After a period of turmoil, the civil aviation sector is showing some signs of revival. Passenger traffic revived in 2013-14 with a 6 per cent year-onyear growth, after a fall in 2012-13. The growth is expected to be higher in 2014-15. New terminals were also operationalised at metro airports,
while new airlines began commercial operations.
The new government has released the draft civil aviation policy, bringing momentum to long-awaited industry demands. The draft has brought clarity
regarding the six AAI airports, initially planned to privatise operations. Only two airports - Jaipur and Ahmedabad - will be given on a 30-year lease
to private developers, while Guwahati and Lucknow have been put on the backburner. Further, the airports at Kolkata and Chennai will not be leased
out as planned; instead, private parties will be given management contracts for a fixed fee. In addition, as per the new draft, the AAI will be
corporatisatised to increase efficiency and transparency.
The other key policy announcements made earlier in the year included the opening of global routes; extending visas-on-arrival and e-visa facilities
at nine airports; allowing external commercial borrowings for maintenance, repair and overhaul facilities; etc.
However, some of the critical policy issues such as a reduction in taxes on aviation turbine fuel, airport charges, coordinated clearances, etc.,
remained unaddressed.
Meanwhile, new capacities were added by developers at key airports. New terminals were commissioned at Bengaluru and Mumbai, which together
added a capacity of more than 19 million passengers per annum. The AAI also operationalised integrated terminal buildings at Ranchi, Raipur,
Bhubaneswar and Goa.
The Navi Mumbai project finally entered the bidding stage during the year in review, with the City and Industrial Development Corporation of
Maharashtra (CIDCO) floating requests for qualification (RfQs). The RfQ for the Mopa project in Goa is expected to be floated soon. Delays in
environmental clearances and land acquisition continue to be key issues for greenfield projects.
The government is also taking initiatives to improve regional connectivity by planning no-frills airports in Tier II and Tier III cities. The design and
location for five no-frills airports have been finalised, and construction is expected to begin by end-2014. In tandem, the MoCA has given noobjection certificates to three regional operators. The airlines are awaiting flying permits from the DGCA.
The safety and security aspects of airports are also receiving increased attention. After the Federal Aviation Administration downgraded Indian aviation
to Category 2 under its International Aviation Safety Assessment Programme, the DGCA released the Standards of Services, listing the services and
transactions offered by the authority.
In addition, the sustainability of airport projects is being focused on, with developers investing in greener designs and energy efficiency. Airports
are also increasingly investing in advanced technologies for integration and automation airports to optimise operations.
