A DDWP meeting was held on 12-11-2013 at 1230 hours under the
Chairmanship of the Administrative Secretary of Sports, Tourism, Youth Affairs,
Archaeology & Museums Department, Khyber Pakhtunkhwa in his office. The following

The meeting started with recitation from the Holy Quran by the CPO
Sports Department. The Chair welcomed the participants, and CPO informed the
meeting that the following three schemes of ADP 2013-14 are included in the agenda:S

Kund Pedestrian Wooden Bridge

The Chair asked the CPO to present the working paper of the scheme.
The CPO informed that the purpose of the scheme namely 629 - 130033 Kund Wooden
Pedestrian Bridge has been prepared to increase the flow of domestic Tourists to
Khyber Pakhtunkhwa. The present PC-I is prepared by the Engineering Wing of Sports
Department with estimated cost of Rs. 49.000 Million while the scheme has an
estimated cost and allocation of Rs.12 Million (on Revenue side) during the CFY, 201314 in ADP. The PC-II of the scheme is part of the group of eight projects pending
approval of PDWP wherein, the C&W Department would be hiring consultants for
detailed designing, supervision, monitoring and implementation as per policy of the
present government. The list of schemes included in the PC-II of C&W is as following:

The Chair observed that keeping the costs of the PC-I it is appropriate to
wait for the PC-II of the C&W Department, in which detailed drawing, supervision,
monitoring and implementation of the scheme has been included as per the policy of the
government. The Deputy Secretary Development, Finance Department also endorsed
the view points of the Chair to which the Research Officer, P&D Department also
subscribed.
Decision: The forum decided that the process of PC-II of C&W is the appropriate procedure
in light of the policy of the government and C&W should process the PC-I of the scheme.

Water Sports Tourism Facilities at Khanpur

The Chief Planning Officer informed the DDWP meeting that a scheme namely
Water Sports Tourism Facilities at Khanpur reflected at serial No. 632 bearing computer
code 130030 in the ADP 2013-14, having total estimated Cost Rs. 10.00 million on the
revenue side with allocation for CFY 2013-14 of Rs. 5.000 million and remaining amount
have to be provided through re-appropriation. The TCKP has concluded MoU for Khanpur
Lake Water & Sports project with the WAPDA authorities, wherein, land measuring 400 kanal
have been leased out for Rs. 0.500 million per annum for five years. The Khyber
Pakhtunkhwa province one of the best networks of water ways however this is a pilot activity
to start ferry service for the interested tourists. After its successful implementation of the
project it will be replicated in other part of the province. At the end CPO further explained that
the operational cost including pay and allowances and fuel charges would be borne by TCKP
from its resources and subsequently from the proceeds of the facility.
Decision: The forum approved the scheme at cost of Rs. 10.000 million.

Feasibility Study of Malam Jabba Resort

The Chair invited the CPO to present the working paper of the scheme
feasibility study of Malam Jabba Resort. The CPO informed that the purpose of the feasibility
are establishing Tourists Huts, Ski Tow Chairlift and utilization of 175 acre land of MJRL for
tourists activities such as camping etc. through public sector alone, public private
partnership, built operate and transfer basis, or for financing by the Development Financial
Institution and for approval by the Provincial Government from its own resources. Total
period of the feasibility study will be the six months from the date of signing of agreement
with the consultants. The CPO added that an amount of Rs. 1.000 million has been allocated
on the revenue side and the total cost is also Rs.1.000 million, for engaging consultants for
the preparation of feasibility based on which PC-I acceptable to the Provincial Government in
the Tourism Department has to be submitted. The full funds of Rs.1.000 million have been
provided during FY 2013-14. The CPO further explained that the feasibility study will give the
cost benefit analysis, internal rate of return, environmental impact assessment, social and
economic impact with the intricate details required or liked by the tourists visiting the
Malamjaba in Swat for carrying out the feasibility in light of the PC-II & ToRs. The cost of the
advertisement of hiring consultants is also be charged to the PC-II from Rs. 1.000 million
cost.
Decision: The forum approved the scheme at a cost of Rs. 1.000 million.
