This document serves as an agreement of the project goals and objectives between the
Project Champion, the MIS department, and other external customers. It provides highlevel descriptions of the objectives, business benefits, scope of work, budget requirements,
timing, organization, resources, and project approach. It is a commissioning document
used as the foundation for developing the Detailed Project Plan(s) throughout the entire
lifecycle of the project.
The Project Charter will change, in some way, during the lifetime of the project; however,
it is the basis for evaluating any change and assessing impact on schedules and budgets.
The Project Charter is a stake in the ground from which the Project Team can work and
with which the Project Champion can evaluate project direction and results.
