The flooring of a working platform or walkway shall only have such maximum openings
that a ball with a diameter of 35 mm cannot fall through;
Floorings above a place where people are working, as opposed to occasional passage,
shall have such maximum openings that a ball with a diameter of 20 mm cannot fall
through unless the same safety is guaranteed by other suitable means.
In cases where the risk assessment concludes that hazards caused by objects or other
materials falling or passing through the flooring are more significant than the slipping,
falling, etc. hazards, the flooring shall have no opening.
Between the edges of floorings and adjacent construction elements or opening edges
required to suit elements fitted in the openings e.g. piping, bins or supports, a toe plate is
necessary if the distance between flooring and element exceeds 30 mm.
1.1.6 Guard-rails
When the height of the possible fall exceeds 500 mm, a guard-rail shall be installed.
A guard-rail shall be provided when the gap between a platform and the structure of a
machine or wall is greater than 200 mm or if the protection of the structure is not
equivalent to a guard-rail. However, a toe plate shall be provided when the gap between
the platform and adjoining structure is greater than 30 mm.
The minimum height of the guard-rail shall be 1100 mm.
The guard-rail shall include at least one intermediate kneerail or any other equivalent
protection.
The clear space between the handrail and the kneerail, as well as between the kneerail
and the toe plate, shall not exceed 500 mm.
When vertical uprights are used instead of a kneerail the clear horizontal distance
between those uprights shall be 180 mm maximum.
A toe-plate with a minimum upstanding of 100 mm shall be placed 10 mm maximum from
the walking level and the edge of the platform (see figure 1.1).

The distance between the axes of the stanchions is preferred to be limited to 1500 mm.
But, if this distance is exceeded, specific attention shall be paid to the stanchion
anchoring strength and the fixing devices.

In the case of an interrupted handrail, to prevent hand traps the clear space between the
two segments should not be less than 75 mm and not greater than 120 mm (see figure
1.2). If there is a larger opening, a self closing gate shall be used.
Where access through the guard rail is required, a self-closing gate shall be used. A gate
shall have the handrail and kneerail positioned at the same level as that of the guard-rail
that it extends to (for exit section of the ladder, see EN ISO 14122-4:1996).
Any gates shall be self-closing and shall be designed to open onto the platform or floor
and to close against a firm stop to prevent users pushing against them and falling
through the opening. Gates shall be subject to the same loading criteria as guard-rails.
The ends of the handrail shall be designed in such a manner as to eliminate any risk of
harm caused by sharp edges of the product or by catching of the user's clothing.

The overlap, r, of the step shall be 10 mm and shall apply equally to landings and
floors.

On the same flight, the rise shall be constant wherever possible. In the case where it is
not possible to maintain the height of the rise between the level of departure and the
lower step, it may be reduced by a maximum of 15 %. If it is justified, it may be increased,
for example in the case of certain mobile machines.
The uppermost step shall be level with the landing
Headroom, e, shall be 2300 mm minimum.
Clearance, c, shall be 1900 mm minimum.
Unless there are exceptional circumstances, the clear width of a stair shall be a minimum
of 600 mm but preferably 800 mm. When the stairway is usually subject to the passage
or crossing of several persons simultaneously, the width shall be increased to 1000 mm.
The width of the stair, when designated as an escape way shall meet the requirements of
appropriate regulations.
The climbing height H of individual flights shall not exceed 3000 mm, otherwise a landing
is deemed necessary before continuing on to another flight. The length of the landing, I,
shall be at least 800 mm and in any case equal to or greater than the width of the stair.
Only in the case of a single flight shall the climbing height not exceed 4000 mm.
2.1.3 Stepladders dimensions
The minimum step depth, t, shall be 80 mm.
The maximum rise, h, shall be 250 mm.
The overlap, r, of the step or the landing shall be 10 mm.
The clear width between stringers or guard-rails shall be within the range of 450 mm to
800 mm but preferably 600 mm.
On the single flight, the rise shall be constant wherever possible. In the case where it is
not possible to maintain the height of the rise between the level of departure and the first
step, it may be reduced by a maximum of 15 %. If it is justified, it may be increased, for
example in the case of certain mobile machines.
Headroom, e, shall be 2300 mm minimum.
Clearance, c, shall be 850 mm minimum.
The climbing height, H, of a single flight shall not exceed 3000 mm.

A stair shall have at least one handrail. If the stair width is greater or equal to 1200 mm,
there shall be two handrails. Step ladders shall always have two handrails.
A guard-rail shall be fitted whenever the height to climb exceeds 500 mm, and when
there is a lateral space adjacent to the string which is greater than 200 mm, in order to
provide protection on the side of the stair where this gap exists.
The vertical height of the handrail on a stair shall be between 900 mm and 1 000 mm
above the nosing on the step of the flight and be a minimum of 1100 mm above the
walking level on the landing. The shape of the handrail should have a diameter between
25 mm to 50 mm or an equivalent section, to provide a good grip for the hand.
The distance (dimension x) from the pitch line on a step ladder to the centerline of the
handrail should be as shown in figure 2.4, with the handrail commencing from at least the
distance of 1000 mm measured vertically from the bottom of the ladder. Table 2.1 gives
indicative dimensions.

3.1.2 Dimensions
Rugs
The spacing between successive rungs shall be constant and shall be between 225 mm
and 300 mm.
The distance between the walking surface of the departure area and the first rung shall
not exceed the spacing between two consecutive rungs.

The top rung shall be positioned at the same level as the walking surface of the arrival
area (see Figure 3.3). If the gap between the walking surface and the ladder is greater
than 75 mm, a floor extension shall be provided at the arrival area to reduce this gap.
The diameter of the rungs shall be at least 20 mm, or the walking surface of the tread of
polygonal or U-shaped rungs shall have a depth of at least 20 mm.
The cross-section of the rungs shall not be given dimensions difficult to grasp by hand.
The diameter of the rung shall not be more than 35 mm.
Stiles
The clear width between the two stiles shall be between 400 mm and 600 mm (see
Figure 3.2). However, a shorter length between 300 mm and 400 mm is permissible, in
cases where the immediate environment makes it impossible to use 400 mm. Before a
shorter length is considered a check should be carried out to see if it is possible to find a
more favorable position for the ladder allowing a clear width of 400 mm or more.
Spacing between the ladder and any permanent obstruction
The space between the ladder and any permanent obstruction or obstacles shall be:
- In front of the ladder: at least 650 mm and 600 mm in case of a discontinuous obstacle;
- Behind the front side of the rungs: at least 200 mm and 150 mm in case of a
discontinuous obstacle.
Safety cage
The lowest part of safety cage, e. g. the lowest hoop shall start at a height of between
2200 mm and 3000 mm above the departure area. Below the cage on the chosen access
side, the safety cage shall not have elements likely to obstruct the access to the area
situated in front of the ladder. At the arrival area the safety cage shall be extended up to
the height of the guard-rail of the arrival area (see Figure 3.2).
The clear distances within the hoop of the safety cage shall be between 650 mm and 800
mm (see Figure 3.2c). This applies equally to non-circular as well as circular safety
cages.
The clearance within the cage at the arrival area, measured along the transverse axis of
the ladder rungs between the inside face of the cage shall be between 500 mm and 700
mm (see Figure 3.2c).
The distance between two hoops shall not exceed 1500 mm and the distance between
two uprights on the cage shall not exceed 300 mm. The hoops shall be placed at right
angles to the uprights on the cage. The safety cage uprights shall be fixed to the inside of
the hoop and be equally spaced.

The spacing of safety cage components shall be designed so that the empty spaces are
in any case not more than 0, 40 m2.
A cage is not necessary if surrounding structures (walls, parts of machines, etc.) in front
of and on the sides of the ladder provide a similar safety function (e. g. by providing
similar dimensions).
3.1.3 Design loads
Ladder element
The ladder elements are considered to fulfill the general requirement when they meet the
requirements of EN 131-2. The maximum deflection as indicated in 5.1 shall not exceed
50 mm.
Safety cage
The safety cage is considered to meet these requirements if the permanent deformation
as the result of a vertical load of 1000 N is not more than 10 mm and as the result of a
horizontal load of 500 N is not more than 10 mm.
Anchoring points of fixed ladders
The anchoring points and connections to them shall be capable of supporting 3000 N per
stile. Up to four anchorages may be considered to contribute to this support.
3.1.4 Departure and arrival area
Departure areas
If the walking surface of the departure area has been raised by more than 500 mm above
the surroundings or the departure area borders on areas which are not able to take a
load, e. g. area made of glass or synthetic material, the departure area shall have guardrails or equivalent means that are able to protect persons against falling from a height.
If the horizontal distance from a fixed ladder, equipped with a safety cage, to the guardrail of the raised departure area is not more than 1500 mm, the guard-rail shall be fitted
with an extension or the structure of the cage shall be extended down to the guard-rail
(see Figure 3.4).

The top of the extension shall at least meet the following requirements:
- No dimension between the cage and the extension shall exceed 400 mm, or
- It shall have an angle, formed by the vertical and a straight line linking the upper section
of the extension to the nearest part of the safety cage of 45 degrees or more.
Arrival areas
Suitable means to prevent persons falling from a height, e. g. guard-rails, shall be
provided at drop edges of arrival areas, over a length of at least 1500 mm on both sides
of the vertical axis of the ladder or over the entire length of the edge, if this is less than
3000 mm. This is independent of any fall protection device fitted beyond this length.
Ladders may have a front or side exit to the arrival area.
The width of the access opening shall be between 500 mm and 700 mm.
To prevent falling through the access opening at arrival areas the opening shall be
provided with a gate.
The gates shall meet the following requirements:
a) Opening direction of this gate shall not be towards the edge of the drop (outwards);
b) Gate shall be designed so, that it can be opened easily;
c) Gate shall close automatically, e. g. by means of springs or the effects of gravity;
d) Gate shall have at least a handrail and a kneerail according to relevant requirements
of EN ISO 14122-3.
Handrails shall be fitted connecting the ladder stiles to the handrail of the guard-rail.
Those handrails shall be fixed to the guard-rail at the arrival area (see Figure 3.5).
