ALERT IN CALIFORNIA

People in San Luis Obispo County received a


series of unsettling, erroneous emergency
alerts Friday as repairs were being made to a
nuclear power plants siren system, including
a vague cellphone message that told them to
prepare for action.
The chain of mistaken alerts began arousing
confusion and fear when a siren thats part of
the Diablo Canyon Power Plants warning system
began wailing Friday afternoon for no apparent
reason, county emergency services manager
Ron Alsop said.
Earlier in the day, crews had upgraded the siren
as part of Pacific Gas & Electric Co.s summer-long
revamp of the emergency system.

To indicate there was no emergency, county


officials issued an alert.
Unbeknownst to us, with a new emergency alert
system, it also triggered the new wireless alert
cellphone system, Alsop said.
Across the county, peoples cellphones buzzed
with a special tone and a message that said there
was a civil emergency in this area and people
should prepare for action.
The warning halted wine tasting at the Saucelito
Canyon Vineyard & Winery in San Luis Obispo,
manager Katherine Taylor said.
I had 15 people here, looking at their phones
and asking what to do, she said.

The vague warning was unsettling, leading her
to think there was a mass shooting, a nuclear
accident or a criminal at large in the area, she said.
We didnt know where we should turn or
what we should prepare for, Noble said.
When county officials realized the gaffe, they
issued a final message stating that there was no
cause for alarm.
Were just glad we learned this before we had an
actual emergency, Alsop said.
The 131 sirens across the county are used not
only for an emergency at the nuclear plant,
but also for other emergencies such as an
evacuation due to a tsunami or dam failure,
PG&E said. The utility said it was investigating
what caused the siren to sound.

Prosecutors building a sweeping disabilitiesbenefit fraud case got a trove of data from the
Facebook accounts of more than 380 people, the
social media giant said this week as it disclosed a
nearly yearlong legal fight over the largest set of
search warrants it has ever received.
Facebook ultimately turned over the
information but is appealing the court order
that required it to do so, saying prosecutors
intruded on users privacy. The Manhattan
district attorneys office and a judge have said
the search warrants were justified.
The dispute adds to a roster of clashes between
authorities and Internet companies over law
enforcement efforts to scrutinize peoples online
lives for potential evidence.
Its part of a trend toward more aggressive
challenges by Internet providers on behalf of their
customers, said Orin Kerr, a George Washington
University law professor who specializes in issues
surrounding computers and crime.
It began secretly last July, when Manhattan
Criminal Court Judge Melissa Jackson approved
381 search warrants for various Facebook users
postings, friend lists, photos, private messages
and other data, according to court filings
unsealed Wednesday and first reported by The
New York Times. The users ranged from high
school students to grandparents, Facebook said in
a filing last week.
Sixty-two of those users are among the 134
people charged in the case, Deputy General
Counsel Chris Sonderby wrote in a blog post
Thursday. Its unclear whether other users will
be charged.
The warrants aimed to gather evidence against
police and fire retirees allegedly coached to
claim they were too psychologically devastated
to work even as they golfed, rode motorcycles
and otherwise led robust lives - and sometimes
posted the alleged proof on Facebook. More

than half of the 134 defendants so far have


pleaded guilty. Prosecutors say up to 1,000
people may have been involved and more
charges could come.
Menlo Park, California-based Facebook
argued the warrants cast a net as wide as
the digital equivalent of seizing everything in
someones home.
Except here, it is not a single home but an
entire neighborhood of nearly 400 homes, the
company wrote in last weeks filing.
But prosecutors say they gave the judge a 93page explanation of why each targeted account
would likely yield evidence.
The defendants in this case repeatedly lied to
the government about their mental, physical, and
social capabilities. Their Facebook accounts told
a different story, DAs office spokeswoman Joan
Vollero said in a statement Friday.
Jackson rebuffed Facebooks objections in a
now-unsealed September ruling, saying law
enforcement has the authority to search and
seize a massive amount of material to seek
evidence, even if some of the items turn out
to be irrelevant.
An appeals court declined in November to hold
off Jacksons order while Facebooks appeal plays
out. Facebook then surrendered the information.
Over the years, online companies have
sometimes prevailed in pushing back on
authorities demands for information about their
users. They also have lost some fights; Twitter,
for instance, objected but ultimately acceded
to Manhattan prosecutors demands for three
months of tweets by an Occupy Wall Street
protester in a disorderly conduct case. Twitter
had been threatened with steep fines; the
company later lost an appeal of the court order
that had required turning over material.

The value of an internal


education initiative
The late Steve Jobs, as anyone who has ever
been in the employ of Apple in recent years
will tell you, was a misfit. Such is the very
nature of genius - you can't teach it. That's the
commonly received idea, anyway. In truth,
even Jobs had certain tangible values by
which he took Apple by the scruff of his neck
to previously unbeknown success, during both
of his spells with the company.
With that in mind, could something of his
genius - even just a semblance - be put in a
bottle, for the benefit of future generations
of Apple leaders? It may not be an easy task
to create a new Steve Jobs or seven, but that
doesn't mean that you shouldn't try - or at
least, that seems to have been the thinking
process behind a relatively little-known
internal education initiative at the Cupertino
company he made so great.
That initiative is known simply as Apple
University, and was started in 2008 at
the request of Jobs himself, the then CEO
becoming more than aware of his mortality as

his long-term illness wore on. It's an attempt


to perpetuate the ways of thinking that
embedded Apple at the top of the technology
tree in the years up to 2011 - and that have
helped to keep it up there in the years since.

How Apple has fared since Jobs


Sure, some industry commentators will
point to certain struggles that Jobs' baby has
experienced in the still less than three years
since his passing. They might flag up the
Maps fiasco, generalized grumbles among
shareholders, or simply the lack of a 'gamechanging' new product with the cachet of
the iPod, iPhone or iPad. All three continue
to receive incremental updates under the
auspices of Jobs' successor as CEO, Tim Cook,
but we're yet to see the long talked-about
iWatch break cover.
However, don't be fooled into thinking that
the Californian tech giant hasn't made very
significant strides since Jobs' October 2011
death. The company that Jobs left behind
was certainly a advantageous inheritance
for Cook, its brand valuation of $33.5 billion
making it the world's second most valuable
company, behind Exxon. That's before you
mention the daunting $81.6 billion cash
reserves that the new occupant of Jobs'
seat could call upon back then.
As of February this year, though, there was no
longer any company in the world with as high
a market valuation as Apple, leaving Google
and Exxon Mobil to scrap for second place.
Microsoft was in fourth position. Similarly,
while Apple's 2010 fiscal year total gross
revenue of around $65 billion was nothing
to be sniffed at, with the following fiscal year
yielding $108.25 billion, the company has
only gone from unimaginable strength to
unimaginable strength since then.

The all-important figures


remain impressive
How strong as we talking about? Well, for the
2013 fiscal year ending September 28, 2013,
a record $170.9 billion in total gross revenue
was mustered. This was a 9.18 per cent
improvement on the previous year's $156.53
billion, and a whopping 57.88 per cent and
162.9 per cent higher than was managed in
2011 and 2010 respectively.
You can look at pretty much any other key
figures of Apple's for the last few years, and
you'll keep seeing a rosy picture. By the end of
October last year, for example, the Cupertino
firm had more than $146 billion in cash and
marketable securities. Both iPhones and iPads
sold at record levels during the 2013 fiscal
year, with the sales of 150 million iPhones
bringing the smartphone's total unit sales to
421.3 million. Meanwhile, some 169.2 million
iPads have now been sold in total since the
tablet's 2010 launch, 71 million of those in the
latest fiscal year alone.
With figures like these, it's therefore not a
massive surprise that in March 2014, Apple
was declared the most valuable billion dollar
brand in the world by Brand Finance, a value
of about $104.7 billion for 2014 placing it
well ahead of Samsung Group ($78.8 billion),
Google ($68.6 billion), Microsoft ($62.8
billion) and Verizon ($53.5 billion).

The setting up of Apple


University
But back to Apple University for a minute.
If such figures were to be achieved, and
continue to be achieved for many years to
come, it surely follows that something of the
Jobs philosophy needed, and needs to survive
in the company. However, that depends on
first pinpointing what the great man was

actually about. Apple was on the financial


precipice when he returned in 1997, so its
dramatic transformation in the ensuing years
was definitely no accident.
On creating Apple University, Jobs'
intentions were simple - to create a
learning program whereby executives
could be taught his approach. It was the
obvious way to ensure that future Apple
executives thought like him. In the words
of Apple analyst Tim Bajarin, "One of the
things that Steve Jobs understood very
well is that Apple is like no other company
on the planet. It became pretty clear
that Apple needed a set of educational

materials so that Apple employees could


learn to think and make decisions as if they
were Steve Jobs."
The program got underway in earnest with
Jobs' 2008 hiring of the one-time dean of
Yale University's School of Management,
Joel Podolny. Active courses had apparently
begun by the following year, with Jobs
helping to create the curriculum. Various
other academics were subsequently hired by
Podolny, and even Tim Cook dropped in for
some lecturing.
Although secrecy surrounds most of the
curriculum content, it is known that one
course is called 'What Makes Apple Apple',

and that the whole initiative was largely


inspired by 'The HP Way' core values as
espoused by the founders of that company,
Bill Hewlett and David Packard.

Identifying those vital


Jobs qualities
Characteristics widely identified as part of
the Jobs philosophy include an emphasis on
quality over quantity, as seems to be in safe
hands judging by repeated pronouncements
by Cook, as well as the need to 'Create
something different'. The iPod, iPhone and
iPad may not have been the first released

products in their respective categories, but


they are nonetheless seen as having turned
those categories on their heads.
Jobs was also feted for his ability to create
anticipation through showmanship, helping
to stoke just the right level of excitement and
demand for a new product at just the time
it became available to purchase. It is also
thought that Apple University emphasizes the
importance of - where appropriate - involving
everyone in the company in the product's
design and feel.
There is a long list of other elements of the
Jobs approach that are reported to have
been incorporated into Apple University
and the Cupertino firm's present corporate
culture and working operations. These
range from making everyone responsible
and establishing a culture of such
responsibility via multiple weekly meetings,
to maintaining a simple organizational
structure with no committees and tending
towards specialized, focused roles.

The wisdom of a 'corporate


campus' for other companies
As unique a company as Apple may be,
an internal education program like Apple
University doesn't merely hold lessons for
the Cupertino firm. After all, it's hardly the
first company to have such a 'corporate
campus'. The same was true of Jobs' other
major corporate success story, Pixar, where
there was Pixar University, while there was
also one in operation many years earlier at
GE (General Electric), and even that great old
Apple adversary, IBM, has long embedded a
learning culture of its own.
The benefits of an internal education
scheme are certainly clear for Apple,
where recent years have seen the exit

of various top executives and engineers,


including many to have worked closely with
Jobs. Employee turnover is becoming an
increasingly pronounced - and expensive
- problem for other tech companies, amid
predictions by the Hay Group that the
burgeoning economy will see turnover
reach new heights - as high as 25 per cent across the world during 2014-18.
With the tech industry seeing engineers often
only stay at a company for 1-2 years, the
need has clearly arisen to create incentives

for talented professionals to stick around at a


firm like Apple. The right, properly managed
educational program can be invaluable in this
regard, only packing all the more power when
combined with the likes of stock, cash prizes,
promotions and internal awards.
Apple University certainly seems to be
delivering the goods for the company that
Jobs bequeathed to his successor as CEO, Tim
Cook - and long may that continue.

during Tuesdays World Cup match-up, brands
were using the incident to market burgers on
Twitter.
Suarezs mid-game snack -and Italian forward
Mario Balotellis Twitter plea for a kiss on the
cheek from Queen Elizabeth- drew massive
online attention this week as the initial group
stage matches played out. More than 300 million
tweets have been sent about the World Cup
so far, and Google has logged over 1.1 billion
searches related to the worlds most popular
sporting event.
While the tournaments June 12 kickoff game
between Brazil and Croatia still drew the most
tweets of any match, people paid more attention
to this weeks games, at least as measured by
matches they viewed online.
Heres a look at how the World Cup fared
online this week:

STREAMING TRAFFIC SOARS


Thursdays concurrent U.S. vs. Germany and
Portugal vs. Ghana games hit a peak of 6.8
terabits per second in online streaming traffic,
according to Akamai Technologies Inc., which
helps companies distribute online video and
works with more than 50 World Cup online
streaming rights holders worldwide. That rate of
consumption is a new high for a live-streamed
sporting event that Akamai has delivered and

very easily one of -if not the- largest live events


thats been delivered on the platform, said
spokesman Chris Nicholson.
Unlike during previous World Cups, this year even
U.S. cord-cutters were able watch group stage
matches online, as TV providers such as Univision
offered free streaming on its website and mobile
apps. ESPN is also streamed the matches, but it
required pay-TV credentials.

his name, according to the Internet giant. On
Twitter, though, Messi kept the top spot as the

On Instagram, the popular Facebookowned photo-sharing app, soccer fans used
hashtags such as (hash)WorldCupPets, (hash)
WorldCupPup and (hash)FifaCat to tag photos
of their pets decked out in World Cup gear.
Players, including U.S. forward Clint Dempsey,
meanwhile, took part in the apps TBT, or
Throwback Thursday trend, posting photos
of their younger selves. Dempsey sent out a
yearbook photo. A question above his smiling
photo reads Where do you hope to be five

GOOGLE GLASS TAKING FANS CLOSER


TO THE ACTION

Your favorite team is playing for the title, and you


are in the middle of the field. You have a ticket in
the very top row for an NBA playoff game, and a
courtside seat. The referees are reviewing a big
play in the final seconds, and you are right there
in front of them.
Google Glass is slowly becoming more common
in sports as teams and broadcasters try to
bring fans closer to the action. The Philadelphia
Eagles are going to test the Internet-connected
eyewear for in-game use, and a company
with a key application for the technology says
it has secured a new round of financing that
will help roll out its Glass program to sports,
entertainment and other fields.
When I talk to teams and ask them about what
technology are they looking at, what technology
are they keeping track of, the two answers I
mostly commonly get are Google Glass and
Snapchat, said Eric Fernandez, a founder and
managing partner of SportsDesk Media, a fan
analytics and digital media activation company.
The futuristic eyewear was known as Project
Glass when it was introduced by Google in a
video and blog post in April 2012. The Mountain
View, California, company started selling the
$1,500 glasses to a select crowd later that same
year, but it only recently became available to the
general public.
The use of Glass in sports has progressed from
trendy athletes dipping their toes in the water
to a tool for teams looking to draw fans to
arenas and stadiums, and then keep their focus

on the action, instead of their omnipresent


smartphones and tablets. It comes with
endless revenue possibilities, ranging from
sponsorship deals for the new content streams
to a possible attendance boost for teams with
empty upper decks.
I think the fan experience one is the one
thats really hitting hard, said Eric Johnsen, the
business development lead for Glass at Work,
and the performance line people are dabbling
with, thats really interesting.
Punter Chris Kluwe used the eyewear in training
camp last year to take fans inside an Oakland
Raiders practice. Seattle Seahawks wide receiver
Golden Tate wore the glasses at Super Bowl
media day. Roger Federer used one when
he hit with former tennis star Stefan Edberg
during a visit to Googles campus, and a referee
at the recent USA Sevens Collegiate Rugby
Championship donned the glasses for the NBC
Sports broadcast.
But it is the big-picture applications that offer
intriguing possibilities for teams and leagues
concerned about attendance in the 21st century,
when flat-screen TVs and rising prices at sporting
events have made the in-home experience even
more appealing.
The 2014 Know the Fan Report, produced
by Sporting News Media, Kantar Media and
SportBusiness Group, found 45 percent of fans
use a second-screen device while watching sports

on TV, a definite factor in the willingness of teams


and broadcasters to take a closer look at Glass.
The report was based on a survey of more than
1,000 American adults conducted in February.
The focus has been through sports at large,
how do you get people using their phones to
interact during the game? said Rob Laycock,
the vice president of marketing for the Indiana
Pacers and Fever.
Whats nice about Glass is that its keeping your
focus on center stage, you know main court, with
the scoreboard right above it.
The NBAs Sacramento Kings used a CrowdOptic
application to become the first pro sports team
to employ Glass in the arena when they put the

eyewear on their mascot Slamson and others


for a January loss to the Pacers, allowing fans at
the game and viewing at home to witness the
courtside experience. Indiana used it for the first
time for a March 26 game against Miami, and the
Orlando Magic broke it out for their April 9 game
against Brooklyn.
The Eagles are the first NFL team to try the
application for Google Glass. They are planning
for a similar approach to the Pacers, who used
the CrowdOptic program to provide multiple
courtside perspectives over the videoboard
during games.
Were on a constant search for ways to enhance
the overall fan experience at Lincoln Financial

Field, said Brian Papson, the vice president of


marketing for the Eagles. So what caught us is
that this is a creative, different, new innovative
way to do that.
There are many factors at play with the use of
Glass at sports venues, including the strength of
the WiFi network and the reliability of moving
people wearing the technology. Thousands of
people using their phones to post to social media
or check fantasy sports can grind WiFi networks
to a halt, and a courtside perspective becomes
much less attractive when its an obstructed view.
Thats where CrowdOptic comes in.
What our stuff does is it really converts all this
chaos into a demonstrable broadcast feed that,

for example, the Pacers can really count on,


said Jon Fisher, the CEO and co-founder of San
Francisco-based company. So they can put Glass
out there and it can work in many cases as well
as any other fixed camera asset because of these
algorithms at work.
Maintaining a reliable feed is just one
potential problem for sports teams deploying
the technology. There is concern about
overwhelming fans with a barrage of viewing
options. The eyewear has faced criticism over
its intrusiveness and its ability to take photos
and video through voice-activated commands,
making it more likely that even attentive fans
could find themselves on the videoboard before
they realize whats going on.

The rollouts have been conducted with great care.


We havent just determined yet whos going to
be wearing the Glass and deploying it, thats all up
for a lot of discussion, Papson said. But I think
as content such as this continues to be more
available, I think every team has those discussions
as to whats not appropriate to provide.
Asked about his vision of the future, Johnsen
paints a compelling picture.
If a fan wants to be Tom Brady, 10 seconds left in
the Super Bowl, in the red zone making the call in
the huddle and executing a play, he said, I think
its absolutely possible next 10 years if not sooner
... with Glass-like technology.

ever, for even the shortest period of time,

Education App for iPads

Apple will soon make another bid to persuade


schools to replace textbooks with iPads. Next
week, it will introduce a tool for instructors to
teach from the tablet.

ability for instructors and students to start group
chat sessions. For example, if students want to
discuss a homework assignment or a course
topic, they can start a chat thread inside the app;
the teacher can monitor their discussion and
respond to questions.

get iPads widely used in schools, and its efforts
have been fairly successful. The company
says 10 million iPads are now in use in schools
around the world. Apple has 94 percent of

United States, according to the research firm
IDC. Some schools, like Montlieu Academy of
Technology in North Carolina, have reported an
improvement in average test scores after iPads
were incorporated into classrooms.

particularly in Los Angeles, according to a series
of reports by The Los Angeles Times. About a
year ago, the board of education for the Los
Angeles Unified School District authorized a
$30 million contract with Apple to purchase

the security restrictions of the iPads to browse
whatever websites they wanted.
The Los Angeles school district, which is one of

Twitter is hiring a Goldman Sachs executive as its


new chief financial officer, continuing a shakeup that has led to the departures of several
executives in recent months.
The social media company said in a regulatory
filing Tuesday that it hired Anthony Noto, 46, to
replace current CFO Mike Gupta, who steered
Twitter through its initial public offering in 2013.
Gupta will stay on at Twitter, taking on the role of
senior vice president for strategic investments.
Noto was previously a managing director in
Goldmans technology, media and telecom
investment banking group, where he led Twitters
IPO process. Before that, he served as CFO of the
National Football League.
The CFO switch follows the resignation of
Twitters chief operating officer, Ali Rowghani,
earlier this month. Rowghani wont be replaced
because CEO Dick Costolo is seeking more direct
involvement with the San Francisco companys
engineering and product teams. Christopher Fry,

Google is fine-tuning its digital music strategy


with the acquisition of Songza, a service that
creates soundtracks tailored for peoples
changing moods.
Financial terms of the deal announced Tuesday
were not disclosed. That means the price is
considered to be too small to affect Google Inc.,
which ended March with $59 billion in cash.
The acquisition highlights the growing
importance of services that customize playlists
as more people listen to music through Internet
connections on their smartphones, tablets and
personal computers.
Apple Inc. is buying headphone maker Beats
Electronics for $3 billion largely because it prizes
the song-picking prowess of a digital music
service that Beats has been building. The music
service combines automated formulas with the
expertise of a team led by Beats co-founders,
longtime recording industry executive Jimmy
Iovine and hip-hop producer and rapper Dr. Dre.

Amazon.com Inc. also recently rolled out a musicstreaming service that is part the companys
$99-per-year Prime package.
Those two technology powerhouses, along
with Google, are trying to topple the early
leaders in music streaming, Pandora Media
Inc. and Spotify.
No immediate changes will occur at Songza, which
makes applications for Apples iPhone, iPad and
devices running on Googles Android software.
We cant think of a better company to join in
our quest to provide the perfect soundtrack
for everything you do, Songza said in a post
announcing its sale.
Google plans to blend Songzas technology into
its own music-streaming service, which costs
$10 per month. Songzas tools also might be
used to recommend musical videos at Googles
YouTube site, which is preparing to introduce a
subscription option, too.

Liberties Oversight Board dissected a National
Security Agency surveillance program, it found
fundamental flaws, arguing in a January report
that the NSAs collection of domestic calling
records lacked a viable legal foundation and
should be shut down.
But in its latest study, the five-member board
takes the opposite view of a different set of
NSA programs revealed last year by former NSA
systems administrator Edward Snowden.
The new report, which the board was to vote
on Wednesday, found that the NSAs collection
of Internet data within the United States
passes constitutional muster and employs
reasonable safeguards designed to protect
the rights of Americans.
The board, whose members were appointed
by President Barack Obama, largely endorsed
a set of NSA surveillance programs that
have provoked worldwide controversy since
Snowden disclosed them. However, the boards
report said some aspects of the programs
raise privacy concerns meriting new internal
intelligence agency safeguards.
Under a provision of the 1978 Foreign Intelligence
Surveillance Act known as Section 702, the NSA
uses court orders and taps on fiber optic lines
to target the data of foreigners living abroad
when their emails, web chats, text messages
and other communications traverse U.S.
telecommunications systems.

Section 702, which was added to the act in


2008, includes the so-called PRISM program,
under which the NSA collects foreign
intelligence from Google, Facebook, Microsoft,
Apple and nearly every other major American
technology company.
U.S. intelligence officials and skeptical members
of Congress have agreed that Section 702 has
been responsible for disrupting a series of
terrorist plots and achieving other insights.
The board said the programs have led the
government to identify previously unknown
individuals who are involved in international
terrorism, and it has played a key role in
discovering and disrupting specific terrorist plots
aimed at the United States and other countries.
Because worldwide Internet communications
are intermingled on fiber optic lines
and in cyberspace, known as the cloud,
the collection inevitably sweeps in the
communications of Americans with
no connection to terrorism or foreign
intelligence. Activists have expressed concern
that a secret intelligence agency is obtaining
private American communications without
individual warrants. Some have questioned
how such a program could be legal under the
Fourth Amendment to the Constitution.
The board, including a Democratic federal
judge, two privacy experts and two former
Republican Justice Department officials,
found that the NSA monitoring was legal and
reasonable and that the government takes
steps to prevent misuse of Americans data.
Those steps include minimization that leaves
out the names of Americans from intelligence
reports unless they are relevant.
Overall, the board finds that the protections
contained in the Section 702 minimization
procedures are reasonably designed and
implemented to ward against the exploitation
of information acquired under the program for

illegitimate purposes, said the report. The


board has seen no trace of any such illegitimate
activity associated with the program.
That said, the board noted that the rules
potentially allow a great deal of private
information about U.S. persons to be acquired by
the government.
The board was troubled by the unknown
and potentially large scope of the incidental
collection of U.S. persons communications,
and collection of communications about a
target, such as a foreign terrorist organization,
that could capture two innocent Americans
discussing the organization.
The report proposals some rule-tightening. For
example, the board recommends that NSA and
CIA analysts query Section 702 data using the
names or email addresses of Americans only
if the query is based upon a statement of facts
showing that it is reasonably likely to return
foreign intelligence information.
Section 702 has its roots in the Terrorist
Surveillance Program, a collection program
President George W. Bush ordered after the 9/11
attacks without seeking a change in the law. After
administration lawyers deemed aspects of it
illegal, and after so-called warrantless wiretapping
was disclosed in news reports, Congress
essentially legalized the program in 2008.
Obama, then a senator running for president,
voted in favor of the bill.

EU SLASHES MOBILE DATA ROAMING


FEES BY 55 PERCENT

The European Union says the surcharges for


surfing the Internet on mobile devices while
traveling across the 28-nation bloc will be more
than halved.
The European Commission says the new cap
on the so-called roaming fees will be effective
starting Tuesday, just in time for the summer
holiday travel season.
It said Monday the price cap for one megabyte
of data use will be lowered to 20 euro cents (27
dollar cents) from 45 cents - a 55 percent drop.
Phone calls and text messaging services across
national borders are also getting cheaper by
about 25 percent.
The blocs executive Commission - keen on being
seen as helping the EUs 500 million consumers
- started cracking down on the fees in 2007 and
seeks to abolish them altogether by 2016
