later. The security deposit equivalent to 3 % of the total value
shall have to be paid at the time of signing agreement with the corporation or shall be
deducted from running bill which will be refunded on satisfactory completion of supply.
The tenderer shall submit this Tender in two parts (i.e. A & B) in separate envelope on
the stipulated date of submission of tender Envelope A shall contain the original tender
documents supplied by VMSS duly signed on each page and also duly stamped on each
and every page of the documents. Envelope B shall only contain the letter indicating
price of the material including / excluding all applicable taxes.
Both these envelops A and B should be clearly superscribed as Envelope A Pre
Qualification bid for supply of MDPE Pipes. Envelope B should be clearly
superscribed as Price Bid for supply MDPE Pipes. The crossed account payee demand
draft for the EMD should be attached to Pre Qualification Bid only and the Pre
Qualification Bid not accompanied by demand draft shall be outrightly rejected.
Out of the two envelopes, Envelope A Pre Qualification Bid will be opened before the
officer authorized by Municipal Commissioner after 16.00 hrs. on stipulated date when
the representative of the tenderer can remain present.
Pre Qualification Bid shall be evaluated and Envelope B containing the price bid will
be opened later before the officer authorized by Municipal Commissioner, subsequent to
prior intimation to those tenderers, whose technical bid has been generally acceptable.
The tenderer shall have to submit following information in detail with copies of

organization/authority to who supplies are being made.

company.

Latest Income Tax clearance certificate.
F
In case of partnership firm, authenticated copy of the partnership deed.
G
Authority for signing agreement with the corporation.
H
Enrolment certificates for professional tax registered with sales tax department.
DELIVERY, DELAY, NON-PERFORMANCE AND CANCELLATION,
A

Time at every stage of activities for the goods covered under the scope of contract
shall be the essence of the contract

CONTRACTUAL DELIVERY DATE;


Contractual delivery date is the date on which goods shall be delivered F.O.R. site
at Gas Project Stores, Near Shastri Bridge, Vadodara. The date of receipt of
material of site will be taken as the date of delivery.

LIQUIDATED DAMAGES FOR DELAYED DELIVERY.


In the event of any delay beyond the agreed delivery date for reasons not
attributable to the purchaser and not constituting force majeure conditions (i.e.
riots, floods, etc.) it will be at purchasers discretion to accept the delivery of

goods. Acceptance of delayed delivery shall be subject to liquidated damages at


the rate of 1% (One percent) of the value of delayed goods per week of delay or
part thereof subject to a maximum 10 (ten) percent of the total value of the order.

If the specified delivery schedule is not adhered to or the progress of supply of the
goods is not satisfactory or not in accordance with the delivery schedule, the
purchaser has the right to: cancel the purchase order in whole or in part without
liability for cancellation charges, in such an event the purchaser may procure from
elsewhere, the goods which an purchasers opinion would meet the same purpose
as the goods for which order is cancelled and the seller shall be liable without
limitation for the difference between the cost of such substitution and the price
set forth in the order for the goods involved. If the seller fails to perform any of
these obligations, the purchaser shall be entitled to perform all the remedies
provided by law and recover all damages caused to the purchaser by delay or nonsupply of the goods or supply of none confirming goods and to obtain adequate
compensation thereof.
The tenderer shall have to quote the rate for F.O.R. Vadodara at Gas Project Stores, 92,
Shastri Bridge, Near Alembic, Vadodara 390 002 at suppliers risk and cost.
Terms of payment should be clearly mentioned in the tender. Payment terms against the
delivery or through bank are not accepted.100% payment will be made after receipt of
inspection report of supplied material.
The price variation clause will not be accepted, except increase in Government
Taxes/Levies on finished goods if it is accepted by VMSS before execution of contract.
The validity of the tender shall have to be kept minimum 180 days. If required by the
corporation, the same shall have to be extended for further period of 90 days.
All taxes and octroi duty should be shown separately in the quotation.C form C.S.T.
will not be issued by VMSS, Gas Project.
The successful tenderer shall have to execute an agreement on the Gujarat Govt. stamp
paper as per rules `. 100/-.
The corporation reserves the right to accept or reject any or all the tenders without
assigning any reasons thereof.
Tender shall have to mention sales tax number and registration number under the shop
and establishment regulation or as per the factory act.
Printed conditions on quotation will not be accepted and will not be considered at the
time of finalization of the same. If it is not mentioned clearly and separately in the
quotation the same will not be considered as part of the quotation.
This transaction shall be subject to Vadodara jurisdiction only.
Amount of bill will be paid in stages by the department to the supplier as per supply
made i.e. part payment will be made for part supply.
The tender received after due date for any reasons will not be considered and outrightly
rejected. The tenderer shall have to collect such tenders from Gas Office.
This complete set of tender documents supplied by the corporation shall have to be
returned along with the tender after duly signed and sealed on each page alongwith
authority for the same.
No correspondence would be entertained by theVMSS after opening of the tender. The
details submitted by the tenderer should give detailed and in specific words of each and
every item of the tender. There should not be any ambiguity on details given. In case
VMSS needs any clarification the same should be furnished within stipulated time as
mentioned in VMSS letter.
Conditional tender will not be considered and will be rejected outrightly.
The tenderer registered with the DGS & D are preferable.
Entire production lot shall have to be tested by a third party i.e. by DGS & D, CIPET or
any other inspecting agency as recommended by tenderer and confirmed by VMSS, at
bidders cost and risk. The test certificate shall have to be obtained by the bidder and sent
along with every consignment without fail. The supplier shall have to provide all testing
facilities to the inspecting agency at free of cost. If such testing facility is not available
with the supplier in that case the inspecting agency will send it to other laboratory for
testing and the charge of the same shall be borne by the supplier.
VMSS reserves right to test the material supplied by supplier as & when require and
during testing if the material is found not to specification VMSS will proceed as per rules
and testing fees shall be recover from Supplier.TERMS AND CONDITIONS FOR
INSPECTION OF quality assurance wing of DGS & D or any other agency shall be
applicable in fully and completely.

The manufacturing company should be well equipped with and having quality control
laboratory and quality assurance and proper manpower.
The tenderer should quote only for the item for which he is going to submit the samples
alongwith quotation.
(A) For third party inspection supplier shall have to send the intimation of inspection
agency within 30 days from the date of receipt of purchase order.
(B) If inspection agency will take more time than, the delivery schedule in inspection for
a particular essential test, in that case, the delivery schedule will be extended
VMSS Gas Project reserves right to place the repeat order on the same terms and
conditions within six months of the original completion period.
VMSS may depute an Engineer for inspection of material and other related parameters at
the time of production of ordered material.
The tenderer shall have to quote per RMT of MDPE Pipes for free delivery at Gas
Project stores, 92 Shastri Bridge, Near Alembic Road, Vadodara 390 002 through road
transport.
The tenderer shall have to specifically clarify regarding non acceptance of any
conditions mentioned in the technical & general specification or otherwise shall be
assumed to have accepted all the conditions mentioned in technical & general
specification.
The tenderer shall have to register with (n)Code Solutions (A Div. Of GNFC Ltd.)
and tendered through Digital Signature Certificate only. For detail information

The tender superscribing TENDER FOR SUPPLY OF MDPE PE-80 PIPES FOR GAS
PROJECT and with due date and to be addressed to the Municipal Commissioner and
should be sent by Regd.Post A.D. or speed post only at the Record Branch, Municipal
Corporation, Khanderao Market Rajmahel Road, Vadodara 390 001 on or before
14/09/2012 up to 4.00 P.M.
If possible the tenders will be opened on the same day after 4.00 P.M. before an officer
authorized by the Municipal Commissioner.
