CHAPTER I
To transform a reality one must first know and the first step is to conduct a
participatory community assessment, which is conducted by members of the
community, a collective, in order to meet their own potentialities, which can take
as resources, but also the problems that affect them should be considered, with
participatory community diagnosis identifies, sorts, ranks community problems
and analyzes in order to plan and prioritize solutions. This diagnosis should be
made by people's own community to get better results because they can
understand community problems (which are those elements that affect social
development of a specific place), strength (are those physical and human
resources) and opportunities (which are components outside the community but
which can be applied for the benefit of the community).
It is emphasized that a participatory diagnosis serves to make action plans and
the solution often more appropriate and effective when based on an analysis of
the problems made by those affected. So that allows us to identify the use of
the resources of the community in solving priority social problems affecting
them and thereby promote civic participation and contribute to the development
of communities.
1.1 The selected community for diagnosis was the neighborhood "The
Graveyard" section II of the municipality Parish Guanare Portuguesa State.
1.2 The criterion is that this community was selected for Participatory
Community Diagnosis because of the winners live in the above section, and
therefore know the situation of the community.
1.3 Objectives
General Objective:
Hacer a diagnosis in the El Cementerio Municipal Sector II Parish Guanare
Guanare in Portuguesa state.
Specific Objectives:
Conduct a survey of information using techniques and tools for data collection.
Tabular information collected through the instrument.
Analyze the results obtained through data collection instrument and get the
percentage.
1.4En regarding the description of the community have, that the name of the
neighborhood Cemetery answered in this sector worked the first cemetery of
the town.
Being the first settlers from Siquisiqui Lara state, Churuguara Falcon,
Portuguesa rural state like Mata Larga Sabana Dulce, some Italian and Spanish
families, later families from Agua Grande are incorporated, also of Lara state.

Its foundation goes back to 1956, among its founders and first inhabitants Mr.
Rafael Diaz and Mr. Gregorio Musset are.
Thus, the adjacent neighborhood community Cemetery Department II limited

The neighborhood Cemetery Department II is located in the east of the
municipality Guanare Portuguesa State, as to the conditions of its landscapes
climate is relatively warm, with temperatures ranging from 19 to about 26 C.

Cultural and religious manifestations have played a very important role in this
community being as related matrix, the Bolivarian school Guanare City which is
one of the organizers of the most important culture of this sector where all the
years this institution celebrates anniversary and perform activities such as
dancing joropo, songs, poems, theaters and more. Also sports recreation and
culture has influenced because part of the inhabitants of this practice football
community, on the other hand the Evangelical and Catholic churches have been
guarantor and cooperating in the structuring of social unity in an organized
manner in group gatherings and have faced development needs by fostering
the social and family dynamics of human beings in their personal aspects and
integration with the community.
Arguably, much of the population has computers and some with internet via
wireless network and other modem, albeit that most people in this community
have to move to another town to investigate or seek information in cyber as this
community does not have an information center or cyber.

1.5 In the diagnostic methodology that was used as a technique for gathering
information was a questionnaire, 03 community council member of the
community, a total of (15) to answer questions which open and closed

required, since 03 members have the same observations and ideas for projects
that lead to meet the needs of the community in this way is analyzed in this
survey obtained 100% of the result.
1.7 The community is a means of investigation used to know the people and
their living conditions, they share common elements, such as language,
customs, values, tasks, worldview, based on a permanent mutual aid. The
degree of life and help the community varies widely, we were created by God to

have been different kinds of communities; the first and most important and
indisputable is the family.
The company is the cradle of mankind. It is through her that we can develop as

was a social being by nature since this is a perfectible being and needs of

For this case, the communal council a form of community organization,
developed in the Venezuelan legal system (as part of the Bolivarian revolution)
where the same people are who formulate, implement, monitor and evaluate
public policies, assuming so, the actual exercise of popular power, ie,
implementing decisions taken by the community. And it's the new social
structure, and functional as the planning entity of production projects that
develop new jobs and boost social and economic development of the
community is a mechanism for citizen participation.
It is important to note that the name of the neighborhood Cemetery answered in

presented by the lack of interest and integration by the inhabitants.
Among the main problems and needs of the town, we have:

Unemployment affects much of the population.
Lack of skilled trades.
Scarce professional university level.
There are still illiterate people.
Lack in some cases and in others minimum and information technology.
Lack of an information center or cyber within the community.
The participation and integration is essential for the
Society, through which she can identify weaknesses and strength of our
community.
Significantly possible solutions to this problem existing in the town they would
through the union, integrity, willingness and participation of all citizens and
community council.
Other important facts would be education as an engine of integration and
cultural transfer which we use to transmit a series of values and knowledge that
facilitate personal enrichment and helps to interact with the outside world. This
transmission is very advantageous in that through education we provide people

strategies and tools to strengthen each own characteristics, thereby facilitating


integration into society.
For this reason the community has a Bolivarian school "City of Guanare" that
according to the information provided school was inaugurated on 3 November
1971, by the President of the Republic Dr. Rafael Caldera in the presence of the
governor of expert status Vaje Waldemar Cordero, head of the educational zone
professor Judith Bello.

Thus we can note that there are 20 computers of which 17 are operational and
03 inactive, not forgetting that all students benefit from Canaima. It also has the
PAE which provides food to 623 students in elementary and 120 preschool.
As main potential and the importance of education for human and spiritual
growth of a community in the institution also have the Mission Ribas and
Mission Sucre.

1.8 In this inquiry were visited 03 members of the community council ward
Cemetery Department II. And thus realize the great human potential of the
community and among them are:

The young population is mostly under 30 years of age.

community employment opportunities.

Needs and Issues:
In this town neighborhood Cemetery Department II we could detect that has
different problems then the different needs of the community is priority:

Proposal and lines of action:
We encourage members of the community council conduct community
meetings in order to propose community projects, and thus be diminishing the
problems encountered. They were also given as a suggestion organize
cooperatives to implement each of the socio productive projects that will
generate a great development to the community in general, could benefit.
For all the exposure we observed that unemployment is one of the problems
that put more emphasis on this community.
It is taken as a priority this issue and trying to reduce this weakness by means
of socio-technological workshops which will make much profit as most have
computers, but still do not know him proper use where through workshops learn
to make transcripts, research, slides and so help they can get the necessary
training for development in computers. And thus obtaining an income for their
households, or also form cooperatives that allow for improvement and a better
quality of life, in the same guidance to the inhabitants of the importance of
information.
Sighted community:
Achieving a consolidated community with all paved roads, no ranches, form
cooperatives where the community is incorporated and have the information
center because it is so beneficial for everyone.
